INTRODUCTION: The Veterans of Foreign Wars Post 175, Doylestown, Pennsylvania Memorial Fund, (Hereafter, “The Fund”) in conjunction with the Commissioners of Bucks County and Gold Star Parents, are seeking to erect a Global War on Terror (GWOT) Memorial to honor those from Bucks County who have given their lives to defeat terror around the globe. With a high quality, UNIQUELY INSPIRED memorial, accessible to the public, befitting the service and sacrifice of those memorialized. The memorial will be located in the park at the current Bucks County Courthouse as an addition to the existing Memorials to past wars. Through a Competition, we are seeking a design idea/or design ideas that will provide the blueprint to build a memorial creating a space of “solitude, respect, honor and remembrance.” The intention of the Competition is to produce concepts, ideas and complete designs that can be used to support a fundraising effort by The Fund. The Fund has engaged the Bucks County Chapter of the American Institute of Architects as an advisor to the competition process and the chapter has nominated two members as a liaison to the competition. About The Global War on Terror Memorial Fund The Fund is an organization specifically and solely created to ensure that Bucks County soldiers who have lost their lives in the line of duty be honored in a fitting and respectful combined memorial site that is accessible to the public. About the Location The project is a memorial to fallen soldiers in a historic location. Memorials to fallen soldiers in prior wars are located in the park adjacent to the site of this Memorial. For that reason, this Memorial should be considerate of the adjacent Memorials in scale. Elements consistent with those existing in the park should be developed to convey the purpose of their service and must be represented in the final product with dignity, honor, relevance and ease of understanding for all age groups.

PARAMETERS AND DESIGN COMPONENTS: The following criteria are to be considered when preparing a response to this design ideas competition: Parameters

The memorial should be located within the area located on the site plan (attached), approximately 437 square feet. Circulation paths may not be altered as part of the proposed design. Consideration should be given to the existing landscaping (planters, trees and existing benches). No trees will be permitted to be removed.

Design Components We want a UNIQUE DESIGN unlike major previous war memorials (e.g., no Vietnam Wall, Marine Corps memorial about Iwo Jima, etc.). The current GWOT memorials are often a repeat of what is used in Iraq and Afghanistan: two desert boots, an M-16 and bayonet stuck into the sand; a helmet over the top of the butt stock of the M-16. We're looking for a bold concept that shows what it was like to live and fight in these ancient countries. The following items should be considered in the design for the new memorial: 1. History.

The respondents should research the history of the Global War on Terror and the park. An attached educational packet has been assembled by a local veteran who served in Afghanistan and Iraq, as well as the Gulf War. The design DOES NOT have to include concepts and elements from the packet; but hopefully it may give you inspiration.

2. Site & Landscape.

The site is located in the park in front of the Bucks County Court House, immediately adjacent to a busy intersection (Main Street and Court Street). The Global War on Terror Memorial site is closest to Main Street and a heavily trafficked pedestrian sidewalk. The memorial should address visibility from multiple angles and sides. The interactive nature of this experience is encouraged to be highlighted in the memorial design. The proposed concept shall not exceed the height of the existing memorials, ten feet (10’). The memorial concept/design may fill the entire plot set aside for the fund. 3. Memorial. The names of fallen heroes (20 names) must be included in the design and adequate room must be allowed for future expansion of up to 40 additional names, as the war is on-going at this time. The names should be listed along with their branch of service, unit, and place (i.e. Iraq/Afghanistan).

4. Seating. There are adjacent benches for viewing of the memorial site. 5. Logos/symbols. The logos, symbols or text representing the armed forces may be included if design appropriate. 6. Durability. Designs should propose materials consistent with the nature of an outdoor public space and memorial. Consideration should be given to its outdoor location and ease of maintenance. The following materials are prohibited for maintenance reasons:

1. Sand 2. Wood 3. Gas flames (or flames of any kind) 4. Electrically powered lighting or mechanisms 5. Water 6. Paint

ELIGIBILITY The design ideas competition is open to the public. OWNERSHIP Respondents to the competition agree that any ideas contained in winning or non‐ winning submissions may be used by the sponsor. Respondents also agree that the design work and materials submitted may be used to the extent the sponsor intends to use them. EVALUATION OF ENTRIES All competition entries will be evaluated based on the incorporation of the design components, creativity, and overall visual appeal by a Selection Committee assembled by the VFW. RECOGNITION At the discretion of the Selection Committee, a competition winner or multiple competition winners will be selected. The Selection Committee has appropriated $2,500 in prize money that can be awarded at their discretion. The winner(s) will be acknowledged on the competition website and may be recognized in print media.

SUBMISSION OF RESPONSES Respondents to this competition must submit their materials via email to [email protected] by 4:00PM EST, October 05, 2012. In order to be considered the following must be included: 1. Entry Form (PDF) 2. Design Intent (PDF) ‐ Includes a design intent statement 3. Presentation Board (PDF) Organized on a single (1) 18 inch high and 24 inch wide board provided in PDF format. The board must not include any identifying names or logos that would indicate the author of the work.

‐ Includes site plan showing entire park up to adjacent streets ‐ Includes detail plan at 1/2” scale ‐ Multiple, eye‐level perspective views 4. JPG’s of major views ‐ Must also include three (3) to five (5) JPG images selected from the board.
