This is to confirm that I have received and examined the following documents:

1. Aitken Rowe Geotechnical Engineering compaction records and certificate of fill

placement dated 26th March 2014.

2. Detailed plan of subdivision from Esler and Associates Project 00016969 Sheets

42 & 43 Rev E

I have confirmed from these documents that

1. all fill has been placed as “controlled fill” across the whole of these allotments

2. all fill is to a depth of 1500mm or less.

3. the fill has an allowable bearing capacity of 100kPa.

In accordance with AS2870 Residential Slabs and Footings Code and the advice

from Aitken Rowe, this fill is suitable to use as a foundation material for any

foundation designed in accordance with that Code providing the required bearing

capacity is less than or equal to 100kPa. In this instance there is no requirement to

carry foundations down to natural ground.

I recommend that Aitken Rowe testing shall be further engaged to give a “site

classification” for these sites which will complete the site information required in order to

allow the foundation design to be carried out.

CERTIFICATION OF FILL PLACEMENT – TREE BACKFILL AREA (South of Lot 526),

LLOYD ESTATE STAGE 5, WAGGA WAGGA, NSW

Further to your request, we inspected the exposed subgrade and tested the fill placement at the

above site between 4 and 7 March 2014. We confirm that placement of fill at the above site was

tested by Aitken Rowe Testing Laboratories Pty Ltd in accordance with AS 3798-2007 “Guidelines

on earthworks for commercial and residential developments”. The fill placement was inspected

and tested for the maximum depth of 1500mm in compacted layers of 300mm throughout tree

backfill area. The test reports are herewith attached.

The subject site is located at Lloyd Estate (Stage 5), Wagga Wagga, NSW and includes the tree

backfill area of an unidentified lot directly south of Lot 526 and north of the existing dam. We

inspected the exposed subgrade prior to the placement of the new fill to ensure topsoil and

unsuitable materials were removed and the exposed subgrade is properly proof rolled. It was

noted that topsoil was removed across the site at the time of inspection and an excavation up to

1500mm in depth had been undertaken. We then witnessed proof rolling of the exposed medium

plasticity sandy silty clay subgrade and no soft or heaving areas were detected. We also witnessed

proof rolling on the final fill layer and the exposed fill was found to be firm and stable at the time

of the inspection.

The medium plasticity sandy silty clay fill material was placed throughout the site. Five In-situ

density tests carried out on the fill placement indicated relative compaction ranging from 98.5% to

100.0% standard. The result shows achievement of required density in accordance with the

specification requirements.

It is considered that the fill is deemed “controlled fill” across the tree backfill area in accordance

with AS 3798. The controlled fill can then therefore be considered “suitable” to use as

foundation/subgrade, for which an allowable bearing pressure of 100kPa may be adopted. It

should be noted that this certification is limited to the backfilling of the tree area only and not

for the entire lot.

ADDENDUM

LIMITS OF INVESTIGATION

The recommendations made in this report are based on the assumption that the test results are representative of the overall subsurface conditions. However, it should be noted that even under optimum circumstances, actual conditions in some parts of the building site may differ from those said to exist, because no geotechnical engineer, no matter how qualified, and no subsurface exploration program, no matter how comprehensive, can reveal all that is hidden by earth, rock and time. The client should also be aware that our recommendations refer only to our test site locations and the ground level at the time of testing. The recommendations in this report are based on the following: - a) The information gained from our investigation. b) The present "state of the art" in testing and design. c) The building type and site treatment conveyed to us by the client. d) Historical Information Should the client or his agent have omitted to supply us with the correct relevant information, or make significant changes to the building type and/or building envelope, our report may not take responsibility for any consequences and we reserve the right to make an additional charge if more testing is necessary. Not withstanding the recommendations made in this report, we also recommend that whenever footings are close to any excavations or easements, that consideration should be given to deepening the footings. Unless otherwise stated in our commission, any dimensions or slope direction and magnitude should not be used for any building costing calculations and/or positioning. inspected and tested for the maximum depth of 800mm (for lots 525-528) and 1000mm (for lots

541-549) in compacted layers of 300mm throughout with the exception of the top layer which was

tested in a 100mm layer for lots 541-549 and 200mm layer for lots 525-528 at the site. The test

reports are herewith attached.

The subject site is located at Lloyd Estate (Stage 5), Wagga Wagga, NSW and includes lots 541-549

and lots 525-528. We inspected the exposed subgrade prior to the placement of the new fill to

ensure topsoil and unsuitable materials were removed and the exposed subgrade is properly proof

rolled. It was noted that 150mm of topsoil was removed across the site at the time of inspection.

We then witnessed proof rolling of the exposed medium plasticity sandy silty clay subgrade and no

soft or heaving areas were detected. We also witnessed proof rolling on the final fill layer and the

exposed fill was found to be firm and stable at the time of the inspection.

The medium plasticity sandy silty clay fill material was placed throughout the site. Eighteen In-situ

density tests carried out on the fill placement indicated relative compaction ranging from 98.5% to

102.5% standard. The result shows achievement of required density in accordance with the

specification requirements.

It is considered that the fill is deemed “controlled fill” across the site in accordance with AS 3798.

The controlled fill pad can then therefore be considered “suitable” to use as foundation/subgrade,

for which an allowable bearing pressure of 100kPa may be adopted.
