10. Townships will contribute $20,000 per mile towa rd Fede ral/State aid projectsusing Surface Transportation Project funds requiring a local match.The only project requiring this Township cost share contributions are gravelroads being built for blacktop under Federal/State Aid system.(Never had a blacktop surface previously)"

PRELIMINARY PROCEDURE RELATIVE TO TOWNSHIP ROAD COMMISSIONPROJECTSTownships shall contact the Manager in writing, form ally requesting soi l borings, estimates,and township contracts. Fo r reconstruction projects, the Gladwin County Road Commissionrequires 12 to 18 months lead time to ge t the project surveyed, to complete prel iminaryengineering, permits and public hearings.Once a township makes a written request for the reconstruction of a roadway, the managerwill give a preliminary estimate. Upon receipt of the preliminary estimate; the townsh ip willrespond by a written commitment to proceed with prel iminary engineering and construction.At this point, after the written commitment, if a township changes its mind an d decides not toproceed with construction, the road comm ission will bill the township for the preliminaryengineering completed.The resolution was supported by Commissioner Pettit and carried by the following roll callvote.Yeas:

"Commissioner Edick moved to adopt the following: Resolution to adopt a GladwinCounty Road Commission cost-share program with Townships and others.WHEREAS, It is the responsibility of the Gladwin County Road Commission to establish acost share program for improvements within the county road system.NO W THERE, BE IT RESOLVED, that the Gladwin County Road Commission will adoptthe following program.

TYPE OF WORK1. Brine-Township Program(Township needs to request brine in advance)Brine - Private Program(Maximum times a road can be brinedin one season is 4 times. Also a minimumsegment of road brining is 1/ mile.

COST TO TOWNSHIP65% of actual cost$110.00 Single Pass$225.00 per mile$155.00 per!4 mile

Road Commission will only participate in 2 brinings per year. The Township wouldpay 100% for the 3 rd brining. Private Program: The road comm ission will onlyparticipate in 2 brinings. All extra brinings will be charged at a cost that includesall labor & equipment expense and material costs.

NOTE: "Private Program" means brine paid for by someone other than the township but
