Review --- how to approach?

• Re-test some basic assumptions on why information is needed and WHAT it is used for (by NTS and DNs).

• Wouldn’t necessarily start with existing Section I rules

• No hidden agendas..we all have businesses to run, safe and efficient so lets be efficient in this regard.

• No tail wagging the dog! Let’s create a set of business requirements that work, NOT shoe horn procedures around pre existing rules that do NOT!

Why now?

• Inappropriate to knowingly continue in a potential non compliant position

• Never a good time...momentum gained..keep it moving

• Earliest possible signals for any I.S alterations to develop in existing systems (link to SOMSA timeframes or DNCS?)

• Any issues lurking in Exit Reform from October 2012 flushed out in sufficient time to manage.

Review Proposal – suggested T.O.R• General review of the current NTS Operational flow requirement arrangements and processes

within UNC OAD Section I to determine if they are still appropriate, coherent and relevant.

• Implications of any changes to OPNs

• Implications of any revisions to pressure commitments between National Grid NTS and GDNs

• Review of application of Low Demand Days

• Suitability of percentage measures as Offtake tolerances

• Aggregation of requests by LDZ vs Exit zone

• Impact of the implementation of Modification Proposal 0195AV (‘Introduction of Enduring NTS Exit Capacity Arrangements’

Things to consider

• Should any conditions in OAD be amended to reflect a more relevant condition?

• Are there any absent conditions which should be included?

• What are the benefits for both parties (NTS and DNO) by adhering to existing OAD clauses (which may create additional workloads) to warrant full compliance?

OFFTAKE PROFILE NOTICES (OPNs)

• Implications of any changes to OPN requirements

– Relevant usage & requirements by Networks

– Differing interpretation of existing OPN requirements

– Map to current OAD (Amend as required)

– IS issues

– Implementation timeframes

Pressure Requirements

• Why DNs need pressure requirements and WHEN!

– Not every day?

– Key times between 22.00 & 06.00

– What constrains NTS? Compressor costs? Other?

– Impact on DNs – Linepack depletion...

– Reporting of current OAD requirements.

LOW DEMAND DAYS

• To be expanded

• the promotion of a co-operation clause....

Offtake tolerances

• Is the 10% (Offtake) and 3% (LDZ) measure correct?

– Differentiation by offtake

– Measurement by exit zones?

– X% plus X metre tolerance?

– Reporting requirements?
