The Certi�ed General Accountants of Ontario advise of a number of provincial tax changes for �lers this year:

INCREASED THRESHOLD FOR ALL INCOME TAX BRACKETS› Taxable income thresholds in all three Ontario provincial tax brackets were increased by 3.3 per cent in 2012, re�ecting changes to Canada’s consumer price index (CPI) in Ontario. All indexed non-refundable tax credits also increased by 3.3 per cent.

NEW HIGH INCOME TAX BRACKET› �e Ontario government has introduced a new tax bracket. Beginning in 2012, individuals will be taxed at a rate of 12.16 per cent on that portion of their income in excess of $500,000 annually. �at will increase to 13.16 per cent in 2013.

Be aware of new provincial tax changes

› �is is supposed to be a temporary tax bracket until Ontario’s de�cit has been eliminated in several years.

ONTARIO TRILLIUM BENEFIT› E�ective July 2012, the Ontario Trillium Bene�t combines payments from the Ontario sales tax credit, Ontario energy and property tax credit, and Northern Ontario energy credit. Further details are available on page 117 in the chapter on Ontario Provincial Tax.

HEALTHY HOMES RENOVATION TAX CREDIT› In 2012, Ontario introduced a refundable Healthy Homes Renovation Tax Credit, which is designed to assist senior citizens with the cost of permanent home modi�cations required to improve accessibility or assist with mobility to and within their home.› �is credit is calculated as 15 per cent on up to $10,000, or $1,500, to cover eligible annual expenses (wheelchair ramps, widening passage doors, hand rails in corridors), among other qualifying expenditures.› Couples who are living together may only claim up to $10,000 in qualifying expenses in total. Family members who live with an elderly relative may claim this expense on behalf of the household. Couples who live separately because of medical or other reasons may each claim up to $10,000.› For the 2012 tax year, eligible expenses will qualify for this credit if they were incurred between October 1, 2011 and December 31, 2012. It’s not a matter of destroying the foundation, Ksiazek explains, the concern is the damage that it does once water gets inside. In past eras, when homes were originally built, basements were un�nished and unused. �ey contained no organic material like drywall or �ooring.

Prepare for the risks of everyday life. �e risks we seem to deal with quite easily are property insurance, car insurance and contents insurance. �e risks we tend to overlook are those associated with our economic earning power. If you or your partner were to die, become ill or disabled and unable to work, would your family have the resources to meet their day-to-day needs? It’s a tough question to face, but the consequences of not facing it can be even tougher on your family.

›› Life insurance will protect your family’s standard of living if you die.

›› Disability insurance will provide you with an income if you cannot work due to illness or injury.

›› Critical illness insurance will pay you a lump sum if you are diagnosed with a speci�c illness.

›› Long-term care insurance will pay the bills should you (or other members of your family) need in-home or facility care.

Don’t forget to do some retirement planning. �e only one you can count on is you. �rough means testing of pension and age tax credits, and reduction in senior’s bene�ts, the government is saying loudly and clearly, “You are responsible for providing for yourself.” �ankfully, we still have Registered Retirement Savings Plans (RRSP). Any money contributed to an RRSP remains tax-deferred until the funds are withdrawn. And since investments held in RRSPs also grow on a tax-deferred basis, they grow much more quickly than investments held outside an RRSP.

everyone should have a will and a power of attorney, many people don’t. Some think their wishes will be carried out by a family member or that they do not have enough money to justify the cost of making a will. Others avoid making a will because their personal circumstances – marriages, divorces, and accumulated children and stepchildren – just seem too complex to unravel. However, if you die without a will, trying to �gure out who gets what, and when, can be a mess. And your estate may end up paying more in fees and taxes than it should, leaving less for your loved ones.

Review and update your will every three or four years, especially when family circumstances change (weddings, divorces, births and deaths all result in changes in family structure), your �nancial circumstances change, new legislation is implemented, or you change your province or country of residence.

are. According to Statistics Canada, life expectancy rose by almost 2 1/2 years for men and by almost 1 1/2 years for women between 1986 and 1996. But, while we are all now living longer and healthier lives, for many people, �nancial �tness still isn’t a reality.

Only 30 per cent of Canadians follow a monthly budget, while just 40 per cent of us have a formal �nancial plan in place. Yikes! �e fallout of all this inactivity (is it inattention or procrastination?) is that the realities of Canadians’ lives are a long way o� their expectations.

A CIBC Financial Health Poll conducted by COMPAS Inc., showed that 37 per cent of those who retired and then returned to work did so because they didn’t have enough money. What would they have done di�erently if they could do it all over? Well, 60 per cent say that in hindsight they would have started investing earlier and they would have saved more. Hmmm...

More than just having enough money, our level of �nancial �tness re�ects our ability to bring our current and future needs into balance. To have a balanced �nancial plan, you must set some realistic goals. Just as most athletes have speci�c goals toward which they consistently work, the key to �nancial �tness is to set achievable goals and consistently work toward them.

What weighs most heavily on your mind? Very likely there will be several

issues competing for your limited �nancial resources. Do you want to accumulate a speci�c amount of money, eliminate your mortgage or pay o� that new car? Weighing each of your goals against the others will help you to see which are the most important ones.

�ere are no right or wrong answers at this point. Right now, you’re just laying the plan. Later, if you want to double-check it, you can ask your �nancial adviser to look it over and see what’s missing.

OKAY, IT’S TIME TO PICK UP A PEN AND GET TO WORK: ›› Make a list of everything you want

to achieve.›› Make sure you’ve covered each of

the seven areas of a �nancial plan.›› Prioritize your list.›› Pick two goals.›› Make sure your goals are realistic.›› Set some dates.›› Write it all down.›› Check your progress every six months.

On an annual basis, housing starts are expected to range between 178,600 to 202,000 units in 2013, with a point forecast of 190,300 units, following a level of 214,827 units in 2012. In 2014, housing starts are expected to range from 171,200 to 217,000 units, with a point forecast of 194,100 units.

Existing home sales are expected to range between 418,200 to 484,000 units in 2013, with a point forecast of 451,100 units, following a level of 453,372 in 2012. In 2014, Multiple Listing Service (MLS) sales are expected to range from 439,600 to 505,000 units, with an increase in the point forecast to 472,300 units.

�e average MLS price is forecast to be between $356,500 and $378,500 in 2013 and between $363,800 and $390,800 in 2014.

MORTGAGE PAYMENT CALCULATION CHART

1. Calculate the combined monthly before-tax income between you and your spouse.

2. Divide by three. This figure is the monthly payment you can afford to make on your home.

3. Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

4. Refer to the chart below. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers choose the 25-year amortization).

5. Multiply this figure by the amount you need to borrow. Divide by 1,000.

6. Add to this your estimated monthly heating costs and monthly property taxes.
