Establishment Kenya Bureau of Standards (KEBS) is a Statutory

organization of Government established in 1974 under Standards Act, Cap. 496 , Laws of Kenya.

Currently KEBS is under the Ministry of Industrialization.

MembershipKEBS is a member of:- 1. ISO -International Organization for

Standardization 2. ARSO -African Regional Organization for

Standardization.

KEBS has so far developed over 200 agricultural standards which include

- KEBS provides testing services for a wide range of products i.e. Engineering, Chemicals Food and Agriculture.

- KEBS laboratories are accredited to UKAS for purposes of international recognition.

- Samples tested at KEBS include: - Quality control samples. - Privately submitted samples. - Complaint samples. - Standards development samples. - Import samples

- KEBS is the custodian of the National Primary standards of Measurements in the country.

- KEBS is a member of International Organization of Legal Metrology.

Services: - Calibration of instruments and equipment for

industries, government organizations, research institutions and accredited centers.

Fields covered include mass, force, length, pressure, time and frequency, electricity, volumeetc.

- Repair and testing of instruments used in measurement.

To ensure that all products in the market comply with relevant Kenya/Approved Standards, KEBS undertakes the following:

- Technical advice to manufacturers on compliance with the standards.

- Enforcement of standards on both locally produced and imported products.

- Market surveillance.

- Investigation of consumer complaints.

KEBS runs and operates a number of certification schemes leading to award of permits to use the various KEBS marks.

Need for product certification:

- To build customer confidence in locally manufactured goods.

- To benchmark Kenya with other countries in the regional and international markets.

- To help improve the quality of locally manufactured goods by meeting the requirements set to attain the mark.

- To assure consumers of their safety, health and environment protection as the mark symbolizes these.

- To help fight counterfeits and sub-standard goods in the market.

- To contribute to the achievement of the vision 2030 Kenya by embracing the culture of quality in every aspect of life by the use of standards.

- To enhance competitiveness of Kenyan products in regional and international markets by the unique mark identity.

- To facilitate a fair trade both locally and internationally.

- For faster movement of goods across borders

- For faster and flexible response to changes in the market and customer needs.

- To reduce costs and time for inspection and testing for increased profits.

A voluntary quality mark scheme. It is an excellence Mark of quality based on a

rigorous process/scheme involving testing, (3 complying samples over a period of one year), process assessment and payment of fee on fulfillment of the requirements.

- A legal mandatory Marking requirement for all goods manufactured in Kenya.

- It was introduced by KEBS in October 2007. - For a manufacturer to use this mark, a permit

has to be issued by KEBS. - All Manufacturers of products covered by

Kenya/Approved standards have to apply for the mark.

- The permit is issued to manufacturers whose products comply with the relevant Kenya/approved standards.

Standardization Mark symbol

A. Large organizations manufacturing less the 10 products.- (i) Factory inspection fee of Ksh 20,000+ 16% VAT and (ii) Ksh 7,500 Per product + 16% VAT.

B. Lage organizations manufacturing more than 10 products.- (i) Factory Inspection fee, Ksh 20,000 + 16% VAT and Ksh 5,000 per product + 16% VAT.

C. SME’s with Ksh 200,000-Ksh 500,000 annual sales turnover- Ksh 10,000 + 16% VAT

D. SME’s with up to Ksh 200,000 annual sales Turnover- Ksh 5,000 + 16% VAT.

Is issued for use on imported products that have an impact on health and safety i.e. foodstuffs, baby ware, electrical products, cosmetics, etc.

Importers are supposed to present a certificate of conformance (COC) from KEBS (PVOC) agents at country of origin upon which a permit to use this mark is issued.

The agents include: - Soci´vévt´é Générale De Surveillance SA (SGS)

- Intertek International

- Global Inspection South Africa (Pty) Ltd

- China Certification & Inspection (Group) Co. Ltd

- Japan Export Vehicle Inspection Centre (JEVIC)

- Provides confidence to consumers and other stakeholders that the product bearing the mark is registered and certified by KEBS.

- Raises quality awareness in the Kenyan market with regard to products.

- Raises efficiency and level of quality of products by manufacturers.

- Reduces incidence of sub-standard products of locally manufactured goods in the market.

- Facilitates fair trade practices and opportunities for Kenyan products within the East African Community member states through mutual recognition of standardization marks.

- This is the responsibility of KEBS certification body

- Once a firm has fulfilled all the requirements, it can be certified to ISO 9001(QMS), ISO 14001(EMS),ISO 22000(FSMS),OHSAS 18001.

- Such a firm gives an assurance to its customers that its able to maintain the required standards and therefore to offer quality products continuously.

The National Quality Institute (NQI) was established on 18th February 2008. NQI core mandate is to entrench a culture of quality in the Kenyan society.

NQI has an annual training programme which covers, in broad terms, standardization, Laboratory Testing, Metrology, Quality Management System (ISO 9001, Environmental Management Systems (ISO 14001), Food safety Management system (ISO 22000), Occupational health and safety (ISO 18000), Laboratory Management system (ISO 17025), Information security management system (IS0 27000), Statistical Quality control, Internal Quality Audit, and Lead Auditor Courses.
