The Richmond Regional Planning District Commission (RRPDC) held its regularly scheduled monthly
meeting on November 12, 2009. The next regularly scheduled meeting will be held on Thursday,
December 10, beginning at 1:00 p.m. in the RRPDC Board Room.
Coleman Speece, current President of the
Virginia Association of Planning District
Commissions, gave a presentation on the
VAPDC’s current efforts. He thanked the
Richmond Regional Planning District
Commission for its role as an active member of
the VAPDC .
Mr. Speece outlined the VAPDC annual
conference in February and invited the Board to
attend and participate in the winter meeting.
Mr. Speece represents the Town of South Boston
on the Southside Planning District Commission
Board. He is attending meetings of the state’s
Planning District Commissions to discuss the
value of the VAPDC organization.

The Board discussed the language of the
Regional Legislative Agenda in detail. Building
off of the draft submitted by the joint Large and
Small Jurisdictions Committees, the Board
adopted an Agenda divided into five topic areas
– Environment, Governing Locally,
Transportation, Growth, and Public Safety.
The Board gave a preliminary endorsement of
the agenda as amended. Staff will present a final
version for adoption in December with
published copies available in late December.
The Board also discussed plans for a legislative
reception to be held near the Capitol in early
January.
The Capital Region Collaborative
Organizing Team (CRC) has reached out to
several organizations to receive input on
regional priorities that should be addressed. The
CRC is working with a professional facilitator
to help gather this feedback. The meetings will
be completed by the end of January and a report
will be provided to the Commission early in the
spring. A draft strategic plan will be developed
to take to the community during the summer for
public feedback.
The Regional Area Funding Team (RAFT –
grants warehouse) recently assisted the various
jurisdictions’ staffs with applications for energy
conservation block grants.

The Richmond Area Metropolitan Planning Organization (MPO) held its regularly scheduled monthly
meeting on November 12, 2009.
The RAMPO Board adopted a resolution to
support the establishment of a Virginia
Association of Metropolitan Organizations
(VAMPO). The mission of VAMPO will be to
bring together the Commonwealth’s MPOs to
enhance the state of urban transportation
planning and programming.
The Board’s resolution expressed interest in
joining such an association, but called for the
establishment of bylaws defining the
organization’s mission and procedures. The
Board also sought policies to minimize costs to
individual MPOs.
The resolution was in response to a request from
the Virginia General Assembly, which passed
House Joint Resolution 756 during its 2009
session. HJR 756 called for the formation of an
association of Virginia’s Metropolitan Planning
Organizations. The RAMPO Board’s resolution
also recommends that the General Assembly
take no additional action during its 2010 session
on MPO matters while this proposal is being
reviewed and discussed by Virginia MPOs.

The RAMPO Board revised the membership of
the Elderly and Disabled Advisory Committee
(EDAC) to more accurately reflect current
member involvement. The adopted resolution
provides for the addition of a private, for-profit
transportation operator, while removing various
organizations previously added to EDAC, but
which have either declined the offer or have not
taken action to accept it. The resolution also
reflects structural changes that have occurred to
various members including name changes, the
merger of two existing member organizations,
and the removal of those organizations no
longer in existence. As a result of these changes,
EDAC’s membership has been reduced to 13
members.

Transportation Priority Projects
report, which will be submitted to
the Commonwealth
Transportation
Board for review
and consideration
in amending the
current FY 10 – FY
15 VDOT Six-Year
Improvement
Program or
developing the upcoming
FY 11 – FY 16 SYIP.
The priorities list is used in
responding to requests from MPO member
local governments and agencies to express the
MPO’s support of efforts to obtain federal, state
and other potential sources of funds.
In view of reductions in state
transportation revenues and
potential amendments by the
CTB to reduce the number of
projects on the current SYIP, the
RAMPO Board
elected not to add
any new projects
to the priorities list
and merely reaffirm
its commitment to the
many projects added
last year.
