PROJECT OVERVIEW
What is the project?
The Davenport Diamond refers to the intersection where the Barrie GO corridor meets the CP rail tracks near Dupont Street. The Davenport Diamond Grade Separation Project will prepare and complete the construction of an elevated twin-track guideway between approximately Bloor Street and Davenport Road west of Lansdowne Avenue, eliminating at-grade crossings including the busy CP Rail intersection near Dupont Street.
Why is it happening?
The Davenport Diamond is one of the busiest train intersections in North America. As Metrolinx connects our region with two-way all-day GO service, it means more trains will be passing through and we need a solution to this congestion problem.
Who is the builder?
Graham Commuter Rail Solutions was selected by Metrolinx and Infrastructure Ontario to construct the Davenport Diamond Elevated Guideway.

NOISE AND VIBRATION: DURING CONSTRUCTION
DAVENPORT DIAMOND
Work will be designed to meet the City of Toronto bylaws for noise and vibration. Efforts to reduce noise include: no blasting or pile driving, using saws wherever possible rather than jackhammers, using mufflers or sound enclosures around generators, and scheduling most noisy activities during the day.
Routine and continuous monitoring will be conducted during construction work to assess any potential noise and vibration impacts to nearby properties and ensure they are within guidelines.

NOISE AND VIBRATION: AFTER CONSTRUCTION

Noise barriers will be present along the elevated guideway rail lines. Compliance monitoringof noise and vibration will be completed during commissioning of the new rail lines to ensurethat all design levels for noise and vibration are achieved.
The new elevated railway will be provided with acoustically absorptive noise barrier walls. The new elevated guideway structure is anticipated to reduce the vibration transmitted to surrounding properties, minimizing the acoustic environment, and noise and vibration impacts.

NIGHT WORK

Why is there work at night within the rail corridor?
Certain construction activities and equipment are limited to the window of time when CN/GO trains don’trun (typically from the final train around 12:00AM until 6:00AM).
Night work will be required throughout the duration of the project where necessary to limit interaction with active trains and ensure the safety of crews working within the rail corridor.
The community will be notified in advance of any anticipated overnight work.
What sort of work activities will be happening?
Spring Construction
Construction activities inside the rail corridor for the months of March – May include some general earthworks and the installation of a retaining wall.
Summer Construction
Construction activities inside the rail corridor for the months of May – September include the relocation of rail signals at Wallace Avenue and the installation of the diversion track from Bloor Street to Davenport Road.

TREES AND VEGETATION
• Our contractor will have to remove some vegetation within Metrolinx’s right-of-way in order to facilitate Guideway construction. But we’re also protecting many trees along the corridor, particularly the Siberian Elm trees in Campbell Avenue Park running parallel to our rail corridor.
• A Vegetation Compensation Protocol is being developed for all our construction projects. Compensation for trees within private lands, including those on the boundary between Metrolinx and public or private lands, will follow the requirements of applicable bylaws and regulations.
• The species will include native, drought and salt tolerant trees which can also provide seasonal aesthetic benefits. These trees include honey, locust, eastern redbud, oak, maple and tulip trees.
• Any private trees with a 30 cm diameter stem that require to be removed will have to be done through city permits and trees withing Metrolinx property do not require permits on the Davenport diamond project.

MAINTAINING CONNECTIVITY DURING CONSTRUCTION
Bloor Street West
• One sidewalk will remain open through different phases of the Bloor Street bridge construction where possible.
• Cyclist routes will be closed during full road closures with detours in place. Pedestrian traffic will be maintained with temporary sidewalks and flagging as necessary during work activities.
Wallace Avenue
• Full weekend road will be required for rail installation and removal and bridge girder erection.
• Local access to Campbell Avenue, Rankin Crescent and Ward Street will continue to be maintained.
Dupont Street and Davenport Road
• Intermittent closures will be required at Dupont and Davenport during bridge rehabilitation, pedestrian traffic will be maintained.
• Full weekend road closures at Dupont Street will be required for the elevated guideway girder installation over the roadway.

Pedestrian and cyclist traffic will be affected during certain stages of construction to ensure public safety. Work will be staged to reduce closures as much as possible and will provide detour routes at all times.

MAINTAINING CONNECTIVITY DURING CONSTRUCTION

On the Davenport Diamond project multiple variables are taken into consideration before traffic management plans are put in place.
• Pedestrian access will be maintained throughout the project.
• Road closure will always maintain one lane flow of traffic.
• Any decisions regarding Traffic managements goes through a rigorous process and scrutiny.

The constructor, Graham Commuter Rail Solutions, along with their consultants, will research on traffic and common traffic issues in then neighbourhood.

Once the information is available the team creates and presents plans to City officials, Metrolinx officials and CP Rail staff for approval.

When approvals are in place, Metrolinx and Graham Commuter Rail Solutions will put a communications plan into place for public notification of the upcoming changes.

PUBLIC AMENITIES IN THE GUIDEWAY
• Guideway Cladding – The Guideway has been specially
designed with a continuous ribbon of lightly “bright” anodized aluminum panels to gently reflect light, blend in with its surroundings, and visually lighten the structure.
• Skylight – A continuous “skylight” element designed to bring
light and rainwater to the area under the bridge. This fosters plant growth in the landscaped areas beside the multi-use path by allowing natural irrigation of the plantings from rainfall.
• Lighting – An enhanced lighting aims to increase safety and
bring a sense of delight to the Greenway while minimizing the light pollution to nearby residences.
• Noise and Vibration Mitigation – For sound mitigation,
acoustic treatment includes sound absorptive treatment on the inside of the 2-meter sound barrier. Vibration will be minimized through track fixations and bridge bearings.
• Vandalism Prevention – Several strategies will be used to
address vandalism including employing Crime Prevention Through Design (CPTED) principles. Generally, the Guideway cladding is difficult to reach where it is raised, and as a surface it is easier to clean than concrete.

UPDATE ON THE PUBLIC REALM
Benefits of separating the Public Realm from the Guideway project
• A Design-Bid-Build (DBB) procurement model provides greater control over the design process.
• Allows Metrolinx to engage the community more effectively and this procurement model gives us greater control over what is built.
• Ensures that considerations around the long-term operations and maintenance are built into the design of the public realm. The design will be developed with a focus on durability and ease of maintenance for both the public realm elements and the rail infrastructure.
Schedule
• Public realm schedule has not changed: construction will start in 2023 after the Guideway is complete and finish in about 2024.
• The Greenway is built after the Guideway project is completed so that we can properly restore and improve the landscape without risking damage from Guideway construction.
Continuity of Community Engagement
• Metrolinx will work with the Construction Liaison Committee (CLC) to ensure continuity in the design process for the public realm.
Continuity in the design of the public realm
• The original design scope and intent will be the building blocks for the public realm project moving forward.
• Metrolinx will ensure that considerations around the long-term operations and maintenance are built into the design of the project.

GUIDEWAY: LOCAL NEIGHBORHOOD BENEFITS
• Some of the key features of the public realm project will include sustainably designed green spaces, new east-west connections, a new multi-use trail, pedestrian bridges, pedestrian underpasses, and enhanced connections to transit.
• The Davenport Diamond Public Realm Project can act a catalyst for social and economic development – attract the talent, which attracts the companies, which drive economic growth.
• Opening up the rail corridor to public uses (multi-use trail, public realm) will create new primary frontages for the commercial and industrial buildings adjacent to the corridor.
• The Davenport Diamond Public Realm Project is intended to provide enhanced connectivity to the communities on both sides of the rail corridor and to pedestrian and bicycle paths linking to other parts of the city.

SAFETY: DURING CONSTRUCTION

During construction, necessary traffic accommodations and signage will be set at major intersections to eliminate public interaction with construction and to inform pedestrians of upcoming construction areas and detours.
SAFETY: AFTER CONSTRUCTION
The Davenport Diamond is one of the busiest train intersections in North America. As Metrolinx connects the region with two-way all-day GO service, more trains will be passing through this intersection. The construction of the elevated guideway for GO trains above the CP rail tracks will resolve rail congestion issues, while also removing the risk of collision between GO trains and CP freight trains at the existing intersection.
IMPROVED MOBILITY
By transforming GO Rail from a 9-to-5 commuter service to a two-way, all-day transit service, Ontario will benefit from the following:
• More incentive for travellers to use the train as a travel mode
• Faster travel times for transit riders and road users
• Enhanced rail service with trains at least every 15 minutes, all day, in both directions over core portions of the network
• Greater access to GO Transit and seamless rail travel throughout the GTHA

The upgrades to the Davenport Diamond will allow for increased GO rail service on the Barrie GO corridor and will help support two-way, all-day GO rail service.
