Profile
Mark is a Chartered Engineer with extensive experience of HV, MV & LV electrical power systems.
His knowledge covers both system operation and market operation (through his work/studies with
National Grid) and Settlement (through his work with Elexon, ESB, EdF, EDP, RED Electrica de
Espana and UED/JEN). In addition, he is familiar with all aspects of the required support systems –
SCADA, Telemetry, Measurement and Metering (through his work with National Grid, GEC Meters
and Instem Computer Systems).
Particular technical skills embrace an in-depth understanding of electricity measurement,
metering and the associated telemetry/communications technologies. These have most recently
been utilised by hp, Jemena/UED (Melbourne), EnergyICT (Belgium), SEC (Saudi), Transco,
Anglian Water Services, Energias de Portugal, Electricite de France and Eirgrid/ESB National
Grid.
Industry Experience
Mark has over 25 years of experience covering electricity metering, system software development
(telemetry), SCADA (and communications protocols) and Validation, Substitution and Aggregation
Systems (applying various market rules in various countries).
Smart Metering & Communications - Related Experience
Much of Mark’s work in metering has involved applying cost-effective, state-of-the-art
communications to the early ‘data-collection-only’, mid-term ‘collect-and-reprogram’ and latter-
day ‘smart’ meters and systems (AMI being considered a key component in many utilities’
aspirations toward the smart-grid of the future)
this involvement can be summarised as follows (in chronological order):
1987 – Designed and built PSALMS – Power Station Auxiliary Load Management
System

1989 – GEC Meters – wrote the ‘opus’ protocol – utilised by the GEC PPM
(programmable poly-phase meter) and subsequently embedded within the modem-
friendly-IEC1107 protocol for the ABB Vision meter – now the Elster A1700
1992 – National Grid – designed/implemented the FMS (Final Metering Scheme)
Data Collector – incorporating protocols for L&G(sctm) FAF, FCL, GEC-Opus,
Kenda-Medo, Meteor, CM-11, OSME, Mitre, etc.
1993/4 – National Grid – consultant to CEO-Pool to resolving whole raft of MV90
related issues during introduction of ‘100kW market’

1994/5 – National Grid – seconded to CEO-Pool to write many TPC (Technical
Pool Circulars) related to ERS & MV90 issues. Worked with UTS to
resolve/improve TIM operation for PPM, Calmu-3, PXA/PXR, Indigo/+, S4S, etc
1994/8 – National Grid – seconded to CEO-Pool to perform protocol approval(s) for
Vision, Premier, Indigo+, S4S, etc
1995 – National Grid – seconded to CEO-Pool to assist in writing of CoP5 Issue-2
and associated password implementation in CoP5 meters
1996 – National Grid – seconded to CEO-Pool to assist pool-members in
configuring MV90 ‘Totalisers’ to implement complex NPG (Non-Pool-Generation)
schema
1997/2001 – National Grid & LogicaCMG – Assisted UKDCS/IMServ to
implement NETA on MV90 and to utilise MVLT for TAA/Policing – Performimg
many policing visits himself
2002/2004 – Electricidade de Portugal – wrote the spec. for 20,000 MV meters
(Class-1 and 0.5), issue RFP and critique/select suppliers
2003/2005 - Electricidade de Portugal – wrote spec. and issued RFP for central
system to collect, validate and aggregate data. Helped select EIServer (EnergyICT)
and then configured and tested system during meter roll-out.

2004/6 – Edinfor/Logica – Investigated methodologies and technologies available
for integrating water, gas, electricity and heat metering – Radiotech, Technolog,
AMRSL, Coronis, Telvent, etc.
2005/7 – Edinfor/Logica – conceived Multi-Utility-Hub and helped implement and
integrate into ‘Smartering’ programme

2006/7 – Anglian Water – conceived Smart-Meter-Initiative, proved business-case
and then designed/implemented pilot to prove concept – in conjunction with
Siemens Metering Services
