SECTION 1: INTRODUCTION The Rhode Island Department of Behavioral Healthcare, Developmental Disabilities & Hospitals (BHDDH) is requesting proposals from qualified vendors to provide training and technical assistance services to a network of Regional Prevention Coalitions, municipal coalitions and entities providing comprehensive school and community based substance abuse prevention and mental health promotion services, in accordance with the terms of this Request for Proposals and the State’s General Conditions of Purchase, which may be obtained at the Rhode Island Division of Purchases Home Page by Internet at www.purchasing.ri.gov . The initial contract period will begin August 1, 2017 for one year. Contracts may be renewed for up to four additional 12-month periods based on vendor performance and the availability of funds. Funding for this project is contingent on an appropriation from the Substance Abuse and Primary Prevention Block Grant through the United States Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA). Vendors that can demonstrate their knowledge, experience and accomplishments providing training and technical assistance to substance abuse prevention providers, particularly municipal substance abuse prevention coalitions and/or regional substance abuse prevention networks are encouraged to submit a proposal in response to this Request. This is a Request for Proposals, not an Invitation for Bid. Responses will be evaluated on the basis of the relative merits of the proposal, in addition to price; there will be no public opening

and reading of responses received by the Division of Purchases pursuant to this Request, other than to name those offerors who have submitted proposals. These services are being sought in accordance with the terms of this solicitation, and the State’s General Conditions of Purchase (available at www.purchasing.ri.gov).

INSTRUCTIONS AND NOTIFICATIONS TO OFFERORS:

1. Potential vendors are advised to review all sections of this RFP carefully and to follow instructions completely, as failure to make a complete submission as described elsewhere herein may result in rejection of the proposal.

2. Alternative approaches and/or methodologies to accomplish the desired or intended

results of this procurement are solicited. However, proposals which depart from or materially alter the terms, requirements, or scope of work defined by this RFP will be rejected as being non-responsive.

3. All costs associated with developing or submitting a proposal in response to this

RFP, or to provide oral or written clarification of its content shall be borne by the vendor. The State assumes no responsibility for these costs.

4. Proposals are considered to be irrevocable for a period of not less than 120 days

following the opening date, and may not be withdrawn, except with the express written permission of the State Purchasing Agent.

5. All pricing submitted will be considered to be firm and fixed unless otherwise indicated herein.

6. Proposals misdirected to other state locations, or which are otherwise not present in

the Division at the time of opening for any cause will be determined to be late and will not be considered. For the purposes of this requirement, the official time and date shall be that of the time clock in the reception area of the Division.

7. It is intended that an award pursuant to this RFP will be made to a prime vendor, or

prime vendors in the various categories, who will assume responsibility for all aspects of the work. Joint venture and cooperative proposals will not be considered. Subcontracts are permitted, provided that their use is clearly indicated in the vendor’s proposal and the subcontractor(s) to be used is identified in the proposal.

8. All proposals should include the vendor’s FEIN or Social Security number as

evidenced by a W9, downloadable from the Division’s website at www.purchasing.ri.gov.

9. The purchase of services under an award made pursuant to this RFP will be

contingent on the availability of funds.

10. Vendors are advised that all materials submitted to the State for consideration in response to this RFP will be considered to be Public Records as defined in Title 38, Chapter 2 of the General Laws of Rhode Island, without exception, and will be released for inspection immediately upon request once an award has been made.

11. Interested parties are instructed to peruse the Division of Purchases website on a

regular basis, as additional information relating to this solicitation may be released in the form of an addendum to this RFP.

12. Equal Employment Opportunity (G.L. 1956 § 28-5.1-1, et seq.) – § 28-5.1-1

Declaration of policy – (a) Equal opportunity and affirmative action toward its achievement is the policy of all units of Rhode Island state government, including all public and quasi-public agencies, commissions, boards and authorities, and in the classified, unclassified, and non-classified services of state employment. 13. In accordance with Title 7, Chapter 1.2 of the General Laws of Rhode Island, no

foreign corporation, a corporation without a Rhode Island business address, shall have the right to transact business in the State until it shall have procured a Certificate of Authority to do so from the Rhode Island Secretary of State (401-222-3040). This is a requirement only of the successful vendor(s).

14. The vendor should be aware of the State’s Minority Business Enterprise (MBE)

requirements, which address the State’s goal of ten percent (10%) participation by MBE’s in all State procurements. For further information visit the website www.mbe.ri.gov

15. Under HIPAA, a “business associate” is a person or entity, other than a member of the workforce of a HIPAA covered entity, who performs functions or activities on behalf of, or provides certain services to, a HIPAA covered entity that involves access by the business associate to HIPAA protected health information. A “business associate” also is

a subcontractor that creates, receives, maintains, or transmits HIPAA protected health information on behalf of another business associate. The HIPAA rules generally require that HIPAA covered entities and business associates enter into contracts with their business associates to ensure that the business associates will appropriately safeguard HIPAA protected health information. Therefore, if a Contractor qualifies as a business associate, it will be required to sign a HIPAA business associate agreement

16. In order to perform the contemplated services related to the Rhode Island Health Benefits Exchange (HealthSourceRI) , the vendor hereby certifies that it is an “eligible entity,” as defined by 45 C.F.R. § 155.110, in order to carry out one or more of the responsibilities of a health insurance exchange. The vendor agrees to indemnify and hold the State of Rhode Island harmless for all expenses that are deemed to be unallowable by the Federal government because it is determined that the vendor is not an “eligible entity,” as defined by 45 C.F.R. § 155.110.

SECTION 2: BACKGROUND

BHDDH is the single state authority for the planning, funding, and administering of substance abuse prevention and treatment programs. The funding for this procurement comes entirely from the Substance Abuse Prevention and Treatment Block Grant awarded to the state by the Substance Abuse and Mental Health Services Administration (SAMHSA) of the U.S. Department of Health and Human Services. The BHDDH’s funded prevention system consists of three major components: Regional Prevention Coalitions consisting of 34 member municipal task forces (coalitions) established by the Rhode Island Substance Abuse Prevention Act (RISAPA); student assistance programs implementing Project Success across 25 school districts; and discretionary grants such as the Partnership for Success. The RISAPA Regional Prevention Coalitions promote comprehensive prevention programming at the community level. Municipal task forces/coalitions are required to conduct a local needs assessment and engage in planning, implementing, and evaluating evidence based preventative interventions. Interventions which may occur in a variety of settings including schools and communities and be delivered to a number of target audiences including children, adolescents, young adults and community stakeholders. These interventions are designed to produce long-term reductions in rates of alcohol, tobacco, and other drug use and abuse. Student assistance programs, funded by BHDDH, provide identification and early intervention services for students in 25 districts and 44 schools- 17 middle schools and 27 high schools. The funded student assistance program sites implement the evidence based program Project Success and seek to reduce alcohol and other drug use by students.

SECTION 3: SCOPE OF WORK The Rhode Island Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (also referred to as “BHDDH”) is seeking to fund one vendor to provide training and technical assistance services for regional prevention coalitions and member municipal coalitions, as well as other entities that providing substance abuse prevention and mental health promotion services within Rhode Island community with priority given to providers funded by BHDDH. primary objectives of this procurement are to continue development of an infrastructure that supports community-based prevention interventions within local coalitions that address state priorities; support implementation of evidence-based prevention programs and practices; and support the development of a prevention workforce. The BHDDH seeks to attain two overarching goals: One, transfer and application of knowledge described in Preventing Mental, Emotional, and Behavioral Disorders Among Young People: Progress and Possibilities (Mary Ellen O'Connell, Thomas Boat, and Kenneth E. Warner, Editors; Committee on the Prevention of Mental Disorders and Substance Abuse Among

Children, Youth and Young Adults: Research Advances and Promising Interventions; Institute of Medicine; National Research Council; 2009), Prevention of Substance Abuse and Mental Illness

in Leading Change2.0: Advancing the Behavioral Health of the Nation 2015 - 2018 (Substance Abuse and Mental Health Services Administration, 2014), and other sources of prevention knowledge; and Two, transfer of knowledge and skills necessary to the continued development of and support for a skilled prevention workforce needed to address state priorities described in RI Department of Behavioral Healthcare, Developmental Disabilities and Hospital’s Amended Strategic Plan for Substance Abuse Prevention 2016-2019. The successful vendor will provide training and assistance services for the RISAPA Regional Prevention coalitions and their member municipal coalitions, BHDDH’s staff and other substance abuse prevention and behavioral health promotion and prevention coalitions and programs with a priority to providers funded by BHDDH. In any event, offerors are encouraged to present proposals that will support development of the prevention workforce and support application of prevention knowledge and technologies to prevention and mental health promotion programs and support goals, objectives and activities associated with BHDDH’s Final Strategic Plan for Substance Abuse Prevention 2016-2019 http://www.bhddh.ri.gov/substance_use/prevention.php. In addition, the offeror will need to host and maintain www.riprc.org, an interactive website which contains a resource library, provider profiles, a password protected provider portal and a training calendar. The successful applicant(s) will need to demonstrate adherence to standards for Culturally and Linguistically Appropriate Services as defined by the Office of Minority Health. https://www.thinkculturalhealth.hhs.gov/clas.

The Rhode Island Department of Behavioral Healthcare, Developmental Disabilities and Hospitals’ Rules and Regulations for the Certification of Substance Abuse Prevention Organizations Section 14.2: Staffing and Staff Qualifications http://www.bhddh.ri.gov/sections/regulations.php requires that employees of BHDDH funded prevention programs are accredited as Certified Prevention Specialists by an Internal Certification & Reciprocity Consortium member body http://www.ricertboard.org/requirements--applications.html. The successful offeror will present a plan consisting of proposed training events and publication of training events that address the requirements for certification of Prevention Specialists in Rhode Island. Training, as it appears in this solicitation, is presumed to refer to provision of information in curricular format. This will include training on the Strategic Prevention Framework, transfer and application of prevention research findings, implementation of prevention strategies and topics associated with prevention certification for the prevention workforce. The successful vendor will maintain a website that aggregates available prevention training opportunities of not only those provided by the vendor but also those offered by other training organizations in Rhode Island, Connecticut, Massachusetts, and available online. Technical Assistance (TA), as described in this solicitation, will include more formalized assistance/consultation meetings of multiple prevention service providers as well as individualized assistance/consultation to providers in the areas of coalition building; evidence-based practices, policies and programs; and other areas as approved by the Program Manager for

this program. Technical assistance will be captured in units of thirty (30) minute increments and based on TA service provided. The successful vendor should anticipate that technical assistance can be provided in a variety of formats, including electronic TA (phone, conference call, email, distance learning) and face-to-face (meetings on or off site) dependent upon the specific needs of individual recipients or the group of recipients. Applicants are required to use the technology (web-conferencing, on-line courses, moderated list-serves) to help facilitate provision of TA. The TA for this RFP should reflect a variety of formats and must include virtual or electronic TA as one of those formats. Training and technical assistance services described in this solicitation may be both reactive and pro-active. Reactive services are explicitly requested by the target population of prevention providers. Pro-active services are those identified by Regional Prevention Coordinators, the TTA contractor or the BHDDH Contract Manager as being necessary to complete a given scope of work covered in BHDDH contracts. (PLEASE NOTE: offerors proposing only training or only technical assistance will be considered non-responsive to this procurement.)

The Rhode Island Prevention Resource Center (RIPRC) is a statewide resource for organizations, school systems, regional and community coalitions, BHDDH, and others engaged in preventing the initiation of alcohol and other drug use (substance use); preventing progression from initial use to regular use, abuse and dependency; educating communities and the general public about

the consequences of substance use; interrupting substance use consumption patterns; preventing

the consequences of substance use; and promoting mental health.

It is anticipated that approximately thirty (30) percent of labor hours will be devoted to training and the remainder would support delivery of technical assistance. Over the lifetime of the

award, no more than sixty (60) percent of the labor hours will be devoted to will be provision of technical assistance to prevention services providers and coalitions, and BHDDH. The proportion of training events and technical assistance services will be negotiated during the course of service planning based on findings of the workforce needs assessment. The training events will include:

1. Strategic Prevention Framework 2. Transfer and application of prevention research findings 3. Implementation of prevention strategies 4. Topics associated with prevention certification for the prevention workforce

Training audiences include RISAPA Regional Prevention coalitions and member municipal coalitions/task forces, the vendor for Student Assistance, the BHDDH’s Program Implementation and Community Engagement Unit, and other substance prevention and behavioral health promotion and prevention coalitions and programs with a priority to providers funded by BHDDH individuals with no affiliation with a prevention organization (see above) are also eligible to participate in training events. Task 1 – Project Start Up: Up to 60 days (2 months) from Issuance of a Purchase Order. The entire professional staff shall be hired and on board [up to 60 days (2 months) from the Issuance of a Purchase Order.

A. A full time project director will be available within 30 days of the Issuance of a Purchase

Order. The Project Director is considered Key Personnel and, therefore, must be approved by the RI Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) prior to employment.

B. The riprc.org will be up and available within 30 days of the Issuance of a Purchase Order.

C. The contractor will develop a system to track training events and measure TA in half-hour units to be approved by the BHDDH contract manager for the purpose of monthly reporting into the Mosaix IMPACT system for duration of the contract period (see Deliverables Section for more details).

D. Develop an evaluation plan to measure effectiveness of services provided by RIPRC including but not limited to

Task 2 – Preliminary Assessment and Planning for Year 1

A. Participate in service planning meeting with BHDDH staff and the Center for the Application of Prevention Technologies (CAPT) to support efficient coordination and leveraging of training and technical resources offered by SAMHSA contractors for the benefit of the RI prevention workforce.

B. Develop and conduct a training/staff development needs assessment of the prevention workforce. The needs assessment format, content, and implementation shall be reviewed and approved by the designated BHDDH Contract Manager.

C. Create a six (6) month interim plan for delivery of training and technical assistance based on priorities identified in the needs assessment. The interim plan format, content, and implementation shall be reviewed and approved by the designated BHDDH Contract Manager.

D. Finalize and implement evaluation plan.

Task 3- Implementation Phase 1 & 2 Training and Technical Assistance

A. Phase 1 Training and Technical Assistance 60 days to 180 days from the issuance of a Purchase Order

Within 180 days (6 months) of the issuance of a Purchase Order develop a preliminary regional training and technical assistance plans for each of the seven regions and the statewide network of Student Assistance providers including a statewide six (6) month training calendar based on priorities from the plans.

i. Training events: Conduct or co-deliver no fewer than 2 training events, which must include the following:

• One specific to prevention certification requirements

• One on a topic suggested by prevention workers, and approved by the BHDDH as a result of the training/staff development needs assessment

• One specific to a need identified by student assistance/Project Success providers

ii. A minimum of technical assistance units equal to 3072 half hour units or 384

hours/month for 4 months) must include:

• Identification of the TA needs for Regional Prevention Coalition including any organizational development needs

• Plan to build capacity of each Regional Prevention Coordinator to: o Identify sources of training for municipal coalition membership

including coordinator that can be accessed on-demand to build initial capacity (such as self-paced courses offered by the Center for the Application of Prevention Technologies at the Prevention Training Now! https://captonline.edc.org/)

o Utilize resources to provide municipal coordinators training on basic coalition development, community mobilization, recruitment and retention of coalition members, coalition organization development and use of the Strategic Prevention Framework for municipal planning

o Provide tools and resources to member coalitions in support of planning and implementation of the evidence based practices

• Needs of municipal task forces based on a joint assessment between the RIPRC staff and Regional Prevention Coordinators

• Needs identified by the vendor for the statewide Student Assistance contractor based on a joint assessment between the RIPRC and Executive Director

iii. Collect, analyze and report data as described at Task 4 – Implementation Phase 3, C & D.

B. Phase 2 – 180 days to 364 days from Issuance of a Purchase Order The contractor

will update the preliminary service plan for remaining six months of year one. The service plan which include, at a minimum:

• Another three (3) training events as described above at a. (total of 6 events in year 1)

• A six month training calendar of events

• Technical assistance as determined in the joint needs assessment described above at C.1.b. iii.

• Collect, analyze and report data as described at Task 4 – Implementation Phase 3, C & D.

• Submit quarterly reports

Task 4 – Implementation Phase 3/ Years 2 – 5

A. Training and Technical Assistance i. Participate in annual service planning meeting with BHDDH staff and the Center

for the Application of Prevention Technologies (CAPT) to support efficient coordination and leveraging of training and technical resources offered by SAMHSA contractors for the benefit of the RI prevention workforce.

ii. Develop Annual Service Plans for each Regional Prevention Coalition and for the statewide network of Student Assistance/Project Success Counselors each year based on needs assessments conducted in year 1 and year 3 of the contract (The needs assessment and service plan format, content, and implementation shall be reviewed and approved by the designated BHDDH Contract Manager.)

iii. Annual Service Plans should contain, at a minimum

• Training events – not less than 6 annually that:

Offer two training events each year that are specific to

• Prevention certification requirements,

• Needs identified by student assistance/Project Success providers, and

• At least one additional training event on a relevant prevention topic.

Provide support for an annual RI prevention conference based on the initial needs assessment results. The focus of this local conference would be to expose prevention professionals to comprehensive substance misuse emerging trends and behavioral health promotion. If requested, the conference will not occur before Year 2 of this contract and may include training items described in Task 4. (See E., Budget, for additional information.)

• Technical Assistance Events (96 hours/month or 1152 hours/year) .

Technical Assistance (TA) will be provided throughout the term of the contract.

Focused and formalized assistance/consultation in the areas of coalition building, evidence based practices, policies and programs and other areas as approved by the Contract Manager. Most of the TA should reflect an

individualized one-to-one format. TA can be provided in the following formats:

a) Meetings with multiple prevention service providers b) Individualized meetings c) Electronically (phone, conference call, email, distance learning) d) Face to face meetings (meetings on or off site) e) Use of technology (web conferencing, online courses, moderated list serves) to help facilitate provision of TA

B. Maintain an interactive prevention website that provides resources for the provider network and also aggregates available prevention training opportunities provided by the contractor and other training organizations in Rhode Island, Connecticut, Massachusetts and available online

C. Collect process and outcome evaluation data a. Monthly reporting on training and technical assistance in Mosaix IMPACT b. Evaluation of TTA events and outcomes c. Analyze and report evaluation data as described below at D.

D. Create and submit reports a. Quarterly narrative reports on activities in a format to be determined by the

Contract Manager b. Annual report on activities in a format to be determined by the Contract Manager

covering performance measures across the following domains i. Service Delivery o Total number of services annually o Proportion of services offered as training and offered as technical

assistance o Performance targets o Ten percent (10%) increase in services delivered for each of years 2-5 o Number of training o Units of Technical Assistance provided o Percentage delivery of services identified in annual service plans

(including both reactive and pro-active delivery)

• 65% year 1

• 75% year 2

• 80% year 3-5 ii. Timeliness of data entry (due 15th of month following service)

Task 5 - Meeting Planning and Management Services for BHDDH The contractor will also provide planning and management services for BHDDH. This task is expected to require approximately 20% of staff time for the duration of the contract.

A. Meeting Planning. The contractor will provide support for meetings of prevention services providers, support will include

• Convening and maintaining a Prevention Advisory Committee, consisting of representatives from the SEOW, the evaluation contractor, the Governor’s Council on Behavioral Health, and the prevention field

• Management of meeting logistics, and

• Provision of administrative support (preparation of materials, distribution).

B. Meeting Attendance

• The contractor is also expected to be in attendance at the regularly scheduled meetings of BHDDH funded prevention services

• Attendance at planning meetings with State Agency (weekly to bi-weekly during the first 3 – 4 months post award, monthly thereafter) to prepare a training and technical assistance plan and discuss implementation of contract including deliverables

C. Publications Support The contractor is also required to provide technical assistance to and support to BHDDH on the development publications. The contractor will draft, edit, and publish:

• Updating the Certification Guide as needed

• Strategic plan for prevention services for 2019 – 2022; and a

• Prevention workforce development plan for 2017 – 2019.

Publication drafts and final, ready for publication delivery dates of these documents will be determined by the Contract Manager

Both plans will incorporate appropriate elements from the Affordable Care Act and address promotion of mental health and prevention of mental illness, in addition to substance use and abuse prevention.

Task 6- Special Enhancement Activities as Needed In addition to the tasks identified above, should additional funding become available the State reserves the option to direct additional tasks to support the overall scope of this project. It is critical that the state have the flexibility to bring on additional technical assistance and expertise, in a timely manner, in order to perform activities, which require similar expertise and work functions as those in Scope of Work.

The decision to use services under this Special Enhancement will be solely at the State’s request, and will be for specific enhanced activities not already included under the RFP. These optional activities will be defined, and agreed to in writing, by both the State and the vendor, before any enhanced work begins. There is no commitment on the part of the State to use any or all special projects/enhanced activities. The successful bidder must bid on the Special Enhancement using the hourly rates established in the award. Tasks should be bid and paid on a fully-loaded, time and materials basis for all personnel and subcontractors used to complete the optional task(s). This work must, support but not duplicate, the work described in the technical proposal’s scope of work. This work cannot exceed 10% of the initial award. Should new funding become available the Purchasing Agent would need to authorize payments in excess of 10% of the contract for special enhancements. The awarded vendor shall not perform any special enhanced activities without receiving a formal change order issued by the Division of Purchases.

SECTION 4: TECHNICAL PROPOSAL Narrative and format: The separate technical proposal should address specifically each of the required elements:

A. Staff Qualifications (15 points) – Please provide: a detailed job description including

qualifications as described in this proposal, staff resumes/CV, description of qualifications

and experience of key staff including their experience with the provision of training and technical services to substance abuse prevention providers. Please address the proposed Project Director’s experience with specific key tasks and activities as described in the Scope of Work above.

The following appendices are required and will be included in the review and scoring of this section of the proposal. (Please note that a 20-page limit applies to the required appendices.)

1. Description of project director qualifications and demonstration of at least 5-years experience providing of training and technical assistance to community agencies; preferably substance abuse prevention coalitions.

2. Curriculum Vitae/resume of the proposed Project Director (required), professional staff, and any consultants/contractors identified in staffing or implementation sections.

3. Job descriptions for all proposed positions. 4. Acceptance letter from proposed Project Director.

B. Capability, Capacity and Qualifications of the Offeror (25 points) – Please describe s prior experience with provision of training and technical assistance services, especially:

1. Prior provision of training and technical assistance for substance abuse prevention coalitions in Rhode Island

2. The specific types of substance abuse prevention training provided 3. The specific type and manner of substance abuse prevention technical assistance

provided 4. Any prior training or technical assistance provided on the Strategic Prevention

Framework (SPF) 5. Any prior training or technical assistance on Cultural Competence 6. Staffing (please note: the Project Director is considered Key Personnel requiring

approval from BHDDH prior to hiring) 7. If possible, a list of consultants/contractors who may provide specialized training

and TA (append resumes) 8. At least 5 years’ experience providing training and technical assistance to

community substance abuse prevention coalitions. 9. A project director with 5 years of experience in a training and technical assistance

setting, or equivalent. 10. Familiarity with the Substance Abuse Mental Health Services Administration’s

Strategic Prevention Framework. 11. Sufficient staffing to provide services as described in the scope of work. 12. Capacity to host the interactive website www.prcri.rog 13. An office based in RI (if the vendor does not have a RI office at the time of

application, they must establish one within 60 days of the effective date of award) C. Work plan (30 points)

Please provide an implementation plan for years 1 and 2 based upon information in Sections I & II and BHDDH’s intent to provide two Prevention Specialist certification training events starting no later than year two of the contract. [NOTE: training may be provided in any format acceptable to the ICRC.]

• The implementation timeline should include a detailed plan covering all phases of the project including:

• Staffing the project

• Conducting a training and technical assistance needs assessment

• A plan for hosting and updating an interactive website training and technical assistance website

• Developing a database of consultants and trainers

• Planning and implementing training and technical assistance

• Continuous updating of training and technical assistance needs assessments

• Developing a draft strategic plan for prevention

• Developing a draft plan for prevention workforce development

• Management support Please describe the combination of staff and consultants/contractors who will provide these services and roles of each party in the provision of training and technical assistance. Note about consultants and trainers: the daily fee for consultants and trainers is limited to a maximum of $450 per day. Prior approval from the BHDDH Program Manager is required prior to initiation of work by any consultant with a higher daily fee. The proposed budget must be reflective of this daily fee limitation.

D. Other Appendices: Though these appendices are not included in the scoring of applications, they may contribute to the reviewers’ overall understanding of the proposal.

• Project List/Client list SECTION 5: COST PROPOSAL Detailed Budget and Budget Narrative: Provide a proposal for fees charged for the services outlined in this proposal using Appendix I Budget Form Budget (30 points) Please provide a proposed budget for year one award. Personnel: A staffing pattern sufficient to insure that the training and technical assistance needs of community coalitions, BHDDH and other funded prevention programs can be met. The position of Project Director is considered key personnel. Offerors must propose a candidate for Project Director and if the proposed candidate is not an employee of the offeror at the time of application, a position offer acceptance letter must be included with the proposal (see also D., Required Appendices). Consultant/contractor pool to provide specialized training or technical assistance: [NOTE: trainer and consultant fees are limited to a maximum of $450.00 per day. Any fees in excess of this amount must be approved in advance by BHDDH.] The budget should not include any trainer and/or consultant fees in excess of $450 per day. Travel & Professional Development: BHDDH expects that the successful applicant will ensure that its staff will be knowledgeable of current trends, research, and evidence-based practices in the prevention field. Therefore, applicants must include registration, travel, and per diem costs for at least one staff member to attend the National Prevention Network Prevention Research Conference and for one staff person to attend the annual meeting of the Society for Prevention Research. Attendance at other conferences and meetings is at the discretion of the successful applicant with the approval of BHDDH’s Program Manager. Operating expenses: Include all expenses necessary to implement the tasks of this contract. Applicants must use the budget template included with this solicitation. Rhode Island Prevention Conference: Include a separate budget that displays anticipated revenues and expenses for this optional task. Contract funding may be used for planning and upfront expenses and revenues must be used to cover all conference expenses.

SECTION 6: EVALUATION AND SELECTION

Proposals will be reviewed by a Technical Review Committee comprised of staff from state agencies. To advance to the Cost Evaluation phase, the Technical Proposal must receive a minimum of 60 (85.7%) out of a maximum of 70 technical points. Any technical proposals scoring less than 60 points will not have the cost component opened and evaluated. The proposal will be dropped from further consideration.

Proposals scoring 60 technical points or higher will be evaluated for cost and assigned up to a maximum of 30 points in cost category, bringing the potential maximum score to 100 points. The RI Department of Behavioral Healthcare, Developmental Disabilities and Hospitals reserves the exclusive right to select the individual(s) or firm (vendor) that it deems to be in its best interest to accomplish the project as specified herein; and conversely, reserves the right not to fund any proposal(s). CONCLUDING STATEMENTS

Notwithstanding the above, the State reserves the right not to award this contract or to award on the basis of cost alone, to accept or reject any or all proposals, and to award in its best interest.
