BACKGROUND AND CONTEXT:

From Monday 1 June 2020 (at the earliest) schools are expected to reopen for pupils in the Nursery, Reception, Year 1 and Year 6 age groups. This will be in addition to the existing full-time provision already in place for priority groups. Numbers accessing this provision are likely to increase as more parents and carers return to work.

Since 23rd March 2020, our school has been closed to all pupils except those in priority groups as defined by government guidance. The school has catered for a varying daily role of key worker children and vulnerable children ranging from 5 pupils per day up to 30 pupils per day. This has been possible using a small number of school staff on a rota basis, operating as two to three classes of children with one to two adults supervising each group. This has been covered by a separate risk assessment.

This risk assessment considers the situation in which pupils in Reception, Year 1 and Year 6 are able to return to school, in addition to the priority group of pupils already catered for. This is a maximum of 180 pupils as there are 60 pupils in each year group.

This risk assessment has been carried out in accordance with the range of government guidance available at gov.uk. It is organised into three parts:

2. Continuing to provide provision for vulnerable children and other children who are still working at home 3. Facilitating home working for staff

The risk assessment takes into account the revised list of most common symptoms to look out for as updated on the 18th May 2020 as follows:

England's deputy chief medical officer, Prof Jonathan Van-Tam said it was important to update advice at the right time "when we think it's going to make a difference moving forwards to how we pick up cases".

The World Health Organisation says along with the most common symptoms of fever, cough and tiredness, people may have:

● aches and pains ● sore throat ● diarrhoea ● conjunctivitis (red eye) ● headache ● loss of taste or smell ● a rash on skin, or discolouration of fingers or toes.

The risk assessment has been drafted initially by the Headteacher, supported by the Acting Deputy Headteacher and School Business Manager, then sent for consultation with Trade Union Representatives (all staff members who work full time at Victoria Park Primary School). Once complete and approved by the Board of Trustees, this risk assessment will be made publicly available on our school website.

Part 1: Reopening schools from 1 June 2020 The rationale for schools re-opening for more groups of pupils is based on the implementation of the following infection protection and control measures as described in the guidance Coronavirus (COVID-19): implementing protective measures in education and childcare settings. The overview of scientific advice used to underpin this guidance was published on 15 May 2020 and is reproduced as Appendix A in this risk assessment. “There are important actions that children and young people, their parents and those who work with them can take during the coronavirus outbreak, to help prevent the spread of the virus. In all education, childcare and social care settings, preventing the spread of coronavirus involves dealing with direct transmission (for instance, when in close contact with those sneezing and coughing) and indirect transmission (via touching contaminated surfaces). A range of approaches and actions should be employed to do this. These can be seen as a hierarchy of controls that, when implemented, creates an inherently safer system, where the risk of transmission of infection is substantially reduced. These include:

● minimising contact with individuals who are unwell by ensuring that those who have coronavirus symptoms, or who have someone in their household who does, do not attend childcare settings, schools or colleges

● cleaning hands more often than usual - wash hands thoroughly for 20 seconds with running water and soap and dry them thoroughly or use alcohol hand rub or sanitiser ensuring that all parts of the hands are covered

● ensuring good respiratory hygiene by promoting the ‘catch it, bin it, kill it’ approach

● cleaning frequently touched surfaces often using standard products, such as detergents and bleach

● minimising contact and mixing by altering, as much as possible, the environment (such as classroom layout) and timetables (such as staggered break times)”

Failure to complete compliance checks renders the building unfit for use.

Serious The school building has been open and operational during wider school closure, so normal maintenance and safety checks have been carried out by the site manager. This includes the flushing of water systems in accordance with our normal operations, checking fire safety systems including the alarm system, automatic door closures and emergency lighting. Throughout the wider school closure period. Our school has been cleaned in accordance with requirements set out in https://www.gov.uk/government/publications/covid-19-decontamination-in-non-healthcare-settings Prior to opening the school to Years R, 1 and 6 the school will be closed for one full day to all staff and pupils for a deep clean to take place. This took place on Friday 5th June 2020, in order to reopen school week beginning 8th June 2020. Additionally therefore the school building and resources will benefit from a 72 hour period without contact. The school kitchen has remained open and serving food throughout the wider school closure period. The trustees will communicate our intention to limit attendance, starting on 8th June, and gradually building up to more year groups. This intention will be made clear.

First week of wider opening (week beginning 8th June 2020) will be for Year 6 and priority pupils only. During this week, we will review our ability to open for Reception and Year 1.

If insufficient staff to open, the provision for key worker families and the most vulnerable will be prioritised.

If partially sufficient staff to open we consider offering part time provision for pupils in Years 6, R and 1 based on the number of staff available. We will always maintain the provision for priority pupils. Part time will not be beneficial unless it releases staff to work with other year groups. This may lead to some year groups working part time and some working full time.

A weekly review of staffing will be carried out by the headteacher, or designated staff member, to ensure that we can cover each group of children. In our school this will require:

● In Year 6, we would need at least one adult

for each small group.

● In Year 6, additional support may be

required for SEND pupils if TA numbers allow

it.

● In Y1, we would need at least one adult for

each small group, with additional TA support

for SEND pupils in some groups if possible.

The outcomes of these reviewed Risk Assessments will be shared with parents.

In reviewing the risk assessments of children with an EHCP, we will follow guidance set out below to tailor provision to meet the needs of individual pupils as far as possible.

Reasonably practicable arrangements for accessing first aid ensures that the opportunity for anyone needing assistance does not come into contact with others who are not in their ‘group’/opportunities are limited.

We will ensure pupils and staff, where possible, only mix in a small, consistent group and that that group stays away from other people and groups. We will seek to achieve the sitting of pupils at the same desk each day.

Moving into this phase of wider opening, it will not be possible to offer breakfast club provision because children from multiple groups and year groups would attend. This would lead to children from different groups mixing.
