STREET LIGHTING
1 GENERAL
1.1 SCOPE
This Specification sets out the requirements for the supply of materials, installation and commissioning of street lighting which are NOT to be maintained by the local Energy Authority (EA).
1.2 STRUCTURE OF THE SPECIFICATION
This Specification includes a series of annexures that detail additional requirements.

The method of measurement and payment is detailed in Annexure R151/B.
1.2.3 Schedule of Identified Records
The records listed in Annexure R151/C are Identified Records for the purposes of Specification RMS Q Annexure Q/E.
1.2.4 Planning Documents
In all cases where this Specification refers to the manufacturer’s recommendations, these must be included in the PROJECT QUALITY PLAN.
1.2.5 Referenced Documents
Unless specified otherwise or is specifically supplied by the Principal, the applicable issue of a referenced document, must be the issue current at the date one week before the closing date for tenders or, where no issue is current at that date, the most recent issue.
Standards, specifications and test methods are referred to in abbreviated form (e.g. AS 1214). For convenience, the full titles are given in Annexure R151/M.
1.3 DEFINITIONS AND ACRONYMS
The terms “you” and “your” mean “the Contractor” and “the Contractor’s” respectively.

2 MATERIALS
2.1 CONDUITS
Conduits and conduit fittings for all cabling must be orange colour heavy duty rigid PVC conforming to AS/NZS 2053.2 with solvent welded joints. All the conduits must be of the sizes shown on the Drawings.
2.2 CABLE PITS
Cable pits must be Australian Power Products, or approved equivalent, injection moulded plastic with reinforced concrete lids with the word “ELECTRICITY” impressed on the lid.
Cable pits incorporated with the lighting column plinths must be Type P2 VIPIT; all other cable pits must be Type P4 VIPIT.
2.3 CONTROL CABINETS
2.3.1 Structure
Manufacture the control cabinet structure in accordance with the details on the Drawings.
2.3.2 Supply Switchboard and Electrical Details
Within the control cabinet, locate the Energy Authority (EA)’s meters, links and fuses behind one door, and the Principal's circuit breakers and control panel behind the other door.
Supply and install the Principal’s control panel complete with all necessary equipment, fittings, components and cabling to suit the street lighting system.
Switchboard electrical details must be as shown on the Drawings.
Balance the load, as far as possible, between the individual phases of the supply.
Install moulded case de-ion type circuit breakers, to suit the fault level of the supply, for the protection of all circuits. Use three single phase circuit breakers for the protection of each three phase street lighting circuit. The above arrangement for circuit protection differs from the requirements of AS/NZS 3000, but may be used where it is acceptable to the EA in accordance with the guidelines provided by that EA.
Mount a photo-electric daylight switch to control the street lighting within the control cabinet, behind a clear window. The daylight switch must be of the twist lock, plug-in, heavy duty type with NEMA plug-in contacts and must be of weatherproof construction.
Fully insulate and support all busbars and cables within the boards to withstand the maximum fault level on the system.

All bolts, screws, hinges, etc used in assembling the equipment or fixing it in place must be hot-dip galvanized in accordance with the requirements of AS 1214 and AS/NZS 4680 as appropriate or made from corrosion resistant material.
Lay out all equipment on the boards in a logical and symmetrical manner with adequate spacing between components, and clearly and neatly label all components in a permanent manner. Use only labels that are fixed using screws or drive screws. Do not use self-adhesive or adhesive fixed labels.
Mount a metal framed holder with perspex cover on the rear of the door of the section of the cabinet containing the Principal's circuit breakers. The holder must contain a schedule showing the number of each circuit, cable size, circuit breaker rating, phase and load.
2.4 CABLING
Cables must be 0.6/1 kV, PVC insulated and sheathed, copper core cables. 450/750 volt, PVC insulated and sheathed, copper core cables may be used where 0.6/1 kV are not available.
Cables must be single core and must have stranded copper conductors. The minimum size of any conductor must be 6 mm2.
Cables must be of adequate size for the application in which they are used, from both current and voltage drop considerations.
All cables must have type V75 or V90 insulation.
Where the standard colour range permits, the cable insulation colour must be as follows:
Three phase circuits Active: Red, White, Blue
Neutral: Black
Single phase circuits Active: Red
Neutral: Black
Switch wire: White
Earth conductors Green and Yellow
Fit cables connecting to stud type terminals with crimp lugs having colour coded insulated shanks wherever size permits. Otherwise, fit these cables with plain crimp lugs which must be colour coded shrink tube insulated over the shanks.
You may leave any cables connecting to clamp-type terminals plain, provided that the clamp can be firmly tightened on the core strands. Otherwise, fit these cables with suitable colour coded insulated shank, pin-type crimp lugs.
2.5 LIGHTING COLUMNS
2.5.1 Columns
Lighting columns must be of the types, heights and outreaches as shown on the Drawings and must conform to the requirements of Specification RMS 3851. Do not use directly buried lighting columns without a written approval from the Principal.

2.5.2 Luminaires
Luminaires must be suitable for use with high pressure sodium vapour discharge lamps of the wattages shown on the Drawings and must conform to the requirements of Annexure R151/E.
2.5.3 Lamps
The lamps must be high pressure sodium vapour discharge lamps of the wattage shown on the Drawings and must comply with the relevant standards and Annexure R151/E.
The lamps must be suitable for use in the type of luminaire installed and must have a guaranteed life of not less than 500 hours.
2.5.4 Lamp Control Gear Units
Lamp control gear units must be suitable for use with high pressure sodium vapour discharge lamps of the wattages shown on the Drawings and must conform to the requirements of Annexure R151/F.
2.5.5 Disconnect Plug Receptacles
Disconnect plug receptacles must be as shown on the Drawings. Protect the receptacle base by hot-dip galvanizing in accordance with AS/NZS 4680.
2.5.6 Plug and Flex Assemblies
Plug and flex assemblies must be as shown on Model Drawing EM083.
2.6 ANCHOR BOLTS
2.6.1 Anchor Bolts for Lighting Columns
Fabricate the anchor bolt assemblies for lighting columns in accordance with the Drawings. All welding must be Category GP in accordance with AS/NZS 1554.1.
Hot-dip galvanize the anchor bolt assemblies in accordance with AS/NZS 4680 to provide a minimum thickness of 100 microns and a bright finished appearance free from all galvanizing defects. Prior to galvanizing, prepare and pretreat the surface to Class Sa 2½ in accordance with AS 1627.1 and AS 1627.4.
2.6.2 Anchor Bolts for Control Cabinets
Anchor bolts for control cabinet plinths must be as shown on the Drawings.
Galvanize all bolts, nuts and washers in accordance with AS 1214.
3 PLINTHS FOR CONTROL CABINETS AND LIGHT COLUMNS Construct concrete plinths at the locations for light columns shown on the Drawings and adjacent to the power supply points at the locations for control cabinets shown on the Drawings.
At light column locations on fills, widen the fill locally as necessary to support the plinth. After excavation, the pit must be neat and free of loose material. Dispose of any surplus excavated material in a manner and at locations acceptable to the Principal.

Formwork and concrete for plinths must comply with Annexure R53/E in Specification RMS R53. Accurately place the anchor bolt assembly and support it firmly within the forms.
The Hold Point in RMS R53 applies.
Finish exposed surfaces of the concrete with a wooden float and neatly round all exposed edges to a 5 mm radius.
4 INSTALLATION
4.1 GENERAL
Construct the street lighting works in accordance with AS/NZS 3000 Wiring Rules and the Service, and the Installation Rules of the EA.
Provide all necessary notices, pay all fees and charges, and arrange for all inspections and tests required by the EA.
4.2 POWER SUPPLY
The Principal will arrange for the EA to provide power to a point adjacent to the control cabinet locations shown on the Drawings. Give notice in writing to the Principal of at least three months, in advance of when you require the installation of the power supply points.
Supply and install a pole suitable for the connection of the EA’s service line.
Supply and install an underground consumer’s mains from the street lighting supply and control cabinet to the pole. The consumer’s mains must run inside their own conduits without any other circuits. Run the consumers mains up the pole leaving sufficient length for the EA to connect them to their service lines.
Allow for the pole to be located within 10 metres of the cabinet. Install the pole at the final location determined on Site by the EA.
Obtain from the EA details of the voltages and the prospective fault levels of the supply and any particular installation requirements, and provide for these in the Works.
4.3 EARTHING
Provide earthing to meet the requirements of the EA.
Earth electrodes must be made of solid hard drawn copper rod of not less than 12 mm diameter.
Earth all exposed metal associated with the electrical installation including all metal fittings whether these are in an earthed situation or not.
4.4 LAYING OF CONDUIT
Install the conduits after earthworks have been completed to subgrade level.

Installation of the conduits must be in accordance with Model Drawing EM828, unless shown otherwise on other drawings. Where the conduits run beneath a road, provide a minimum cover of 500 mm from the top of the conduits to the underside of the pavement; in all other areas, provide a cover of 500 mm to finished surface level.
Road crossings, where required, must be at right angles to the road centre line. Lay the conduit on a straight grade and line, in a trench not more than 300 mm wide and on a bed of compacted sand of 50 mm minimum thickness. Compact backfill over the conduit so that the relative compaction as determined by Test Method RMS T166 is not less than 100%.
Provide polypropylene draw-in rope consisting of one continuous length of not less then 4 mm diameter in all electrical conduits, but not conduits used for drainage.
4.5 CABLE JOINTING PITS
Provide cable pits at changes in direction, on long straight runs exceeding 95 m, at each end of conduit crossings of roads, and at other locations shown on the Drawings.
Install all cable pits firmly in the ground with the top flush with the finished surface on a drainage bed of 5 mm nominal size screened aggregate of minimum thickness 150 mm. Waterproof all conduit connections to cable pits by bitumastic sealant or other method authorised by the Principal.
4.6 CONTROL CABINETS
Install control cabinets on concrete plinths adjacent to the power supply points as detailed on Model Drawing EM804 and at the locations shown on the Drawings.
Connect the control cabinet to the power supply point and install all necessary meters, links, fuses, etc in accordance with the EA’s requirements.
4.7 CABLING
Supply and install cabling as shown on the Drawings and Figures.
Twisted, kinked, knotted or crossed-over cables are not permitted in any enclosure. Allow adequate slack at all equipment terminations, wiring boxes or accessories to facilitate ready servicing.
Bind together slack cables at the rear of switchboards into a neat loom, clear of the bottom of the switchboard.
Joint connections to the cables are permitted only at cable pits. Use only “Scotchcast Electrical Jointing Kit” resin joint kits or “Sicame Multitap Submersible Pit Connectors MUCI3/650” for splicing the cables. Use of these products must be strictly in accordance with the manufacturer’s recommendations. Take special care to prevent ingress of moisture inside the joints. Use a separate epoxy joint or connector for each cable.
Run a 6 mm2 insulated and sheathed SDI cables between the street lighting circuit cables in the cable pits, located in the plinths, and the disconnect receptacles in the base of the light columns. Do not loop the street lighting circuit cables in and out of the plug receptacles.
Parallelling of conductors is not permitted unless authorised specifically by the Principal.
At each cable pit, provide a loop of slack cable not less than 450 mm diameter for all cables.

4.8 ERECTION OF LIGHTING COLUMNS
4.8.1 General
Erect the lighting columns on the concrete plinths and install and connect the electrical equipment in accordance with the details shown on the Drawings and Annexures R151/E and R151/F.
After assembly of the outreach and the column but prior to erection, tighten the connection between them by pulling together tightly the outreach and column using a winch (e.g. Tirfor) as recommended by the column manufacturer, to prevent rotation of the outreach under wind loads.
For columns with heights exceeding 15.0 m, position these columns so that when they are being lowered for servicing, no part of the column will enter into the traffic lane space or cause an obstruction to traffic flow.
4.8.2 Location of Aperture
For single outreach type columns, after erection, the aperture must be located on the left hand side of the column, when viewed from the position of the column in the direction of the extremity of the outreach (so that a worker standing in front of the aperture would be facing the oncoming traffic).
For double outreach type columns, the aperture must be located on the side of the column parallel to the plane of the outreaches.
4.8.3 Disconnect Plug Receptacle
Mount and attach firmly the “disconnect plug receptacle” base to the unthreaded end of the pipe (60.3 mm x 3.6 mm wall thickness) projecting vertically through the concrete plinth.
4.8.4 Adjustment for Verticality
Adjust the lighting column to its true vertical alignment (± 0.5 degree) on the concrete plinths by means of the levelling nuts under the mounting base and then secure it tightly in place by means of the nuts on top of the mounting base.
4.8.5 Provision for Drainage
Provide a 20 mm diameter plastic conduit under the mounting base for drainage as shown on Model Drawing EM827.
Completely fill the gap under the mounting base with cement mortar and neatly chamfer exposed edges.
4.8.6 Lamp Control Gear Unit
Mount the lamp control gear unit (or, in the case of integral heads, the tray without the control gear) on and securely fix to the mounting straps. Clip it over the top mounting strap and bolt it to the bottom mounting strap through the 10 mm hole provided in the strap. Alternative methods of mounting may be authorised by the Principal, provided the alternative mounting facilities have been incorporated in the lighting columns.
Irrespective of whether the luminaire is integral or remote, the column must have a control gear tray at the base.

Clamp the plug and flex assembly to the bottom of the control gear tray and install so that there is no slack present in the lead. Do not use cable ties for clamping.
4.8.7 Luminaire
Connect the luminaire to the lamp control gear unit with 2.5 mm2 twin and earth TPS cable running inside the column. End mount the luminaire on to the lighting spigot on the column, securely locked in position and weatherproofed at the point of entry of the spigot.
The alignment of the luminaire with respect to the road surface must be parallel to the grade of the road.
Fit the specified lamp into the luminaire.
Fully earth the luminaire, column and equipment as specified in Clause 4.3.
4.9 COMMISSIONING AND TESTING
On completion of each section of street lighting, test and commission the street lighting circuits and associated control equipment
All work is subject to inspection by the EA to determine its acceptability. Provide evidence of a satisfactory inspection by the EA to the Principal on completion of the commissioning and testing. A satisfactory inspection by the EA is not to be considered as compliance with the Contract. All work is subject to inspection by the Principal to assess its compliance with the Contract.
Each defect noted by the EA or the Principal during the inspections and tests constitute a “Nonconformity” under the Contract.

The unit of measurement is the “cubic metre”, measured as bank volume of excavation in all types of material.
The volume is determined by multiplying the actual length of the trench, by the design depth of the trench, by the minimum trench width as shown on the Drawings, unless approved otherwise by the Principal.
The rate includes excavation, sand bedding, backfilling and disposal of all surplus material. No further payment will be made under RMS R44 for the disposal off site of any surplus material.

ANNEXURE R151/E – LUMINAIRES AND STREET LIGHTING LAMPS This Annexure covers the supply of street lighting luminaries and associated lamps.
E1 LUMINAIRES
Luminaires must be specifically designed for street lighting use and meet the requirements of AS 1158.6. They must be suitable for use on a 240 V, 50 Hz AC supply, for mounting on street lighting columns.
Luminaires must be capable of withstanding severe weather conditions accentuated by the corrosive effects of marine salts carried by wind and spray near salt water and by industrially contaminated atmosphere.
Luminaires installed in the metropolitan area may have an integral control gear. Luminaires installed outside the metropolitan area must have the control gear fitted in the base of the lighting columns. Variations to this are subject to approval from the Principal.
For the purposes of this Annexure, the metropolitan area is defined as follows: the contained area including, and bounded in the north by Hornsby, north-west by Windsor, west by Penrith, south-west by Campbelltown and south by Sutherland.
Luminaries must be designed for slip-on end mounting on to 40 mm nominal OD pipe spigot on the light column. Provide means to securely lock them in position on the spigot and for weatherproofing at the point of entry. The mounting must permit the supply wiring to be carried through the spigot.
E2 STREET LIGHTING LAMPS
Street lighting lamps supplied must be high pressure sodium (SON) lamps, of twin arc tube construction, and of the wattages specified, unless approved otherwise by the Principal. The twin arc tube high pressure sodium lamps must have a minimum output as shown in Table R151/E.1.

ANNEXURE R151/F – CONTROL UNIT FOR HIGH PRESSURE SODIUM (SON) LAMPS
F1 GENERAL
This Annexure covers the supply of control units for use with high pressure sodium lamps for street lighting.
The control unit must be suitable for use with high pressure sodium (SON) lamps of the wattages specified, and must include the “Active Reactor” controller (or approved equivalent). If remote, the unit must be mounted within the base section of the lighting column, which may support one or two lamps and the unit must be available in two forms, for controlling either one or two lamps of the above type and rating.
F2 MOUNTING OF CONTROL UNIT
The following requirements apply to:
(a) remote mounted control units; or
(b) in the case of integral heads, the tray without the control gear.
Install the control unit within the base section of lighting column on 25 mm x 3 mm mild steel straps welded horizontally to the inside wall of the standard. The vertical spacing between strap horizontal centre lines must be 585 mm for “single lamp” poles and 685 mm for “two lamp” poles. Provide, at the centre of the lower strap, a 10 mm diameter clearance hole for the use of a mounting stud.
Provide access to the unit via an aperture (with lift off door) 150 mm wide by 570 mm high for single lamp poles and 670 mm high for two lamp poles. Attach mounting straps symmetrically about the aperture and on the opposite side of the standard.
Mount the control unit on and securely fix to the mounting straps. It must clip over the top mounting strap and be bolted to the bottom mounting strap through the 10 mm hole provided in the strap. Space prohibits the insertion from the rear of bolts through the mounting straps.
F3 SIZE
The maximum dimensions of the complete control unit, including cover but excluding mounting facilities, must not exceed:
(a) 115 mm (wide) x 135 mm (high) x 570 mm for single lamp unit; and
(b) 115 mm (wide) x 135 mm (high) x 670 mm for double lamp unit.
Dimensions over mounting feet or panel extensions for securing the unit on the pole straps must be 610 mm and 710 mm for (a) and (b) respectively.

F4 CONTROL EQUIPMENT FOR REMOTE GEAR
The control unit must be rated for 240 volts, 50 hertz AC single phase operation. The complete assembly must be comply with AS/NZS 3000 and the Service and Installation Rules of the EA and must be supplied fully assembled and wired ready for installation.
All components must be mounted on the front face with minimum projection to the rear of mounting screws, etc.
The control unit must include the following key components.

F4.1 Choke
The choke must be suitable for the type and rating of lamp shown on the Drawings.
Chokes must be of the varnish impregnated type conforming to AS/NZS 60922.
Tapings for supply voltages other than 240 volts are not necessary.
Chokes must be mounted with their terminals facing downwards to minimise failure due to the settlement of condensed moisture. Chokes must be clearly and indelibly marked with the appropriate lamp type, ratings and voltage and with the type number and maker’s name.
Chokes must be such that they will pass the following tests.
(a) The insulation resistance between live parts and frame must not be less than 2 MΩ when measured with a 500 volt DC electronic insulation test set;
(b) The insulation must withstand the application of 1500 volts AC for one minute between live parts and frame;
(c) The temperature rise of windings must not exceed 25°C as measured by change of resistance, when operating continuously in still air at the designed load;
(d) When operating under normal conditions, no appreciable noise will be produced;
(e) Power loss in the choke or transformer must be less than 10% of the connected lamp load;
(f) The ratio of ballast short-circuit current to the nominal current must not exceed 1.8 for lamp wattages greater than 100 W and 2.0 for lamp wattages less than or equal to 100 W;

(g) The ballast must be protected (e.g. by means of a suitable steel case) against magnetic influence in such a way that its ratio of voltage to current for the calibration current is not changed by more than 0.2% when a 12.5 mm thick plate or ordinary mild steel is placed 25 mm from any face of the ballast.
F4.2 Power Factor Correction Capacitor
The power factor correction capacitor must comply with the provisions of AS/NZS 61048, AS/NZS 61049 and AS/NZS 61050 and must be of the compound filled type designed for a maximum operating temperature of not less than 70°C. When operating under service conditions in an ambient temperature of 35°C, the actual temperature of the capacitor must not exceed 60°C.
Capacitors must be provided with 24/0.2 mm flexible leads where possible, passing through bushes of neoprene or similar material and making direct connection with the capacitor elements.
Cases must be clearly and indelibly marked with the rating and voltage and with the maker’s name and type.
The capacitors used must produce a correct power factor of 0.9 minimum at the specified lamp wattage. However in the case of double lamp applications where panel size is limited, a lower power factor correction may be considered.
F4.3 Ignition Device
A suitable type of lamp ignition device must be provided.
F4.4 Fuses or Circuit Breakers
A 250 volt porcelain or plastic, front connected fuse or fuses (Federal size or similar manufacture) must be fitted. A 10 amp rewireable element must be provided for single lamp units, and a 2 x 10 amp rewireable elements for double lamp units.
Where circuit breakers are used, they must be of the miniature DIN rail mounted type. A 10 amp circuit breaker must be provided for single lamp units and a 2 x 10 amp circuit breakers for double lamp units.
The fuse must be so mounted that it can be easily and conveniently inspected or rewired without the need to remove the insulating cover. The fuse must comply with AS 3135.
F4.5 Cable Clamp Device
The cable clamp must be of insulating materials and must form a tortuous path for the cable. It must preferably be located at the lower part of the control unit. On single lamp units, the clamp must be capable of clamping a 3 core 32/0.2 mm PVC insulated and sheathed flexible cable of overall diameter 10 mm. On double lamp units, it must be capable of clamping a 3 core 30/0.25 mm PVC insulated and sheathed flexible cable of overall diameter 12 mm.
The clamping of the plug and incoming end of the plug and flexible cable assembly must be sufficiently tight to ensure that if the lamp standard is dislodged by a vehicle, the plug will be withdrawn from the receptacle attached to the pole mounting plinth, without breaking the cable.
F4.6 Interconnecting Cables
All interconnecting cables must be 250 volt grade PVC insulated, 7/0.50 mm on single lamp units and 7/0.67 mm on double lamp units. Solderless lugs must be used throughout.

F4.7 Earthing Terminals
The earthing terminals, to which all equipment on the control unit is to be effectively earthed, must comply with AS/NZS 3000 and AS 3100.
F4.8 Insulating Cover
A transparent insulating cover must be provided over the unit if the unit contains live terminals, which can be touched by the standard test finger.
The cover must have a minimum of 30 mm overlap to shield all exposed terminals. The fuse must be capable of being removed without removing the cover. The cover must be made from thick clear rigid Perspex, or similar materials of a minimum 1.5 mm thickness. All holes, if any, must be jig drilled to ensure interchangeability. All rough edges must be smoothed over.
F4.9 Terminal Block
A terminal block for the connection of the incoming wiring must be provided just above the cable clamp device. It must have two tunnel type terminals and be constructed so that the clamping screws do not clamp directly onto the cable. The two terminals must be clearly marked to indicate active and neutral.
The points to which the lamp centre and lamp thread are to be connected must be clearly indicated on the unit. A suitable earth stud or terminal must be provided.
BP connectors will not be accepted.
F4.10 Blocking Inductor
Where required by the EA, a blocking inductor to suit audio frequency switching systems must be installed.
F5 PROTECTION
When installed, the complete control unit is required to withstand a humid and salt laden atmosphere. Therefore all equipment must be protected against corrosion. All ferrous components must be hot-dip galvanized. A drip shield must be provided near the top of the tray to prevent condensation dripping onto the equipment.
F6 INSPECTION AND TESTS
The Supplier/Manufacturer must, during and on completion of manufacture, carry out all necessary inspection and tests to ensure that the equipment complies with these requirements. A certified copy of the inspection and test results and records must be supplied together with the equipment.
The Principal may carry out an inspection of the equipment after delivery to site. The inspection will include a check of the manufacturer’s quality records and inspection and test results, and an examination of the goods for the quality of materials, the finish, workmanship, dimensions and general arrangements of wiring and components, including accessibility and safety of terminals and connections.
Verification tests including Insulation Resistance tests and a High Voltage Tests may be performed on the supplied equipment and selected components of the equipment such as capacitors, chokes and transformers.
