2. JOB PURPOSE

The Alcohol and Drug Partnership (ADP) Development Officer is responsible at an operational level, for providing support to the Outer Hebrides Alcohol Drug Partnership, the ADP Co-ordinator and ADP Chair to ensure implementation of interagency strategies and action plans for tackling alcohol and drug misuse in the Outer Hebrides.

3. ORGANISATIONAL POSITION

The ADP support team is hosted by NHS Western Isles thereby making the team members unique in terms of overall duty of responsibility. Although hosted by the NHS, they have a direct functional responsibility to the ADP and ultimately the Scottish Government.

4. SCOPE AND RANGE

Outer Hebrides Alcohol Drug Partnership comprises of a Western Isles wide multi-agency partnership body representing the key statutory services and non-statutory sector. The ADP is responsible for co-ordinating all strategies for addressing drugs and alcohol in the Western Isles and for delivering the National Drugs and Alcohol Strategies in ways which are most appropriate and relevant to Outer Hebrides under the key strategic priority areas:

The ADP Development Officer is responsible at an operational level for the development and implementation of inter-agency strategies to address the four key priority areas as described above.

The postholder has a considerable amount of freedom to act on his/her own initiative. This involves daily operational decisions which generally affect the delivery of the ADP Operational plan. The postholder is required to work with minimal supervision, routinely making decisions and judgements, in consultation with the ADP Co-ordinator guided by national and local policies and health improvement programmes. Information on decisions made are routinely fed back to the ADP Co-ordinator and ADP Chair and guidance sought as appropriate, on approximately a weekly basis.

The postholder has a co-ordination role, which undertakes multi-agency working. (S)he works across a wide variety of partner agencies in Western Isles, influencing and participating in decision making and planning for strategies and actions to address substance misuse. (S)he has a key role in representing ADP and initiating and developing ADP responses to substance misuse working with the wider community e.g. individuals, groups and the media. The post holder occasionally (2+ times per year) represents ADP at a national level. The postholder is required to act on behalf of and to represent all ADP members at an operational level at a local level (monthly).

The ADP Development Officer is responsible to the ADP Co-ordinator and to the Chair of the Alcohol and Drug Partnership. This post is a partnership between NHS Western Isles and Outer Hebrides ADP, sits within the NHS Western Isles Health Promotion Service, and therefore is accountable to the Director of Public Health. The postholder is required to deputise for the ADP Co-ordinator as necessary, making decisions and judgements on substance related matters as appropriate, approximately every 2 – 4 weeks.

The postholder is routinely required to make quick decisions and judgements on at least a fortnightly basis.

A wide range of skills are required for this post and the post is required to work with multi-agency partners to address substance related issues at a range of levels. Areas of responsibility are as follows:

To engage with individuals, community groups and multi-agency partners to drive forward activity to address substance issues;

To support the development, implementation and monitoring of ADP Strategies and annual action plans in line with national and local priorities. This impacts across a large number of community groups across the county;

To provide secretariat support to ADP by writing papers, briefings and presentations for discussion at ADP meetings

To continue to develop and enhance skills and knowledge of substance related issues,

and to contribute to the development of others understanding, knowledge and skills; To enable individuals, groups, communities and agencies to work effectively in

partnership to minimise the harmful use and effects of substances; To improve the health and well-being of communities and populations through the

implementation of strategies, projects and programmes to minimise the harmful effects and use of substances;

To provide a lead and guide others in the development of knowledge, ideas and work practices, and to contribute to the development of services;

To promote and implement programmes which support individuals equality, diversity and rights;

To develop knowledge, skills and practice in the field of substance misuse and addiction;

To ensure own actions promote quality and alert others to quality issues; Maintaining own and others health, safety and security; The post contributes to and advises on the development and implementation of

substance misuse initiatives within the context of health improvement; The post develops and maintains substance misuse information and support to relevant

partners, including the maintenance of services directories; The post organises training provision on a range of substance use issues.

5. MAIN DUTIES/RESPONSIBILITIES

Based on the scope of and range of the post, the main duties and responsibilities are outlined as follows:

To engage with individuals, community groups and multi-agency partners to drive forward activity to address substance issues.

This involves: Establishing and maintaining communication with individuals, groups and multi-agency

partners in an advisory capacity in relation to client care and complex, difficult and sensitive matters relating to substance misuse in Western Isles:

Communicating and liaising effectively with a wide range of people including members of Outer Hebrides ADP Strategic and Operational groups, colleagues both in Western Isles and in other parts of the country, service providers and practitioners, service users and their families;

Working with the media on behalf of ADP, including preparing press releases, compiling promotional and feature articles for local press, providing comments and interviews for local radio, television and newspapers as appropriate;

Preparing and delivering presentations to a wide range of people on all aspects of substance related issues (e.g. local prevalence information, drugs and alcohol awareness information, local activity and progress to address substance issues);

Ability to adapt own communication style and delivery methods to enable people to engage with substance related issues, i.e. when speaking with young people, parents groups;

Planning and organising tasks and activities relating to substance use events. This is done from a multi agency partnership perspective with a high level of flexibility, review and inclusion;

Promoting national campaigns in Western Isles as appropriate to the local context. In particular promoting the national drugs and alcohol communication campaigns using campaign materials as appropriate;

Devising and implementing projects and programmes, which achieve changes in attitudes and behaviour and minimize the harmful use and effects of substances;

Deputising for the ADP Co-ordinator on local multi-agency forums (e.g. Community Safety Forum, Domestic Abuse Group) which contribute to the planning, implementation, delivery and monitoring of work in the ADP Action Plans;

Representing ADP on local partnership working groups, as agreed with the ADP Co-ordinator; taking forward proposals and plans at an operational level in order to implement local strategy;

Identifying and attending conferences and seminars relevant to Western Isles needs and providing verbal and written feedback to ADP and other appropriate partners, in order to inform and influence local developments;

Writing, and make available reports, as required, on a range of substance related issues; Ensuring availability of up to date, relevant and user friendly information resources

through advising on purchasing, updating and cataloging, and monitoring of health information resources held at the NHS Western Isles Health Information Centre.

To support the developments, implementation and monitoring of ADP Strategies and Action Plans in line with national and local priorities.

This involves: Implementing and monitoring of the ADP Strategy and Action Plans, including gathering

and preparing information and data required, as agreed with the ADP Co-ordinator; Providing support to the ADP Co-ordinator in the development, implementation and

monitoring of the Annual Drug and Alcohol reporting as required by the Scottish Government;

Providing support and information to key partners in relation to substance use and ensuring ADP is advised of any gaps in service or where provision does not significantly address needs by preparing reports which will serve to inform ADP strategic group decision making, planning and priorities;

Ensuring that local needs are considered within consultations for national programmes and developments;

Leading the ongoing process of developing, implementing, monitoring and review of the ADP Action Plan, including the 6 monthly reviews of plans;

Participating in short, medium and long term local planning processes relevant to area of responsibility;

Representing ADP as agreed with the ADP Co-ordinator and ADP Chair on local and national groups and forums addressing relevant cross-cutting issues including training and development, user and partner agency involvement, ensuring that substance related issues are given sufficient priority across local plans;

Providing support to delivering local strategies and action plans by undertaking training needs analysis/ development/ commissioning / delivery, information gathering and sharing, communication, policy development and resource raising, which will allow the successful implementation of specific initiatives arising from ADP decision making and the work programmes developed in the annual ADP Action Plan;

Responsible for influencing spend of the drugs and alcohol communications and education funding of up to £20,000 per year, and matching local spends proposals to national criteria as appropriate;

Organising main allocation of budget and distribution of specific allocations to specific projects;

Assisting the Coordinator to manage the budget as a whole to ensure no overspend and equally successfully managing any underspend/ re-allocation of resources, and providing financial and evaluations reports to management and the Scottish Government;

Ensuring services are accountable for allocations and encouraging evaluation of spend in terms of best value outcomes.

To provide secretariat support to Outer Hebrides ADP.(This involves: Preparing high quality information and advice on substance issues for ADP Strategic

Group (meets four times per year) and Finance Group (meets 6 times per year) by preparing reports, agendas, minutes and papers as requested by the ADP Co-ordinator and ADP Chair;

Chairing the ADP Services Sub-Groups (meets 6 - 8 times per year) and convening and leading additional working groups as appropriate / necessary, as requested by the ADP Co-ordinator;

Contributing to and supporting relevant planning, policy and research development activity undertaken by ADP as agreed with the ADP Co-ordinator;

Deputising for the ADP Co-ordinator as requested and representing ADP as required;

Responsible for promoting partnerships with a wide range of organisations, agencies, communities groups and others to formulate interagency approaches to minimising the harmful use and effects of substances.

This involves: Identifying and selecting effective and appropriate methods to facilitate partnership

working in relation to substance use; Facilitating and leading joint projects and programmes, working with multi-agency

partners on action on culture change and communities; prevention, education and young people; provision of treatment care and support; and protection control and availability;

Disseminating appropriate information to members of ADP groups and partner agencies as appropriate;

Acting as a point of contact, offering information and guidance to those who require it.

projects and programmes to minimise the harmful use and effects of substance misuse.

This involves Working with individuals, groups and organisations to plan and implement / deliver

projects and programmes that will meet the needs of drug and alcohol users, their families and communities, and are designed to reduce inequalities and improve access to services;

Ensuring that information is readily available to service providers, users and families on the range of services available for those with substance related problems;

Providing support, input and guidance to projects/ programmes and services consistent with existing/ future resources and identified needs;

Developing local information through, for example, leaflets, booklets and information cards to promote availability of local services and to help meet needs of service users, families, friends and the community;

To promote the work of ADP with the local community and to encourage appropriate participation in the work of the team, through talks and presentations and the ADP Newsletter and through extensive use of the ADP website;

Promoting evidence-based consistent and co-ordinated approaches to the delivery of education and prevention programmes to actively prevent substance related ill-health in Western Isles;

Participate in and lead, as required, on the delivery of evidence based and evidence seeking health promotion projects and health promoting activities in partnership with other agencies. Provide input into the NHS Western Isles Annual Report and accountability reviews as required.

To provide a lead and guidance to others in the development of knowledge, ideas and work practices and contribute to service developments.

This involves: Providing advice and guidance to local groups who require support, including

representing ADP on management committees as appropriate; Providing information and feedback from national and regional conferences and

seminars to inform and support the development of knowledge, ideas and work practices;

Providing inspiration through own vision for developing knowledge, ideas and work practices;

Responsible for commissioning / delivering and monitoring the training / professional development and support needs for staff of NHS Western Isles and other agencies around substance use;

Organising, commissioning, facilitating and contributing to appropriate training to improve skills and effectiveness of local health improvement workforce, eg STRADA training for statutory and voluntary agencies;

Delivering substance misuse training and awareness sessions to various community groups and staff induction programmes as required;

knowledge and understanding of the range of funding streams available for services and projects and the processes for accessing funds (e.g. Lloyds TSB Partnership Drugs Initiative, Scotland Against Drugs Challenge Fund);

Matching local spend ideas to national funding criteria in order to take advantage of appropriate opportunities;

To lead and / or support as appropriate the preparation of multi-agency project funding bids for local service / project developments, including monitoring spend and advising management.

To promote and implement programmes which support individuals equality, diversity and rights.

This involves: Developing strategies and programmes that promote peoples’ equality, diversity and

rights and that combat discrimination against people who use substances, including people who inject drugs;

Planning, preparing and delivering awareness programmes for all sections of the community, that will challenge attitudes and public perceptions to drug and alcohol users.

Challenging prejudice / inappropriate comments as they arise; Promoting social inclusion of drug and alcohol users through the development of

strategies that allow equal access to treatment, care and support services, and employment and education opportunities.

Maintain knowledge, skills and practice in the field of substance misuse and addictions.

This involves: Taking responsibility for continuing professional development and performance, and

maintaining own development plan in agreement with line manager; Identifying and participating in training and learning opportunities to develop skills,

knowledge and expertise in the field of substance misuse; Updating existing knowledge and skills to ensure the provision of research based inputs

to training and presentations; Liaising with relevant statutory and non-statutory services in order to build up a

comprehensive information base concerning prevalence and nature of substance misuse in Western Isles.

To ensure own actions promote quality and alert others to quality issues.

This involves: Understanding the role and scope of the post and how this may development over time; Prioritising own workload and organising and carrying out work effectively to meet these

prorities; Keeping up-to-date and acting consistently with quality systems, standards and

This involves: Undertaking relevant and appropriate training as required by NHS Western Isles Health

and Safety Policy and Procedures: Maintaining a safe working environment for self, colleagues and others (e.g. reporting

hazards); Ensuring that appropriate staff / colleagues are aware of own and colleagues’

whereabouts where appropriate during working hours.

NB: Due to the nature of the work for this post and because it is not routine in nature, it is expected that there will be extended periods of time spent in particular areas of responsibility. The postholder is required to balance the priorities and requirements of each area of specific responsibility.

6. SYSTEMS AND EQUIPMENT

EQUIPMENT

I.T. Use of PC including Microsoft Word, Excel, PowerPoint, Internet, Outlook and e-mail

for administration and communication purposes. Advanced knowledge required; Use of video conferencing equipment to communicate and participate with national

organizations, colleagues and individuals. Specialist knowledge required.

TRAINING Use of training and presentation equipment including overhead projectors, television

and videoport, audio equipment, LCD projector for PowerPoint, digital camera. Specialist knowledge required;

Use of display and exhibition equipment for training and awareness raising. General knowledge required (involving manual handling);

Demonstration and use of specialist drug and alcohol resources and demonstration equipment, e.g. synthetic drug demonstration kit. A high level of substance knowledge is required regarding effects, amounts used, legality of individual drugs.

ADMINISTRATION Use of general administration systems e.g. phone systems, fax, photocopying, printers,

laminator etc for general communication and to prepare resources, teaching and

display materials. General knowledge required.

SYSTEMS

HUMAN RESOURCES Ability to support policy developments, write job descriptions, write comprehensive

reports etc in specific format for ADP, NHS Western Isles and Comhairle nan Eilean Siar as appropriate. Knowledge of local processes and procedures is required;

Knowledge and experience of communication systems within NHS Western Isles and Comhairle nan Eilean Siar, particularly in relation to working with the media. Local and national political knowledge is required and sought through experience and national thinking.

OTHER Ability to contextualise local plans and activity in relation to the national plans and

guidelines, and local Community Planning, Health Service Planning and Health Improvement Planning. Knowledge and understanding of local and national planning processes is required.

7. DECISIONS AND JUDGEMENTS

Interpret national and local strategic planning guidance and needs assessment data in the areas of substance misuse to develop appropriate, effective, economic activities appropriate to local needs, circumstances and resources. The judgements potentially affect all members of ADP and the wider population of Western Isles. Decisions and judgements are taken approximately 2-3 times per week;

Prioritise and agree short, medium and long term objectives with line manager in line with the ADP Strategy and Action Plan. These decisions are taken 2-3 times per week and affect the postholder directly and ADP members and the wider community indirectly;

Working with considerable level of autonomy and initiative at all levels to provide advice and expertise on substance issues (almost daily). This includes representing ADP at local and national meetings and contributing to strategies and plans as requested by the ADP Co-ordinator and ADP Chair. Representing ADP occurs on average on a monthly basis;

Personal planning, time and workload management to ensure priorities and deadlines are met on a daily, weekly and monthly basis. This affects the postholder directly and ADP member representatives, and the wider community indirectly;

Providing advice, guidance and expertise in substance issues to ADP colleagues and partner agencies, the public and the media on at least a monthly basis.

Contributing to and advising on responses to national consultations on substance issues as appropriate on at least a quarterly basis;

Working creatively on behalf of ADP to address substance use issues in Western Isles in a dynamic and proactive way. This is an ongoing process, affecting the postholder and ADP members as appropriate;

The post is a partnership between NHS Western Isles and ADP, hosted within the NHS Western Isles Health Promotion Service. The post however is required to work for and

on behalf of ADP. This requires self-management, motivation, competence, initiative, and imagination on the part of the postholder, on an ongoing basis;

Promoting seamless services through the process of planning, implementation and evaluation of action in the areas of treatment, care, support and community awareness raising. At least 4 specialist services and other generic services, and the wider community can be involved and affected;

Communicating complex and sensitive information to a wide variety of stakeholders who may not share views and influence these stakeholders in achieving health improvement outcomes in the area of substance use. This occurs daily;

Careful consideration of situations or facts relating to substance use is used to inform judgement when dealing with the media/ compiling press releases;

Organising, sourcing or delivering multi-agency training on behalf of ADP. This occurs at least monthly.

The postholder is required to have a high level of written and verbal communication and presentation skills, to include media work, report writing and the production of health information materials, especially those appropriate to young people, and policy documents. These skills are required to be utilised on a daily basis.

8. COMMUNICATIONS AND RELATIONSHIPS

Although this is a joint ADP and NHS Western Isles Post, it sits within NHS Western Isles. The ADP Development Officer represents the ADP which has multi-agency membership;

The post is required to work across all ADP member organisations. This involves e-mail, phone and face to face contact on a daily basis;

The post is line managed by the ADP co-ordinator and is accountable to the ADP Chair. This involves formal supervision on a fortnightly basis, daily informal communication, and preparation of report and papers as appropriate, on at least a monthly basis;

The post holder is required to communicate with staff at every level in all ADP member organisations and nationally, regarding the development of services and programmes. Also required to communicate with practitioners, service users, their families and carers, and the general public. This is done by e-mail, telephone or letter contact on a frequent basis ranging from 2-3 times per week to monthly;

Communication is required with a large range of individuals and organisations with different perspectives and priorities, including the media. Such communication requires sensitivity, diplomacy and understanding of substance issues. This involves the ability to communicate sensitively in terms of providing and receiving complex information relating to these issues. This includes persuasive, motivational, negotiating and training skills and can take the form of interviews, press releases, phone conversations, and formal and informal face to face contacts with external agencies. The postholder is required to be quick thinking and respond in politically sensitive and diplomatic ways in consultation with the ADP Co-ordinator. It also

requires negotiation and motivational skills. Such communication occurs on a weekly basis;

Communication and relationships within ADP are high profile. It involves presentations at local and national level and providing a lead on substance issues. This presents frequent stresses and pressures given the emotive nature of the subject of substance use and can prove to be an emotionally demanding part of the job. Communication is often made as comment / interviews in response to current news in the media. Regarding communication with service users and carers, communication involves listening to people in times of stress and distress. Such communication occurs monthly;

The post is required to develop and maintain a wide network of working relationships in Western Isles and nationally, relevant to carrying out specific tasks. This includes peers and colleagues outwith Western Isles, officials in the Scottish Executive and other national bodies, local councillors, senior officers, managers, practitioners and members of the public. Establishing positive working relationships with staff at all levels locally and nationally, with partners and the public within the areas of substance use is done formally through meetings and informally via phone, email, and face to face contact on an almost daily basis;

The post holder requires a high level of written and verbal communication and presentation skills including media work and report writing. Production of substance related information materials, policy documents and action plans is required on average on a weekly basis;

In addition to communication with individuals and groups, the postholder is required to speak to large groups, seminars and public meetings. This involves public speaking and use of a wide range of display equipment such as over-head projectors, flip charts, audio-visual equipment, PowerPoint etc. This occurs on average on a bi-monthly basis;

The post holder communicates a wide range of information, advice and guidance including needs assessment data, evidence based practice, project proposals, progress reports, and implications of local and national policy. This is done in collaboration with the ADP Co-ordinator and is communicated verbally and through written reports and collation of quantitative and qualitative data, which is disseminated to partners via e-mail and mail and in meetings. This is done formally and informally on average on a weekly basis;

The postholder is responsible for producing the regular ADP newsletter and contributing to and updating the ADP website. This includes deciding on content for the ADP newsletter and collating and writing articles and reports as appropriate, followed by wide distribution. This is to ensure that the profile of ADP is maintained and increased within the community and relevant information is communicated effectively to a wide audience. The newsletter is distributed bi-monthly.

9. PHYSICAL DEMANDS OF THE JOB

The post requires a significant degree of moving and handling of display, training and resource equipment, e.g large display boards, boxes/ crates of paper resources, leaflets and printed material, flipchart and stands etc. This is done at least monthly;

The production of high quality and accurate information and documentation required in the post creates physical as well as emotional demands in terms of work turnaround and meeting deadlines. Also a fair amount of distribution of materials is required. This involves lifting boxes of paper/ resources / files as required on at least a weekly basis;

The post requires a driving licence and use of a vehicle for travel throughout Western Isles;

The post requires travel and time away from home and the ability to work flexible hours on approximately a monthly basis, but more often if required;

The post requires keyboarding and computer skills and the ability to use office equipment, e.g. fax, photocopier on a daily basis;

The post requires daily desk based work and involves prolonged periods of being seated using a VDU;

Supporting the ADP Co-ordinator and ADP to engage the support and commitment of a varied range of local agencies and organisations to implement drug and alcohol strategy and action plans in Western Isles;

11. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB

Knowledge Demonstrable knowledge of current issues and trends in drug and alcohol misuse work; Knowledge of research methods and needs assessment; Local knowledge on geography, demography, economy, environment and social

structures of Western Isles; Project management within an agreed budget.

Training Educated to degree level or equivalent; A professional qualification in health, social work, community work or an educational

field;(desirable) Post-graduate Certificate in Addictions (desirable); Evidence of and willingness to maintain continuing professional development; Computing skills.

Experience At least 2 years experience of working in health promotion or closely related discipline; Experience of multi-agency working; Good interpersonal, organisational and negotiation skills; Report writing, preparing and delivering presentations, public speaking, computer skills. Preparing and contributing to multi-agency funding proposals; Organising and progressing work with minimal supervision and able to work under
