Resolution of Bi-monthly Review Meeting on NUHM with the representatives ofULBsand Districts Health Officials:
State level bi-monthly NUHM meetings to review the implementation status of National
Urban Health Mission (NUHM) were held on 13.09.2017, 14.09.2017 and 15.09.2017 with
the representatives of ULBs and Districts Health Officials. Addl. Secretary & Addl. Mission
Director-NHM, Health & Family Welfare Department, Government of West Bengal chaired
the meetings. The Districts and Urban Local Bodies (ULBs), who were present in the
meeting are listed below:

Performances of ULBswere reviewed and following decisions were taken.
1) Out Patient Department (OPD)patient load has significantly increased in all districts
except Diamond Harbour HD, South 24 Parganas,Purba Burdwan, Purulia, Murshidabad,
Alipurduar, Cooch Behar etc. When reviewed ULB wise patient load, it was also
observed that there is a significant increase of patient load in all the ULBsexcept Suri,
Uluberia, Hooghly Chinsurah, Uttarpara Kotrung, Basirhat, Kancharapara and North
Barrackpore Municipality. These poor performing ULBs were requested to makenecessaryarrangement so that patient load increase at OPD.The activity which were
suggestedto increase the OPDload were proper IEC, regular OPD,strictly maintenance
of OPDhours and regular supply of medicine.
2) All concerned were requested to start the U-PHCsthose are non functional either in a
rented houseor in one of the Sub-centres of the selected U-PHCby October 2017.

3) Keep sufficient stock of medicine in all ULBs and U-PHCs to meet up any extra demand
for post flood situation or ensuing puja festivals.
4) CMOHswere requested to ensure that all ULBS have submitted their UHND Micro-plan.
ULBs will submit Micro-plan for Special Outreach by zn" of every month. District
Health Officials will supervise the Special Outreach sessionaccording to Micro-plan.
5) ULBswill make provision for advance for conducting UHNDand Special Outreach Camps
and book the expensesin monthly FMRafter making necessaryadjustment.
6) It is reported by most of the Municipalities and Municipal Corporations, specially the
ULBsin North 24 Parganas& Hooghly that the involvements of ICDSworker were poor
during conducting UHNDsfrom ICDSCentre. CMOHsof the Districts were requested to
sensitize the District Project Officers (ICDS),so that AWWget involved in conducting
UHNDat AWe.
7) For construction of new U-PHCit is reported that in 28 places tender process for new
constructions have been completed but construction work are not yet started. The
concerned ULBs were requested to initiate the construction of these new U-PHC
buildings within November, 2017. ULBswere also requested to complete all renovation
work of U-PHCsby October, 2017.
8) Arrangement are to be done for making payment of RIA Bills (Running Bill) according
to physical progressof construction work.
9) CMOHswill publish advertisement for recruitment of Lab-Technicians, Staff Nursewith
immediate effect so that the recruitment process might be completed by November,
2017.
10) It was observed that in number of places, Lab. Technicians are in position but
laboratories are not functional for lack of infrastructure. All concerned were requested
to take immediate measure so that the laboratories can start functioning by November
2017. Districts were requested to complete all formalities so that the ULBscan procure
lab-equipment and other consumablesto make their laboratories functional.
11)Districts are to send information regarding formation of MASto the state in prescribed
format by September 2017 and complete the district level training by October 2017.
12)ULBswere requested to put at least one IECmaterial of National Urban Health Mission
(NUHM)at each of the DugaPuja pandal of their jurisdiction.
Meetings were concluded with thanks from and to the chair and all concerned were
requested to take necessarysteps as per resolution the meeting.
