RestorationAcross the developed world there is increasing reluctance to use new land for industrial development and a push to redevelop abandoned or inactive industrial sites. WorleyParsons restoration expertise helps our customers identify, assess, and implement long-term sustainable solutions for facility end-of-life challenges and Brownfield developments. We analyze risks from a portfolio perspective for a range of asset classes, including operating assets, those approaching end-of-life, and legacy and/or inherited sites. Our experts develop strategies for each asset class by examining the economic, environmental, and community implications of holding the asset and its associated liabilities or preparing it for closure and/or redevelopment.

Addressing the dynamic regulatory requirements and increasing expectations of stakeholders is complex and the strategy development challenging. Clients face considerable challenges from the costs and scheduling risks created by approval and regulatory hurdles, the limited site selection options, and the harnessing of potential synergies. WorleyParsons understands these, assesses risks and opportunities associated with the asset porfolio, and creates effective and achievable outcomes.

WorleyParsons Project Phases

Program ManagementWorleyParsons manages and executes complex decommissioning and remediation programs for our customers, while maintaining schedules and controlling costs and HSE risks.Decommissioning and remediation of industrial facilities require significant planning and management. Over the course of operation, releases of products and chemicals can contaminate soil and groundwater, potentially also impacting neighbouring properties. These liabilities need to be assessed, defined, and incorporated into the business case and strategy. Community engagement and regulatory coordination are necessary to ensure sustainability and a desired outcome for all stakeholders.

Multiple factors and assessments help define the cost, schedule, and technical risk parameters of the proposed program. WorleyParsons’ suite of project development processes and tools provides for consistent and credible decision making. We effectively manage the many complexities associated with environmental projects, including:

• multiple project phases from planning through to monitoring

• multiple contractors and subcontractors

• government agencies

• potentially multiple responsible parties

• multiple media (soil, groundwater, buildings, and surface water) associated with the project

The result is a quality project developed in a safe, expeditious, cost effective, and sustainable manner.

The fundamental challenge is to complete remediation and risk management in accordance with customers’ redevelopment goals. Brownfields are industrial or commercial properties that are abandoned, vacant, derelict, or under-utilized, where historical activities have resulted in actual or perceived environmental contamination and where a reasonable potential for redevelopment exists.

The success of any prospective Brownfield redevelopment hinges on the successful integration of multiple factors, including regulatory requirements, proposed end land use, financial or market forces, community involvement, and mitigation of risk to human health and the environment. It also requires the coordinated input of experts in:

WorleyParsons draws on global best practices and our broad portfolio of services to resource and energy companies around the world. Our extensive project experience—from conceptual development and project execution through to provision of ongoing operational support—has led us to develop a comprehensive database of best practices that identify and mitigate potential risk. Environmentally, the mangroves are to be retained and extended to form a continuous foreshore park.

Project: Refinery Cost-Benefit AnalysisCustomer: ConfidentialPhases:

WorleyParsons was retained to undertake a Cost-Benefit Analysis (CBA) of remediation options for part of a refinery facility. The CBA compared the relative costs and benefits of viable remedial options for the area, both internal and external. Remediation options considered included those for source, pathway, and receptor management at different points in the facility’s lifecycle. External factors included elements such as the effect on surrounding property values, groundwater resources, and amenity values of surface water bodies. The CBA identified that, at this time, the costs of remediation outweighed the benefits to stakeholders. The most economical option was to remediate this part of the site following closure of the refinery. This course of action was subsequently agreed with the Environment Agency.
