accreditationThe Aged Care Act 1997 introduced Accreditation requirements comprising standards of buildings, management, staffing and development, health and personal care, lifestyle, physical environment, and safety.

Kingston City Council’s Residential Aged Care Facilities have been awarded three years Accreditation by the Aged Care Standards Agency.

Welcome to Residential Aged Care

Kingston City Council operates three residential aged care facilities within its municipal boundaries.

In Kingston’s aged care facilities, our care is individual, aimed at supporting the lifestyle people choose. Care and support is based on maintaining, and valuing each person in their social role. In so doing, we strive to respect each person’s individuality, freedom of choice, and independence.

The older citizen in our community is valued, and we endeavour to build a positive and realistic image of ageing by having a commitment to, and respect for a person’s total well being - physical, emotional, social, cultural and spiritual.

With this in mind, the staff and volunteers involved at each of our aged care facilities, aim to provide safe and pleasant accommodation while residents continue with their chosen lifestyle. We are conscious of improving physical well being, lifestyle, and self esteem through good care and a comfortable living environment. Staff are available to assist you at any time. 2History of Residential Care Facilities

corben houseLocated on the site of the Mentone Gas Works in Brindisi Street, the site has a long association with delivery of service to the community. S Hutchinson erected the Gas Works in 1886 as part of the early development of Mentone. The company was officially named the Mentone, Cheltenham and Mordialloc Gas Company.

The Shire of Moorabbin purchased the Works in 1899 following a major economic depression, but when the Mordialloc municipality severed its ties from the Shire of Moorabbin in 1922, it assumed responsibility for the operation of the Gas Works. This operation continued well into the 1940s.

Corben House was officially opened on 8th July 1978. At that time, it consisted of 46 individual units constructed around six courtyards, each with ensuite facilities. Women over the age of 60 years and men aged 65 and over, who were able to care for themselves, were eligible for admission.

Corben House was so named after Douglas H Corben who was the Town Clerk, and City Manager for the City of Mordialloc for many years. Official records indicate a period of 1976 - 1988.

tyPe of accommodationThe facility accommodates 46 permanent residents, offering single rooms with ensuite, located around courtyards, with landscaped gardens. One wing of 12 rooms is for dementia specific care.

sPecial featuresThe open gardens, courtyards, and the dementia specific unit are aesthetically pleasing, offering a variety of quiet spaces and opportunities for entertainment.

nixon houseThe City of Mordialloc was responsible for the planning of Nixon House, a 36 bed facility designed on a house model of three wings, each with its own lounge and dining area.

Kingston City Council, following the rationalisation and amalgamation of local government municipalities in 1997, completed the building.

The Hon. Rob Knowles MLC, Minister for Health and Aged Care on 10th February 1998, officially opened Nixon Hostel.

The facility has increased its level of dementia care from 24 to 36 in response to the increasing demand within the community for this specialised care.

Its highly skilled staff and the facility itself, carries a reputation well known in the area. Alliances with external agencies who are experts in the field, has enhanced the service’s capacity to provide quality care in dementia.

Public transPort and shoPsThe nearest train station is located at Mordialloc and there is a regular bus service that runs along Main Street, Mordialloc. The nearest shopping centre is Mordialloc about a 10 minute walk away. It offers a variety of shops and local eateries for dining. It is also close to the beach.

tyPe of accommodationNixon House is home to 36 people, single rooms with ensuite. It has a central kitchen with areas set aside for dining in small groups, as well as intimate lounge areas.

sPecial featuresThe facility caters for the needs of people living with dementia and similar disabilities.

northcliffe lodge Its location and address determined the name of this aged care facility originally named after Lord Northcliffe who was a British newspaper proprietor noted for his activity as Director of Propaganda in enemy countries in 1918.

Brighton Gas Company was the original owner of the site, building a gasometer in 1928. After ceasing business, this well known local landmark was demolished in 1969.

Chelsea Council identified the need for aged care services and was successful in obtaining a grant, purchasing the site from the then Gas and Fuel Corporation.

At the time, Chelsea was viewed as pioneering new trends in aged care accommodation. Initially, 48 units were built. Over time, the facility has been extended to accommodate 60 people.

Kingston City Council took over the operation during amalgamation of local governments in the Kennett era of state government. Council has continued to refurbish the facility to meet the changing needs of frail residents.

Public transPort and shoPsNorthcliffe Lodge is located close to two shopping areas - the nearest is at Chelsea, and Edithvale. It is a 10 minute walk to Edithvale Train Station, and 20 minutes to Chelsea Train Station.

The bus stop for Chelsea or Mordialloc is at the junction of Station Street and Northcliffe Road.

tyPe of accommodationThe facility accommodates 60 permanent residents. All rooms are single with ensuite, in a two storey building with an elevator. It has undergone refurbishments in the entry foyer and the provision of an additional lounge area.

sPecial featuresOutdoor courtyards provide a quiet, pleasant environment.

4Eligibility & Selection Criteria

eligibilityTo be eligible for accommodation in Kingston City Council’s residential aged care facilities, the Aged Care Assessment Service (ACAS) must have assessed the applicant as needing residential low level care. The ACAS will complete an ‘Aged Care Client Record ‘ (ACCR). A copy of this assessment is required when application is made.

residential criteriaThe intention in providing residential accommodation is primarily to enable local residents to remain living in the area when they are no longer able to manage in their own home. Therefore, preference is given to people who have lived in the City of Kingston, or who have supportive family or friends who live in the municipality.

allocation or VacancyA vacancy is offered on the basis of:

• care requirements of applicant;

• suitability of applicant for current vacancy;

• proportion of concessional residents to non-concessional residents .

length of the waiting listA waiting list is maintained at all facilities. The vacancy rate is unpredictable; therefore it is impossible to offer an accurate time frame. The facilities may have one or several vacancies a month, or alternatively there may be no vacancies for lengthy periods.

We appreciate the anxiety that applicants may be experiencing at this time and we encourage you to keep in contact with all the aged care facilities you have applied for and inform the administration assistant of your current circumstances.

how to aPPlyComplete an ‘Application for Respite Care or Permenant Entry to Aged Care Homes’. This application is available from ACAS, Department of Health and Ageing or one of Kingston City Council’s aged care facilities. This application must be accompanied by a copy of the ACCR. Please return these forms to the residential aged care facility that you wish to apply to.

If you are applying for more than one of Kingston’s Residential Aged Care Facilities, please photocopy the forms and return a copy to each of the facilities you have selected.

Fees & Charges

accommodation bondsAccommodation Bonds have been introduced by the Commonwealth Government to enable providers to improve and upgrade their facilities. The funds are used by the City of Kingston to provide residents with the best possible living environment.

who Pays an accommodation bond?All residents pay bonds except those listed below:

• Concessional Residents

• Residents experiencing financial hardship.

concessional suPPorted residentA concessional resident is a person who, at the time of entry, has:

• Received an income support payment (this includes a pension or benefit); and

• Not owned a home for the past 2 years or more; and

• Assets of less than 2.5 times the annual single base rate age pension.

• The family home is not counted as an asset when a spouse or dependent child is living in the home, or where a close relative has been living in the home for five years, and is eligible for a pension or benefit.

Kingston City Council provides a proportion of places within their aged care facilities to ‘Concessional Residents’ in accordance with Commonwealth Government guidelines.

financial hardshiPA resident may apply to the secretary of the Department of Health and Aged Care for a determination that payment of an accommodation bond would cause financial hardship. The Secretary may then make a decision of financial hardship.

determining the amount of accommodation bondThe Aged Care Act 1997 established the Accommodation Bond. The actual amount of the bond payable will depend on the applicant’s assets. A person must be left with 2.5 times the annual rate of the single pension.

To determine the total realisable capital assets, the Part C of the application ‘Calculation of Net Value of Assessable Assets‘ is to be completed. If a person does not wish to disclose their assets, the maximum accommodation bond will be payable.

Further details regarding the bond amounts can be obtained from the Facility Manager.

deductions from the accommodation bondThe Commonwealth Government regulates the retention amount that a provider can retain. The retention amount is deducted monthly by the service provider for the first five years following admission to an aged care facility. After this period of time, the service provider will only retain the interest earned on the bond.

Payment methodsA resident has a choice of three methods of payment. They are as follows:

lumP sumThe bond is due and payable on the date of entry. In most cases, a resident will require some time to pay the bond eg. sale of a house, term deposit due date, etc. Therefore, a period of up to six months from the date of admission is allowable to pay the bond determined. However, during this period, the Maximum Permissible Interest Rate will be applied (MPIR). This rate is applied from the date of admission until the accommodation bond is paid, and is set by the Commonwealth.

Periodic PaymentsAre regular payments equal to what the facility can derive from the lump sum. The formula for calculating the amount of periodic payments is:

Lump sum equivalent x MPIR% + Annual retention

Number of periodic payments in year

Combination of Lump Sum and Periodic Payments - This method involves paying part of the bond in a lump sum and part as a periodic payment.

Prudential arrangementsThe Prudential Arrangements, established to protect accommodation bonds, ensures that residents can be certain that bond monies owed to them will be repaid.

rePayment of the bondBonds are returned when residents leave the facility, the refunded amount is less the retention amount and any interest owing to Council. Bonds are paid within 14 days of notification and/or as required by law: refer to Councils Bond Policy for more details.

feesThe Commonwealth Government sets the fees. The daily fee comprises two parts :

• Basic daily fee

• Income Tested Fees

basic daily feeThere are two rates for the basic component:

• Pensioner Rate which is 85% of the single pension

• Non-Pensioner Rate (details on request).

income tested feesIncome tested fees are determined by Centrelink or DVA. Those residents who have the capacity to do so will be required to pay an additional income tested component; Only Centrelink or Department of Veterans’ Affairs determine this amount.

direct debitThe Commonwealth Department of Health and Aged Care determines the daily fee. The Department, and our Aged Care Facilities will advise you of this amount. We encourage residents to avail themselves of the ‘direct debit’ process of Kingston City Council. This fortnightly fee is paid in advance and debited every two weeks.

maximum daily feesThe Commonwealth Government has set a maximum daily fee and this is available on request.

Non-pensioners will be required to complete an Income and Asset Form to enable Centrelink to determine the fee. Non-pensioners may choose not to provide such details but they will be deemed eligible to pay the maximum fee.

Admission

The Facility Manager will contact the applicant or the representative (whichever is applicable) to offer the vacancy. Arrangements will be put in place to meet with the applicant to view the room available.

Upon acceptance of the room, the following will occur:

• Financial arrangements will be determined

• Timeframe for admission will be arranged

• Resident Agreement will be signed

• Guidelines for ‘what to bring ‘ will be discussed including the need for all clothing to be labelled

• Explanation of the Resident Orientation Program will take place

• Necessary paperwork to be completed before admission will be given including Medication Chart (to be completed by the Resident’s doctor), Resident Social Profile and Menu/Dietary Requirements form.

• Clarification of any issues that the Resident or family may have.

• A list of ‘House Rules’ do apply upon admission.

resident agreementA Low Care Resident Agreement is entered into between the City of Kingston and the resident. This Agreement outlines all the details about the roles and responsibilities for both parties, including the financial details. Residents are encouraged to read the agreement thoroughly before signing it.

Power of attorneyBefore admission to a residential aged care facility, many people consider establishing a Power of Attorney. This is a legal document that allows another person to make certain decisions on your behalf. We recommend that this be completed.

Power of Attorney can only be used for financial and medical matters. Your solicitor can assist you in making a power of attorney or there is a do-it-yourself kit available from the Office of the Public Advocate.

security of tenureOur policy is to support residents with the level of care appropriate to their needs. We are unable to provide care for a resident whose care needs have increased beyond the capacity of our low level service. If such a situation occurs, discussion with the resident and family will take place to arrange appropriate alternative care.

funeral detailsOn admission, you will be asked to indicate your preferred funeral service.

In the absence of confirmed funeral service, arrangements will be made with a funeral director that is close to the facility until the family can come to a decision.

The cost of these interim arrangements is the responsibility of the family.

PriVacyKingston’s Aged Care Facilities are committed to respecting the privacy of all personal information. The information collected is only used to provide the highest quality of care. When it is necessary to share information, this will only be done with the permission of the individual. CC TVs operate throughout the facility for residents safety.

confidentiality statementPlease note that Kingston City Council is required to pass on some of the information it collects about the people who receive services funded under the Residential Aged Care Program. The information will be used by the government for planning and funding purposes to ensure that resource levels are adequate, and that the right services are available to meet demand. It will also be used to assist health care professionals deliver appropriate care.

Information relating to your health care needs may be shared with your doctor, and on occasion with other health care professionals depending on your needs. Your information is kept securely stored and will only be accessed under these conditions.

You have the right to look at any records about you held by our facility, and to request correction of anything that is wrong or out of date. Please let us know if you have any queries about this process, and we will facilitate a meeting with you.

7Accommodation

roomsEach resident’s room is single and incorporates ensuite facilities. This area is seen as the resident’s private space, and consequently is not furnished. You have the opportunity to furnish the room with pieces of furniture and personal possessions of importance to you, thus making the room your own.

Each room has been fitted with connections for television viewing via coaxial cabling.

KeysEach resident is provided with a key to their room.

telePhoneEach room has a telephone point and connection of your own telephone line can be arranged. However, this connection to a service provider, and any associated costs and charges, remains the responsibility of the resident.

emergency call bell systemA call bell system is available in each resident’s bedroom and the bathroom, enabling a person to call for the assistance of staff at any time of the day or night.

social and hosPital leaVeThere may be times when a person needs to spend some time in hospital as not all treatment is possible at our facilities.

You are also entitled to 52 days of social leave. However, there is the requirement to continue paying the daily fee whilst on leave.

insuranceOur Aged Care Facilities are unable to accept responsibility for insuring personal items. You may consider taking out a personal insurance policy to cover those items of value.

motor scootersAny person entering one of Kingston’s aged care facilities is personally liable and responsible for their motor scooter and any property damage or injury to another person. We recommend people using motor scooters obtain third party insurance.

8Catering

mealsMeals are prepared and cooked on the premises using fresh produce. Meal service times are between:

breaKfast 7:30am - 8:30am

lunch 12:00 midday - 1:00Pm

dinner 5:00Pm - 6:00Pm

suPPer 7:00Pm - 8:00Pm

Residents are consulted in menu planning and the services of a dietician is engaged to oversee menu planning and development. Menus take into account seasonal variations, and are rotated monthly.

You will be provided with a menu selection weekly and if required, assistance is available with selection. Each person’s special dietary and cultural requirements are considered.

guestsResidents are welcome to share a meal with family and friends. A charge is made to cover costs. Please inform staff to allow for catering purposes. The facility is unable to cater for more than 2 guests at a time.

alcoholThere is no restriction in relation to the consumption of alcohol, providing consumption is appropriate. Should a person’s health be jeopardised through the consumption of alcohol, consultation with your doctor will be arranged to facilitate discussion relating to the effects of such practice.

Lifestyle Choices

religion, Pastoral care, church serVicesThe City of Kingston is fortunate in having an active and involved church community, who attend to the needs of people residing at our aged care facilities. Should you wish to participate, please let staff know, and arrangements will be made to facilitate your involvement.

leisure and PleasureIntegral to the environment of Kingston’s aged care facilities, is the leisure and pleasure opportunities that are available. Our program is designed to encourage and support residents in various leisure and recreational pursuits.

This is achieved by assisting residents to continue with previous interests as much as possible and by providing new opportunities within the facility and in the community. It is regularly reviewed in consultation with residents to ensure that the program meet residents needs and interests.

We are fortunate to receive valuable support from volunteers.

Activity programs are displayed on boards throughout the facility.

Visiting hoursThere are no fixed visiting times. We actively encourage family and friends to visit.

For security purposes, the main door of the facility is closed at 6.00pm and opened 6.30 am each morning. However, there is a doorbell at the main entrance when the door is locked.

For those returning after 6.00pm, you are advised to call the facility prior to returning, and alert staff to the approximate time of arrival. This will assist in facilitating staff availability, without compromising the well being of other residents.

It is a requirement for residents and visitors to sign the register located in the front entry of the facility.

10Services

mailMail is collected and delivered to each resident’s room. Staff are available to assist with reading of correspondence for those people who experience difficulty with this task.

laundry / clothingLaundering of personal clothing is attended to on the premises in each of our aged care facilities. It is recommended that all items of clothing be clearly identified prior to admission.

Laundering is done weekly and each person’s laundry is laundered individually.

Articles that require hand washing or dry cleaning are the responsibility of the resident and/or family.

Linen such as sheets, towels and pillowslips are supplied.

hairdresserHairdressers visit each of our facilities weekly. Costs are displayed in the hairdressing salon and appointments can be made in person, or through a staff member.

PodiatryPodiatry services are available six weekly. Staff will inform you of the day of service. Accounts go directly to residents or representative - cost as per agreement with Podiatrist.

newsPaPersNewspapers and magazines can be obtained through local delivery service. Accounts will be issued directly to the resident from the news agency. Staff are available to facilitate any arrangements in this matter.

bus serVicesKingston City Council provides a community bus service on a door-to-door basis, visiting shopping centres, swimming pools, senior citizens’ centres, and other social and recreational venues.

Further information is available from our Lifestyle Staff. A nominal charge applies for this service.

Health & Personal Care

medicationResidents who require assistance with medication management will be given support by staff. The Webster dispensing system is used in each facility.

nursing careAssessments are undertaken to ensure appropriate care is provided to meet the needs of each individual.

A care plan will be developed in consultation with you and your family if required. This care plan will be reviewed regularly.

Assistance is provided with all daily living activities including:

• showering and dressing

• medication administration

• 24 hour personal care assistance

• rehabilitation support

• access to medical practitioner of choice on site

• access to other visiting health care services

• ongoing support to both the resident and family

All residents using this service will be billed direct by the pharmacy.

medical PractitionersEach person is encouraged to retain the services of their medical practitioner. However if this is not possible, a list of visiting doctors is available.

8Environment

smoKingKingston City Council’s facilities are a ‘smoke free’ environment. However, those residents who wish to smoke may do so, but only in designated areas. Staff will orient people to appropriate areas.

ValuablesEach resident is provided with a key to his or her room on arrival at the facility. This can be used to lock your room to ensure safety of valuables. A secure safe is available for residents funds.

electrical aPPliancesAll electrical appliances will require testing and certification by a qualified electrician prior to entry to the facility. These appliances are to be checked annually to ensure safety of equipment.

Associated costs are borne by the resident.

aidsIt is important that each person’s personal items such as spectacles, frames, walking sticks and dentures are discreetly labelled prior to entering our facilities. Staff will continue to monitor the integrity of labelling.

PetsUnder certain circumstances, residents are able to bring their pets to visit them at any of our facilities. This would only occur with prior written consent from the Hostel Manager. The pet will need to be fully cared for by the resident at all times and not cause disturbance to other residents, or pets.

They are able to discuss issues of concern, changes implemented or any other matter of interest and be informed of the quality improvement activities at each site.

Quality assuranceAll residential aged care facilities are assessed against a set of standards and outcomes to determine their suitability for accreditation. Once accredited, it is recognised that the facility has implemented and is maintaining, a quality service.

All Kingston City Council’s aged care facilities have been accredited for three years, having passed all standards.

When coming to reside at one of our facilities, you can be assured that we are striving to deliver a quality service through continual monitoring and evaluation our performance and outcomes.

‘haVe your say...’Kingston’s Aged Care Facilities actively support and encourage comments, complaints and suggestions from residents, relatives and staff. Staff are available to assist any person wishing to place their comment, complaint or suggestion. There are forms available in the foyer, and the office to facilitate this process. Anonymity will be upheld if desired, a box in the foyer is available for these forms to be deposited.

Residents are actively encouraged to voice their comments at forums which are supportive people to speak about any issue.

Management takes this process very seriously, and will proactively move to a satisfactory resolution for all parties.

Charter of Resident’s Rights and Responsibilities

The Aged Care Act 1997 and User Rights Principles 1997 recognise that a person’s rights are not diminished when that person moves into a residential aged care service, and this is set down through a Charter of Residents’ Rights and Responsibilities.

1 each resident of a residential care serVice has the right:1.1 to full and effective use of his or her personal, civil, legal and

consumer rights;

1.2 to quality care appropriate to his or her needs;

1.3 to full information about his or her own state of health and about available treatments;

1.4 to be treated with dignity and respect, and to live without exploitation, abuse or neglect;

1.5 to live without discrimination or victimisation, and without being obliged to feel grateful to those providing his or her care and accommodation ;

1.6 to personal privacy;

1.7 to live in a safe, secure and homelike environment, and to move freely both within and outside the residential care service without undue restriction;

1.8 to be treated and accepted as an individual, and to have his or her individual preferences taken into account and treated with respect;

1.9 to continue his or her cultural and religious practices and to keep the language of his or her choice without discrimination;

1.10 to select and maintain social and personal relationships with anyone else without fear, criticism and restriction;

1.11 to freedom of speech;

1.12 to maintain his or her personal independence, including a recognition of personal responsibility for his or her own actions and choices, even though some actions may involve an element of risk that the resident has the right to accept, and that should then not be used to prevent or restrict the resident’s actions ;

1.13 to maintain control over, and to continue making decisions about, the personal aspects of his or her daily life, financial affairs and possessions;

1.14 to be involved in the activities, associations and friendships of his or her choice, both within and outside the residential care service;

1.15 to have access to services and activities available generally in the community;

1.16 to be consulted on, and to choose to have input into, decisions about the living arrangements of the residential care service;

1.17 to have access to information about his or her rights, care, accommodation and any other information that relates to him or her personally;

1.18 to complain and to take action to resolve disputes;

1.19 to have access to advocates and other avenues of redress;

1.20 to be free from reprisal, or a well-founded fear of reprisal, in any form for taking action to enforce his or her rights.

residential care service, and to respect the needs of the residential care service community as a whole;

2.4 to inform his or her medical practitioner, as far as he or she is able, about his or her relevant medical history and his or her current state of health.
