1) Operations and systems will be planned and the designed to eliminate or materially reduce mining hazards.

2) Implement statutory rules and regulations and strenuous efforts made for achieving superior standards of safety.

3) To bring about improvement in working conditions by suitable changes in Technology.

4) Provide all material and monetary resources needed.

5) Deploy safety personnel wholly for accident prevention work.

6) Organize appropriate forums with employees representative for joint consultations on safety matters and secure their motivation and commitment in safety management.

7) Prepare Annual safety Plan and long term safety plan at the beginning of every calendar year unit wise and for the Company to affect improved safety in operations as per respective geo-mining needs to prepare the units for onset of monsoon, to fulfill implementation of decisions by committee on Safety in Mines and the 5th, 6th, 7th, 8th & 9th Safety conference and to take measures for over-coming accident proneness as may be reflected through study of accident analysis, keeping priority in sensitive areas of roof falls, haulage, explosives, machinery etc.8) Set up a frame work for execution of the safety policy and plans through the General Manager of Areas, Agents, Managers and other safety personnel of the units.9) Multi-level monitoring of the implementation of the safety plans through internal safety organization at the company Hqtrs. And Area Safety Officers at the area level.10) All Senior Executives, at all levels of Management, will continue to inculcate a safety consciousness and develop involvement in practicing towards accident prevention in their functioning.

11) Institute continuous education, training and retraining of all employees with the accident placed on development of safety oriented skills.

12) Continue efforts to better the living conditions and health of all the employees in and outside the mines.

Chhal Opencast Mine is situated in the Raigarh of SECL.The mine is about 18 Kms away from the Kharsia railway station On the Bombay- Hawrah railway line. It can be approached by Dharamjaygarh Kharsia National Highway. The mine is situated between the longitudes- 83*0610 ___ 83*0910 and latitude- 22*0440___22*0621. The Mine has two quarries namely Quarry No-1 and Quarry No-2. The extraction of coal from quarry no-01 is completed, is being backfilled by the overburden of quarry no-02. At present the extraction of coal is being done from the quarry no-02.

1. Exchange of information between shifts :-

a) Shift In charge hand over charge to shift In charge of next shift, Production In charge and Manager.b) Over man hand over charge to over man of next shift.c) Mining Sirdar hand over charge to Mining Sirdar of next shift.

2. Communication in the event of Risks :-

a) Any person noticed any risk should inform it to any official i.e. over man, mining sirdar or any other official present therein.

b) Informed present official inform it to Manager or any principal officer present in the mine.c) Informed risk shall also be confirmed by one or more messenger.d) Communicate to Attendance clerk then Attendance clerk shall communicate it to the Manager or principal officer present therein.

Pit Safety Committee:- - On the 5th day of every month all Pit Safety Committee members inspect the mine and then after a meeting is held. In the course of meeting, new circulars if any discussed, recommendations of the last meeting reviewed, findings of the present inspection discussed and responsibility fixed.2. Area Safety Board:-

- Generally on the 1st day of every month Area Safety Board members inspect one of the mine in the area alternately and a meeting is held after the inspection. In the course of meeting, new circulars if any discussed, recommendations of the last meeting reviewed, findings of the present inspection discussed and responsibility fixed.

3. Workman Inspector:- - Workman Inspector of different discipline i.e. mining,

mechanical and electrical inspect the mine as per statute i.e. at least two days

in a week and record the results of inspections in form U. The manager

countersigns it at least once in every 15 days stating compliance.4. I.S.O. Inspections:- - I.S.O. Officials inspect the mine, recommendations and

circulars of I.S.O. are strictly complied. 5. D.G.M.S. Inspections:-

- D.G.M.S. Inspectors of different discipline i.e. Mining, Mechanical and Electrical inspect the mine and give their good suggestions or recommendations to improve the safety of the mine and in the field of related activities.5. Annual Safety Inspections:-

Every year an annual safety inspection is conducted by an annual safety

inspection team constituted members from DGMS, ISO, Area and unit level officers and officials and from different mining companies. The team inspects the mine and evaluates the performance of the safety in all respect. 23
