THE TOP 10 LEADING CAUSES OF ROAD ACCIDENTS (GMA NEWS)
#2 Drunk Driving
#4 Inattentively Moving Backwards
#3 Lost Control
# 10 Bad Overtaking
# 9 Avoided Hitting Another Vehicle
# 8 Avoided Hitting a Pedestrian
#7 Mechanical Malfunction
#6 Bad Turning
#5 Lost Brakes
#1 Driver Error
The road can also contribute to the occurrence of an accident
• A road defect, such as incorrect super elevation, precipitates an accident directly.• Some visual element of the road
environment misleads a road user and induces a mistake leading to an accident.
• Road signs and markings fail to reinforce or interpret the road layout, leading to driver error and accident
• The road design encourages inappropriate behavior leading to accident.
ACCIDENT BLACKSPOTS
a place where road traffic accidents have historically been concentrated. It may have occurred for a variety of reasons, such as a sharp drop or corner in a straight road, so oncoming traffic is concealed, a hidden junction on a fast road, poor or concealed warning signs at a cross-roads.
Road traffic safety
refers to methods and measures for reducing the risk of a person using the road network being killed or seriously injured.
ORGANIZING LOCAL SAFETY WORK
Develop a local accident registration system; perform the necessary analysis in order to identify main local problems and develop the necessary action programme.
• Apply western engineering experience in terms of planning methods, design standards, road markings, methods of accident.
Road Safety Action Plans dealing with:
•Engineering Measures
•Police Enforcement
•Campaigns
ENGINEERING
Is a formal examination with a structured process and not a cursory review;
Is conducted independently, by professionals who are not currently involved in the project;
Is completed by a team of qualified professionals representing appropriate disciplines; and
Focuses solely on safety issues.
Road Safety Audit
RSAs can be performed at one or more stages of a new roadway project:
Planning, Draft design, Detail design, Traffic control device (TCD)
construction planning, and Construction.
Typical recommendations of RSA
Add or change turn lanes. Improve the design of acceleration or
deceleration lanes. Add illumination. Place median barriers at the site. Take greater consideration of the ability of
pedestrians to cross the street. Make improvements to super elevation. Make drainage improvements. Modify the roadway shoulders and lane
widths.
Signs
Regulatory signs control driving practices. They inform motorists of some traffic regulations or rules that they must obey
Warning signs, the purpose of these signs is to give drivers advance notice of a hazard or condition ahead that may require special action.
Guide signs. These signs are used to transmit information to drivers. Route markers and destination direction are two very common examples of guide signs
POLICE ENFORCEMENT
Officers are tasked with ensuring the safe movement of pedestrians, vehicles, and bicycles.
They are also tasked to implement traffic rules and give corresponding sanctions for a traffic violation.
CAMPAIGNS 1) to provide information about new or
modified laws; to improve knowledge and/or awareness
of new in-vehicle systems, risk, etc. and appropriate preventive behaviors;
to change underlying factors known to influence road-user behavior;
to modify problem behaviors or maintain safety-conscious behaviors;
to decrease the frequency and severity of accidents.
