• Bill McQuade reported on the GGAC initiative to provide materials to jurisdictions on relevant ASHRAE standards and publications. He chairs the ad-hoc that was created a list of prioritized publications as leave behinds to those jurisdictions. They are working to mobilize the grassroots representatives on this initiative.

b. Staff Report

• Lilas Pratt had no update at this time.

c. ExO Report (Attachment A) • Van Baxter reviewed the ExO slide presentation for the committee.

5. Subcommittee Reports

a. Technical • Charlie Culp reported on several initiatives from the subcommittee. • The globalization of standards task is a major undertaking that is just getting

started. The subcommittee is still trying to determine the best approach to this.

Secretary’s note: Standards Committee and Pub-Ed Council have existing procedures that the subcommittee may wish to review prior to their next meeting in order to avoid unnecessary duplication of member effort.

• Chris Mathis presented on efforts involving multi-family residential buildings (Attachment B)

• Charlie Culp let a short discussion within the committee on marketing and sales in regards to pushing residential products out into the marketplace. It was noted that products developed need to meet market needs. Likewise, the planned gap analysis led to the conclusion that that task needs to include stakeholders who are familiar with the needs of the marketplace.

• Theresa Weston reported on the status of Standard 90.2 noting that the second public review has now closed, the ten comments received are being addressed at this meeting, and that there will either be a final ISC or a vote for publication once all comments have been resolved. The target is to publish the standard in early 2019.

• Marianne Touchie and Dennis Loveday reported on the work of TC 2.01 on an RTAR for a research project tentatively titled US / Canadian residences: Indoor conditions, thermal comfort, occupant behavior and energy demand. (Attachment C)

• The study being proposed is to develop a methodology for single family homes for comfort, etc. The intent is that this would be the first of many studies for different climate zones and different residential type buildings. This proposal currently targets CZ5, but that could change based on the bidder. A preferred zone would be one that has both heating and cooling.

• The committee expressed reservations about the limited scope of the study and would suggest that the study focus on developing protocols rather than attempting to analyzing results. Analysis and conclusions from such a limited scope could be misused and misinterpreted. The intent is to develop methodology in a small area so that it can be more widely applied.

• A working group to review the RTAR and work statement from TC 2.01. Feedback on the effort will be provided to TC 2.01. The following members volunteered for the working group: Paul Francisco (chair), Robert Bean, John Winkler, Eric Werling, Charlie Culp, Marianne, and Dennis Loveday.

• The committee had previously voted in support of co-sponsorship for this research effort providing that an appropriate work statement is developed.

• Marianne Touchie reported on another possible project in development regarding leakage. She is looking for volunteers to help with that.

b. Publications

• Paul Francisco briefly reported on the status of Journal Articles, the proposed Handbook index for residential content, and other Subcommittee activities.

• Pat Graef reported on the progress to date on 1821-RP Multi-family Design Guide.

• Sean Denniston provided an overview of the work on 1821-RP (Attachment D).

c. Stakeholders (Gray) • Chris Gray presented a prioritized and ranked stakeholders list. The goal is to

provide organizational contacts and committee champions for each of the 13 top priorities in the updated list.

• The committee discussed the list and made some adjustments and additions to the information. (File: RBC Stakeholder List_Combined_Full Committee_062518_Notes.xlsx)

• The committee champion for each organization will be asked to reach out to the contact for that organization to initiate a conversation about opportunities for collaboration with ASHRAE.

• A series of questions have been developed by the subcommittee that can be used to start a conversation. (File: Stakeholder Engagement Questions_062518.doc)

• A plan of action will be created for engaging these stakeholders. The effort will need the participation of the entire committee.

d. Programs

• Neil Leslie reported that there was a lot of residential content at the Houston Annual Meeting Sessions.

• There has been a lot of progress over the last 5 years by CEC to recognize that residential content is important and to support content in that area.

• RBC has cosponsored a lot of seminars and forums. • The deadline for session abstracts for the Atlanta Winter Meeting is Aug 3. • The Expo sessions for Atlanta have yet to be finalized. Neil Leslie is looking for

volunteers to take on the task of identifying sessions for that effort.

e. Conferences & Web • Theresa Weston reported that the transition of the Buildings conference series

to ASHRAE control. The conference program committee has been formed and will now take control of this initiative.

• This subcommittee would like to start a focus on international conferences moving forward.

Attachment C – RTAR and cosponsor request from TC 2.01 From: Dennis Loveday Sent: Monday, June 11, 2018 12:04 PM Subject: RTAR on US / Canadian residences: request for approval and co-sponsorship You may recall discussion a while back about a proposed RTAR (originating from TC2.01) addressing thermal conditions, thermal comfort, occupant behaviour and energy demand in US / Canadian residences. In response to the valuable feedback gratefully received from ASHRAE TC2.01 and the Residential Buildings Committee, please find attached a modified version of the RTAR that takes account of that feedback. In summary, in view of the potential scale of such a project, the proposed RTAR has been modified to what would essentially be an initial pilot study of a sample of US / Canadian homes, and for potentially one climate zone. This would furnish valuable data and analysis on thermal conditions, comfort sensations, occupant behaviours and socio-economic backgrounds that could inform ASHRAE standards, guidelines, as well as the future conduct of further subsequent residential field studies. We are seeking approval from TC2.01, and co-sponsorship from the Residential Buildings Committee, so that the RTAR can be submitted to RAC. In that regard, if you could kindly circulate the RTAR to your respective committees for consideration, we would be very grateful, and your comments would be very welcome. Many thanks. It was agreed that this would be forwarded to the Residential Building Committee for investigation of the possibility of creating a Resilient Residential Design Guide. Just for information, a recent example of a home that was built for hurricane resistance is summarized in the link below: https://inhabitat.com/hurricane-resistant-sure-house-wins-the-2015-solar-decathlon/ . This is one example, although the thought is not to limit the guide to hurricanes since there are other disasters occurring such as forest fires.
