1. GENERAL

1.1. The Royal Canadian Regiment Museum is now seeking proposals for designing and

building display cases to show the first set of Regimental Colours, The Royal Canadian

Regiment.

1.2. This project will include the design of a custom-designed display case(s).

1.3. Submission of a proposal indicates acceptance by the Applicant of all of the conditions

contained in this Request for Proposal, unless clearly and specifically noted in the

proposal submitted and confirmed in the formal contract between The Royal Canadian

Regiment Museum and the Applicant.

1.4. Proposals are subject to a formal contract being negotiated, prepared and executed

between the successful incumbent and The Royal Canadian Regiment Museum. The

Museum reserves the right to negotiate the terms and conditions of the contract.

1.5. The Royal Canadian Regiment Museum is requesting submissions from companies,

professionals, specialists or any other qualified party who are both interested and

capable of undertaking the project and reporting its findings. The onus is on the

applicant to show their knowledge, understanding and capacity to conduct the work

outlined in this request for proposals.

2. CLOSING DATE/TIME, FORMAT

2.1. Applicants are required to submit one copy of their proposal with their accompanying

submission by 25 July 2016 at 23:59.

2.2. Proposals may be submitted by mail, email, fax or in person using the following

3. QUESTIONS/INQUIRIES

4. PURPOSE

4.1 To select a consultant/company to design, produce and install a custom-designed

display case (s).

4.2 This display case(s) is required to show a set of two (2) Regimental Colours in very

fragile condition.

5. BACKGROUND AND COMPONENTS

5.1 The first set of Colours are Regimental Colour and King’s Colour presented to The RCR on the 11th of October 1901 by the Duke of York, future King George V in Toronto.

5.2 According to Fetherstonaugh (The Royal Canadian Regiment. 1883-1933, p. 163), it took 5 years for this set of Colours to finally pass into the regiment’s keeping; the long gap was due to the requirement to have the Battle Honours emblazoned on the actual Colour, which was done in England.

5.3 The said Colours were laid up on 26 May 1932 (The Royal Canadian Regiment. 1883-1933, p. 408) in former Bishop Cronyn Church (re-designated since January 2016 to a different purpose).

5.4 These are the first Regimental Colours ever presented to The RCR. Please see attached image 1 and 2.

5.5 This project will consist of the following elements:

a. Display case(s) to show the above-mentioned items in flat position;

b. Approximate size of the display case; length: 153 cm x width 103 cm x height x 5

cm.

c. The two items are preserved in flat position and cannot be manipulated due to

extremely fragile condition;

d. Manoeuvring of the items is done by means of a solid support which will have to

be considered as an integral part of the built display case(s). The above

mentioned size includes the size of the flat support surface;

e. There is a requirement to include UV protected glass and/or other means of

preventing extended exposure to artificial light (i.e. black cover that visitor can

remove to see the item);

f. No interior lighting accepted, however lighting source attached at the exterior

of the display case(s), low LUX level (no more than 40) will be considered;

g. The display case(s) will be installed on site by the consultant selected to

complete the project.

7. FUNDING AND TIMELINE

7.1 Source: funding for this project has been supplied from the Directorate of History and

Heritage, Museums and Historical Collections Section 5 (Department of National

Defence);

7.2 The budget scale for this project is $10,000.00 including applicable taxes.

7.3 As a not-for-profit organization, it is expected that the interested contractors to offer

an in-kind contribution of up to 15% of the total value of the project.

7.4 In order to meet deadlines and prerequisites, there is a requirement to have all

submissions no later than 25 July 2016 at 23:59.

7.5 Selection of the consultant/company: 26 July to 2 August 2016. 7.6 Announcement of the winning bid: no later than 12 August 2016. 7.7 Assignment and contract with the winning company: week of 15 to 19 August 2016. 7.8 Completion of the project and delivery: week of 10 to 14 October 2016.

8. SUBMISSION

8.1 Assessment

The proposals will be assessed according to how well they respond to the

requirements herein stated, the functionality of the display case, in relation to

the requirements herein stated, creativity and cost.

8.2 Costs and Prices

All prices must be stated in Canadian funds and must be inclusive of all costs,

fees and taxes.

8.3 Format of the Proposal

Your proposal must meet the following format:

a) Name, address, telephone number of the firm and point of contact;

b) Clearly identify past experience in undertaking similar contracts or related

functions, along with at least two references which are to include the name of

the organization, the contact person with contact info and name of the

project completed for the said organization;

c) Project cost inclusive of the content management, all taxes and in-kind

contribution.

9. EVALUATION AND SELECTION CRITERIA:

9.1 Proposals will be evaluated by the designated working group at The RCR

Museum who will make a recommendation to the Board of Directors of The RCR

Museum. The final decision and approval authority is The RCR Museum BOD.

9.2 By responding to this request for proposal, respondents agree to accept the

recommendation of evaluation team as to the successful incumbent.

9.3 Each proposal will be evaluated against the following set of criteria:

a) evidence of ability to perform and complete the project;

b) visuals of the proposed design with details of how the interactivity

functions;

c) experience and measurable past success;

d) project leader experience and past success;

e) adequate budgeting including an in-kind contribution of up to 15% of the

total value of the project.
