IT Infrastructure Upgrade & Storage Solution January 26, 2017

Proposal Deadline: February 8, 2017 I. Overview Tipton County Government is seeking an IT Infrastructure Upgrade and Storage Solution for the Tipton County Sheriff’s Office located at 1801 S College St, Covington TN 38019, also known as the Criminal Justice Complex. This RFP contains instructions governing the content of the proposal and the format in which they are to be submitted. Tipton County Government offers these assumptions when the vendor is creating their proposal:

1. A suitable place will be constructed or made available for new infrastructure equipment

2. Support from M&M Micro will be available for SOMS migration

3. Placement of Wireless Access Points is less than 300' cable length to the data center

4. A minimum 100Mbps upload speed capable internet will be provided

5. Resolution of any identified and reported issues is not included in the monthly costs and will be billed according to contractual hourly rates on a time and materials basis.

6. Video vendor will migrate existing data to new server

7. All cabling is CAT5E or better II. Goal & Objectives The goal is to create a solid IT foundation that is built on virtualization providing efficiencies and capabilities not available within a physical server environment and provide an appropriate storage solution (and redundancy) for video

recordings from current patrol dash cameras and future body cameras. The objectives are:

• Provide storage and computing resources for video vendor • Replace existing server and computing infrastructure at/beyond end of life • Offer quicker recovery times for critical applications/servers through virtual

environments and Cloud support • Ability for remote monitoring and management of server infrastructure • Improve application performance • Provide Active Directory functionality (for improved access and security

controls) • Increase disk space • Increase Window licensing to allow more simultaneous users of server

resources III. Bid Submittal & Consideration All bids are to be returned in a sealed envelope marked in the lower left hand corner “IT Infrastructure Upgrade & Storage Solution” on or before 12 P.M. February 8, 2017 to:

Bids will be considered at 6:00 PM by the Tipton County Purchasing Committee in the General Sessions Courtroom at the Tipton County Justice Center located at 1801 South College in Covington, TN on February 13, 2017. The Tipton County Purchasing Committee reserves the right to accept and/or reject any and all bids. Bid submittals should include an overview of the proposal summary, profile of proposing vendor, qualifications, work plan, proposed costs and references.

IV. Approach The proposal should include a solution to upgrade the IT Infrastructure (with remote monitoring and management) within the Sheriff’s Office environment AND offer Cloud Backup for Video and Co-Location for Server applications. IT INFRASTRUCTURE Proposal should include TWO (2) physical servers that are configured to host a Primary Domain Controller, Backup Domain Controller, File server and SOMS server along with FOUR (4) virtual servers. One server would host the PDC, File Server, BDC Replica and SOMS Replica whereas the other hosts the BDC, SOMS, PDC Replica and File Server Replica. With two physical servers all virtual servers can be spun up in the event of a single physical server failure. In a normal operating mode, the two physical servers will each have two virtual machines. They will share the load between the physical machines which optimizes performance. In the event that a single physical server fails the remaining physical server can spin up the virtual servers from the failed physical server until it can be repaired. This will drastically reduce recovery time, from days or weeks to hours in the most likely hardware failure scenarios. It is a Microsoft Best Practice that Windows Domain functions be spread across two physical devices. In the event of a failure on the Domain's only Domain Controller, users may not be able to log in to the Domain or access network resources. To limit this problem it is recommended to spread out domain functions across both physical servers in separate virtual server containers. The vendor video application can be stored on the File Server with videos stored on an independent storage array. Remote Monitoring and Management is desired to detect and correct many issues before they cause unnecessary downtime and expense such as backup failures, hardware failures, and critical domain issues. Items shall include:

1. Install a four-post rack to support infrastructure equipment

2. Improve server stability by installing rack-capable UPS systems

3. Install proposed two physical servers in the rack

4. Migrate applications into four virtual servers spread across two physical servers

5. Configure Windows Active Directory on two of the four virtual servers

6. Connect workstations to Active Directory

7. Redirect workstations to access server resources on the assigned virtual servers

8. Provide full virtual machine image backups of server

9. Automatic replication of Virtual Machines a. Replicate every virtual server to the opposing physical server

reducing recovery time in most situations.

10. Configure 3 outdoor wireless access points

11. Configure remote monitoring and management on all workstations and servers

12. Provisioning of storage and compute resource for vendor video application

CLOUD BACKUP OF VIDEO AND CO-LOCATION FOR SERVER SERVICES Local storage of video should be provided in RAID implementation for single drive failure recovery. Cloud storage is needed for video redundancy. Items shall include:

1. Offer a dedicated server at secure Co-Location

2. Send backups to the dedicated server

a. Backup copy jobs will be created that will upload a copy of the backups to the cloud

3. Configure Replication of virtual machines onto the cloud server

a. Data will be sourced from the backup copies that were created in step 2 reducing load on production servers

b. Provides rapid spin-up without the need to restore the data in most

situations V. Scope of Services The scope of services pertains to the requirements of upgrading the IT Infrastructure (with remote monitoring and management) within the Sheriff’s Office environment AND offer Cloud Backup for Video and Co-Location for Server services. The overall responsibility of the vendor is to coordinate, plan, manage, and perform activities described in this RFP. Services shall include: IT INFRASTRUCTURE
