Report Goals
Introduce a common understanding of the socialinclusion conceptthat is linked to human developmentand is relevant for the region;
Improve the evidence base by building a more robust statistical picture of patterns of
exclusion in the region developing a unified measurement approach with
indicators/indices proposing methodologies to measure the social exclusion of
otherwise hidden population groups; and
Analyze policy impacts and options, providingguidance to policymakers on successful inclusive policy
choices in the economic, social and cultural spheres (withan emphasis on achieving the MDGs).

Increase awareness of the relevance ofexclusion to political stability and sustainableeconomic growth in ECIS countries and theimportance of social inclusion policies amongnational and international stakeholders;

Partnerships and Consultations
European Commission: The report will identify pockets ofpoverty and exclusion in EU member states, can improvecoordination with the EC and support capacity for socialinclusion statistics and policies.
Other UN agencies:The report can promote Delivering asOne by engaging UN agencies at national and regional
levels (e.g. UNICEF, ILO) with expertise in social inclusion. Other bi-lateral and multi-lateral development
organizations: The report can improve cooperation andcoordination with the UK Department for InternationalDevelopment, the Nordic group, and others which lead inanalysis of social exclusion and support to social inclusion
policies. COs and HQ: UNDP COs, RBEC, BDP, HDRO, BCPR, and
BRSP will be involved in all stages. COs and HQ havecommented on concept note and prodoc. Participating COswill be supported in national stakeholders consultations ateach phase and can to use the report as an advocacy tool as
well as project proposal formulation.
