I. Introduction
How the SDG challenges have influenced the national data production and dissemination strategies
• Providing importance in improving administrative data systems as posible source of data for the SDG indicators on various sectors, e.g., education, health, environment;
• Rationalizing conduct of surveys; harmonizing/prioritizing surveys which are sources of SDG indicators;
• Inclusion of a chapter on the SDGs in the Philippine Statistical Development Program (the NSDS versión of the Philippines)
• Fostering partnership with the private sector, especially data providers in the context of Big Data;
• Strengthening of civil registration;
• Raising awareness to the general public to increase understanding on the SDGs and emphasizing the clamour for studies related to SDGs

III. Emerging Issues/
Challenges
1. Given the numerous indicators initially identified for
the monitoring of the 17 Sustainable Development
Goals and 169 Targets, there is a great demand for
the availability of relevant, timely, disaggregated and
better quality statistics.
2. Need to improve administrative-based data to serve
as possible source of various data requirements in
the SDG framework
3. Need for optimal use of information technology for
wider utilization and improved dissemination of the
SDG indicators
4. Lack of mechanism/capability to collect data at the
local level
26
5. Need to capture data from programs and projects
implemented by the private sector
6. Need for technical and financial support to be able
to monitor the numerous indicators in SDGs and
address data gaps
7. Need to ensure that data collected are processed
8. Need to capacitate and equip personnel in the
bureaucracy, local government units and other private
institutions in generating data to conform to statistical
standards and methodology
9. Need for clarification/guidance/clearer metadata on the
conceptual and operational definition of some of the
global SDG indicators
III. Emerging Issues/
Challenges
27
10. Need to improve access to data (e.g.“Open data”)
11. Need to strengthen coordination mechanisms – Legal Frameworks – Coordination (National, Sub-regional, Regional, Global) – Partnerships (NGOs/CSOs, Academia, Professional associations and
networks, Private sector, Media, PARIS21 and Global Partnership on Sustainable Development Data)
12. Need to improve citizen involvement – Through civil society – Through voice in congress– representation of marginalized/minority groups
(e.g., farmers) – Bottom Up Budgeting – Ambition 2040 ( nationwide survey of the planning ministry to ask citizens
their personal ambitions by 2040) – Regional statistics committees as venue for discussion at the local level – Through Academia – Through national commissions(Youth, Indigenous Peoples, Overseas
Filipinos, Muslim Filipinos, Persons with disability)
III. Emerging Issues/
Challenges
28
IV. Next Steps
1. Adoption of the 2013 Master Sample designed to generate
reliable estimates at the provincial level.
2. Development of methodology for generating
multidimensional poverty index (MPI)
3. Assessment of the pilot survey on evidence and data on
gender equality (EDGE) – measuring asset, and ownership
from a gender perspective.
4. Exploring the possibility of generating maternal mortality
rate from other data sources, e.g., Civil registration
5. Improving administrative-based data systems to serve as
possible source of various data requirements in the SDG
framework (e.g. Conduct of a Seminar on Administrative
Data)
29
6. Exploring the possibility of using data from third party
sources for some of the SDG indicators that are not
available from existing data collection systems
7. Exploring the use of Big Data to address the huge increase
in the quantity of data that needs to be generated, data
gaps and disaggregation variables (e.g. PSA-ITU Project
on “Big Data for Measuring the Information Society”)
8. Exploring the use of tablets/CAPI to improve data
collection, e.g., conduct of pilot test using tablets in the
Labor Force Survey (LFS).
9. Exploring the use of statistical techniques such as small
area estimation to generate lower-level data
IV. Next Steps
30
10. Strengthen the Statistical Survey Review and Clearance
System (SSRCS) so that all government-funded surveys
(including admin-based data collection) adopt statistical
standards to ensure high quality data
11. Conduct of a pilot Time Use Survey to generate indicators
on unpaid work
12. Designation of SDG Focal Points in data source agencies
13. Use of the PARIS 21 Advanced Data Planning Tool (ADAPT)
as defined by the national development plan. The tool is
aimed at target countries trying to meet the demands of
global agencies monitoring the SDGs and put these in
context with their own national priorities.
14. Finalization of metadata for the Tier 1 National SDG
indicators and consultation with the relevant
agencies/IACs/TCs
IV. Next Steps
31
15. Assessment of national SDG indicators at the subnational level and training/capacity building of PSA regional offices for the monitoring of SDGs at the local level
16. Hosting of the 2017 International Conference on SDGs
(ICSDGS) – October 4-6, 2017
17. Hosting of the 7th Session of the ASEAN Community
Statistical System (ACSS) Committee in line with the
Chairmanship of the Philippines for the 50th Founding
Anniversary of the Association of Southeast Asian
Nations (ASEAN) – October 11-13, 2017
