1. InvitationDetailed proposals are invited from consultants, consulting firms and academic institutions hereafterreferredtoasthe“Consultants”)todesignandimplementaoneyearlobstercatchabilitystudyprogramaspartofFORCEEnvironmentalEffectsMonitoringProgram(EEMP)for itsmarinedemonstrationandtestingfacilityintheMinasPassage,BayofFundy.2. BackgroundandContextTheFundyOceanResearchCenter forEnergy(FORCE), isCanada’s leadingcentertodemonstrateandevaluate technology and undertake research on tidal in-stream energy conversion (TISEC). FORCEcollaborateswithdevelopers, regulatorsandresearcherstostudytheinteractionbetweentidalturbinesandthedynamicenvironmentalconditionsintheBayofFundy.TheFundyTidalEnergyDemonstrationProject (the Project), being undertaken by FORCE in theMinas Passage, presently involves five berthholders, each proposing to deploy a different technology over the next five years. AdditionalinformationandbackgroundontheFORCEProjectandEEMPstudiescompletedtodateareavailableonFORCE’swebsite:www.fundyforce.ca.TheProjectEnvironmentalAssessment (EA) received formalapprovalonSeptember15,2009.Oneoftheconditionsof theapproval requiredFORCE,as theApprovalholder, toestablishanEnvironmentalEffectsMonitoringProgram(EEMP)coveringanumberofsubjectareas. ThesesubjectareasareFish,Lobsters,MarineBirds,MarineMammals,Acoustics,PhysicalOceanography,CurrentsandWaves,andBenthicenvironment.Inaddition(asrequiredbytheEAapproval),anEnvironmentalMonitoringAdvisoryCommittee(EMAC)wasestablishedtoprovideindependentexpertscientificandtraditionalecologicalknowledgeadvicetoFORCEontheadequacyoftheEEMP.BasedonthedatagatheredunderpreviousFORCEEEMprogramsundertakenfrom2009to2013andfeedbackfromEMAC,itwasdeterminedthatthefutureFORCEEEMPshouldfocusonfivesubjects:Fish,Lobsters,MarineBirds,MarineMammalsandAcoustics(marinenoise).For the lobster indicator, the2009EAnotes that“potentialadverseeffectson thecommercial lobsterfisherieswillbeeliminatedorminimizedtoinsignificantlevelsthroughouttheProjectlife”.TheEAgoeson to predict that “apart from direct displacement of a limited number of individual lobsters in theimmediateProjectfootprint,theremaybeindirecteffectsonmigratinglobstersduringconstructionasaresultofnoise,vibrations,orsediments”(AECOM2009).Inorder to test thesepredictions, a seriesofEEMPs focusedon lobster “catchability”andmovementwereundertakenin2009and2010,pluslobstertaggingstudiesin2011through2013.The next TISEC deployment is anticipated inmid-2016 at site D, as indicated in Figure 1. Ongoinglobstermonitoring studies are required to assess the potential effects and test the EApredictions asadditionalTISECdevicesaredeployed.
