1. PURPOSE OF THE REPORT
The purpose of the report is to inform Council firstly, of the outcome of a Statutory Review of Polling Districts and Places and secondly, of a Review of Polling Stations.
2. RECOMMENDATIONS
(1) To approve the outcome of the Review with regard to Polling Districts and Polling Places.
(2) To note the outcome of the Review of Polling Stations as set out in
the Appendix to the report. (3) That the result of the Reviews be published as appropriate in
accordance with Electoral Commission Circulars and Guidance.
3. BACKGROUND 3.1 Pursuant to the appropriate Electoral Legislation, the Council must
undertake periodic reviews of Polling Districts and Places. 3.2 The Electoral Registration and Administration Act 2013 introduced a
change to the timing of compulsory reviews of UK Parliamentary Polling Districts and Polling Places with the result that such a review must be completed by 31st January 2015.
3.3 Members will recall that a thorough Review undertaken in 2007 set the
parameters of Polling Districts and Places. The follow-up Review in 2011 focused on Polling Station issues (e.g. siting, access, lighting, etc).

3.4 It is important to clarify the respective roles and responsibilities of the
Council and the (Acting) Returning Officer. The Council is responsible for determining the boundaries of Polling Districts and Polling Places within the Parliamentary Constituencies and the (Acting) Returning Officer is responsible for providing Polling Stations within the areas agreed by the Council.
3.5 Members will be aware the Returning Officer continuously monitors
Polling Station suitability and will continue in the future to consider the views of local Members with regard to Polling Station issues.
4. THE REVIEW 4.1 The Review was conducted in accordance with Electoral Commission
Circulars and Guidance. 4.2 A consultation process commenced on 1st August 2014. Elected
Members, the Returning Officer, stakeholders and members of the public were invited to comment.
4.3 The outcome of the Review is outlined in the attached Appendix. 4.4 Members will note that whilst 156 Polling Stations are unchanged, 11
will have to change and these are listed in Part 3 of the Appendix for the reasons detailed in each case.
5. CONCLUSION 5.1 Members are requested to approve the outcome of the Review with
regard to Polling Districts and Polling Places and note the changes to Polling Stations.
