The health and safety risk assessment included: The Site Manager reviewed the Square Meterage of the site and social distancing guidance, and what the school could physically accommodate in order to comply. Staffing capacity and wellbeing i.e. safety of staff, health needs, wellbeing, feedback/views and training. Making case by case assessments of the health, care, behavioural, wellbeing and safeguarding needs of the pupils, taking into account their EHC Plan. Assessing the ‘stay at home risk assessments’, and parents/carers views (many parents have said that they didn’t want their child to return to school at present). Other factors relating to school operations were also considered i.e. health training, staggered lunchtimes/ arrival & departure for staff and pupils, transitions around school, PPE, outdoor space & equipment, cleaning requirements. 30.6.2020 In line with LA and government guidance received w/c 15 th June 2020, the school has reviewed this risk assessment to ensure current guidelines have been considered and where required, actions have been taken. Information about Rosehill School

Rosehill is an all-age, 114-place, special school for pupils with autism aged 4 to 19. The pupils attending the school have an extremely wide range of associated learning needs as well as a complex profile of additional needs: speech, language and communication, therapeutic, physical, sensory, medical, behavioural and emotional wellbeing challenges. When the lock-down commenced on 23rd March, a site survey and risk assessment were completed in line with government and local guidance. Approx. 12% of pupils have been attending Rosehill since; children of key workers critical to the COVID-19 response and those at a high risk (i.e. risk assessments/EHC Plans).

1. Communication Staff 1.1. This completed risk assessment is shared with staff. Signatures

1.3 The relevant control measures from this risk assessment are communicated to parents, carers, pupils and visitors. Signage is installed wherever necessary as a reminder.

• The multimedia screens across the school, will display social distancing videos and hand washing guidance.

2. Contracting / transmitting Covid-19

Preventing symptomatic persons attending school

2.1. Staff and pupils who report the following symptoms remain at home for 7 days. Their household members must remain at home for 14 days: o a high temperature – this means you feel hot to touch on your

chest or back (you do not need to measure your temperature) o a new, continuous cough – this means coughing a lot for more

than an hour, or 3 or more coughing episodes in 24 hours (if you usually have a cough, it may be worse than usual)

o loss or change to your sense of smell or taste – this means you've noticed you cannot smell or taste anything, or things smell or taste different to normal.

Reducing the number of persons on site

2.4. Staff work from home if they can – they only travel to work when they absolutely cannot work from home.

2.5. Contractors undertaking statutory testing and emergency repairs are permitted on site. They are advised to arrive and leave site avoiding pupil pick up and drop off times and the number and duration of face to face contacts with adults is limited as far as possible (e.g. 15 minutes). 2 metre social distancing protocols are followed when they are indoors on site.

2.9. Coronavirus risk assessments / operational procedures are requested from essential visitors such as contractors and other non-school based services prior to any proposed visit. A dialogue is undertaken between the visitors and the school regarding the schedule of the visit including any rooms to be visited.

2.16. Staff and pupils in the “clinically vulnerable” and “clinically extremely vulnerable” categories have been identified.

Note that research is being undertaken by PHE following reports that deaths among black, Asian and minority ethnic (BAME) groups are disproportionately high.

A report by Public Health England found that other things might also mean you are more likely to get seriously ill from coronavirus. These include:

• your age – your risk increases as you get older

• being a man

• where in the country you live – the risk is higher in poorer areas being born outside of the UK or Ireland

• Reviewing health needs, has been part of the schools ongoing risk assessment; those shielding, medical needs etc. This information has been confidentially recorded.

• Teachers have had regular contact with parents/ carers to determine the health needs of the pupils. This has been part of an ongoing risk assessment for pupils; includes health care plans, shielding, medical needs and reviewing behaviour plans. This information has been recorded on SIMS and shared with relevant team e.g. paediatrician.

• The health and wellbeing of staff/pupils will be continually reviewed and risk assessments will be updated as required.

• The Headteacher has reviewed the information from NCC 27.5.2020, to determine if any additional actions are required to support staff from black, Asian and ethnic communities. Email sent to all staff 28.5.2020 with update. Letters to be sent and meetings will be held with staff w/c 1.6.2020 by Headteacher and Deputy Head.

• For all staff noted within the guidance as requiring additional care in relation to hand hygiene/ general hygiene, line managers will keep staff informed of any changes and meet with them as required to assess any risk.

School Visits 2.18. All school off-site visits are cancelled apart from those in the immediate locality (Category A venues). Indoor visits are allowed where strict hygiene procedures are followed and social distancing can be maintained at the venue. Outdoor visits (allotments, parks) are encouraged.

Persons becoming symptomatic whilst in school

2.20. If anyone becomes unwell with a new, continuous cough or a high temperature in an education or childcare setting, they are sent home and advised to follow the COVID-19: guidance for households with possible coronavirus infection guidance. If a child is awaiting collection, they are moved, if possible, to a room where they can be isolated behind a closed door, depending on the age of the child and with appropriate adult supervision if required. Ideally, a window should be opened for ventilation. If it is not possible to isolate them, they are moved to an area which is at least 2 metres away from other people. If they need to go to the bathroom while waiting to be collected, they use a separate bathroom if possible. The bathroom is cleaned and disinfected using standard cleaning products before being used by anyone else.

✓ • In the event of a member of the school community presenting with COVID-19 symptoms, the schools Dance Studio will be used as a quarantine room.

• The Dance Studio is approx. 80m2 with 2 Velux style roof windows giving good ventilation, a vinyl floor and no soft furnishings.

• There is a private adjacent toilet area.

• A pod from one of the unused classrooms will be placed in the room. (See Site Manager for floor plans).

• If a member of staff presents with symptoms, they will be sent home, and cover provided.

2.21. If a member of staff has helped someone who was unwell with a new, continuous cough or a high temperature, they do not need to go home unless they develop symptoms themselves (and in which case, a test is available) or the child subsequently tests positive. They should wash their hands thoroughly for 20 seconds after any contact with someone who is unwell.

2.30. The best choice of bins for used tissues is a lidded bin with a pedal as you will not need to physically touch the bin lid and the tissues will be safely stored.

Lidded swing top type bins will require the person disposing of the tissue to touch the lid, potentially contaminating it. Although that person disposing the tissue should wash their hands afterwards, the next person to use the bin who is disposing general waste may not wash their hands afterwards and potentially contaminate their hands. Therefore, if these are used then they should be only for the disposal of tissues and labelled as such perhaps with a reminder to wash their hands afterwards.

Bins without lids shouldn't be used for tissues but can be used for general waste and/or paper towels used to dry hands after washing them. Site staff / cleaners wash their hands after emptying the bins.

8 Before resuming normal operation, commission a water treatment specialist to chlorinate and flush the complete system for all hot and cold-water systems (including drinking water) and certify the water system is safe before the buildings are reoccupied. Allow sufficient time for this activity, approx. 1 week before opening if possible.

9 Recommission all systems before re-opening, as would normally be done after a long holiday period. This includes gas, heating, water supply, mechanical and electrical systems, and catering equipment.

† Designated safeguarding leads (DSLs)

The optimal scenario for any school is to have a trained DSL or deputy available on site. It is recognised this may not be possible, and where this is the case there are 2 options to consider:

• a trained DSL or deputy from the school can be available to be contacted via phone or online video - for example working from home

• sharing trained DSLs or deputies with other schools (who should be available to be contacted via phone or online video)

Where a trained DSL or deputy is not on site, in addition to one of the above options, the department recommend a senior leader takes responsibility for co-ordinating safeguarding on site. This might include updating and managing access to child protection files, liaising with the offsite DSL (or deputy) and as required liaising with children’s social workers where they require access to children in need and/or to carry out statutory assessments at the school or college.

Whatever the scenario, it is important that all school staff and volunteers have access to a trained DSL or deputy and know on any given day who that person is and how to speak to them.

Privacy Notice

Coronavirus – Track & Trace

Responding to the Coronavirus advice from the

Government is an obligation on all schools in England.

The development of the NHS ‘Track and Trace’ scheme is a key part of the

government plan to manage Coronavirus.

As we respond to Government guidance and the wider opening of schools, the safety and well-being of pupils, staff

and their families is a priority. Plans to manage a safe return are in place, however our responsibility extends

beyond the school gates.

We hold a lot of data and, as part of our statutory duty, it may be necessary for us to share that data on request by

Public Health with NHS Track & Trace workers, so that we play our part in making the programme as effective as

possible.

It is likely that we will be asked to provide contact details if a case of Coronavirus or a suspected case arises in our

school. There is an obligation to support Government planning and we will provide details if requested to do so.

We will be sharing data on the basis that this is a Public Duty (see below) and that, in the case of any health data, it

is necessary for the public interest, as set out.

Our first response, will be to try to make contact with individuals directly ourselves to manage information and

sharing data. However, in some cases we may be required to provide it to the new service.

Please be assured that we will keep a record of information that we share.

This Privacy Notice should be read alongside other GDPR and Data Protection information on our website.

NHS Test and Trace and the law

The law on protecting personally identifiable information, known as the General Data Protection Regulation

(GDPR), allows Public Health England to use the personal information collected by NHS Test and Trace.

The section of the GDPR that applies is:

Article 6(1)(e) ‘processing is necessary for the performance of a task carried out in the public interest or in the exercise of

official authority vested in the controller’

As information about health is a special category of personal information, a further section of the GDPR applies:

Article 9(2)(i) ‘processing is necessary for reasons of public interest in the area of public health, such as protecting against

serious cross-border threats to health or ensuring high standards of quality and safety of healthcare’

Public Health England also has special permission from the Secretary of State for Health and Social Care to use

personally identifiable information without people’s consent where this is in the public interest. This is known as

‘Section 251’ approval and includes the use of the information collected by NHS Test and Trace to help protect the

public from coronavirus. The part of the law that applies here is Section 251 of the National Health Service Act

2006 and the associated Health Service (Control of Patient Information) Regulations 2002.
