The 1033 Program was created in 1997 to transfer excess military equipment to civilian law enforcement agencies.

Most common item is ammunition. Other popular items are cold weather clothing, office equipment, sandbags, flashlights, & medical supplies.

Program also offers armored vehicles, firearms, “grenade launchers”, watercraft, and aircraft.

All Equipment must be utilized within one year or returned.

Increased criticism of the 1033 Program since the civil unrest in Ferguson, Missouri.

Some police departments had obtained equipment that would never be utilized against a civilian population.

All equipment obtained though the program is obtainable on the open market by civilians.

The cause of civil unrest in Ferguson and other cities in 2014 was identified as “rifts in the relationships between local police and the communities they protect and serve”.

In December of 2014 President Obama formed the Task Force on 21st Century Policing and gave them 90 days to identify best policing practices and offer recommendations on how those practices can promote effective crime reduction while building public trust.

In May of 2015 the task force recommendations released, each with action items organized around six main topic areas or “pillars:” 1. Building Trust and Legitimacy 2. Policy and Oversight 3. Technology and Social Media 4. Community Policing and Crime Reduction 5. Officer Training and Education 6. Officer Safety and Wellness

At least have general familiarity with this report and it’s recommendations as many future grants and funding opportunities will be for programs that follow or embody the best practices detailed.

Examples of wording from the report: 1.8.4 Action item: Discretionary federal

funding for law enforcement programs could be influenced by that department’s efforts to improve their diversity and cultural and linguistic responsiveness.

Examples continued: 2.14 Recommendation: The U.S. Department

of Justice, through the Office of Community Oriented Policing Services and Office of Justice Programs, should provide technical assistance and incentive funding to jurisdictions with small police agencies that take steps towards shared services, regional training, and consolidation.

Michigan Civil Rights Initiative of 2006 AKA Prop 2 Ever heard of it? (Public employers) “… shall not discriminate

against, or grant preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin…”

Some ideas… Don’t require MCOLES certification as

a prerequisite? Everyone is a recruiter Community involvement & legitimacy Traditional groups may not represent

those you seek Think young – it’s a different game

MCOLES 302 funding has been greatly reduced over the last 15 years

Economic downturn caused great reductions in City and Township revenues.

Chiefs report that one of the first areas of their budget that was cut was training.

At the time that most Townships are doing more with less, or less with less, the need to know the latest innovations, advancements, equipment, and efficiencies is more important than ever.

Chiefs Need Professional Development Too!

22

Solutions Establish Chief’s own budget line item.

Chief should not have appearance of taking training funds from his/her subordinates

Demonstrates that Township recognizes that professional development of chief is a priority.

Additional rescission of $458 in FY 2016 budget With $1.2 billion rescission the Department of

Justice has deferred equitable payments. Cuts threaten participation in Federal Task Forces

by local officers MACP urges local municipalities not to withdraw

officers at this time

Provides agencies a recognition of excellence, accountability and an opportunity to receive insurance discounts in relation to such an achievement.

Accreditation acknowledges the implementation of written directives that are conceptually sound and operationally effective.

If we don’t set the minimum standards our police departments strive for we risk some other entity doing it for (to) us!
