Description: Describe the project and its fit with the scope of the Diversity & Dissent Digitization Fund. The Ben Yellen Papers document decades of advocacy on behalf of the rural poor against California’s modern-day industrial and agricultural giants, while illustrating the historical and ever-present California issues of migrant labor and water distribution. While treating Mexican laborers who were in the U.S. to work through the bracero program, Imperial County physician Ben Yellen became aware of the unfair and controversial practices visited upon these workers by corporate interests. He also took on the issue of water rights for small farmers in his attempts to enforce compliance with the Reclamation Act of 1902. The Yellen Papers reveal one man’s attempt to seek fair treatment for migrant workers and small farmers, while offering a glimpse into one man’s efforts to “do the right thing” on behalf of his community. An uncompromising gadfly, Yellen was convinced that the local government and the Imperial Irrigation District (IID) were working together to fleece the rural poor, small farmers, and immigrant labor in an integrated series of swindles openly orchestrated before the public, via abuse of the law and media privilege. He operated his one-man crusade by printing and distributing fiery newsletters, filing numerous suits (one of which, Bryant v. Yellen, reached the U.S. Supreme Court in 1980), sending hundreds of letters to newspaper editors and elected officials, and running for public office. The two major issues Yellen cared deeply about have enduring relevance in today’s Southwest: federal policy regarding migrant labor and water rights and privileges in the parched Imperial Valley. These two subjects are linked by being common interests of large property holders who are often accused of exploiting both the land and the workers who tend it. Yellen’s clinic in Brawley, CA, treated migrant workers, who, when they became sick or injured on the job, were unaware of their rights to insurance and workers’ compensation. In 1956, Yellen brought suit against their employers and the Continental Life Insurance Company for defrauding migrant workers of their benefits. Yellen’s papers contain originals and drafts of his newsletter (“yellowsheets”); correspondence; original depositions describing housing and labor conditions on large farms; legal and subject files on water-rights issues; maps; and political fliers. Yellen fought his battles in a time when commitment to a cause required more than a “like” on a social media page. He lived a life of committed civic engagement, fighting official corruption, exposing hypocrisy and political double-talk. While Yellen’s views may have been considered radical or controversial by some, it is the perspective of such unique individuals hectoring from the fringes that casts new light on mainstream issues in American society.

Impact: Describe the expected impact that the project will have on: classroom instruction, research, community engagement, donor relations, collection development, etc Open access to the Yellen Papers will enrich classroom teaching and advanced research. The Papers have already proven to be of enduring interest to scholars in the areas of border studies, Chicano/a studies, rural development, immigration and labor issues, and water rights. In the last two years, more than 10 scholars have requested to view the Yellen Papers; the scholars have come from California as well as from New York and Washington State. Additionally, UCSD receives significant duplication requests from the Papers on a regular basis. Digitization would expand the availability of the content, while also easing wear and tear on the original materials. Digitization would also permit a “re-patriation” of these materials to the community where Yellen worked; we have seen this type of result with our digitization of and open access to UCSD’s Herman Baca Papers. (See https://library.ucsd.edu/speccoll/findingaids/mss0649.html ) UCSD’s promotion of the online collection would help publicize the Library’s commitment to developing other such collections around these same themes, an area where the Library has already had some success.

Copyright: Is the material copyrighted or is it in the public domain? For copyrighted material provide a description of the steps required to clear copyright, which could include using Reveal Digital to clear copyright for the project. The UC San Diego Library has obtained licenses from the heirs of Ben Yellen to digitize the collection and make it openly accessible. UC San Diego also holds a license from the widow of Yellen correspondent Charles Smith to digitize and make openly accessible any materials Smith created. Government documents in the collection are in the public domain. Other documents such as correspondence written to Ben Yellen could need copyright clearance.

Funding Amount1:

Max. $10,000 per request. Please note if the library plans to use matching funds or in-kind services to offset costs or extend the size of the project. The total cost to scan priorities 1 and 2 in the Yellen Papers is $14,792. UCSD is requesting $10,000 from Reveal Digital to scan the majority of priority 1 documents. UCSD will commit to covering the additional $2,550 to scan the remainder of the priority 1 documents this fiscal year. Our intention is to also cover the additional $2,292 to scan all priority 2 documents; however, payment for that portion might have to wait until July 2018, when the Library’s new fiscal year begins. UC San Diego will also cover the costs of shipping materials to Reveal Digital.

Use of Funds2: Describe how the funds will be used. Cost categories include: sourcing, scanning and XML creation3, copyright clearance, content reformatting, etc. Please indicate who will be preforming the various activities (i.e., Reveal Digital, the library or a third party).Internal overhead and/or administrative costs are not to be included in the cost estimates as these should be covered by the sponsoring library. Note that content loading and ongoing hosting costs are covered by Reveal Digital4. Please see attached cost model. Reveal Digital will digitize material and convert to XML. In addition to the hosting provided by Reveal Digital, the UC San Diego Library will also connect the digitized files to the online Yellen finding aid and host locally and through the California Digital Library.

3XML Creation: Reveal Digital uses the Veridian Software platform for hosting collections. Veridian uses METS/ALTO to describe digital objects. Your project should result in METS/ALTO files ready to load by Veridian. More information about Veridian and METS/ALTO can be found here. 4Hosting: Reveal Digital will cover the costs associated with loading and hosting the collection on the Veridian platform so no need to include hosting costs in your proposal. If you elect to host the collection locally, local hosting fees are the responsibility of the library. Scope of the Diversity & Dissent Digitization Fund: A civil society is that public space between the state, the market, and the ordinary household, in which people can debate, engage, and act. The Diversity & Dissent Digitization Fund invests in projects that embody the civil society; those non-governmental/non-commercial organizations and individuals that helped shape and guide America through two world wars, promoted equality across gender and race, campaigned for worker rights, and voiced alternative social views. Here are a few examples of the types of projects that would fit under the Diversity & Dissent Digitization Fund:

1. Highlander Folk School Records (Wisconsin Historical Society) 2. Hall-Hoag Collection of Extremist Material (Brown University and Brandeis University) 3. Anarchist periodicals (multiple libraries) 4. Free-speech movement (UC Berkeley) 5. Riot Grrrl Collection (NYU)

Each of the above subject areas are reflected through the following types of material:

How it Works:

1. After reviewing the Diversity & Dissent Digitization Fund’s prospectus, interested parties should complete the Spot Grant Application Form. The form will be used to describe the project’s scope, size, sources, conversion requirements, and relevance to the fund’s theme.

2. An Editorial Board, made up of representatives from supporting libraries, will review the applications and provide feedback and assistance in shaping each submission.

3. Based on the size, format, and content type metrics of each application, Reveal Digital will work with the submitting libraries to come up with initial cost estimates.

4. Once all of the applications have been submitted and reviewed they will be posted on Reveal Digital’s website for review by supporting libraries.

5. The Editorial Board will then award spot grants (max. $10,000 per award) to those applicants that best fit the scope and vision of the Diversity & Dissent Digitization Fund.

Libraries and archives interested in submitting an application should be prepared to invest staff time and effort in filling-out the initial project application form and working with Reveal Digital to develop costs for the project.

Post Award • Reveal Digital will prepare a project plan, for approval by the library, and set up a kick-off

meeting with representatives from the library. • The library will be responsible for selecting and sourcing the material (if held locally) and for

any additional tasks that it elected to do internally as noted in the Use of Funds section (i.e., onsite scanning, XML creation, etc.).

• Reveal Digital will manage the project to completion. • Copies of scanned images (TIFF and JPEG) and XML will be delivered to the library upon

completion of the project.

Timeline for Submitting Applications: • Project solicitation sent to member libraries (Nov. 1, 2017) • Libraries complete application form for each project and submit to Reveal Digital (by Jan. 15,

2018) – Extended to March 2, 2018 • Review and comment period (Jan. 15 – Feb. 15, 2018) – Now March 5 – April 2, 2018) • Spot Grants awarded (Feb. 15, 2018) – Now April 4, 2018
