GROUND RULES Rancho Viejo Homework Group Authority and Purpose 1. The Rancho Viejo Homework Group has been convened to provide advice and guidance regarding the “buildout” of the remaining developable land at Rancho Viejo in vicinity of the existing development. The results of the process will be utilized in future applications for development approvals. 2. The work of the Homework Group is likely to include – but not be limited to – the following issues. 1. Transportation Plans A. Where the alignment of the new north/south road connector being constructed by the county will continue through Rancho Viejo. B. Status of uncompleted roads within the village areas C. Future pedestrian walks and trails D. Transit 2. Land uses, design principles and sketch plans for the following undeveloped areas. (See last page of ground rules for map showing named parcels.) A. La Entrada Phase II plans as shown on the Village West Master Plan B. The Rancho Viejo/La Entrada Village Center at the corner of Avenida Del Sur and Rancho Viejo Blvd. C. College Park Employment Center on Richards Ave. D. a. The Santa Fe Community College District Ordinance (SFCCDO) sets the process and the allowed land uses and development standards for development at Rancho Viejo.

b. The Developer will honor and incorporate the consensus guidance from the group.

c. The participants in the Homework Group and Univest-Rancho Viejo understand that there may be extreme changes similar to the 2008 recession that may require a future homework group.

d. Previously platted areas of Rancho Viejo are settled as to land use.e. Affordable housing as required by Santa Fe County must be included in

development plans.f. The approved land use and circulation concepts, development standards and

programs in the West Village Master Plan can be improved but the plan will remain the basis for guiding development within the West Village planning area.

g. Matters related to the Homeowners’ Associations are not within the purview of this set of work session.

h. The apartment project north of the Santa Fe Community College is not included in these discussions. That property is currently in a County public approval process. The forum for comments on that project is most effective through the County process or direct to the developer of that property.

Approach of the Homework Group4. The Homework Group– comprised of residents within Rancho Viejo, key staff of

Rancho Viejo, and perhaps select others who have a regional perspective regarding planning – will do the following:• LEARNING. The Homework Group will agree on ground rules, review the history of

the Rancho Viejo development and the creation and content of the Community College District Plan, learn about the current context that has consequences for future development activity, and learn about any other matters that have consequences for future Rancho Viejo planning.

• PLANNING. Presentations will be made on potential design options (in light of the “learning” discussion).

• CHOOSING. The Homework Group will determine the option most acceptable to people once they have considered the history, context, design options, etc.

• CHANGING. A final meeting will present the final option(s) preferred by the group, along with a visual report of the process.

5. It is expected that it will take approximately one month for the Homework Group to complete its work.

6. The Homework Group will meet at the Community College Jemez Rooms from 8:00 am to noon on Saturday September 6 and then from 6:30 p.m. to 8:30 p.m. on the dates in the schedule below.

7. Dr. Carl Moore and Jessica Lawrence will facilitate the work of the Homework Group. 8. Joe Porter and Faith Okuma will provide materials and staff assistance to the

Homework Group.

Roles9. The responsibility of the facilitators is to conduct the meetings in such a way as to

ensure that the meetings are productive and that a final recommendation is produced that is the consensus of the full Homework Group. The facilitation team will prepare and post agendas before each meeting and post reports for each of the meetings. 10. Homework Group members will be expected to attend all meetings and participate with the goal of providing the best strategies to meet the purpose of the Homework Group.

Decision-Making11. The Homework Group will make its decisions based on consensus of the participants.

The Homework Group will reach consensus on an issue when it finally agrees upon a single alternative and each participant can honestly say:• I believe that other participants understand my point of view.• I believe I understand other participants’ points of view.• Whether or not I prefer this decision, I support it because it was arrived at openly

and fairly and it is the best decision for us at this time.In instances where consensus cannot be reached, the pros and cons of the decision will be presented in the final report.

12. It will be the responsibility of everyone participating – facilitators and Homework Group members – to enforce the following rules of procedure:• Respect – for people and process. Deliberations can be hard on ideas so long as

they are considerate of people.• Fairness – equal time for speakers.• Listening – listen to understand.• Openness – to other points of view and to outcome.• Commitment – be present and engaged. No cell-phones or pagers (except if

required or an emergency, and then only on a silent signal).• Timely – begin and end on time.• Focus – no side conversations.

13. A “parking lot” will be utilized to “park” ideas until the appropriate time for their consideration.

Communications14. A succinct report of each meeting will be prepared by the facilitators and posted on

the web page.15. Each Homework Group member must have access to the Internet so that the web

page can be checked daily during the process.

Media16. The meetings are closed to the public at large. Homework Group members are not

authorized to speak to the media on behalf of the group.

Schedule and Timeline17. The following is the potential meeting schedule. All meetings will be held at the

Community College.

the Rancho Viejo development and the creation and content of the Community College District Plan, learn about the current context that has consequences for future development activity, and learn about any other matters that have consequences for future Rancho Viejo planning.
