The 1033 Program was created in 1997 to transfer excess military equipment to civilian law enforcement agencies.
Most common item is ammunition. Other popular items are cold weather clothing, office equipment, sandbags, flashlights, & medical supplies.
Program also offers armored vehicles, firearms, “grenade launchers”, watercraft, and aircraft.

All Equipment must be utilized within one year or returned.
Increased criticism of the 1033 Program since the civil unrest in Ferguson, Missouri.
Some police departments had obtained equipment that would never be utilized against a civilian population.
All equipment obtained though the program is obtainable on the open market by civilians.

The cause of civil unrest in Ferguson and other cities in 2014 was identified as “rifts in the relationships between local police and the communities they protect and serve”.
In December of 2014 President Obama formed the Task Force on 21st Century Policing and gave them 90 days to identify best policing practices and offer recommendations on how those practices can promote effective crime reduction while building public trust.

MCOLES 302 funding has been greatly reduced over the last 15 years
Economic downturn caused great reductions in City and Township revenues.
Chiefs report that one of the first areas of their budget that was cut was training.
