BY LAW TO PROVIDE FOR DISSEMINATION OF ASSESSMENT INFORMATION

Pursuant to clause 12(2Xc) of The Assessment Management Agency Act, a bylaw to provide for the dissemination of assessment information in accordance with the attached schedule.

Schedule 1 In this bylaw:

a) "Act" means The Assessment Management Agency Act;

b) "agency" means the SaskatchewanAssessment Management Agency;

c) "approved use" means a use of tax base property information related to research, planning, appraisal, property management, federal, provincial or municipal programs based upon property and valuation data or any similar use, and includes the use of property information for appeal purposes;

d) "approved user" of tax base property information means a provincial or federal government department or agency, a municipality, bank, credit union, trust company, realtor, appraiser, land use or development planner, and any other similar agency or calling, or any property owner submitting a request which qualifies as an approved us:

e) "Executive Director" means the ExecutiveDirector of the agency ;

0 "external user" means a user of tax base property information other than the Agency, a municipality, the owner of a property or business or an agent of the owner;

g) "non-private information" means all tax base information related to land, the exterior of a building or structure, the structural class, year of construction and all values calculated for tax base purposes, and includes all property information which cannot be related to a specific legal or geographic location or to the owner of a property;

h) "private information" means all tax baseproperty information other than non-private information;

i) "restricted access" means access to all nonproviate information only;

j) "unrestricted access" means access to allprivate and non-private property information;

k) "municipal Act" means The NorthernMunicipalities Act, The Rural Municipality Act, 1989 or The Urban Municipality Act, 1984, as the case may be. 2 The agency shall compile and maintain a

register of approved users.

3 The agency shall grant unrestricted access to the tax base property file to:

a) the municipality in which the property is located;

b) the owner of the property or business; andc) any agent of the owner of the property or

business. 4(1) The agency shall locate records and pro

vide non-private information to approved external users in accordance with this bylaw on receipt of a written or telephone request.

(2) In the case of any request which qualifies asan approved use, the agency shall immediately approve access to the file.

(3) Subject to subsection (4), in the case of any irregular request or any request that does not readily qualify as an approved use, the Executive

Director shall determine, within 15 working days of the receipt of the request, whether to grant or deny access to the file.

(4) With respect to any request denied under subsection (3), the agency shall allow access to the file where the property owner gives written permission to do so.

5 The agency shall accept all telephone requests by approved users to provide copies of property records, but the agency shall not provide verbal information.

6 The agency shall not, unless provided with the written consent of the owner, provide access to the provincial property information and valuation file for the purpose of soliciting business directly or indirectly, creating mailing lists, or any similar use which may be construed by the agency as constituting a public nuisance.

7 Where any request for information requires the location and provision of a property record or assessment data in any format by the staff of the agency, the following charges are payable by the user:

a) $10 for the first property or copy ; b) $3 for each additional property or copy:c) $30 per microfiche sheet copy, to a maxi-

lmum of $15,000 for all rural municipalities; d) $60 per township for copies of all property

information within a rural municipality; e) $40 per summary for copies of the assess-

r ment values summary for a rural municipality;

0 $.60 per summary page for copies of the assessment value summary for an urban municipality;

g) no charge for property information and

1 copies of property records for a property when requested by the owner of the property or when requested by an agent of the owner of the prop-erty;

h) a charge to be determined by the Executive

J Director for information provided in a nonstandard format. 8 The Agency may charge $300 for the assess

ment manual (1987) or $60 per volume for volumes 1, 2, 4 or 5 or $150 for the commercial volumes 3A plus 3B. Price includes G.S.T.

DIRECTOR'S ORDER 1991-1 VARYING

SPORT FISHING CLOSE TIMES AND QUOTAS

Pursuant to subsection 12(1) of The Saskatchewan Fishery Regulations,

i) the close times set out in Schedule V III and referred to in subsection 10(1) of the saidRegulations, and

ii) the quotas set out in Schedule V and referred to in subsections 10(2), (3), (4), and (5) of the saidRegulations

are hereby varied as follows:

A Variation of Close Time and Quotas (Southern Zone)

1 The close time for sport fishing in the waters described in Item 3 of Schedule IX of The Saskatchewan Fishery Regulations is the period commencing on April 1 and ending on the first Friday in May in any year.

2 Notwithstanding Item A-1, the close time for sport fishing in the waters named and described hereafter is hereby varied to the periods set out opposite the named and described waters:

Waters Close Times

(a) Cowan River, being all waters of the Cowan River (a) April 1 up to and includingbetween the centreline of Highway No. 55 and Cowan Dam at the Friday immediately preced-approximate NL 54°12' WL 107° 27'; ing V ictoria Day;

(b) Last Mountain Creek, being all waters of the Last (b) April 1 up to and including Mountain Creek between the creek mouth, defined by the the Friday immediately precedcentre line of the abandoned CPR rail-line running east-west ing V ictoria Day; at the south end of Last Mountain Lake at approximate NL 50°45' WL 104°52', and the main PFRA water control structure located centrally in Valeport Wildlife Management Unit at approximate NL 50°44' WL 104°52';

(c) Peck Lake, being all waters of Peck Lake, at approximate NL 53°54' WL 109° 36', lying to the south and west of a line described as follows: commencing at the eastern extremity of the most prominent jut of land located on the westerly bank of Peck Lake at approximate NL 53 ° 53'35", WL 109 ° 35 '55", thence south-easterly to the northern extremity of the most prominent jut of land located on the southerly bank of Peck Lake at approximate NL 53 ° 53' 10 '', WL 109° 35'40"; and

(d) Van Pattens Creek, being all waters of Van PattensCreek and its tributaries lying within township 33, range 12; township 34, range 11 and township 34, range 12, all west of the second meridian, including all waters of Fishing Lake at approximate NL 51°51'50" WL 103°35'08", within a radius of 100 m from the intersection of the centreline of Van Pattens Creek with the northerly bank of Fishing Lake.

(c) April 1 up to and includingthe first Friday in May, and December 15 up to and including January 15;

(d) April 1 up to and includingthe Friday immediately preceding V ictoria Day.

3 The quotas set out in Item 3 of Schedule V of The Saskatchewan Fishery Regulations are hereby varied as follows:

(a) The daily quota for rainbow trout sport fishing in all waters of

(i) Brightsand Pond, located at approximate NL 53 °39' WL 108°50' in Brightsand RegionalPark,

(ii) Buffalo Pound Pond, located at approximate NL 50°35' WL 105 °25' in Buffalo PoundProvincial Park.

(iii) Loch Leven, located at approximate NL 49°40' WL 109°30' in Cypress Hills Provincial Park, and

(iv) Swift Current Pond, located at approximate NL 50°17' WL 107°57', about 11 km west of Swift Current,

is hereby varied to 3 fish; and the possession quota for rainbow trout sport fishing in all waters of the said ponds and lake is hereby varied to 6 fish;

(bl The daily quota for whitefish sport fishing in all waters of

(i) Iroquois Lake, located at approximate NL 53 ° 10' WL 107°01',

(ii) Little Fishing Lake, located at approximate NL 53°52' WL 109°33',


(iii) Ministikwan Lake, located at approximate NL 54 °01' WL 109 °39', and(iv) Peck Lake, located at approximate NL 53 °54' WL 109 °36',

is hereby varied to 4 fish; and the possession quota for whitefish sport fishing in all waters of the said lakes is hereby varied to 8 fish;

(c) The daily and possession quotas for lake trout sport fishing in all waters of Lac Eau Claire,located at approximate NL 53 °51' WL 107 °42', are hereby varied to 0 fish from September 10 up to and including November 10;

(d) The daily quota for Arctic gray ling sport fishing in all waters of the Southern Zone is hereby varied to 2 fish; and the possession quota for Arctic gray ling sport fishing in all waters of the Southern Zone is hereby varied to 4 fish; and

(e) The daily quota for walleye and sauger sport fishing in all waters of the Southern Zone is herebyvaried to 5 fish in aggregate total; and the possession quota for walleye and sauger sport fishing in all waters of the Southern Zone is hereby varied to 10 fish in aggregate total .

B Variation of Close Times and Quotas(Central Zone)

1 The close time for sport fishing in the waters described in Item 2 of Schedule IX of TheSaskatchewan Fishery Regulations is the period commencing on April 1 and ending on the Friday immediately preceding Victoria Day in any year.

2 Notwithstanding Item B-1, the close time for sport fishing in the waters named and described hereafter is hereby varied to the periods set out opposite the named and described waters:

PO 39, published in The Saskatchewan Gazette on September 16, 1988, is rescinded effective May 1, 1991 and it is ordered that the pool provisions set forth in this schedule shall apply to the drilling of any production from gas wells in the "Crane Lake Milk River Gas Pool", effective on and after May 1, 1991.

Interpretation 1 These provisions shall be construed with ref

erence to the terms and expressions contained in The Oil and Gas Conservation Ac t and the regulations made pursuant to that Act as amended from time to time.

Drainage Unit 2 The drainage unit for the drilling and com

pletion of a gas well shall be four legal subdivisions in a Section, grouped as follows:

Legal subdivisions 1 and 2; 7 and 8; 3, 4, 5 and 6; 9, 10, 15 and 16; 11, 12, 13 and 14.

Target Area 3 The location of a gas well within a drainage

unit shall be within the target area prescribed in

(ii) the approval of the R.M. shall beobtained prior to drilling a well closer than 75 m to a road allowance but no wells shall be drilled within 35 m of a road allowance. (b) for lands lying West of the Third Meridian;

located 200 m from the corresponding sides of the drainage unit.

5 All gas wells drilled to or completed in this pool prior to May 1, 1991 shall be construed to be drilled on target as prescribed by section 4.

Flow Testing 6 Unless otherwise ordered by the minister,

every well shall be flow tested within three months after commencement of production in a manner approved by the minister and any such flow tests are made in lieu of subsections 73, (1) and (2) of The Oil and Gas Conservation Regulations, 1985.

Logging Requirements 7 The operator shall have the following logs

taken as a minimum requirement for gas wells drilled to this pool:

(a) for at least one well per Section, anapproved resistivity log or standard electric log shall be run; or


(b) an approved pulsed neutron capture log may be substituted for the requirements of subsection (a);

(c) the remaining wells on a Section shall belogged with an approved radioactivity log, consisting of both natural and induced radioactivity measurements, or in accordance with subsections (a) or (b);

(d) all logs shall be run over the interval from surface casing shoe to total depth.

Special Provisions 8 These pool provisions shall be subject to any

other special provisions as may be established by order of the minister.

RENTAL CHANGES

The annual rental fee for Crown Petroleum and Natural Gas Leases increased from $1.00/acre ($2.4 7 /hectare) to $3.50/hectare, effective as of April 1, 1991.

The Department wHI receive up to noon Central Standard Time on June 11, 1991 in the office of the Administrator of Petroleum Lands, Geology and Petroleum Lands Branch, 10th Fir., T.D. Bank Building, 1914 Hamilton St., Regina, Sask. S4P 4 V 4, offers to purchase Crown Petroleum and Natural Gas Rights listed in the Sale Notice, copies of which may be obtained from this office.

Any offer made shall conform to Bid Type I (Standard Bid), Bid Type II (Priority Bid) or Bid Type III (Slide Bid). Details regarding these bid types are listed in the Sale Notice. Offers that do not conform to these requirements may not be considered.

Permits, drilling reservations and leases granted pursuant to this Notice shall be subject to the applicable Acts and Regulations in force from time to time.

Each offer must be in a separately sealed envelope that is clearly marked on the outside, with the date of the sale and the parcel or block identification number and accompanied, where applicable by the following:

(a) The bonus bid of the bidder;(b) Rent for each permit for the first year at

(i) A statement proving the applicant's ability to have the proposed work done if such information is not already on record in the department;

(j) Name and address of all the participants in each disposition and a specific participant in the disposition for invoicing or revenue refund purposes. No application fee is required for a permit. The purchase price, rent and fee must be in the

form of a bank draft, money order or certified cheque from a chartered bank payable to Saskatchewan Energy and Mines.

The amendment deletes Section 5.2.2.4. and substitutes a new Section 5.2.2.4 as follows:

5.2.2.4. Single residential parcel subdivisions permitted in accordance with Section 5.2.2.1., 5.2.2.2. and 5.2.2.3. shall have a minimum site area of 1 ha (2.47 acres) and a maximum site area of 4.05 ha (10 acres), except in the case of a parcel severed as a result of government action or natural features, or parcels which existed prior to the adoption of the initial Development Plan (June 30, 1982), there shall be no maximum site area.

The reason for the amendment is to allow greater use of portions of quarter Sections severed as a result of government action or by natural features.

Notice is hereby given that the assessment roll for the Town of Warman for 1991 has been prepared and is open to inspection in the office of the Assessor, from 9 a.m. to noon and 1 to 5 p.m., Monday to Friday, April 26 to May 17, 1991.

Any person who wishes to appeal against his or her assessment to the Board of Revision is required to file his or her complaint with: The Assessor, Town of Warman, Box 340, Warman, Sask. SOK 4S0 by May 17, 1991.

NOTICE TO ADVERTISERS

All material for publication in The Saskatchewan Gazette must be in the Office of the Queen's Printer, Saskatchewan Justice, 8th Floor, 1874 Scarth Street, Regina, Sask. S 4P 3V7 (Copy must be addressed to the Editor, Marilyn McEwen) by noon on the Friday previous to the week of publication. If a holiday occurs within the week of publication, the deadline is set back to noon of the previous Thursday. At least one full week should be allowed for mail delivery.

Each document must be complete in the form required for publication and must be separate from the covering letter. Signatures on all documents must be typewritten or clearly printed immediately below the written signatures. The Editor may refuse to publish material any part of which is illegible. The Editor may delay publication of any material received late for reasons of administration.

Prepayment is required for ALL advertising placed in The Saskatchewan Gazette by non-government advertisers. Cheques or money orders must be made payable to the Minister of Finance. Please include the GST in addition to regular charges at the rate of 7% each for those items listed below under "GST Payable". Any order not including the GST will not be filled. Please note that E & H tax is not applicable on Gazette advertising until January 1, 1992.

The minimum charge for publication of notices not specified below shall be $16.00 for each notice, which sum shall accompany the material when forwarded for publication. The advertising rate for any preambles or explanations accompanying the notice(s) is ten (10) cents per word, all numbers andabbreviations counting as one word. The final charge shall be determined by the Editor.

The rates for publication of correcting notices shall be determined by the Editor.
