Summary

The recent decision of the Supreme Court declaring triple talaq illegal has started causing division in the Muslim community. Muslim women and liberal Muslims termed this decision as historic and called it liberation for Muslims however radicals are planning to oppose it. A meeting of All India Muslim Personal Law Board has been convened in this regard.

Generally this kind of information was very common that Islamic madarsas did not hoist national flag and did not sing national anthem. The Yogi Adityanath government ordered that legal action would be taken against such madarsas which won’t hoist national flag and sing national anthem. The government also threatened to cancel their recognition for not following the orders.

The practice of old Arab nationals marrying poor young Indian Muslim girl still continues. The state government failed to have a check on this practice so fa. Recently a 65-year-old man married a 15-year-old girl by paying Rs 15 lakh. Several similar such other incidents came into light therefore the state government was planning to start a campaign against this ill practice.

Darul Uloom Deoband and some other Muslim organizations appealed to Muslims that they must not sacrifice cow progenies and camels on Eid al-Adha because it causes tension and disturbance. Darul Uloom Deoband and several other Muslim organizations instructed Muslims not to sacrifice these animals in such states where this is legally banned. However, this was being opposed by a section.

Rohingya Muslims infiltrators are becoming a big menace in the country. The government failed to drive out Bangladeshi infiltrators so far. Interesting thing is that some of the organizations in the country are supporting them however even Bangladesh was not ready to give them refuge. United Nations requested several Muslim countries that they must be given refuge but none of the Muslim country was ready to give them refuge.

Salary of Imam was becoming a big issue in Delhi. Delhi is among five states in the country that provides salary to imam from the government coffer. Chief Minister of Delhi Arvind Kejriwal assured increasing salary of Imams but leaders of imam have their complain that despite assurance from a very long time salary has not been revised. They have not been given the salary from several months so they are planning to start a campaign against the government.

I Differences crops up over Triple Talaq

The recent decision of the Supreme Court on triple talaq was published by Urdu newspaper on the front page. Most of the newspapers published pictures of Supreme Court along with pictures of burqa-clad woman. As far as Muslim newspapers, leaders and institutions are concerned they have mixed reaction over it.

Dainik Inquilab on August 23 had the headline – Talaq Salasa was declared illegal by Supreme Court. Three judges of the five-member constitutional bench called Talaq Salasa as illegal while two judges instructed the Central government to make law over it by banning it for six months. A big setback to All India Muslim Personal Law Board; Modi government happy.

Sahafat on August 23 had the headline – Tripple talaq declared illegal, important decision of Supreme Court bench on Talaq Biddat. Suggestion to make law of triple talaq taking into the sentiment of Muslims.

Hindustan Express on August 23 had the headline Talaq thrice in one go unconstitutional, banned for six months, three judge out of five agreed, Chief justice of India and Abdul Nazeer had differences of opinion, Muslim Personal Law Board’s cautious reaction.

Hamara Samaj on August 23 had the headline – Triple Talaq unconstitutional, historical decision of the Supreme Court, Muslim Personal Law Board welcomed it, Prime Minister called it a step towards equality.

Munsif on August 23 had the headline – Talaq Salasa practice unconstitutional, SC, Chief justice and Justice Najeer have differences of opinion, government asked to make laws.

Siyasat on August 23 had the headline – Supreme Court declared triple talaq illegal and unconstitutional; government formulate law on triple talaq in six months.

Akhbar Mashriq on August 23 had headlines – Triple talaq cancelled, majority decision of the five-member Supreme Court bench. Special convention of All India Muslim Personal Law Board on September 10 on court decision.

According to the newspaper, triple talaq was declared illegal by the Supreme Court. This government decision gave a big blow to Muslim Personal Law Board, Jamiat Ulama and other such people while government of India is happy with this decision. Three judges of the five-member bench of the Supreme Court termed triple talaq as illegal while two judges refused to accept as illegal. Therefore triple talaq pronounced might be correct on the basis of Sharia but it is illegal and won’t be recognized as per law. No husband would be able to throw his wife out by pronouncing triple talaq and if anyone does it would be a crime. Judges included in the five-member bench Justice Kurian Joseph, Justice Uday Umesh Lalit and Justice Rohinton Fali Nariman called triple talaq illegal and ruled that pronouncing talaq thrice in one go is not part of Islam. This violates Section 14 of the constitution of equality while on the other hand Chief Justice Jagdish Singh Khehar and Justice S. Abdul Nazeer refused to accept triple talaq as illegal and instructed the

government to make law on this in six months. The court also banned triple talaq for six months. According to another news report, six women had gone to court on the issue of triple talaq. They included Shayara Bano of Uttarakhand, Afreen Rahman of Jaipur, Atia Sabri of Saharanpur, Gulshan Parveen of Rampur and Ishrat Jahan of West Bengal. Shayara Bano had filed a petition on niqah, triple talaq and halala in Supreme Court last year. Shayara Bano got married in 2001 and she was divorced in 2015. Shayara Bano has two children. Shayara Bano with the help of his family members and lawyer Balaji Shriniwas filed a petition against triple talaq. She called it a wrong practice and demanded ending this practice. Atia Sabri of Saharanpur also filed a petition against this practice, she too has two daughters. She got married in 2012 but her husband divorced writing talaq thrice on a blank paper. She alleged that she was being harassed for not bearing a male child and demand for more dowries. Gulshan Parveen of Rampur was sent divorce on Rs 10 stamp paper while Ishrat Jahan of West Bengal was divorced by her husband over phone from Mumbai. Jaipur’s Afreen Rahmaan alleged that her husband sent triple talaq by speed post.

Prime Minister Narendra Modi called this triple talaq as historical and said that this would give equal rights to Muslim women. This would be a way forward in the direction of women empowerment. Congress spokesperson Meem Afzal welcomed the decision of the Supreme Court but alleged the BJP for doing politics and influencing judiciary. He said that triple talaq was part of Islam since beginning but it was not liked and sometimes it was called non-Sharia practice. He said that no legal interference would be made in Muslim Personal Law.

General Secretary of All India Muslim Personal Law Board Maulana Wali Rahmani said that in the second part of the decision of the Supreme Court clarification was given triple talaq won’t be given. This decision is making differences of opinion in the judiciary clear as on one hand it is being said that no one would interfere into the matter of Muslim Personal Law. He said that to ponder over the matter a meeting of the board was convened in Bhopal on September 10.

According to a news report published in Inquilab (August 10), chief of Khangahbodia Hafiz Hasan Ahmed Qadri said that the court accepted protecting Muslim Personal Law. He said that the government must not make law against Muslim Personal Law hiding behind the court ruling. He said that the BJP was misguiding people on this issue. Only men have right to divorce in Islam. He said that we won’t accept Uniform Civil Code. President of Young Movement of India Aamir Hussain welcomed the Supreme Court decision but also said that triple talaq was being opposed by our scholars but the way politics on triple talaq is unleashed it is dangerous. There was a mixed reaction in the Muslim majority areas of Mumbai however majority community welcomed it. He also gave suggestion to the government that if it makes law on this it must consult Muslim organizations and Sharia experts. Minority Morcha of the BJP welcomed this decision. Jamiat Ulama e Hind called this decision as discouraging (nirasajanak) while president of Awami Vikas Party Shamsher Khan Pathan demanded dissolution of Muslim Personal Law Board. Executive Committee member of All India Muslim Personal Law Board Hafiz Athar Ali said that the decision of the Supreme Court was not acceptable to us. He said that if the government planned to make any law it would go to court. Author Hasan Kamal said that most of the countries had already banned triple talaq. He complained that Muslim Personal Law Board did not make people aware against triple talaq. Mumbai BJP vice president Haider Azam said that this decision was in the right direction and this would end atrocities against women. Congress vice president welcomed the court decision on triple talaq while Union minister Maneka Gandhi called it a right step towards equality. Former Union minister Kapil Sibal said that the decision gave legitimacy to All India Muslim Personal Law Board and triple talaq banned. Aam Aadmi Party welcomed this court decision. Muslim Ulama of Deoband said that they would support whatever the decision Muslim Personal Law Board takes. Maulana Mohammad Salim Qasmi said that this court decision was wrong. Chief

of Aadara Zakaria Mufti Sharif Khan said that the decision of the Supreme Court was against the constitution. Treasurer of Jamiat Ulama Maulana Hasib Siddiqui said that this decision would give a new strength to the enemies of Islam. Muslim women too opposed it and said that they would accept the decision taken by Muslim Personal Law Board. President of an organisation called Islamic thought Dr. Atif Sohail Siddiqui said that Muslim organizations failed to defend Shara and Islam in Supreme Court. Chief of the Barelwi sect Maulana Taslim Raja Khan said that we won’t accept any decision against Shara. Imam of the Bareilly city Mufti Khurshid Alam said that Muslim follow Sharia Law and whatever was written in Quran and Hadith only that would be accepted. Chief of Khangah Niyajiya said that no court should have the right to interfere into the religious matter. General Secretary of Majlish Raja Mustafa Maulana Shahubuddin Rizvi said that no court should interfere into religious matter. According to news reports received from Lucknow, there was a mixed reaction of Muslim leaders and scholars on this matter. City Qazi Abbu Rihan Firangimahali said that the Central government should not have interfered into the matter of triple talaq. He said that the government did not have any right to impose a ban on triple talaq. Shia leader Maulana Kalbe Jawad Naqvi said that there was no triple talaq among Shias but the Central government should not have interfered into the matters of Shara. A Muslim woman leader Raft Fatima said that the decision of the Supreme Court gave some relief to Muslim. Arshi Iqbal said that the government must make a tough law against triple talaq. Farah Iqbal said that this decision would give relief to Muslim women. Now the government must implement by making it a tough law. Chief of Bahujan Samaj Party Mayawati welcomed it but she warned the government that it must stop dancing to the tune of Rashtriya Swayamsevak Sangh.

Inquilab in its editorial on August 23 said that the decision of the Supreme Court was on the expected lines. Islam doesn’t like talaq. Had there been an attempt to campaign against triple talaq, this situation would not have arisen. The newspaper criticized that the government was trying to get political advantage out of it which was not right. The newspaper complained that the BJP never talked good things about Islam but it racked up controversial matter.

President of Jamiat Ulama e Hind Maulana Arshad Madni said that this decision was against Sharia. Shahi Imam Ahmed Bukhari mentioning the decision of the Supreme Court targeted Muslim Personal Law board by saying that the today’s defamation of Islam was due to such people who had hijacked Muslim Personal Law. He said that Muslim Personal Law board had double face and deliberately causing problem for Muslims. President of All India United Democratic Front Badruddin Azmal termed it unnecessary interference into the matters of Muslim Personal Law and said that it was unnecessary interference into constitutional rights of Muslims. President of All India Ulama Board Syed Mohammad Ashraf said that he was with Muslim Personal Law Board and would not allow the government to make law to reap political dividend. No change in Muslim Personal Law would be acceptable. Jamiat Ulama Delhi President Maulana Abid Qasmi said that triple talaq was clearly mentioned in Quran and Hadith and people saying it wrong were telling lie. If the government makes any law Muslims would not accept it because we accept Quran and Hadith. President of Delhi Minority Commission Zafar Iqbal said that the we say it wrong but we also say that Parliament making a law over it was also wrong. He said that it was political agenda of the BJP and they want to make Muslim women as their vote bank. We would not allow Parliament to make any law against Sharia. President of Saheli an organisation of Muslim women Sabana Khan welcomed the court verdict on triple talaq.

Weekly Jadeed Markaz on August 27 reported that though the Supreme Court declared triple talq illegal but it did not benefit women. As long as there was no punishment for pronouncing triple talaq no point making it illegal? The newspaper wrote that the decision of the Supreme Court on triple

talaq was not clear. Such women who were divorced by their husbands earlier would not be benefited by this decision. The court must clarify that from which date this ruling will be applicable.

According to Akhbar Mashriq (August 23), chief of Darul Uloom Deoband Mufti Abdul Qasim Naumani said that triple talaq was part of the Islamic Sharia which cannot be changed. This is not made by any human being but is made by Allah which is part of Quran and Hadith. Therefore no one has the right to interfere into it.

Union minorities affairs minister Mukhtar Abbas Naqvi welcomed the court decision on triple talaq. Islamic scholar Fahim Beg said that in the guise of triple talaq the Modi government wanted to implement Uniform Civil Code. The next target would be Halala and polygamy. Shahi Imam of Punjab Maulana Habiburahman said that Islamic faith was a complete way of life and nothing could be changed into it.

According to Siyasat (August 23), All India Muslim Women Personal Law Board Saista Amber said that this as the victory of women of this country and also the victory of Islam. Muslim women got justice. Muslim women were living in fear due to triple talaq imposed by radical maulana but now they got sigh of relief. Spokesperson of All India Shia Personal Law Board Yaqoob Abbas welcomed this decision and said that we want tough law against triple talaq. Senior leader of the RSS Indresh Kumar called this decision as historical which had shut the mouth of radical Muslims. He suggested that a rehabilitation centre to be set up for the victims of triple talaq.

Akhbar Mashriq on August 24 reported attributing secretary Muslim League Maulana Qausar Hayat Khan that the decision given by the Supreme Court was unfortunate. The court was divided on the issue. Those who took the matter to the court their intention was to interfere into Islam and Shara. The matter of triple talaq is religious and internal matter of Muslims and no one had the right to interfere into it. The newspaper wrote in its editorial that during the British government in 1937 Muslim Personal Law Act was approved under which it was decided that no one has the right to interfere into Sharia matters of Muslims like marriage, divorce, inheritance and alimony. The newspaper also said that the BJP was expressing happiness over triple talaq and declared it as the biggest success against Muslims. The newspaper requested Muslim Personal Law Board that it must guide Muslims in such a distressed situation.

According to Akhbar Mashriq (August 24), film star Shabana Azmi welcomed the Supreme Court decision and called it the victory of women. Dainik Inquilab on August 25 attributed Jamiat Ulama general secretary Syed Mahmood Madani said that Muslim organizations did not persuaded the matter in a proper manner and we failed to convince the court that triple talaq was part of Islam. Editorial of Dainik Siyasat on August 24 criticized the fact that some organizations deliberately spreading misinformation about this that this was a victory of Muslim women. They have been trying since the beginning to defame the community that Muslim women are subject to atrocity. However, the truth is that triple talaq was only related with Muslims and was a matter of Sharia in which the government and court cannot interfere. The newspaper alleged that the government somehow wanted to interfere into the matter of Muslim Personal Law which was absolutely incorrect.

Dainik Siyasat on August 24 published a write up by Hamira Qureishi in which it was claimed that Rashtriya Swayamsevak Sangh was interfering into the matter of Islam by implementing Uniform Civil Code. It is the agenda of the RSS to implement Uniform Civil Code which the Central government led by Narendra Modi wanted to implement. The author warned that ending triple talaq was an excuse actually the real objective is to interfere into Shara Mohammadi. Hindutva forces wanted to finish Islam by taking advantage of differences among Muslims. The RSS has an agenda of making this country a Hindu nation and this is just part of that move.

Page 9: Review of Urdu Press - India Policy Foundation No. DELENG/2017/72740 Printed and Published by Manmohan Sharma on behalf of India Policy Foundation published at D-51, First Floor, Hauz

Dainik Munsif on August 23 criticized in its editorial that some selfish elements associated with the RSS are taking political advantage of the Supreme Court decision. The BJP was unleashing propaganda to consolidate votes of Muslim women that this gave women the complete freedom. However, the truth is that if any religion gives freedom to women it is Islam. No religion gives more freedom to women than Islam. The way matter of triple talaq was being raised, its only objective was to reap political advantage. But this religious matter was being used to fulfill political objective and it is termed as atrocious law of Islam. However, the reality was different.

Hamara Samaj in its editorial on August 23 said that Muslims were hopeless over the Supreme Court’s decision because the matter was based on Quran and Hadith. Muslims were expecting this in their favour but the decision was not on expected lines. There is triple talaq prevalent among Hanifi sect of Islam in India while many countries banned it. Those women who took up the matter in SC emphasized it on other Islamic nations but ignored Quran and Hadith.

Hindustan Express in its editorial on August 23 wrote that it was written in this decision any ritual against Islam must not be accepted. The newspaper wrote that the BJP was trying to take political advantage out of this and was trying to project itself as the messiah party for Muslims. It expressed happiness saying that it saved Muslim women from triple talaq while Muslim Personal Law board said 1937 law allows triple talaq and restricts anyone interfering into the religious matter.

II Action to be taken against Madarsas not unfurling National Flag on

Independence Day According to Akhbar Mashriq (August 19), the Yogi Adityanath government of Uttar Pradesh decided to pull strings on Islamic madarsas. The government decided to make registration of all madarsa running in the state compulsory. This decision was taken looking at corruption and illegal activities in the state. According to a report by Times Now, there are several madarsa in Uttar Pradesh that are being run without registration. They are teaching controversial curriculum. So the state government wants to know who these people are. According to another report, there are over eight thousand recognized madarsa in Uttar Pradesh which are given annual assistance to the tune of Rs 394 crore. Waqf minister of Uttar Pradesh Mohsin Raza said that all madarsa would be digitalized and this step would be on the lines of Modi’s digital India.

Nai Duniya in its editorial on August 21 said that atrocities against Muslims were continuing across the country and their educational institutions are targeted. Islamic madarsa are backbone of Muslims in the country. Different kinds of attempts are being made to break bones of Muslims. Madarsas in Uttar Pradesh, Madhya Pradesh and Maharashtra are asked to celebrate Independence day and its video should be presented to the government. Target of this order was not to celebrate but to tell the country that Indian Muslims don’t celebrate Independence Day. They are traitors and supporters of Pakistan. This game was being played to defame Muslims. However the truth is that thousands of madarsa celebrate Independence Day every year will all fervor and zeal. Darul Uloom Deoband and Islamic madarsa participated in the independence struggle enthusiastically while the RSS was with the British Empire. The same RSS is questioning nationalism of Muslims. They want to break backbone of Muslims to weaken their civilization, culture and faith. The editor said that most of the ministers in the Yogi government don’t know Vande Mataram and can’t sing it. Muslim won’t sing Vande Mataram under any pressure. If Muslims are asked to give proof of their nationalism by putting sword over their heads they won’t relent. In fact Vande Mataram is not love for the country but it is telling Muslims that you would have to do whatever we wish you to do.

Page 10: Review of Urdu Press - India Policy Foundation No. DELENG/2017/72740 Printed and Published by Manmohan Sharma on behalf of India Policy Foundation published at D-51, First Floor, Hauz

You will have to live as second grade citizens. The real target of the RSS was like when you have to finish any community from the world you need to finish its cultural and social identity, its leaders and its educational institutions. British did the same with Muslims at the time of capturing power in India and Sir Syed Ahmed Khan answered it by setting up school and colleges in India. The same was being played in India today therefore Muslims need to use their minds instead of mindless enthusiasm. It is not just attack on madarsa but Aligarh Muslim University, Jamia Milia Islamia and other minority institutions. A campaign of character assassination from former Vice President to Amir Khan was being done so Muslims must have to concentrate on education and business and would have join hands with secular society. Secular parties have been using Muslims as their vote banks which harmed Muslims a lot.

According to Hindustan Express (August 30), the Uttar Pradesh government has sent an order to all madarsa that their names in Hindi and details about opening and closing time must be sent to the administration. Minister in the Uttar Pradesh government Baldev Singh Aulakh told reporters that this order was given so people could know what the name of the madarsa was and what was taught there. Madarsa management was contradicting them by saying that it was an attempt to suppress minorities. This is to recall that earlier also the Uttar Pradesh government instructed all madarsa that they must sing National Anthem, organize cultural programme on Independence Day and a video should also be made. This was opposed by the Madarsa administration.

III Sexual exploitation continues of Indian girls by old Arab men

Despite claims made by the Telengana government, exploitation of Indian Muslims by rich and old Arab Sheikh was continuing. From the past several years old Sheikhs come to India and marry minor girls by taking advantage of their poverty to take them to foreign countries.

According to Siyasat (August 18), Hyderabad police filed a case against a 65-year-old citizen from Oman for marrying a local 16-year-old girl. Mother of the girl complained with the police that three months ago her daughter was forcefully married off to an Omanian citizen. She alleged in her complain that her sister-in-law and her husband got her daughter married to him for Rs 5 lakh. At present the girl is in Jordan. The girl informed her mother that this man torches her. After listening to sad story of her daughter, he requested her husband to send her back to India. But he refused to send her back to India by saying that he had paid Rs 5 lakh to husband of her sister-in-law. If she returns the money, she will be sent back to Hyderabad. The Hyderabad police filed case against six people in this regard. A police officer said that they have requested the External Affairs ministry that proper action must be taken to bring this girl back. Besides that Indian embassy Jordan was requested to interfere into the matter and the girl be brought back. As per the police, the family of the girl is very poor. Union minister Maneka Gandhi requested Sushma Swaraj that she must help her to get rid of her husband.

This is to recall that from the past several years Arab citizens come to India to marry poor girls and take them to their country. They are physically exploited there. When several such cases came into light, the government instructed Qazies to remain cautious on the matters of foreigners doing nikah in India. They have been asked to inform the police about such marriages. Still Qazies and middlemen got such marriages done in lieu of money where innocent girls are trapped. They don’t inform the police.

According to Siyasat (August 23), a woman and her father registered a complained at the Golkunda police station that her Qatar-origin husband was torturing her. The woman named as

Sadia said in her report that she got married in 2009 with an Arab living in Qatar. They have two daughters now. Her husband started torturing after these girls were born. Her husband clicked obscene picture. This woman alleged that her husband used to call his friends at home and forced her to sleep with them. Sadia also said that her husband was blackmailing now and threatening to viral her picture on internet. Inspector of the Golkonda police station Farooq said that the police banned Sadia’s husband to go to his country and investigation was on. If her charges were found correct action would be taken against him.

According to Munsif (August 23), Hyderabad administration decided to start a campaign in Hyderabad against old Arabs marrying young girls. According to Child Protection Officer of Hyderabad Imtiyaz Rahim, though the number of contract marriages by Arabs reduced still some case of old Arabs marrying young girls with the help of pimps was noticed in old Hyderabad city. These marriages are performed by greedy Qazies for money. He said that all Qazies have been instructed that in the cases of Arabs marrying Indian girl age of bride-groom must be ascertain in advance. He accepted that rich Arab Sheikh give money to poor families of the girl to marry but disappear after sometimes divorcing her. He also accepted that middlemen get these girl sign bond paper before marriage. The police officers accepted that several old Arab men take these girls to their country to marry them on forged documents and exploited them.

According to Siyasat (August 26), the state government was planning to issue an ordinance to stop mismatch marriages between young Indian girls and old Arabs. It is said that chief minister of Telangana took a tough notice on such incidence. The CM said that this girl married person was the age of her grandfather. He said that the government does not want any Arab to take benefit of the poverty of Muslim girls in Hyderabad. By this ordinance tough action will be taken against Qazies performing mismatch marriages, middlemen and greedy family members. Besides that marriages for a particular time period would also be banned in this ordinance. According to this ordinance, Arab citizens visiting on tourist visa would not be allowed to marry. If any Arab citizen wants to get married, he would have to take prior permission from the External Affairs minister. The age gap between bride and groom must not be more than 10 years.

Comment: This is to recall that as per Islam there is no minimum age limit for the marriage of a girl as per Sharia. This lacuna in the laws is being misused by the selfish elements by their money power to exploit them.

IV Muslim minister outcasted from Islam for chanting Jai Shri Ram

According to Inquilab (July 31), minority affairs minister of Bihar Khurshid Ahmed apologized for chanting Jai Shri Ram. This is to recall that this minister of Bihar chanted Jai Shri Ram along with one of his colleagues on this Mufti Sohail Ahmed Qasmi rejected him from Islam and canceled his marriage as well. After this fatwa Khurshid Ahmed apologized for chanting Jai Shri Ram in front of Ulama and read Kalma so he could become Muslim once again from non-believer. Chief of Imarat e Sharia Sohail Ahmed Qasmi said that since this man said sorry and reiterated his faith in Muhammad Saheb and Quran and red Kalma he is once again a Muslim. We appeal to Muslims not to boycott him anymore. This is to recall that chief minister Nitish Kumar of Bihar gave a big dressing down to Khurshid Aalam and instructed to follow Maulana Ghulam Rasool, Maulana Omar Noorani and Mumtaz Alam. He should do whatever they are saying. In a written statement of Imarat e Sharia it was said that Allah accepted apology of Khurshid Aalam and now on he would remain firm on his faith and will not do any such activity that is against Islam.

According to a news report published in Inquilab (July 30), Imarat e Sharia Fulwari Sharief’s Mufti Sohail Ahmed Qasmi said that the Muslim who shouts Jai Shri Ram and says that he worships both Ram and Rahim and also that he respects all religions of India is rejected from Islam. He becomes a non-believer. His niakh is diluted and his wife is no longer his wife. Maulana said that I am not ready to accept such a person a Muslim just for one day. As long as the person apologies in writing no one should keep any relations with him. Maulana said that Muslims should keep away from such mischievous elements and must avid communication with non-believers. This is to recall that after Nitish Kumar secured vote of confidence, Khurshid Ahmed shouted Jai Shri Ram in front of media fate coming out of Assembly. He had said that if shouting Jai Shri Ram helps people of Bihar I will do it in the morning and evening. He said that I worship Ram along with Rahim and pay obeisance at every religious place. This statement had an adverse reaction from the Muslim society and Imarat e Sharia issued a fatwa rejecting him from Islam.

Roznama Rashtriya Sahara on August 1 reported that Mufti of Darul Uloom Nadwa Hasan Mansoor said that minister of Bihar Khurshid Ahmed couldn’t be forgiven because he had just read Kalma but did not remarry his wife. Mufti of Bareily Mohammad Salim Noori said that Bihar’s Imarat e Sharia was deliberately lingering it on. Apology is half as of now so he could not be included in Islam. President of All India Imam Federation Maulana Sazid Rashidi said that the moment anyone was rejected from Islam his marriage stood cancel automatically. Therefore he will have to marry his wife once again. He said that by shouting Jai Shri Ram this person had gone against Islam and therefore he became a non-believer.

V Plan to send back Rohingya Muslims from the country

Inquilab alleged on August 13 that the Modi government was talking to Myanmar and Bangladesh governments to drive out 40 thousand Muslims from the country. Extremist Budhdhists attacked Rohingya Muslims in 1990 to annihilate them from the country so they escaped to India and Bangladesh to save their lives. According to government of India, the number of registered Rohingya Muslims in United Nation’s records was 40 thousand. Union minister of state for Home Kiren Rijiju said that all states have been asked to identify Rohingya Muslims and take necessary steps to drive them out.

According to Sahafat (August 14), spokesperson of the Central government claimed that Rohingya Muslims were involved anti-India activities and terrorist organizations were recruiting them to cause violence in the country. The Centre instructed every state to identify them and take action by driving them out.

Comment: This is to recall that Rohingya Muslims are becoming complicated issue in India. Myanmar origin Rohingya Muslims have been in the loggerheads with Budhdhists and riots took place there. After these riots they have been kept in camps in Rakania area by the Myanmaar government. Myanmaar was not ready to give them citizenship. They are saying that most of Rohingya Muslims out of total fourt lakh are not Myanmari citizens rather they are Bangladeshi citizens. So Rohingya Muslims fled to infiltrate other countries but none of them are ready to give then asylum. Bangladesh and Malysia banned their entry so they have infiltrated into India illegally. The number of Rohingya Muslims as per government information was said to be 40 thousand but as per intelligence sources they are around 3-4 lakhs. They are living in different parts of the country. Recently the Telengana government and Andhra police unleashed a campaign against these infiltrators in which some of them were arrested. There are thousands of Rohingya

living in Jammu and Kashmir. Recently a Public Interest Litigation was filed to drive these infiltrators out of Jammu and Kashmir. As far as Delhi was concerned, Okhla, Jamia Nagar and in many trans-Yamuna areas thousands of Rohingyas are living illegally. According to informed sources, not only the local Muslims are providing them shelter but they are being provided food and lodging.

VI Is Sangh Parivar afraid of Mughals?

According to Nai Duniya (August 21), what is the enmity of Sangh Parivar with Mughals? Could the history of India be changed by changing names of some roads, cities and some areas? Will changing the name of Aurangzeb Road or Mughal Sarai station erase the history of Mughals in India? Actually ever since the BJP government came to power, some or the controversy was appearing on the matter of social, political and cultural matters. History was being written according to the BJP ideology and history was being trimmed. When the name of Aurangzeb Road was changed, demand for roads named after Akbar, Humayun, Babur, Shahjahan and Tughlaq to be changed. They did not stop here as even Maharana Pratap was shown victorious in Haldi Ghati. Now, change in the name of Mughal Sharai station is being planned. The Maharashtra government decided that Mughal and Muslim history would not be taught there. National Council for Educational Research and Training was also planning correction in history books. Recently a sangh-affiliated organization demanded Tagore and Ghalib to be removed from the text books and Urdu, Arabic and Persian terms should not be used in text books. In a five-page recommendation, it was said that history of India is history of Hindus. Those who are not Hindus and are not staunch Hindus can’t be part of history. This statement reflects the point of view of the Sangh. The question is that why Sangh Parivar hates Mughals? Why it wants to erase their names from the history? Had Mughals and Muslim rulars been anti-Hindu, Hindustan would have been Islamistan. Students would now read ancient India as golden period while Mughal India and other period will be called as period of struggle. From 1757 to 2016 period was called as modern history and some other places different name was given but now this will be a period of struggle. Now students will be told that this was the period of struggle wherever Muslim rules were stablished Indians had to fight with them. Countrymen had to fight these attacks for over 450 years. Similarly in the battle of Haldi Ghati Rana Pratap was being shown as victorious however everyone says the battle was one by Akbar. Books issued by Maharashtra State Education Board for class seventh and ninth has detailed information about founder of Maratha kingdom by Shivaji but every information about Mughal emperors have been removed. Chapter relating to Iltutmis, Razia Sultan, Ghiyasuddin Tughlaq, Mohammad bin Tughlaq and Khilzi have been removed along with Mughals. Now it will be difficult to know that who had built Qutub Minar, Red Fort, Taj Mahal and Fatehpur Sikri. Even attempt is being made to change the modern history. These days the book of Sanskrit taught in the 8th class, it was written there that India has won 1962 war against China. This book was published from the Kritikar Publication of Lucknow. The Sangh was trying to make history a mistry. History was being killed by TV shows. There are several TV shows that give wrong information about history. One such serial was Peshwa Bajirao. One TV channel was showing Maharana Pratap but battle with Mughals was wrongly depicted. Ekta Kapoor presented Jodha Akbar wrongly where character assassination of Akbar was done in these serials. Shivaji and Maharana Pratap were mentioned in the history books but the Sangh wants them to be Hindu patriots against Mughals and Muslims. After coming to power these days Hindutva is ruling to roost and saffronisation campaign was being run emphatically.

Chauthi Duniya on July 23 wrote that an organisation of the RSS instructed National Council for Education, Research and Training to remove Urdu, Arabic and Persian from the curriculam which is very dangerouns. Dinanath Batra wrote a letter to Union HRD minister saying that he had seen books from class 1 to 12th in which Persian words are used in abundance and this is causing disinterest in Hindi.

VII Demand for Twenty Five Thousand crore fund for Haj pilgrims

According to Akhbar Mashriq (August 20), chairman of Maharashtra Haj Committee Haji Ibrahim Sheikh demanded from the Centre that the government must give a fund of Rs 25,000 crore for Hajies. Since as per the Supreme Court orders the government wanted to end Haj subsidy and it would be completely end by 2022, it is necessary for the government to make a corpus of Rs 25000 for Muslim Hajies so they can perform Haj. Maharashtra Haj Committee has sent a proposal to Prime Minister Narendra Modi and Minority Affairs ministry. This is to recall that Haj would become costlier after subsidy ends. At present a Haji is suppose to spend around Rs 2 lakh to 2.25 lakh on Haj. According to the government sources, Haj Committee got Rs 700 crore subsidy in 2014. Looking at the difficulties of Hajies, the government must sanction Rs 25,000 crore for Hajies. This money will be spent on buying planes. Union minority affairs minister Mukhtar Abbas Naqvi supported this demand and said that he would request the government to make a special fund for hajies so common people could also perform haj.

VIII An appeal not to sacrifice cows on the occasion of Eid

Darul Uloom Deoband appealed to Muslims that they must not sacrifice cow progeny on Eid. Darul Uloom Deoband said that though there was instruction of sacrificing cow progenies in Hadith but to avoid riots and keep peace it is necessary that sacrifice of cow progeny should be avoided.

Dainik Siyasat on August 21 attributed Sunni Ulama Board that appealed Muslims not to sacrifice cow and buffalo. Maulana Hamid Hussain Shatari said that Muslims had been sacrificing big animals traditionally but looking at the present political scenario it was advisable not to sacrifice big animals. It is because some communal elements wanted to harm Muslim lives and property by giving sacrifice of cow and oxen a communal color. Chief of Jamate Islami Maulana Hamid Mohammad Khan, Ahle Hadith’s Maulana Asif Umri and people from Shia community appealed to Muslims not to sacrifice cow and oxen because this might cause disturbance.

They said that Shia Waqf Board did not have any right to hand over Ramjanmabhoomi to Hindus. Shia and Sunni are together on this issue. This is the attempt by the BJP to break Shia-Sunni unity therefore Muslims must vehemently oppose it.

According to Inquilab (August 22), president of the Shia Central Waqf Board Wasim Rizvi said that the mosque built by Mir Baqi at Ayodhya was against the principal of Islam. He said that we want to solve the matter through dialogue. He said that Shia community would built a mosque away from the disputed site which would be called Aman mosque instead of any Mughal emperor. He said that Ramshatak of Goswami Tulsidas accepted Mir Baqi demolished temple in Ayodhya to built a mosque there. He said that Shias asked for an opinion on this issue from Shia religious leaders from Iran and Iraq. They said that if there was any dispute over building then mosque should not be built there. Vice President of Muslim Personal Law Board Dr Kalbe Sadik suggested that disputed land should be given to Hindus and mosque could be built anywhere else.

Inquilab in its editorial on August 22 alleged that foreign forced want to cause diffrance between Shia and Sunni. The newspaper wrote that help of Babri Mosque was been taken to cause differences between both the sects. Editor of the newspaper said that when Babri Mosque was demolished in 1992 then as a result of it both Shia and Sunni got united and no riots took place ever since. However, earlier there was no such year when Shia-Sunni riots did not take place. In a press conference Rizvi said that Shias are ashamed for Mir Baqi demolishing Ram Temple. It was written in editorial that Rizvi is doing all this to save his chair and save himself from scams and Shias boycotted Rizvi. But in the guise of this incidence Sunnies intensified a campaign against Shia which is wrong.

In recent elections radicals pose a great challenge but Ruhani emerged victorious. Action taken by Saudi Arab and six other nations against Qatar was being openly supported by Iran. Qatar is being targeted for having close relations with Iran and provided shelter to leader of jihadi terrorist organisation Hamas. This is the reason that Iran was trying to better its relations with Russia and Japan. I Not singing Vande Mataram is not treason: Mukhtar Abbas Naqvi

According to Inquilab (August 8), Union minority affairs minister Mukhtar Abbas Naqvi said that singing or not singing Vande Mataram was the matter of personal choice. No one could be forced to sing Vande Mataram. If someone opposes Vande Mataram, he definitely isn’t a traitor. Everyone has the freedom if he sings Vande Mataram or not. This is to recall that in Maharashtra Assembly the BJP MLAs and SP MLAs had a fight as the BJP MLAs were demanding making singing Vande Mataram in schools and colleges compulsory. This was opposed by Abu Azmi of Samajwadi Party and said that no one can force us for singing Vande Mataram. He was supported by MIM MLA Waris Pathan and said that he won’t sing Vande Mataram even on gun point.

Sahafat in its editorial on July 31 alleged that Muslims were being harassed in different ways. People in the power want to make India a Hindu Nation. The target of Making India a Hindu nation was since the time of Jan Sangh. A BJP leader from Maharashtra Chandrakant Pandit said that people living in India will have to sing Vande Mataram and Bharat Mata ki Jai. He said that meaning of Vande Mataram is to worship soil of the country. I don’t understand that what is the problem with singing this song? Everyone in this country is free to worship as per his/her choice but it is necessary that he must be loyal to the soil of the country. Vande Mataram doesnot mean worshipping anyone, this is just giving respect.

According to Roznama Rashtriya Sahara (July 26), Madras High Court made it compulsory to sing Vande Mataram at every school, colleges and government offices. The court ruled that once in a week all schools and colleges and government offices either Monday or on Friday must sing Vande Mataram collectively. Justice Muralidharan said that those who don’t want to sing they should not be forced but they must tell the reason.

According to Roznama Rashtriya Sahara (July 21), Minority Affairs ministry Mukhtar Abbas Naqvi claimed that allegation by opposition of fear prevailing among Muslims is baseless. There has been comprehensive growth of Muslims after the Modi government came to power. Emphasis of the Congress government was on scams but now happiness and development is being discussed in place of scams. He said in an interview that the country was on the fast development path and Opposition does not have any issue. So sometimes the drama of returning award was enacted and environment was created for negative environment against the government. Wherever violence took place or any murder took place the Centre took immediate notice on it and instructed every state to take action against such elements. As far as killings in Rajasthan, Haryana and other states are concerned immediate action was taken against the culprits. He said that still people are accusing and if they are doing so that was due to political enmity. He said that people spreading violence did not have any place in this country. The country is run by the constitution and if someone is committing any mistake he does not have any say in the 125 billion people. Afzal Amanullah Committee set up for higher education in minority community that had submitted its report in which evolution from primary to higher education was done and made some recommendation was made. Work is progress on that. The committee recommended 211 Central Schools and 25 colleges besides that 100 Navodaya Vidyalaya to be opened this year. Five skill developments Centre to be opened and land has been managed for this Centre while Aurangabad in Maharashtra, Bihar, Uttar Pradesh and Rajasthan are looking for such land. Minority ministry under Garib Nawaz scheme Skill

Development Centres has been opened. Around 222 Sadbhawana Mandal has been created where minorities would get jobs. Several other schemes have been started minorities development. This included mosques, graveyards and mausoleum in big numbers. According to president Joint Muslim Front Shahid Ali, this notification was illegal as Waqf Act does not allow any property to be acquired by the government. The Central government announced before the elections handing over to waqf board which was challenged by some institutions.
