Dear Readers,
Conscious of our local and international responsibilities in the area of rockets and missiles, we continue to contribute to the development ofour defence industry as a company dedicated to the development of indigenous and strategic technologies.
One of the basic drivers determining the economic and political strength of countries, the defence industry must continuously evolve, innovateand modernise.
In keeping with these requirements, we aim to not only meet the requirements of the Turkish Armed Forces as per our raison d’étre, but alsostrive to market internationally under intensive campaigns all of our state-of-the-art precision systems currently in production or underdevelopment.
Our strategy at Roketsan is to increase our influence with new markets and new products. And we are delighted to see the positive results ofall these efforts. Our partnerships and joint ventures established with the leading companies of the world are rapidly expanding in scope as aresult of cooperation agreements signed during recent international exhibitions.
We have successfully completed the tests of the TEBER laser precision guidance kit, developed with Roketsan resources. Significant successhas been achieved with our smart micro munition tested on local UAVs. Since receiving our first European Union Framework Programmefor Research and Innovation, we are excited to be able to find new outlets into the field of science.
We will continue our efforts with the aim of increasing our technological and commercial achievements in a multitude of varying local andinternational projects, without relying on a single source or product.

Dear Readers,
Celebrating the 28th Anniversary of Roketsan, we meet once again through the latest issue of our Roketsan magazine sharing many wonderful news.
Working from the vision set forth at the establishment of Roketsan 28 years ago, we have provided the Turkish Armed Forces with numerousindigenous weapons systems to date. Our production infrastructure molded with our intellectual capital made up of a determined, successdriven and patriotic work force, is our greatest asset in the accomplishment of local and international programmes. It is also our goal at
Roketsan to detail the future of the company into the next 20 years.
Roketsan has been awarded the first European Union Research and Innovation Programme. The EIROS project, supported under the ‘Horizon2020’ Framework Programme, will see us participating as the 4th largest budget partner. Covering the areas of Nanotechnology, Advanced
Materials, Biotechnology and Advanced Manufacturing and Processing (NMBP) under the Horizon 2020 Framework Programme, this budgetis the largest ever received in Turkey in those areas, under a single project.
We have successfully tested the TRG-122 prototype, a guided version of the 122mm artillery rocket, which has been in production fordomestic and international markets for over 20 years.
Unmanned air vehicles (UAV) are becoming an integral part of warfare today and there is growing demand to weaponise UAVs in addition tosurveillance and reconnaissance functions. In this context we have successfully completed firing tests of the Laser Guided Smart Micro
Munition (MAM-L), which is compatible with UAV payload limitations, for use against armored targets.
We are updating our export targets by focusing on maintaining and increasing the level of our recent successes in exports. We areconcentrating on more extensive marketing activities on a global scale in a move to increase our share of the international market.
With a proven track record in the quality of our products, design and service capabilities in the Gulf Region and the Middle East, Roketsan isnow applying this experience to extend its markets from the American continent to the Far East, from South Africa to Northern Europe.
International exhibitions around the world witness Roketsan concluding many cooperation agreements in a move to further strengthen ourglobal presence.
At the ILA Berlin Air Show, a cooperation agreement has been finalised with MBDA Deutschland for the joint manufacturing of the CİRİTMissile and integration on Tiger Helicopters. At Eurosatory in France, we signed an agreement with Junghans to develop fuse systems for the
global market as well as the integration of our CİRİT Missile on Airbus Helicopters, a further indication of our endeavors into the global arena.
Under the 17th International Awards Programme ‘For Women in Science’ realised by L’Oréal, six young woman scientists have beenrecognised in the Life Sciences and Material Sciences areas. Assoc. Prof. Dr. Bilge DEMİRKÖZ, a member of the Roketsan Sectoral Working
Group, was one of those recognised. We are delighted for Assoc. Prof. Dr. DEMİRKÖZ and wish her further success.
I would like extend my warmest regards on behalf of the entire workforce of Roketsan who are committed to extend their experiences to ahigher level with each passing day.

Dear Readers,
Welcome to the second edition of our magazine, and the summer!
In this issue we will be introducing TEBER, the Laser Precision Guidance Kit developed by Roketsan with own resources.
Our continuously increasing workload also reflects an increase in our R&D and innovation investments. At the SingaporeAirshow held in February, Roketsan was the sole representative of Turkey. We continue to actively introduce new systems andproducts to the international audience through leading organisations like DSA in Malaysia, SOFEX in Jordan, ILA inGermany, KADEX in Kazakhstan, FIDAE in Chile, DIMDEX in Qatar and EUROSATORY in France.
During the Bursa Science Festival held in May, we organised a Space Workshop to closely acquaint children and young peoplewith science and technology.
We are also proud of our Roketsan sectoral working group member for her award in the 'For Women in Science' Programme.

Guidance kits, designed underTEBER project, will becompatible with both the MK-81
and the MK-82 bombs. To be effectiveagainst both fixed and mobile targetsmoving at high speeds thanks to itsinertial measurement unit (IMU),global positioning system (GPS) andlaser seeker, the TEBER LaserPrecision Guidance Kit will determinethe type of bomb with its modular
design and provide convenience for theuser in terms of logistics.
As part of TEBER project, a proximitysensor will also be developed to fit intothe body of the seeker head and providethe user with the ability to adjust forthe preferred height of the explosiondepending on the type of target andassociated user intentions, thereforeincreasing the overall affectivity of the
warhead.
Ground tests have been completedunder the coordination of the 1st AirSupply and Maintenance CentreCommand, as a result of a protocolsigned with the Turkish Air Force. TheF-16 calibration sortie was successfullyrealised during the first half of June2016 and work continues on theassociated flight and firing tests.
Roketsan Presents TEBER,the Laser Precision GuidanceKit!
Roketsan initiated design studies towardsa guidance kit to convert MK seriesgeneral purpose bombs (MK-81, MK-82)which are used in abundance both locally and internationally by many forces of the world, into smartammunition. Roketsan began developing the TEBER guidance kit early in 2014 with its own resources.

TEBER has thefollowing guidancemodes:

Laser seeker is modular in accordancewith operational conditions. Dependingon user requirements, it does not haveto be installed on the weapon system fora given operation.
TEBER design verification andqualification process where an F-16fighter will be used as the test aircraft,involves challenging analyses andtesting processes.
In order to be granted flight clearance
from the Turkish Air Force Commandfor associated flight and firing tests,those critical phases of designverification must first be met entirely.
TEBER design was finalised towardsthe end of 2015 and the first functionalprototype was produced at thebeginning of 2016. The designverification process has been initiatedwith the working prototypes producedand initial tests for flight clearancehave been conducted.
TEBER Design Verification
TEBER’s EMI/EMC Tests (MIL-STD-461F) were successfully completed atthe TUBITAK UME Institute.
The communication between TEBERand the platform upon which it will beintegrated, will be realised through aMIL-STD-1760 interface. This mostcritical step in the whole F-16
integration process, which has now beencompleted successfully by Roketsan, isalso the first time for the company forsuch a critical integration process.
Additionally preliminary tests were
TEBERLaser Precision Guidance KitTEBER is a precision guidance kit configured with air-to-ground inertial guidance, a global positioningsystem and/or laser a seeker head, designed specifically to increase the point kill capability of the MK-81 and MK-82 series general purpose bombs.

conducted at the F-16 SystemIntegration Laboratory (SIL) of the 1st
Air Supply and Maintenance Centre,with the use of a TEBER Simulatordesigned for the purpose. This wasfollowed by tests with a TEBERworking prototype which have beencompleted successfully.
During the next phase involvingplatform electrical compatibility, MIL-STD-704 electrical compatibility testswere carried out and completed withsuccess. TEBER concept also allows forairborne marking. The compliance testsof the TEBER laser seeker head and thetargeting pod have also been performedat the 1st Main Jet Base and completed.Environmental tests were carried outat Roketsan within the scope of MIL-STD-810.
TEBER Aircraft Store Certification
In the context of the aircraft storecertification these tests were performed:• Fit and Mechanical Function Test • Aircraft/Store Electrical Interfaces
Test• Electromagnetic Environment Effects
Test• Structural Load Analyses and Tests• Environmental Analyses and Tests• Store Separation Analyses and Test
Analyses
Structural analyses was realised withthe finite elements method. Duringstructural examinations, calculationswere made to predict if anyaerodynamic/inertial loads might occurduring flight, and also the extremeconditions TEBER could withstandthrough hanging flexible ropes.Structural modes, inertial data and thecentre of gravity were also computed.
During the flight eligibility process,computational fluid dynamics wasapplied for the separation analyses.
These analyses were conducted for the
extreme flight conditions within thetransportation envelope.
This completed the studies towardsflight clearance and TEBER LaserPrecision Guidance Kit was cleared tofly in May 2016. The next phase willinclude flight and firing tests.

and evaluates the system and technicalqualifications. The organisation thusaccredited is periodically subjected tofollow-up inspections to ensurecontinuity of qualification andreliability.
In this context, theRoketsan BallisticProtection CentreIndoor Ballistic TestLaboratory hassuccessfully completedall processes andreceived accreditation.

Roketsan Indoor Ballistic TestLaboratory Accredited
The accreditation process was initiated with an application to the Turkish Accreditation Agency (TAA)which is authorised to oversee accreditation of Test/Experiment/Calibration laboratories and to determinethe scope of the accreditation as per the ISO 17025 ‘General Requirements for the Competence ofTesting and Calibration Laboratories’ standards.

After the completion of theaccreditation process, Roketsan becamethe first organisation in Turkey to beaccredited for military standards inballistic protection.
Due to the contractual provisions signedwith clients, companies manufacturingand/or supplying ballistic protectionproducts must undergo ballistic tests inaccredited laboratories. In order tofulfill contractual requirements, thesecompanies have to acquire testingservices from foreign companies whichare accredited by other EuropeanInstitutions (TNO/Netherlands,Beschussamt Ulm/Germany etc.).However, since the Roketsan BallisticProtection Centre Indoor Ballistic TestLaboratory is already accredited, thistesting service can now be provided inTurkey.
The Roketsan Ballistic ProtectionCentre Indoor Ballistic Test Laboratoryis also capable of conducting tests andreporting test reports in accordancewith the standards which are not in thescope of its accreditation (ITOP, DIN,EN, NIJ etc.). The Ballistic ProtectionCentre Indoor Ballistic TestLaboratory’s ‘firing tunnel’ is shown inFigure 1.

Roketsan is the first defencemanufacturer in Turkey to beinspected on ISO 9001:2015 and
ISO 14001:2015 risk-basedmanagement system standards and isthe first to receive certification atthese standards.
What is the ‘Integrated ManagementSystem’?
The main purpose of enterprises is tocarry out the design, manufacturingand on time delivery of products andservices suitable with their currentinfrastructure in a way that they willfulfill all the requests and expectationsof all related parties by taking intoconsideration the provisions ofapplicable regulations and principlesdefined in accordance with nationaland international standards andspecifications.
To achieve strategic goals, enterprisesmake use of many applicablestandards. Particularly those thatcontain the phrase ‘ManagementSystem Standard’ in their title. This
includes quality, environment,occupational safety, informationsecurity, efficiency and corporate riskmanagement as guidelines.
Also while enterprises can use thesestandards that consider internationalprinciples of management with asystematic approach independent fromeach other, they can also considerthese principles under one structure,categorised under common headings.In this context, a system consisting ofmore than one management systemstandard is called an ‘IntegratedManagement System’. It includes thecommon classifications of managementand organisation, planning and risk,support, operation, performance andimprovement to establish an easilymanaged, active and efficientstructure.
Why an ‘Integrated ManagementSystem’?
The benefits of an ‘IntegratedManagement System’ can be detailedas follows:

What is ‘Horizon 2020’?
Horizon 2020 is a follow-up to theEuropean Union’s 7th FrameworkProgram. With a budget of €71 Billion,it is a community programme aiming tosupport Research & Innovationprojects. The objective is to supervisefuture technologies throughinternational and multilateralpartnerships. Horizon 2020 wasinitiated in 2014, through the EuropeanCommission as the new term frameworkprogramme of the European Union.
The EIROS Project
Also known as the Icing and ErosionResistant Composite Materials project,EIROS is fully supported by theEuropean Commission. It is part of theNanotechnologies, Advanced Materials,Advanced Manufacturing andProcessing, and Biotechnology
Programme to support Research andInnovation under the Horizon 2020Framework.
At present there is no single structuralmaterial that is self-healing and has iceand erosion resistance. With thetechnology currently available, ice anderosion resistance can be added to thesubstrate material but this methodcannot provide for the desiredstructural durability performance.Consequently the EIROS project ishighly attractive to the aviation, space,wind power and automotive industriesand brings those differing fields of
activity together.
The EIROS project was initiated in2014 at the BEST Brokerage Event inBrussels, where Roketsan wasrepresented by the Directorates ofOperations and Energy Systems Groupand the Materials and BallisticProtection Technologies and becameofficial on March 8, 2016 with thesupport of the European Union, underthe coordination of the British firmTWI Ltd. The project brings together18 partners from nine differentcountries. Roketsan is participatingwith the 4th highest share of the €8

Roketsan has been awarded its first ever project under the EuropeanUnion research and innovation studies. The ‘EIROS’ Project, a part ofthe ‘Horizon 2020’ Framework Programme, was signed on March 8,2016.

The EIROS Project will develop fiber-reinforced matrix Nano compositematerials by using special Nanoadditives that will provide durabilityagainst icing and erosion. The materialswill also offer high mechanicalperformance and have a self-healingability. The project will includedevelopment of the synthesis of Nanoadditives, their functionalisation,dispersion within the matrix and self-healing mechanisms. Efforts will alsobe made to integrate these materialsinto the manufacturing methods such asfilament winding, vacuum infusion,prepreg moulding and automatic fiberplacement. The characterisation tests
and analyses will be conducted fornanocomposites produced in this way.Finally, the prototype levelmanufacturing and tests will be carriedout by using materials and processesdeveloped by end user firms, includingRoketsan. This is within the scope of theIndustrial Scale Up and ValidationWork Package.
Roketsan and the EIROS Project
Roketsan, the only entry from Turkey,will be an active participant throughoutthe project. As a composite parts enduser and prototype parts manufacturer,Roketsan will focus on processdevelopment and characterisation /testing. Roketsan will carry out effortsto adapt Nano particles to the filamentwinding process. The company willconduct mechanical, thermal and

physical characterisation of the nanocomposite test plates manufacturedwith filament winding. And afterproducing the appropriate prototypecryogenic tanks, it will subject them toicing and mechanical tests. In theComposites Processing Work Package,Roketsan will lead the tooling designand production of the test plates andthe manufacturing of the feature levelsamples.
Additionally, Roketsan will also takepart in the manufacturing of prepregmaterial with nano particles andproduction of cryogenic tank usingautomatic fiber placement.
Project partners include Sonaca(Belgium), Gamesa (Spain), Maier(Spain) and CRF (Italy). Roketsan willact as the work package leader in theIndustrial Scale Up and ValidationWork Package.

Implementations at Roketsan’.Following presentations of the 5Ssupervisors, the workshop selected the‘Best 5S Area’ in their own categoriesin 2015.
With participating 5S representatives,the workshop was carried out in twosessions, four different working groupsand a brainstorming session.
In the first session, the subject focusedon ‘Problems and Points That Can BeImproved’ and participants came upwith 161 ideas.
In the second session, 5S workshopsupervisors focused on how the roll-outof improvement issues can be handled
and the participants came up with 182innovative ideas.
Final Declaration
After the conclusion of the workshop,the following were found to be of use:• Putting accepted suggestions for
