Review of the Annual Administrative Report of Department of Technical Education Haryana for the year 2016-17.

1. Objective:-

Adequately trained technical and professional manpower constitutes the most important component of

the human resource that spearheads the socio economic development of a nation. The Department of Technical

Education promotes planned and sustainable development of technical education in the state consistent with the

National and State policies.

The Department designs need based programmes for Diploma Institutions (Polytechnics) and ensures

adequate human resource and infrastructural facilities for delivery of the curriculum. It also ensures objective

evaluation and certification system for students, courses and institutions.It collaborates with the All India Council

of Technical Education, Ministry of Human Resource Development, Govt. of India, All India Management

Association, Council of Architecture, Universities, Industries and other employees to provide quality education

toTechnical Managers/Scientists/Engineers/Supervisors and other Professionals through Post-graduate, Under-

graduate and Diploma level institutions in the field of Engineering and Technology, Computers, Information

Technology, Management, Pharmacy, Architecture, Hotel Management and Applied Arts & Crafts.The Department

of Technical Education assigns high priority to serve the educational needs of Scheduled Castes, Women, Physically

Challenged Persons, rural population and socially and educationally backward persons. The Department of

Technical Education also assists the students in proper placement for gainful employment besides providing them

career guidance services.

2. Present Status

At the time of inception of Haryana as a separate State in 1966, there were only 6 Polytechnics

(Government-4 and Government Aided-2) and only one Engineering College at Kurukshetra (joint venture of State

Government and Government of India) with annual intake of 1341 students.In Academic Session 2016-17, the

number of institutions had grown to 504 with intake of 1,22,649 students as per details given below:-

The Department also administers four Technical Universities, viz., Guru Jambheshwar University of

Science and Technology, Hisar (1995), Deen Bandhu Chhotu Ram University of Science and Technology, Murthal

(2006), Young Men’s Christian Association (YMCA) University of Science and Technology, Faridabad (2009) and

the State University of Performing and Visual Arts, Rohtak (2014).

3. Establishment of New Technical Institutions:

The regulatory body for Technical Courses is All India Council for Technical Education (AICTE). It grants

approval for starting New Technical Institutions and for introduction of new courses or programmes in

consultation with the agencies concerened.

4. Constitution of Haryana State Technical Education Society:

Haryana StateTechnical Education Society (HSTES) also formerly known as Haryana State Counseling

Society (HSCS) was constituted in the year 2007 for implementation of transparent and uniform procedure for

admission to various post graduate, undergraduate and diploma courses in different disciplines of Engineering,

Technology, Architecture & Planning, Pharmacy, Management etc. The society implements rules and regulations

for the admission of students to various AICTE-approved Technical courses in conformity with the policy approved

in this behalf by the State Government, All India Council of Technical Education, Pharmacy Council of India,

Council of Architecture, Universities of the State and other relevant bodies.

The HSTES is a self-sustaining body and meets its expenditure mainly through charging of fees for various

services it renders. Every year, the society conducts following State Level Entrance Examinations:

On Line Entrance Test (OLET) for Lateral Entry in Diploma (Engg.)

On Line Entrance Test (OLET) for MCA and Lateral Entry in B.E. / B. Tech.

5. Constitution of Haryana State Board of Technical Education:

The Haryana State Board of Technical Education (HSBTE) was constituted through an Act which came

into force on 6th May, 2008. Before this, the HSBTE was functioning under executive orders as a part of the

Directorate of Technical Education without having any legal backing. The PSTE is the Chairman of the Board. The

Board has a governing council as well as a BOG both headed by the PSTE. Secretary is appointed by the

Government as the Chief Executive of the Board. He is assisted by the Additional Secretary, Contoller of Exam,

Controller of Academics and Finance, Joint Secretary, 7 Deputy Secretaries, 15 Assistant Secretaries, Law Officer,

Sr. Accounts Officer, Accounts Officer, Research & Statistical Officer, Hardware Engineer and Programmer etc.

The HSBTE is a self Financing autonomuous Board constituted for coordinating development of Technical

Education in polytechnic institutes of the State of Haryana by performing the following functions:-

Well defined Academic Calendar notified for each Academic Year/Semester.

Conductance of end Semester Examination for Polytechnics (Diploma Level) twice in a year in the month of

Dec/Jan & May/ June. In the Academic Session 2016-17, (72649+49888=1,22,537) regular and Reappear

students appeared in December 2016 exam in 236 Polytechnics.

A separate training and placement cell established for industrial training and placement of the students in

each Polytechnic.

6. Technical Education Quality Improvement Programme Phase-II of GoI (World Bank roject).

The Technical Education Quality Improvement Programmed of Govt. of India was conceived and designed as a

long term project to be implemented in 10-12 years in three phases to support excellence and transformation in

Technical Education in the country with the Assistance of World Bank. The Phase-1 of the TEQIP project started in

March, 2003 and finally closed on 31.7.2009. In the 1st Phase of the project, 5 institutions namely (i) Kurukshetra

University, Kurukshetra (ii) Chhotu Ram State College of Engineering, Murthal (iii) YMCA Institute of Engineering,

Faridabad (iv) Guru Jambheshwar University, Hisar and (v) Govt. Polytechnic, Nilokheri of the State participated.

In order to sustain the reform process and continue the development activities initiated through the TEQIP‐ I, a

sequel Project was planned by the MHRD, Govt. of India as TEQIP‐ II. It has a focus on the objectives to improve

the overall quality of existing engineering educational programmes. The TEQIP-II was made effective from

06.08.2010 and is being implemented as per instructions of Project Implementation Plan (PIP) of Ministry of Human

Resources Development, (Govt. of India). The TEQIP-II Project is a Centrally Sponsored Scheme.

As per provision of Project Implementation Plan (PIP) of TEQIP-II project, at the State level, the department

responsible for Technical Education is required to ensure budget provision on entire 100% expenditure for their

Institutions. Accordingly, budget provision has been made for central and state share (C&S) in the State plan.

After scrutiny and approval of National Steering Committee (NSC) of Ministry of Human Resources Development,

(Govt. of India) the following 6 Institutions from the State of Haryana were competitively selected under Sub-

Component 1.1 and 1.2 as under :-

graduates)University Institute of Engineering & Technology, Kurukshetra University, Kurukshetra (Govt.

Institution).University Institute of Engineering & Technology, Maharishi Dayanand University,

Rohtak(Govt.Institution).NC College of Engineering, Israna (Panipat) (Private Institution).

Sub Component 1.2: (Scaling-up Post Graduate Education and Demand- Driven Research & Development

and innovation) Faculty of Science, Kurukshetra, University, Kurukshetra.Faculty of Engg. & Technology,

Deenbandhu Chhotu Ram, University of Science & Technology, Murthal (Sonipat).

Faculty of Engineering & Technology, Guru Jambheshwar University of Science and Technology, Hisar.

Funding Pattern:

For Govt. funded and Govt. aided Institutions selected under Sub-Component 1.1 and 1.2 about Rs. 10.00 crore

and Rs.12.50 crore respectively with a fund sharing pattern of 75: 25 between the center and the state. From the

financial year 2016-17 this funding pattern has been changed in the ratio of 50:50 between the central and the

state. For private unaided Institution about Rs.4.00 crore on cost sharing basis i.e. 60% grant from MHRD, 20 %

grant from State Govt. and 20% funding from Private Institution for soft component only .From the financial year

2016-17 this pattern has been changed as 50:20:30 i.e. 50% grant from Central Govt., 20% grant from state Govt.

and 30% funding from the private institution.

The MHRD, (Govt. of India) has released the total grant of Rs. 5.835 Core in the year 2016-17 to the state

for the Institutions namely (i) University Institute of Engineering & Technology, Maharishi Dayanand University,

Rohtak (ii) NC College of Engineering, Israna (Panipat) (Private Institution) (iii) Faculty of Science, Kurukshetra,

University, Kurukshetra (iv) Faculty of Engineering & Technology, Guru Jambheshwar University of Science and

Technology, Hisar (v) Faculty of Engg. & Technology, Deen Bandhu Chhotu Ram, University of Science &

Technology, Murthal (Sonipat) and SPFU, Haryana. In this response, Govt. of Haryana has released the grant of

Rs. 11.19 Crore to the above Project Institutions and SPFU, Haryana after including the State share of Rs. 5.355

Crore and after including the private institution share of Rs. 48.00 Lakh the total funds of Rs. 11.67 core have been

released to the above institution in the Financial Year 2016-2017. More over the TEQIP-II project has been closed

on 31.03.2017, with a grace period of 4 months i.e. upto 31.07.2017.

7. Reimbursement of Tuition Fee to SC Students under the Scheme Scheduled Caste Special Plan

(SCSP) of Haryana Govt.:

Under this Scheme Tuition Fee to SC Students is being reimbursed. Actual tuition fee or Rs.

20,000/- whichever is less in case of diploma courses and actual tuition fee or Rs. 40,000/- whichever is less in

case of UG/PG courses is being reimbursed to Haryana resident SC students, admitted through central counseling

and whose parental annual income from all sources is between Rs. 2.50 lac to Rs. 3.50 lac per annum. In the

session 2016-17, fees amounting Rs. 7,82,799 /- has been disbursed to 35 eligible SC students under this scheme.

8. Scheme of Post Matric Scholarship to SC Students (Govt. of India Scheme) implemented by

Welfare of SCs & BCs Department, Haryana:

The objective of the scheme is to provide financial assistance to the scheduled caste students

studying at post matriculation or post-secondary stage to enable them to complete their education. Till the session

2008-09, this scholarship was disbursed by Welfare of SCs & BCs Department, Haryana to all the eligible SC

students in Haryana. From the session 2009-10, Technical Education Department, Haryana is disbursing the

scholarship under this scheme to those sc students who are studying in technical courses approved by AICTE/

affiliated to the State Board of Technical Education. Under this scheme the tuition fee, other allowances like

student fund, examination fee, development fund and maintenance allowance etc are reimbursed only to those

sc students whose parental annual income from all sources is upto Rs 2.5 lacs. During the financial year 2016-17,

funds amounting Rs. 90,55,24,583/- have been disbursed to 41799 claims under this scheme. This scholarship is

disbursed in two installments in a year.

9. Integrated Skill Development Scheme (ISDS) of the Ministry of Textiles, Govt. of India:

Integrated Skill Development Scheme (ISDS) of Ministry of Textiles, Govt. of India is being implemented

to train 20000 persons during 2015-16 and 2016-17 at the training centres established at Ambala, Rohtak, Hisar,

Gurgaon, Bhiwani, Panipat, Faridabad by training providers engaged by the Department. The total cost of the

training is in the ratio of 75:25 between GoI and State Govt. 7626 candidates were trained during 2016-17 out of

which 6718 trainees have been certified by the Ministry of Textiles, GoI during 2016-17 and 908 trainees are under

assessment & certification.

10. Haryana Skill Development Mission: Haryana Skill Development Mission (HSDM) was launched in July

2015 with an aim to empower youth for gainful employment. The mission has been developed to create

convergence of skill schemes across State Departments. Further to achieve the vision of Skill India, the mission

will coordinate skilling efforts to achieve skilling at scale with speed and standards.

Structure of the Mission:

Governing Council under the Chairmanship of the Chief Secretary.

Executive Committee under the Chairmanship of Administrative Secretary, Technical Education.

State Programme Management Unit (SPMU) headed by the Mission Director. Director General Technical

Education has been assigned the duty of Mission Director by State Government.

District Project Management Units (DPMU) under the supervision of Deputy Commissioners.

Seven Skill Range Headquarters of Mission at Ambala, Hisar, Gurgaon, Rohtak, Faridabad, Bhiwani and

Panipat each consisting of three districts.

Budget for Mission: For 2016-17, Rs. 25 Crore was allocated for the mission.

Training Partners of the Mission: Mission has engaged NSDC empanelled Training Providers to provide skill

Training by following due procedure.

Skill Trainings by HSDM:

i) 410 youth in the field of Plastic Engineering & Technology were trained through Central Institute of Plastic

Engineering & Technology (CIPET), Murthal (Sonepat).

ii) Training to 3850 youth (employment linked) under HSDM in sectors namely Apparel, Textile, Security,

Healthcare, Automotive, Retail, Banking & Financial Services and Insurance (BFSI), Logistics, Electronics,

Construction, Plastic Manufacturing & Technology etc., is being imparted through NSDC empanelled Training

Providers out of which 1323 youth have been trained.

11. Establishment of “The Haryana Vishwakarma Skill University”:

The Haryana Vishwakarma Skill University has been established by an act of legislature and has been

notified vide Haryana Gazette notification no. Leg. 29/2016 dated 20.09.2016. A provision of budget of Rs. 5

Crores had been made by FD in the supplementary budget 2016-17. 67 posts have been created by the Finance

Department for the Skill University.

Lease deed of 82.72 Acres of agriculture land of Gram Panchayat Village Dudhola, District Palwal has been

executed in favour of Technical Education Department for establishment of Haryana Vishwakarma Skill University.

The University campus is likely to be established with in a period of three years.

However, all work related to skill development including the Haryana Skill Development Mission (HSDM)

and the Haryana Vishwakarma Skill University has now been transferred to the Skill Development & Industrial

Training Department as decided in Cabinet meeting held on 03.01.2017. Now this Skill Development & Industrial

Training Department is the nodal department for skill activities.

12. Budget:-

The financial outlay for the 12th Five Year Plan (2012-17) of the Technical Education Department was

approved at Rs. 150000.00 lacs and the annual plan 2016-17 was approved for Rs.36622.00 lacs (including

Rs.8000.00 lacs for Civil Works) which was revised to Rs. 30562.00 lacs (including Rs. 4300.00 lacs for civil works)

CRITIQUE of the Annual Administrative Report of the Technical Education Deptt. for the year

2016-2017

During the year 2015-2016, the Nos. of Technical Institutes were 613 i.e. 148 Engg. Colleges, 152 MBA

colleges, 52 MCA colleges, 20 Architecture Colleges and 204 Polytechnics. In the year 2016-2017 the Nos. of

Technical Institutes are 504 with intake capacity is 1,22,649. The notable achievements of the Department are as

under:-

Notable Achievements of the Department for the year 2016-17:-

i. 2 New Engineering Colleges namely Ch. Ranbir Singh State Institute of Engineering & Technology at Silani

Kesho, district Jhajjar and Rao Birender Singh State Institute of Engineering & Technology at Zainabad, district

Rewari are being established under State Plan for which land measuring 40 acre and 52.5 acre respectively has

been transferred in favour of Technical Education Department, Haryana. The construction work of both the

Institutes is in progress through PWD B&R, Haryana. The construction work of academic blocks has been

completed and both the institute are proposed to be made functional from the academic session 2017-18 with

due approval of AICTE.

ii. The construction work of new Govt. Polytechnics at Indri (Mewat), Malab (Mewat), Mandkola (Palwal), Neemka

(Fardiabad), Chhappar (Bhiwani), Jamalpur Shekhan (Fatehabad) and Shergarh (Kaithal) has been completed

through PWD B&R, Haryana under State Plan. The guest classes of Govt. Polytechnic Shergarh (Kaithal) has

been started in the campus of Govt. Polytechnic Cheeka from the academic session 2014-15 and classes are

proposed to be shifted in its own campus from academic session 2017-18. The new polytechnics at Indri, Malab,

Mandkola, Neemka and Chhappar are proposed to be made functional from the academic session 2017-18 after

due approval of AICTE. The Technology Centre of NSIC under Ministry of Micro Small and Medium Enterprises,

Govt. of India is also being set up in the campus of Govt. Polytechnic Neemka, Faridabad.

iii. The construction work of new Govt. Polytechnic at Umri (Kurukshetra), Jattal (Panipat), Dhangar (Fatehabad),

Hathinikund (Yamuna Nagar) has been completed. The guest classes of new polytechnics at Jattal, Dhangar and

Hathnikund have been started from the academic session 2016-17 and classes are proposed shifted to its own

campus from the academic session 2017-18. However, construction work of Govt. Polytechnic, Nanakpur

(Panchkula) is in progress through PWD B&R Haryana under Centrally Sponsored Scheme of MHRD, Govt. of

India.

iv. The construction work of SC Girls hostel at Govt. Polytechnic, Nilokheri has been completed under SCSP Plan

at an estimated cost of Rs. 535.15 lakh.

National Level Institutes:

v. Setting up of Indian Institute of Information Technology (IIIT) at village Kilohrad, district Sonipat.

Indian Institute of Information Technology (IIIT) is being established at village Kilohrad, district Sonipat in Public

Private Partnership (PPP) mode by the Government of India, Ministry of Human Resource Development for which

50 acre of land has been provided by Gram Panchayat free of cost. The capital cost of Rs. 128 crore is to be

shared in the ratio of 50:35:15 between MHRD, Govt. of India, State Government and Industrial Partners. The

Industrial Partners for the Project are HSIIDC and Hartron. Guest classes have started in NIT Kurukshetra from

academic session 2014-15. The project has been approved in principle by the Standing Finance Committee

(Committee B) in its meeting held on 11.3.2015. Memorandum of Understanding (MoU) & Memorandum of

Association (MoA) along with Rules & Regulations of the IIIT Society have been signed between MHRD, Govt.

of India, State Government and Industrial Partners on 3.2.2016. IIIT Society has been registered on 10.3.2016.

vi. Setting up of Indian Institute of Management at village Sunaria, district Rohtak.

Indian Institute of Management, Rohtak is being established by the Ministry of Human Resource Development,

Government of India over a sprawling area of 200 acre at village Sunaria, district Rohtak. The State Government

has provided the land free of cost to IIM Society, Rohtak. The classes of IIM Rohtak are running in the temporary

campus at MD University, Rohtak from the academic session 2010-11. Further modalities regarding construction

of campus are being taken up by the IIM Society Rohtak/ MHRD, Govt. of India. The construction work of IIM

campus is in progress.

vii. Setting up of National Institute of Design (NID) at village Umri, district Kurukshetra.

National Institute of Design (NID) is being established at Umri (on NH-1) in district Kurukshetra. Land measuring

20.5 acres has been provided by the Gram Panchayat, Umri free of cost for establishing this Institute of national

importance. Further modalities regarding construction of campus are being taken up by NID, Ahmedabad/

Department of Industrial Policy & Promotion (DIPP), Govt. of India. The guest classes of NID Kurukshetra has

been started from the academic session 2016-17 in the premises of Govt. Polytechnic Umri (Kurukshetra).

viii. Setting up of 2 Extension Campus of IIT Delhi at Sonipat and Jhajjar.

An Extension Campus (Faculty Development) of IIT Delhi is being established at Rajiv Gandhi Education City,

Kundli, district Sonipat for which HUDA has allotted a site measuring 50 acres free of cost. There is a proposal

for establishing Science & Technology Park, High Performance Computing Facility and Faculty Development

Centre in the campus. The construction work of Extension campus at Sonepat is in progress through National

Building Construction Corporation (NBCC). Another, Extension Campus (Research and Development) of IIT

Delhi is being set up at Village Badhsa District Jhajjar for which 50 acre land has been purchased at a total cost

of Rs. 15.19 crore from the Gram Panchayat Badhsa, Distt. Jhajjar. There is a proposal for establishing Skill

Development Centre and Bio-Sciences Research Park in this campus. Land has been transferred in favour of IIT

Delhi for both the Extension Campuses. Further modalities regarding construction of campus are being taken up

by IIT, Delhi/ MHRD, Govt. of India.

ix. Setting up of National Institute of Fashion Technology (NIFT) Centre at Panchkula.

NIFT is being established at Panchkula in collaboration with NIFT Delhi and Ministry of Textiles, Govt. of India.

10.45 acre land has been provided by HUDA in sector-23, Panchkula for establishment of NIFT Campus free of

cost. Approximately Rs. 100 crore will also be provided by the State Government for development of building

infrastructure, machinery/ equipment and viability gap funding for initial 4 years for the project.Construction

work has been assigned to Haryana Police Housing Corporation (HPHC). The layout plan & drawings for

construction work of NIFT project prepared by Chief Architect; Haryana has been approved by the BoG NIFT,

New Delhi on 19.07.2016. Further modalities regarding construction of the NIFT campus at Panchkula are being

worked out by Haryana Police Housing Corporation Ltd. The construction work of Boundry wall has been started.
