This letter is in response to yours of April 13,2007 regarding capacity funding for the Kwikwetlem FirstNation (the "KwiJcwetlem") regarding their participation in discussions regarding the BC TransmissionCorporation's reinforcement alternatives project. KwiJcwetlem is in agreement that $13,500 be providedto it to enable it to engage in meaningful discussions concerning the project and its impacts on theirinterests; discussions which at this early stage inClude an initial review of the draft Terms of Reference
. for environmental assessment puiposes and other tasks as noted in the attached revised template letter .. KwiJcwetlem understands that funding for a more fulsome technical review of the Terms of Referencewill be provided at a later date, once the preferred project option is chosen by BCTC.
At this initial stage, comments and input on the project options, draft Terms of Reference and'Section 11order on the project-will not address technical issues, given the lack of a defined preferred project optionat this time and a full consideration of same, but will address primarily the legal obligations ensuing frompotential infringements ofKwiJcwetl~m's aboriginal rights arid title interests.

Please accept this letter as our formal. request for advance funding of$13,500 for ourparticipation to June 15, 2007 in the review process of alternatives for the proposed Interiorto Lower Mainland Transmission Reinforcement Project.
We will use the funds to:
~ Provide BC Hydro with input either written or verbal on the two transmissionreinforcement opti~ms prior to May 10, 2007. .
~ Provide initial overview comments on the Draft"Terms of Reference (ToR) asprovided and requested by the Envirorunental Assessment Office (BAa).
~ Participate in the review of the Section 11 order as issued by the EAO.~ Review the Archaeological Overview Assessment Report prepared by Golder
Associates Ltd. and St6:lo Research Management Centre. .~ Meet with BC Hydro to discuss opportunities and issues as requested.by
either party.
We also understand that representatives ofBC Hydro will meet with us in Mayor June todiscuss and enter into further capacity funding agreements once a route decision has beenselected.
