Request for Quotation (RFQ) for printing ofcardstockmedicationsleeves KNCVTuberculosisFoundationKNCVTuberculosisFoundation(KNCV)isaninternationalnon-profitorganizationdedicatedtothefightagainsttuberculosis(TB),stillthesecondmostdeadlyinfectiousdiseaseintheworld.KNCVisaninternationalcenterofexpertiseforTBcontrolthatpromoteseffective,efficient,innovativeandsustainableTBcontrolstrategiesin a national and international context. We are an organization of passionate TB professionals, includingdoctors, researchers, training experts, nurses and epidemiologists. We aim to stop the spread of theworldwideepidemicofTBandtopreventthefurtherspreadofdrug-resistantTB.TheASCENTprojectASCENT (Adherence Support Coalition to End TB) is a Unitaid funded project to help patients successfullycompletetheircourseoftreatmentthroughtheuseofdigitaladherencetechnologiesanddata-drivensupportinterventions,utilizingtoolssuchassmartpillboxesandother innovations.TheprojectwillbeimplementedfromJuly2019untilDecember2022andaimstoreachnearly70.000patientsinUkraine,Ethiopia,Tanzania,SouthAfricaand thePhilippines. Thesedigital adherence technologiesempowerpatients to take theirdailymedicationatatimeandplacethatsuitsthembest.Additionallytheyprovidereal-timeinformationtotheTBdoctorornurse,helping todetermine themostappropriate treatmentapproach foreach individualpatientandbyenablingfocusedeffortsonthosepatientsthatrequireextrasupport.
ObjectiveofRFQToprintcardstockmedicationsleevesusedforrepackingofexistingFixed-DoseCombination(FDC)antibioticmedication blister packs for Tuberculosis (TB) inmultiple or selected countries that implement theASCENTproject.
TimelineFirstcontractualperiodwillbefrom1stofMarch2020–1stofMarch2021withthepossibilitytoextent.Thecandidateshouldbecapabletostartactivitieswithin1monthaftercontractsigning.
PublishedThis RFQ is published from 13th of January to 31st of January 2020 on the ASCENT(http://www.digitaladherence.org) and KNCV Tuberculosis website(https://www.kncvtbc.org/en/downloads/).Reviewandselectionwilltakeplacefrom1stofFebruary–14thofFebruary2020.
SubmissionProposalsshouldbesubmittedviaascent@kncvtbc.organdmustbereceivedby11:59CETon31stofJanuary2020.Proposalsreceivedafterthisdateandtimeshallbe invalidandwillbeblockedfromreview.ProposalsshouldbesubmittedinEnglishandeachinterestedpartyshallsubmitonlyonequotation.Thequotationneedstoincludethefollowingdocuments:

SelectionSelection of the candidate(s) will be based upon independent assessment of the proposals by a reviewcommittee consisting of in-country and external specialists. BackgroundIn this section, abackgroundof the cardstockmedication sleeve, its utilizationand specifications related tomedicationsleevetypesanddesignisprovided.BackgroundThe cardstock medication sleeve is part of a digitaladherence technology thatusescustomcardstocksleevestorepackexistingFixed-DoseCombination(FDC)antibioticmedication blister packs for Tuberculosis (TB) treatment.Afterrepacking,thesecardstocksleevesprovideaseriesofunpredictable hidden toll-free phone numbers or SMScodesthatarerevealedeachtimeapatientremovestheirpillsfortheday.ProductspecificationsThemedicationsleeveisinitiallyasinglelargesheetofpaper(1)thatfoldsoverwiththetworemainingedges(A and B) that have covers which should be folded over and sealed. The medication sleeve looks like anenvelopenow(2)withthelastflap(C)opensothatamedicationblistercanslideinata latermoment.Thislastsideispreferablyfixedwithadouble-sidedtape.
MedicationsleevedesignOutsideOne side of the medication sleeve has 28 openings for the elevated pill compartments present in themedicationblisterpack.Theothersidehascoverswithperforationstoallowpillstobedispensed.Coversarepre-cutalongthetwolongedges,foldedatoneoftheshortedges,andperforatedalongtheremainingshortedge.Itisessentialthatthesecoversdonotopenbeforemedicationispressedoutfromtheblisterpack.InsideOntheinnerside,codesareprintedon14ofthe28flaps.Morespecifically,codesareprintedonthe(2ndand4thcoverinthe1stcolumn,1stand3rdcoverinthe2ndcolumn,2ndand4thcoverinthe3rdcolumn,1stand3rdcoverinthe4thcolumn,2ndand4thcoverinthe5thcolumn,1stand3rdcoverinthe6thcolumn,2ndand4thcoverinthe7thcolumn).SequenceversionsEachmedicationsleevetype(seeFigure2examples)willhave50sequenceversions,eachwithdifferentcodesequences.Oneachversion,thecodesshouldbeprintedasperprovidedsequence.Eachdifferentsequenceversion per type of medication sleeve can be printed separately and then shuffled before distribution.Example: If the total required quantity of a medication sleeve type is 1,000, it means that we expect 20medicationsleevesperuniquesequenceversion(1,000/50=20).
