Angela Shafer-Payne, Vice President of Operations San Diego Regional Airport Authority

Angela Shafer-Payne is Vice President of Operations at the San Diego County Regional Airport Authority. In her capacity as Vice President, Ms. Shafer-Payne is responsible for day-to-day operations of the San Diego International Airport including airside and landside operations, public safety and security, ground transportation, facilities maintenance, and concession program. Ms. Shafer-Payne oversees a 94 million dollar budget and 187 employees. Ms. Shafer-Payne has been with San Diego International Airport since 1995. Prior to her appointment to Vice President, she was the staff lead for the creation of an independent airport authority in 2002. Ms. Shafer-Payne is involved in numerous industry associations and is often called upon to speak nationally on a variety of airport topics. Her passion for aviation, commitment to customer service, and a drive to set the example, motivates those around her.

Ms. Shafer-Payne received a Bachelor of Business Administration with a major in Airport Administration from the University of North Dakota and she holds an Instrument Rated Pilot’s License.

THURSDAY – JANUARY 15, 2015 8:25 a.m. – 9:15 a.m. General Session 1 – Property Market Overview Erik Nikodem, Property Executive – Americas Region AIG Erik Nikodem is the Global Property Executive, Americas Region, for AIG Property Casualty. He is responsible for the leadership, strategic planning and profitability of AIG’s Commercial and Energy Property businesses in the United States, Canada, Latin America and the Caribbean. Mr. Nikodem has been a leader in the insurance industry for over twenty years. He has considerable experience managing both underwriting and brokerage teams. His technical expertise spans all lines of property insurance. Prior to assuming his current position, Mr. Nikodem served as the Property Executive for the U.S. and Canada Region for AIG Property Casualty. Prior to that position, Mr. Nikodem served as Executive Vice President, Lexington Insurance Company where he oversaw the commercial property and energy portfolios. Mr. Nikodem re-joined AIG in 2009 from AON Benfield (Bermuda), where he was a Senior Vice President overseeing the North American property facultative reinsurance division. Earlier in his career, Mr. Nikodem founded and was President of Cooper Gay Risk Services. He also held successive underwriting, management and executive positions at both Lexington Insurance Company and the Continental Insurance Company. Mr. Nikodem received a Masters of Business Administration from Southern New Hampshire University and a Bachelor of Science, Management Information Systems from Rochester Institute of Technology.

Daniel J. Howell, Senior Executive Vice President & Managing Director – Public Entity Group Alliant Insurance Services, Inc

Daniel Howell is Senior Executive Vice President & Managing Director for the Public Entity Group of Alliant Insurance Services. The Public Entity Group ranks among the nation’s leaders in providing insured and self-insured products to public entities. Daniel has worked primarily with public entities for over 25 years, including cities, states, schools, universities, port authorities and special districts. He has developed and administered several risk pooling programs. Daniel is an active member of the State Bar of California and holds the CPCU and ARM-P designations.

Doug Wozniak, Senior Vice President – Public Entity Group Alliant Insurance Services, Inc

Douglas Wozniak is a Senior Vice President in the Public Entity Group of Alliant Insurance Services. Doug has worked with public entities across the United States for the last 18 years including municipalities, counties, states, schools, port authorities, and special districts. He specializes in excess and reinsurance placements for joint power authorities, risk retention groups, and pooling arrangements. He has developed joint purchase programs on the west coast for both marine exposures as well as earthquake and flood coverages. Doug also holds his AAI designation.

Christopher B. Kende is resident in the New York Downtown office where he is a member of the firm's Global Insurance Department. Christopher focuses his practice on international insurance, reinsurance, aviation and marine matters. He joined the firm in 1996. Christopher has more than 30 years of experience in handling major complex multinational litigation in the areas of insurance, reinsurance, environmental law, aviation and admiralty and maritime disputes. His experience includes virtually every aspect of pre-trial, trial and post-trial proceedings in state and federal courts around the country. Bill Walsh joined Cozen O'Connor in 2014 as a member of the firm's Commercial Litigation Department and is also Co-Chair of the firm's Aviation Industry Team. Bill practices in the firm's Seattle office. An accomplished and well-regarded trial lawyer who was recently selected by his peers as a Top 100 Washington Super Lawyer, Bill has successfully represented a substantial number of corporate and individual clients in a broad range of complex civil cases including matters involving products liability, securities litigation, professional liability, personal injury, environmental tort, maritime and admiralty, disability, aircraft accidents, eminent domain, real property disputes and employment discrimination. Bill also serves as Disciplinary Counsel for the Washington State Commission on Judicial Conduct. Jim has over 35 years of experience working with the Port Authority of New York and New Jersey. Jim is currently the General Manager Operations Safety, Inspection & Safety - Risk Management Division and is responsible for a team of Construction Safety, Fire Protection, Occupational Health, and Safety Management professional men and women. The PANYNJ is an agency that has high self-insured retentions for both liability and property exposures, which then turns to Lloyd’s of London, Bermudan and Continental European Insurance Markets for excess coverage. PANYNJ Risk Management involves the close coordination of Risk Control activities with the Risk Financing group, the Agency’s Insurance Brokers and Underwriters and facility management and Police staff to ensure the safety of the general public, tenants, and agency employees that travel through or work at our facilities. The PANYNJ also has a very large Owner Controlled Insurance Program which covers the

Agency’s Capital Program construction activities Through the efforts of the Treasurer of the Port Authority, the Assistant Treasurer and Jim, relationships with the London, Bermudan and Continental European Insurance Markets have greatly improved and Construction, Liability and Property Insurance Underwriters now routinely visit the Agency’s properties. In addition to Jim’s efforts supporting the Agency’s Insurance Programs he serves on the Port Authority Safety Board and supports the operations of the PA AirTrain Safety Oversight Board. Prior to his current position, Jim worked through a number of operational positions in the Agency's Tunnels, Bridges &

Terminals, Port, and Aviation Departments. Additionally, Jim has worked as a management employee in the Treasury and Operations Services Departments. After transitioning into the managerial ranks, Jim gained experience as a Fire Protection Engineer, Police Safety Engineer, then supervised the Safety Management section of the Agency's Risk Management group and assumed the duties of Operations Manager. Jim Keane is associated with both the American Association of Airport Executives, with an Accredited Airport Executive (AAE) designation, and the American Society of Safety Engineers. John Ostrom, Manager, Airside Operations Metropolitan Airports Commission As the Manager of the Metropolitan Airports Commission’s Airside Operations Department at the Minneapolis-St. Paul International Airport (MSP), John manages a staff of fifteen employees and is responsible for a variety of MSP’s Part 139 operational programs including Wildlife Hazard Management, Runway Safety, Self-inspection, Winter Operations and Airport Certification. John has developed and instructed numerous training courses including AAAE’s Airport Wildlife Techniques, Manager’s and Trainer’s Courses for both national and international airports and wildlife management professionals. He has served three two-year terms on the National Wildlife Services Advisory Committee, one as Chairman and is currently the Chairman of Bird Strike Committee USA. In 2011, John was awarded the FAA Great Lakes Region’s Partner Award for his work with airports and wildlife management training.

THURSDAY – JANUARY 15, 2015 10:30 a.m. – 11:20 a.m. Concurrent Session 3a – Airport Property Valuations and Risk Assessment Survey Analysis Bradley Schulz, National Director American Appraisal Brad is the director for American Appraisal’s fixed asset management and insurance solutions practice and the national director of property insurance appraisals for both the religious and airport sectors. He has been with American Appraisal since 2002 when he began his career as an associate appraiser out of college. He manages five regional offices including Atlanta, Dallas, Lisle (Illinois), Los Angeles, and Princeton (New Jersey) for the fixed asset management and insurance solutions practice. Brad has valued numerous major airport and airport facilities included those at SeaTac, JFK, Miami International, Northern Kentucky, Orlando and Fort Lauderdale.

Bruce B. Davidson is the Director of the Office of SAFETY Act Implementation, part of the Research & Development Partnerships Group in the Science and Technology Directorate, Department of Homeland Security. The purpose of the SAFETY Act Program is to provide risk and litigation management incentives to the private sector to develop and deploy effective anti-terrorism technologies and services to the maximum extent possible. As the Program Director, Mr. Davidson provides strategic vision and ensures aggressive program execution for a front-line statutory program designed to encourage the private sector to make consequential investments to strengthen our homeland security. Driven and compelled to make a difference, his central focus is to build and sustain a world class, nationally significant program, and consistently deliver outcomes far exceeding expectations. Mr. Davidson draws on his background in law and economics in contributing to the activities of this multi-disciplinary office. Prior to joining the Department of Homeland Security and the SAFETY Act Program in 2006, Mr. Davidson was a

member in a Metropolitan D.C. area law firm, with an emphasis on federal practice. He also had a distinguished career as a surface warfare officer and judge advocate in the U.S. Navy, which included service as a staff assistant (1993-97) to the Honorable Walter B. Slocombe, the Under Secretary of Defense for Policy, and the Honorable Jan M. Lodal, Principal Deputy Under Secretary of Defense for Policy. Mr. Davidson earned a B.A. in Economics from Cornell University, an M.A. from the U.S. Naval War College, a J.D. from the University of South Carolina and an LL.M. in International Law from Georgetown University. He is a member of the Bar of the District of Columbia. Duane A. Lohn, Managing Director, FTI Consulting

Duane Lohn is a Managing Director at FTI Consulting and is based in New York and Phoenix. Mr. Lohn Co-Heads the Global Risk Management Consulting group. Mr. Lohn is considered an expert in operational resilience, business continuity management, emergency and crisis management and the overall insurance placement process.

For the past 10 years, Mr. Lohn was Co-Founder, Principal and a member of the Board of Managers of Risk Solutions International (RSI). RSI is a leading operational risk management technology, consulting and advisory firm. Engagements included business continuity, disaster recovery and emergency and crisis management projects in 23 states and overseas for Fortune 500 and mid-market companies in numerous industry sectors including the airport industry sector,

institutions of higher education, large public school districts, federal and state government agencies, and not-for-profits.

Prior to forming Risk Solutions International, Mr. Lohn was the Client Development and Consulting Leader at Marsh Risk Consulting (MRC), the consulting division of Marsh & McLennan insurance brokerage services. He was responsible for client development in key practices areas such as forensic accounting and business interruption, product recall, claims management and advocacy, loss control, emergency and crisis management, business continuity, and disaster recovery services across all business and industry sectors. All of these services assisted in the placement and underwriting process.

Mr. Lohn was a Senior Manager with KPMG in the Consumer and Industrial practice. This work included all practice areas such as systems integration and implementation, business process redesign, cost take-out, change management,

mergers and acquisitions, organizational alignment, sales force automation, customer relationship management, call center, supply chain and any shore development.

Mr. Lohn co-authored with Michael Flaharty an article looking at the learnings from Hurricane Sandy one year later. He is a frequent speaker at risk management events that include RIMS and State and Local events.

THURSDAY – JANUARY 15, 2015 11:20 a.m. – 12:35 p.m. Keynote Speaker Lunch – Role of Airports in NTSB Investigation Christopher A. Hart, Chairman National Transportation Safety Board

Member Christopher A. Hart was sworn in as a Member of the National Transportation Safety Board on August 12, 2009, and designated by the President for a 2-year term as Vice Chairman of the Board on August 18, 2009. In August 2013, President Obama nominated him for a second term as Board Member and after Senate confirmation of his nomination, the President, in October 2013, designated him for a third term as Vice Chairman. He has served as Acting NTSB Chairman since April 26, 2014 and in July 2014 was nominated by the President to serve as Chairman of the NTSB. Hart joined the Board after a long career in transportation safety, including a previous term as a Member of the NTSB. Immediately before returning to the Board in 2009, Member Hart was Deputy Director for Air Traffic Safety Oversight at the Federal Aviation Administration (FAA). He was previously the FAA Assistant Administrator for System Safety.

He served as a Member of the NTSB from 1990 to 1993. After leaving the Board, he served as Deputy Administrator of the National Highway Traffic Safety Administration, before moving to the FAA in 1995. From 1973 until joining the Board in 1990, Member Hart held a series of legal positions, mostly in the private sector. He holds a law degree from Harvard University and Master's and Bachelor's degrees in Aerospace Engineering from Princeton University. He is a member of the District of Columbia Bar and the Lawyer-Pilots Bar Association. Hart is a licensed pilot with commercial, multi-engine, and instrument ratings. Hart's family has a tradition of accomplishment in the field of transportation. His great uncle, James Herman Banning, was the first African-American to receive a pilot's license issued by the U.S. Government in 1926. His 2 year appointment as Vice Chairman will end 10/20/15. His 5 year term as a Member will end 12/31/17.

Jim Holobaugh, Senior Vice President – Construction Services Group Alliant Insurance Services, Inc. Jim Holobaugh has served as Program Director on numerous wrap-up projects throughout the United States, including Los Angeles World Airports, Los Angeles Unified School District OCIP I, II, & III, Tutor-Perini, the Related Companies, Walt Disney Companies, California State University, and the Los Angeles Community College District. Prior to joining Alliant, Jim spent 8 years at Aon Risk Services as the Regional Wrap-Up Director. Before Aon, he was a

Management Consultant with Los Angeles-based CAST Management Consultants, Inc. where he worked on numerous strategy and organizational effectiveness engagements with more than a dozen multi-national, and large national financial services companies. Jim also worked directly in the construction industry as a structural design engineer for James Ruderman Consulting Engineers in New York and for the U.S. Army Corps of Engineers in St. Louis. Education / Designations Mr. Holobaugh has a BS in Civil Engineering from Washington University and a Master’s Degree in Management from Yale University. Josh Schultz, Vice President – Construction Services Group Alliant Insurances Services, Inc Josh Schultz is a Vice President and Program Manager focusing on wrap-ups with Alliant Insurance Services' Construction Services Group. Josh began his wrap-up career over thirteen years ago in Boston before relocating to New York and ultimately to San Francisco. Josh has dealt with all aspects of wrap-up programs from concept to close-out for a variety of clients both public and private - from university and real estate developer sponsored OCIPs to national rolling CCIPs. Many of the largest projects built in New York over the last decade were covered by programs Josh managed, including such iconic landmarks as the Hearst Building and Yankee Stadium. He has even managed programs covering complex civil projects such as bored tunnels, ports and airports, including the Port of Oakland's rolling OCIP which covers a variety of work at the Oakland International Airport and elsewhere. Josh strives to bring the best of Alliant’s resources to the service of his clients every day. Augustine Doe is the founder and President of Outsource Risk Management, also known as OutsourceRM™. OutsourceRM™ is a risk consulting firm that guides firms around how to manage and monitor enterprise-wide risks. The risk management guidance OutsourceRM™ gives firms comes in two main forms: helping firms develop either an Own Risk and Solvency Assessment (ORSA) or a Committee of Sponsoring Organizations of the Treadway Commission (COSO)-based enterprise risk management (ERM) program. Prior to OutsourceRM™, Augustine served in a number of risk management and treasury capacities for private and Fortune 500 companies including Resources Global Professionals, CRC Health Corporation, Leap Wireless International Inc., Gateway Inc., Mattel Inc. and Countrywide Financial

Corporation (now Bank of America). More recently, Augustine is the interim Chief Risk Officer for Noridian Mutual Insurance Company, a healthcare insurer with revenues in excess of $2 billion. Ron has been in the insurance industry since 1978 working for insurers, brokers, and as Risk Manager for Cisco Systems, and Gateway Computer. Having worked with clients in the public sector, publicly traded and privately-held corporations; Ron brings a unique perspective to his clients and team members at Marsh. His current clients include the San Diego County Regional Airport Authority, Google, Hitachi Data Systems, Dot Hill, Professional Supply, and American Traffic Solutions. Ron has a master’s degree in architectural engineering from the University of Illinois, and a certificate in

finance from the University of California, Berkeley.

THURSDAY – JANUARY 15, 2015 1:35 p.m. – 2:25 p.m. General Session 5 – Overview of the Transportation Network Company (TNC) Risk and TNC’s – Best and Defensible Practices in Managing their Airport Presence David J. Boenitz, Director of Ground Transportation San Diego County Regional Airport Authority

David Boenitz oversees all commercial ground transportation operations, which includes vehicle and driver permitting and code enforcement at San Diego International Airport. David has represented SDIA’s efforts with the California Airport’s Council, the California State Assembly Bill 2293 Legislative Committee and with the California Public Utilities Commission to propose appropriate TNC regulations. He is currently working closely with the Transportation Network Companies to develop SDIA’s TNC permit application and operational strategy. SDIA expects to have a TNC permit application available in the first quarter of 2015.

Matt Burton, Senior Policy Counsel Uber Technologies Inc. As senior policy counsel at Uber, Matt is responsible for working with city and state governments to establish new legal frameworks to regulate the transportation network industry. As part of this role, Matt has negotiated several agreements with airports to enable Uber to offer its services. Before Uber, Matt spent most of his career practicing law in the federal government. Bakari Brock, Director of Business Development Lyft

Bakari joined Lyft as Director of Business Development in 2014. He is responsible for developing a wide variety of corporate, non-profit, and government partnerships that reflect the community and civic ethos of the company. He also currently advises a number of startups, including Scal.io, Metamason, and Rocklive.

Prior to Lyft, he began his Twitter tenure as Legal Counsel in January 2010. He later served as Product and Business Counsel, supporting various areas including media, entertainment and developer partnerships, API platform and engineering, and intellectual property. He concluded his

tenure at Twitter as Legal Director, Global Revenue, managing a team of legal professionals supporting the company's international revenue growth efforts.

Bakari began his career in Silicon Valley at Google where he was corporate counsel for YouTube after practicing as an associate in the intellectual property group of Kilpatrick Stockton -- now Kilpatrick Townsend -- with a focus on copyright litigation.

He received a degree in banking and finance cum laude and with honors from the University of Georgia. After a stint in the music industry as both a performer and artist manager, he graduated from Harvard Law School. Mark Rapanut, Compliance Operation Manager Uber Technologies Inc. As Compliance Operations Manager for Uber San Francisco, Mark is responsible for ensure all operations meet city and state transportation network company regulatory requirements. As part of this role, Mark manages northern California's airport operations, regulatory requests from government agencies such as the CPUC, and Uber SF's driver compliance program. Before Uber, Mark spent most of his career in healthcare privacy, compliance, and ethics at McKesson, Kaiser Permanente, and California Department of Public Health. Kate Sampson, Vice President of Insurance Lyft

Kate Sampson joined Lyft as the VP of Insurance Solutions in May 2014. In addition to working proactively to address the insurance needs of Lyft, drivers, passengers and member of communities where Lyft operates, Kate, and the Lyft team work to help drive further innovation in the insurance industry to address share economy insurance exposures. Michael L. Wroniak is a Partner with Collins Collins Muir + Stewart LLP. Mr. Wroniak’s early career focused exclusively on defending liability claims against public entities in Southern California. He has represented public entities in matters involving dangerous conditions of public property, civil rights violations and wrongful termination. In the process, Mr. Wroniak has handled personal injury matters ranging from simply trips and falls to traumatic brain injury and wrongful death. Mr. Wroniak’s trial practice also includes representing private entities in general litigation matters relating to personal injury, breach of contract, professional liability and construction law. Alex Yanev, a partner in Yanev Associates, specializes in risk management in the private and public sectors. He was among the first in the industry to develop natural hazards (catastrophe) modeling for corporations through EQECAT, a subsidiary of EQE. Peter sold EQE in 2000 and became the senior technical consultant for earthquake issues for The World Bank, where he put his considerable skills to work helping others around the world.
