Introduction

In accordance with the RIS-directive, the expert group Electronic Reporting International defines and maintains messages and the respective reference tables to enable electronic reporting to the competent authorities.

Introduction

To ensure that the Shippers have the correct information ‘on board’ in order to fulfill the reporting formalities, it is of outmost importance that the skipper will obtain correct information electronically.

Added value => Electronically information will reduce number of papers on board, reduce administrative burden, etc etc

Introduction

On the 25 january 2010 the technical specifications for electronic ship reporting(2010/164/EC) has been published. The technical specifications contains a set of messages as defined by ERI

- (Dangerous) goods reporting (IFTDGN) — ERINOT

- Passenger and crew list (PAXLST)- ERINOT response and receipt message

(APERAK) — ERIRSP- Berth management port notification

(BERMAN)

Activities

• Ongoining maintenance of the specifications based on the empirical experiences

• Ensure the alignment between ERI-specifications and the various regulations

• Harmonization of the Reference data with reference data used by other Authorities in order to ensure interoperability and facilitated the re-use of ERI-data

• Assess the consequences for Electronic Reporting on Inland waterways as consequence of the publication of the directive 2010/65(“Reporting formalities for ships arriving in and/or departing from ports of the Member States of the Community) by the European Commission.

Passenger list

One of the objectives of IRIS II is to set-up a pilot to gather the first experiences with the electronic passenger list with the aim that the authorities have a complete list of the passengers on board of a passenger vessel.

E-manifest

In the Netherlands the Port of Rotterdam, Inland shipping organisations, Portbase, Customs and Rijkswaterstaat will establish a pilot aiming a paperless voyage and reducing administrative burden.
