Strategic Approach to International

Chemicals Management (SAICM)

Beyond 2020

SAICM is a policy framework to promote chemical safety

worldwide:

• Comprised of over 175 governments, about 90 NGOs and 10 IGOs

• Managed through the secretariat of UN Environment

The voluntary, multi-stakeholder initiative aims to achieve,

by 2020, the sound management of chemicals throughout

their life cycle.

Background: What is SAICM?

• Responsible Care® Global Charter

• Responsible Care practiced in 62 chemical associations around the world

• 2014 – ICCA updated Responsible Care Global Charter

• Global Product Strategy/Capacity Building

• More than 245 capacity building workshops in 45 countries since 2006

• Partnered with UN Environmental to help regions develop chemical and

water policies and management capacity

• Regulatory Tool Box to promote greater understanding of chemicals

assessment

Next Steps: ICCA Position on SAICM Beyond 2020

• ICCA remains committed to SAICM

• SAICM should continue to be a voluntary, multi-stakeholder, multi-sectoral

approach

• Industry needs to continually emphasize significant progress made to date

• SAICM should focus on the basics, e.g. data-sharing, and implementation of

the Globally Harmonized System (GHS) and Safety Data Sheets (SDS) to

constitute key elements of such basic schemes

• ICCA is committed to the “ending plastics waste alliance strategic

pillars/goals”

• ICCA recommends development of an international navigator on chemicals

safety information

Next Steps: SAICM Mandate Expires in 2020

SAICM Stakeholders are discussing a future SAICM 2.0.

Key industry issues under consideration include:

• Objectives and targets: What are the SAICM 2.0 goals, and

how will stakeholders (including industry) show progress?

• Financing: Who will pay for SAICM 2.0? Many stakeholders

want increased industry contributions.

• Waste: Is all waste included under SAICM 2.0?

• Issues of Global Concern: How are issues (e.g.,

nanotechnology, fluorochemistry) identified? What actions

are taken through SAICM? Binding treaty(ies)?

Next Steps

Negotiations on SAICM 2.0 and discussions about a

possible broader, “enabling framework” on chemicals

and waste will continue:

• October 2019: Meeting in Bangkok, Thailand

• Spring 2020: Meeting in Bucharest, Romania

Final Decision on Beyond 2020: ICCM5, October 2020 in

Bonn, Germany

• What are meaningful and measurable industry targets

and indicators for SAICM post-2020? What commitments

can we make that are both achievable and show

progress? In particular, what commitments can we make

regarding Responsible Care?

• What actions undertaken by governments, UN bodies,

etc., should be included in the targets and indicators?

• What indicators and targets would we NOT like to see

(e.g., regarding issues of concern, taxes on industry)

ICCA Advocacy Task Force Seeking Guidance

ICCA Advocacy Task Force also encourages you/your national

associations to get involved, by reaching out to your

government representatives to share information on:

• Specific tools and activities your companies and associations

are applying to contribute to the sound management of

chemicals and waste through Responsible Care and the Global

Product Strategy.

• What you need them to understand about the importance of

a multi-stakeholder framework in achieving these goals.
