KEYNOTE SPEAKER
About Simon UptonSimon Upton is the Environment Director at the Organisation for Economic Co-operation and Development (OECD) and a former New Zealand Parliamentarian whose political career, included nine years as a Minister.
Between his retirement from political life in 2000 and taking up his present role at the OECD, Mr. Upton combined his chairmanship of the Round Table on Sustainable Development at the OECD with a variety or private sector roles in New Zealand.
Mr. Upton is a Fellow of the Royal New Zealand Society; and a Rhodes Scholar with degrees in English literature, music and law from the University of Auckland and an MLitt in political philosophy from Oxford University.

OUTstanding LandscapesProtecting our heritageAs with many parts of regional New Zealand, Te Tau Ihu largely depends on its natural resource base to sustain economic wellbeing. How can we retain what is outstanding about the top of the south, while balancing primary resource demand pressures and the tension this inevitably creates?
Providing a unique insight into key court decisions, Judge Jane Borthwick will examine the concept of what is an ‘outstanding’ landscape under s6(b) of the RMA, and the extent of the protection afforded by this section as a matter of national importance. Judge Borthwick will analyse recent decisions of the Courts in applying this section to determine trends and will debate whether it has been interpreted as intended.

About Judge BorthwickAppointed as Environment Judge in Novemeber 2008, Judge Borthwick, who has a BA (Hons) in Geography and LLB (Hons), was admitted to the bar in 1994. Judge Borthwick’s practice has recently focused on resource management with extensive involvement in water rights issues throughout Canterbury. She has also acted as a hearing commissioner for several marine farm and water right applications in Canterbury.
