In collaboration with the Ministry of Communications and Information Technology (MCIT) of the Government of Egypt, to assist in the development of a national strategy on e-commerce for Egypt. Analysis of Egypt's e-commerce potential, of online market challenges and opportunities given current trends and practices. The project will build policy making capacity to reap development gains from e-commerce. Part of a team of consultants and UNCTAD experts.

Consultant, Icegate Solutions, Aug. 31 – ongoing. World Bank South Asia e-commerce readiness assessment project. Home based + travel to Nepal and India. Team leader of project provide a regional report that will: i. systematically assess ecommerce readiness and constraints in SA countries and SA regional integration, ii. put forward strategic approaches and prioritization to further opportunities in digital trade for SA countries and for the region as a whole, and iii. identify areas and opportunities where ecommerce can have the most impact on inclusive growth, poverty, enhancing opportunities for women and jobs.

Work with team of African consultants to write, review and edit four reports on the use of ICTs in the WASH sector in West Africa. Its role in promoting sustainable development and green growth is clear in the industrialized countries and some emerging economies, but what about in the developing world at large? Developing an interactive online communication series on energy efficient technologies (cleantech) for development. Part of the online content takes the form of a series of 5 Web conferencing workshops, social network feeds (Twitter, LinkedIn, etc.), the development of an ICT4D and cleantech knowledge base using Evernote. Already over 7,900 references (Web pages, documents) assembled in a searchable knowledge base and available online (via Evernote). An external panel of experts is providing input. Four workshops have been prepared and reviewed. In collaboration with Asc-Ist of Quebec, to provide two workshops delivered interactively online using GoToMeeting on cleantech for the intention of the Trade Commissioners of the Department to strengthen their capacity to understand and market Canadian cleantech companies and services. The objective of the workshop is to introduce the concept of sustainable technologies and to train participants on trends, technologies and market opportunities around the world. The workshops will cover the cleantech market internationally. The workshops are a result of the research and development work done on this by Asc-IST and Richard Labelle.

International consultant for information and communication technologies for development- Bhutan Diagnostic Trade Integration Study (DTIS) Enhanced integrated framework for trade-related technical assistance to least developed countries (EIF). Sep. 1, 2011 – Nov. 15, 2011. To assess the key constraints to Bhutan’s integration to the multilateral trading system and the global economy. Objective : to research and prepare the keynote statement for the 33rd conference of the CONFEJES that will take from March 4-5, 2011 in N’Djamena, Chad on the importance of ICTs for youth, sports and leisure in the countries of the Francophonie, with a focus on Africa. The objective is to present the issues and challenges in order to encourage reflection and discussion by the ministers who will be attending. The keynote statement is about 15 pages long. Considered the role that innovations in the use of ICTs (mobile telephony, social networking, etc.) can play in extending public service delivery to young people in these countries.

This is an OECD requirement subsequent to the Seoul Declaration of 2008. This will help Egypt explain its achievements in encouraging ICT diffusion in the country. Egypt has observer status at the OECD.

To participate in ITU ICT and climate change Symposium in Cairo and work with energy audit consultant on project for rapid energy assessment of built environment in Cairo and to prepare presentation on “ICTs to Reduce Energy Consumption & GHG Emissions” for Symposium. By way of follow-up and based on this assignment, completed report on the role that ICTs could play in reducing greenhouse gas emissions in the built environment in Egypt.

A 2.5 day long “train the Trainers” workshop has taken place in Feb. 2011 for 40 participants from the Asia Pacific region. The final edition of the 250 page long Module is being prepared and edited to reflect input from this workshop.

Evaluation of the national ICT strategy (NICTS) of the Government of Egypt and its impact on growing the business process outsourcing (BPO) sector and on promoting economic development in Egypt. May 2009 – July 2011. The focus of this evaluation is on the Egyptian outsourcing strategy and enhancing ICT diffusion in Egypt as part of the National Information and Communication Technology Strategy. This evaluation has involved several steps, starting with a first assessment of the present situation which has been followed by more in depth assessment and consultation with stakeholders to measure results and proposed enhancements for the next iteration of the national ICT strategy of Egypt. 1 week in Egypt (Cairo) from May 8-15, 2009. An online survey of ICT businesses in Egypt was developed and undertaken successfully. A final successful presentation of the report was made to the Minister of the MCIT along with UNCTAD colleagues on Jul. 4, 2011 in Cairo.

This conference looked closely at the role that ICTs could play in enhancing the capacity of countries to implement disaster risk reduction strategies in the light of the threat posed by climate change. Richard Labelle provided input on a strategy to use ICTs for this purpose.

Using CIDA’s RBM framework of analysis and working with a team of two other experts, and under the guidance of the Evaluation Team Leader, reviewed documentation, developed an evaluation protocol as well as three electronic survey instruments, interviewed ICT initiative managers and beneficiaries as well as African partners and prominent experts external to these initiatives to prepare the summative and final evaluation for CIDA and the Government of Canada, along with recommendations and lessons learned. 141 of 525 (26.9 %) of participants with live email addresses responded

Evaluated the following outputs: the government network; a “Code of Practice” on privacy and protection of data, security of state computer systems; training activities in support of these endeavours; a top level government information portal, and pilot Citizen to Government information access kiosks in six regions of the country.

October – November 2007. Training took the form of distance learning as well as nine days (3 days per subject) of hands-on training in Port-of-Spain, Trinidad.

Consultant, UNDP Gabon. Assistance to the Government of Gabon network proposal and for an ICT strategy for Gabon. Libreville, Gabon. July 14 to October 31, 2007. Working closely with the Ministry of Finance ICT section, validated the specifications of a tender document for a country-wide government network linking over 90 buildings of the Government of Gabon in the capital and government offices in 9 provincial capitals across the country; developed a communication strategy and plan to sell the project; developed a financial plan and an organizational plan along with a network deployment plan; prepared user specifications and rules of use; and identified the basis for an e-government strategy and national ICT action plan. Undertook a preliminary outline of the strategy along with recommendations on the way forward.

Consultant, Atos Consulting, London UK. Technical assistance for establishing the enabling environment for public private partnerships (PPP) in e-government. Feb. – July, 2007. World Bank funded project. The objectives were to introduce the Government of Mongolia to the principles and practice of PPPs, examine 5 priority e-government projects of the Government of Mongolia and structure PPP models for their implementation. The project involved awareness promotion in both the Government and in the private sector in Mongolia. International best practice was considered in developing possible PPP models adapted to the specificities of Mongolia. A workshop for government officials was prepared and delivered.

Consultant, GDE Consulting (Ottawa) for UNDP Rwanda. Consultant to the Government of Rwanda to develop ICT strategies for four ministries. January – May 2007: Ministries included: the Prime Minister's Office, the Ministry of Agriculture and Animal Resources, the Ministry of Education and the Ministry of Infrastructure. The strategies and action plans assisted the ministries and the Government of Rwanda to implement the National Information and Communication Infrastructure (NICI) 2010 strategy for Rwanda. The strategies also considered rationalization and consolidation of IT hardware and applications and lay the groundwork for the extension of the strategies to the remaining 13 ministries of the Government of Rwanda.

Consultant, Government of Rwanda Human Resource and Institutional Capacity Development Agency (HIDA) under World Bank funded assistance to develop a strategy and Medium Term Expenditure Framework (MTEF) and 1 year organizational plan and budget for the Rwanda Information Technology Authority (RITA), November 2006 – March 2008. RITA is the authority responsible for implementing Rwanda’s ambitious National Information and Communication Infrastructure development plan, which includes over 160 projects. Met with stakeholders including especially Government of Rwanda officials as well as donors and RITA staff. Prepared the corporate strategy; detailing the medium term expenditure framework (MTEF) and 1-year plan reports. 5 weeks spent in Kigali and several days in Canada completing the report.

Consultant, UNDP Albania, Assisted in the preparation of a national ICT strategy and action plan. Sept. – Oct. 2006. Working closely with Albanian counterparts and the Government of Albania, advised and helped outline the key issues and strategic directions a national ICT strategy could take and developed bankable project proposals to implement the strategy as part of a draft action plan. The strategy took into consideration government planning within the context of the Albania’s efforts to integrate into the European Union and specifically within the confines of the recently signed Stabilisation and Association Agreement (SAA). The ICT strategy and action plan will support the efforts of the Government of Albania to meet its commitments under the SAA.

Consultant, UNDP Rwanda, Develop Justice Sector ICT Strategy for the Government of Rwanda. March to June 2006. Working closely with a Rwandan IT consultant and with the top managers of key justice sector institutions such as the Ministry of Justice, the Supreme Court and the Prosecutors office, the bar association, the police and the prisons, the consultant met with representatives of the institutions of the sector, traveled to several districts across the country to determine local access and ICT usage issues. A strategy was proposed and an implementation plan submitted. The strategy was focused on developing a service mentality among public servants in the sector. The strategy was to promote local connectivity between justice sector institutions at the provincial and district levels, and deploy a common case management system for managing all files from their inception to their disposition using a common database format/client server solution. A public private partnership (PPP) approach to the delivery of these services was the desired funding mechanism and the consultant prepared tender documents for such.

Consultant, Universalia, Montreal, Canada on the Inter-American Development Bank / Government of Trinidad and Tobago project. Assisted with the development of an online SME B2B market place and related activities. Project started in Dec. 2005 and contribution was made in Feb and June 2006. Trinidad and Tobago needs to strengthen the capacity of SMEs for PPP. This project helped SMEs use B2B technology. Responsible for assessment of readiness of SMEs for the B2B e-marketplace platform to be put into place. Undertook consultations with SMEs and organized and delivered a workshop in Port of Spain for about 50 small business owners and government representatives.

Consultant, European Union, St-Kitts Nevis, IT Based Training and Management Project. Nov 2005. This was an intervention to consider options for providing greater access to ICTs for training at the local and community level on both islands. Consultation with government officials, education organizations and with local government authorities took place. Met with community groups to assess issues and constraints at the local level, especially regarding access to ICTs. A report outlining ICT strategic planning issues was prepared.

Consultant, UNDP Port-au-Prince, Haiti. Advisor on the ICT programme. Nov. 2005. Developed proposals for follow-up to the first phase of a UNDP project to initiate the transformation of Haiti into a knowledge-based society. Three strategic axis of intervention were proposed including: e-government activities to strengthen governance, local and community level interventions providing greater access to information and improving the regulatory environment. A detailed programme of work and budget were prepared. Consultation with key counterparts in government, academia and in the private sector were undertaken. Links with key donors wishing to strengthen their ICT portfolios in the countries were established and presentations made to them. The project considered ways to leverage the strength of the private sector for collaboration with the Government of Haiti. A de facto form of PPP exists in Haiti and this needs to be formalized. The report recommended a series of initiatives that will require a PPP with Haitian businesses, which are usually SMEs in the local ICT marketplace.

Consultant, UNDP Bangladesh / UNDP Asia-Pacific Development Information Programme (APDIP), Sept. – Oct. 2005. Assessed UNDP ICT for D programme in Bangladesh. Consulted with key stakeholders as well as UNDP ICT programme and project staff, assessed existing programme interventions and made recommendations in the context of the UNDAF, PRSP and MDGs with a focus on governance and poverty reduction. Reviewed e-government projects in the Planning Commission, Implementation, Monitoring and Evaluation Division, Economic Relations Division and the Prime Minister's Office. Made recommendations to streamline processes and improve workflow efficiency. One key recommendation was related to governance principles and management mechanisms for fair and equitable access to the backbone infrastructure, which consisted of a single fiber optic connection in the country in early 2006.

Consultant, European Bank for Reconstruction and Development (EBRD), Kyrgyzstan universal access strategy. July 2005 – December 2007. The project involved consultation with the Government of the Kyrgyz Republic, telecommunications operators and agencies, as well as businesses, local government and civil society to develop an ICT access strategy. The project was undertaken by The Aylmer Group in association with Great Village Consulting (Toronto). The ICT strategy development

The objective was to develop a universal access strategy that fit within a broader national ICT strategy Models of local governance and community access were considered and proposed.

Consultant, UN DESA (Department of Economic and Social Affairs), advising on the organization of the e-government programme at the Office of the Prime Minister, Government of Tunisia. April 15 – May 23, 2005. Worked in Tunis with the Office of the Prime Minister (OPM) responsible for Administrative Reform and e-government. Met with senior officers in the OPM as well as several key ministries. Reviewed the main automation and e-government projects ongoing. Tunisia has an ambitious e-government programme and institutional strengthening was required to ensure its success as host of the World Summit on the Information Society (WSIS). The objective of this mission was to assess the performance of the Tunisian civil service in relation to e-government ambitions of the Government of Tunisia and recommend how to overcome the challenges identified. An assessment was undertaken of management practices, teamwork and collaboration, existing human resources and installed applications and hardware. A white paper was produced and a study mission undertaken.

Consultant, ICTDAR (Information and Communication Technologies for Development in the Arab region) / United Nations Office for Project Services (UNOPS), Jan. 21 – Feb. 13, 2005. Undertook a mission to Djibouti to assess potential for e-government in the Republic of Djibouti. An e-government strategy was prepared for the Ministry of Communication and Culture responsible for Posts and Telecommunications. Two projects were developed, one to modernize the executive of the Government of Djibouti (Office of the President and the office of the Prime Minister), and a second to modernize the delivery of social services. A user needs assessment as well as a review of methods and procedures for managing workflow in the various ministries was implemented. Consultation with ministries and stakeholders, including the private sector was undertaken.

Consultant, UN DESA, evaluation of the e-government project of the Government of Tunisia. December 2004. Ongoing follow-up work in Tunis to make suggestions on how to strengthen the management of e-government activities located within the office of the Prime Minister.

One of two principal consultants (Oct. 2003 – June 2005) in PPP of the Canadian Government (Consulting and Audit Canada ,the Canadian Commercial Corporation and Industry Canada) and private sector consortium under the Public Sector Transformation Group (PSTG), a company based in Toronto. The Government of Canada successfully negotiated a USD 1 M contract with the Government of Botswana for the development of an ICTD strategy and master plan. Responsible for providing advice and input on all aspects of the project including community level assessments, an ICT industrial sector survey and launching a Community access and development Task force. A survey of the ICT sector, including market size for ICTs has been completed. The national strategy is called Maitlamo and is available online (http://www.maitlamo.gov.bw/ ).

Consultant, Mid term review, Information and Communication Technology for Development in the Arab Region (ICTDAR) based in Cairo, Egypt. UNOPS New York. May 29 – July 20, 2004. Undertook a mid-term review of the ICTDAR programme in the Arab region. Traveled to Cairo and met with UNDP staffers from the country offices in the region. Undertook extensive online and telephone consultation with the responsible programme officers in the countries of the region. Proposed enhancements to the programme to also take into consideration the recommendations of the recent Arab Human Development Reports of 2002 and 2003, which focus on the importance of knowledge and information for the regions development. The report also noted the need to focus on helping to develop the capacity of counties and of communities in the region to use ICTs in support of conflict resolution and of the various peace processes now taking place in the region.

Consultant, InfoTuk phase 2-project write-up. UNDP Turkmenistan. May 13-31, 2004. As first step in promoting greater openness and access to the rest of the country, the region and the outside world and to opportunities for education and community development, was lead person in preparing the ICT rural access project proposal for Turkmenistan: developed a school based Internet network project in Ashkhabad and 1 region linking 20 schools to a high speed network. This was an evaluation of a USD 10 M national ICT for D project that included 5 components: Smart Schools, a Mobile Internet Unit, a model for nation-wide community development portals, community level e-library projects and a project to fight illiteracy using ICTs. Two support units were also evaluated: a Project Support Unit and a Technology Assistance Unit. The evaluation reviewed management, progress and the technical approaches to ensure developmental outcomes were being reached.

Policy advisor on the National ICT for Development strategy of Kyrgyzstan, specifically on the ICT Action Plan. UNDP Kyrgyzstan, July 14 – 29, 2003. The consultant made recommendations to the 5 ICT Action Plan working groups, the ministries concerned and to the ICT Council, mainly on the approach taken and the activities proposed in the ICT Action Plan. The consultant analyzed the situation and the proposals made by the working groups, consulted with various interlocutors and stakeholders, and made recommendations on implementing the ICT Action Plan. These recommendations were presented at a round table of all stakeholders and their feedback included in the final report.

Chair, Advisory Panel on Data and Information Management, Challenge Program of Water and Food (CPWF), Challenge Program Secretariat, International Water Management Institute (IWMI), Colombo. Sri Lanka. May 19-23, 2003. The Panel was responsible for presenting ideas and discussing with workshop participants the CPWF. All aspects of the implementation of a global, distributed geo-relational database on river basin management, to be used by 7 Benchmark Basins, was discussed. World level river basin systems were among the sample: Nile, Yellow River, Indo-Gangetic, Limpopo, Mekong, etc.. The Panel Chair was responsible for writing the final report.

Consultant, UNDP Djibouti, Republic of Djibouti, January - May 2003. Three missions and 7 weeks were spent in Djibouti to develop a national strategy and an action plan to use ICTs for human development. Consultation with stakeholders (NGOs, women’s groups, civil society including the education and research communities , the private sector, and government) and with the Ministry of Communication and Culture responsible for this work. The action plan included 31 project proposals touching 9 different sectors of the economy and of society as well as an overall budget. The strategy and action plan were presented in person to the President of the Republic of Djibouti. As its focus was on poverty reduction and economic development, it called for a greater role for the private sector. A PPP model was proposed to help overcome the reluctance of government to work with business calling for the creation of a separate and quasi-independent entity to oversee the implementation of the ICT strategy and action plan while strengthening the capacity of the private sector in so doing. All work was to go through local firms. The action plan has been translated into English by the ITU. Working with Unesco Paris and UNDP Niger and based in Niamey for 8 days, re-worked the project document Programme d’appui au développement des radios rurales et des centres d’information pour le développement au Niger. Visited project site, developed draft document and budget, focusing especially on the development of community based information resource centres in 160 rural villages throughout Niger. Proposal called for the use of a combination of IT and classical knowledge management methods and resources to meet local needs.

Consultant, UNDP Country Office, Tashkent, Uzbekistan. Nov 10 – Dec 16, 2000. In collaboration with government and other development actors, and the UNDP, developed the strategy for a four year long programme to mainstream the use of ICTs in Uzbekistan. The output was a programme area document for the Human Resource Development for Change (HRDC) Programme that definedstrategy and implementation arrangements. Met and consulted with several actors in all sectors and traveled to Samarkand. Results presented at a conference before departure. Evaluated the Management of Change project involving sending government officials abroad on job placements to help prepare the transition to a market economy by exposing them to new ideas and approaches.

Consultant, CIDA, Ottawa. June 9 – Nov. 15, 2000. Facilitator, Strategic Information Management program (SIMP) course. Course offered to 24 senior level government decision makers from developing countries. The focus of SIMP 2000 was on information and knowledge sharing.
