Complex Problem Identification & Resolution ► Directed stabilization operations in post-war Iraq to reestablish
communications and transportation systems for the civilian populace. Conducted assessments of the public
services infrastructure in Babil Province, Iraq. Identified resources, developed solutions, and executed a plan to
restore essential public services.
Organizational Development & Change Management ► Demonstrated expertise in planning, resource
maximization, productivity, process and efficiency improvements while directing post-war start-up of distribution
of petroleum products for Babil Province, Iraq. Coordinated with Iraqi Ministry of Oil and Coalition Provisional
Authority to provide gasoline and fuel oils to 46 stations serving 1.2M citizens.
Financial Analysis & Budget Management ► Conducted logistics planning and budgeting to deploy U.S. forces
and equipment to Africa utilizing Department of Defense assets and commercially contracted air and surface
transportation. Managed exercise budgets in excess of $7M to deploy equipment and Marines to Africa.
Communications / Information Technology ► Cyber professional with more than 17 years of experience in
network management and engineering. Planned and implemented the communications architecture for a six-
month deployment of the 13th Marine Expeditionary Unit to the Western Pacific and the Persian Gulf.

Designed and executed communications support for the recovery of the USS Cole in Aden, Yemen, and
humanitarian assistance missions in East Timor.
Planned and implemented tactical communications networks consisting of broadband satellite links, terrestrial and
