Request for Proposals Geotechnical Services
Project: Southern Oregon University Science Building Renovation
Description of Project: Southern Oregon University (SOU) is designing a complete renovation of the Science Building which is located on the SOU campus in Ashland. A major part of this renovation is a complete seismic upgrade of the existing structure. SOU requests proposals from qualified Geotechnical Engineers to conduct an investigation of the site and prepare a site specific geotechnical report to aid in design of the seismic upgrade. The Structural Engineer for the renovation project is kpff Consulting Engineers, Portland, OR.
The Science Building was constructed in two phases. The original (Science I) building was built in 1957-58 and includes two stories plus a partial basement. Science I is constructed with cast-in-place concrete walls, floors and roof. The Science II addition was built in 1968-69 and includes four stories plus a mechanical penthouse on the roof. Science II is a cast-in-place concrete frame building with pre-cast exterior wall panels. The gross area of the entire Science I/II facility is approximately 103,000 square feet. The structures have not been altered since their original construction and no additions to the building will be part of this project. The renovation scope is limited to a remodel of the existing building. A map of the project location is attached to this RFP.
Oregon University System (OUS) Retainer Consultants Eligible: Proposers must be currently enrolled in the OUS professional Consultant retainer program to be eligible for this project. The form of agreement between SOU and the Engineer will be a supplement to the consultant's OUS retainer contract.

Minimum Qualifications: All services shall be performed under the direct supervision of a licensed Oregon Geotechnical Engineer. The final report shall bear the Engineer's seal. The Engineer must have completed a minimum of five (5) comparable geotechnical investigations within the last eight (8) years. Geotechnical Investigation - Minimum Requirements: General
1. Provide a site specific seismic site hazard investigation as defined by OSSC Section 1802.4 Field Exploration
1. Obtain utility locates and procure any required permits from authorities having jurisdiction. 2. Provide borings or test pits as required for a complete site evaluation. Indicate the number of
proposed borings/test pits in your Proposal (Item #3 of the Proposal Requirements) 3. Classify and log subsurface soil conditions in the test holes and obtain bulk samples for
laboratory testing. 4. Perform laboratory testing as required to determine soil classifications, allowable bearing
pressures for short and long term loadings, active and passive soil pressures, friction coefficient, and related information for use by the structural engineer.
5. Evaluate site seismic hazards including, but not limited to, site geology, subsurface conditions, faults, ground movement, liquefaction potential and related information as necessary for the structural engineer to design a seismic retrofit for the existing building.
Geotechnical Report
1. Provide design recommendations including, but not limited to, bearing capacities (short and long term), active and passive lateral pressures, friction coefficient, seismic recommendations, boring logs, laboratory test results, maps and supporting documentation.
Required Deliverables:
1. Provide two originals of the final geotechnical report, wet-stamped and signed by the Geotechnical Engineer of Record. Provide an electronic pdf of the complete report.
2. Allow for a minimum one hour of consultation with the Structural Engineer of Record after the Structural Engineer has reviewed the final geotechnical report and recommendations.
Insurance Requirements: The Engineer shall provide and maintain insurance coverages as mandated by the Oregon University System in their standard professional consultant agreement. Certificates of Insurance evidencing the required coverage shall be provided prior to the start of on-site work. Use of Geotechnical Engineer's Report: It is understood that the Owner and the Owner's agents will reproduce and distribute the geotechnical report without modification. The documents delivered under this agreement shall be the exclusive property of SOU. Proposal Requirements:
1. Provide a cover letter stating the firm’s legal name, address and phone number. 2. Provide the resume' for the geotechnical engineer proposed for this project. Include the
Engineer's Oregon registration number.

3. Provide a list of recent, comparable geotechnical investigations the proposed Engineer has completed (limit response on this item to one page maximum).
4. Briefly describe the approach proposed for this project. Include the quantity and type of borings or test pits that will be used.
5. Provide a not-to-exceed fee proposal for this project. Include all costs in the fee proposal, both direct and indirect, as well as all reimbursable expenses.

Emailed or faxed proposals are acceptable for this project. Contract Award SOU will award this project to the Geotechnical Engineer offering the best combination of qualifications, experience and proposed fee. SOU may reject any submittal not in compliance with all prescribed procedures and requirements, and may cancel this solicitation or reject, for good cause, all responses upon a finding by SOU that it is in the public interest to do so. Please note that throughout this procurement, SOU will not accept responses or queries that require SOU to pay the cost of production or delivery. SOU is an AA/EEO employer.
