Summary

LNG “rollover” refers to the rapid release of LNG

vapours from a storage tank caused by

stratification. The potential for rollover arises when

two separate layers of different densities (due to

different LNG compositions) exist in a tank. In the

top layer, liquid warms up due to heat leakage into

the tank, rises up to the surface, where it

evaporates. Thus light gases are preferentially

evaporated and the liquid in the upper layer

becomes denser. This phenomenon is called

“weathering”. In the bottom layer, the warmed

liquid rises to the interface by free convection but

does not evaporate due to the hydrostatic head

exerted by the top layer. Thus the lower layer

becomes warmer and less dense. As the density of

two layers approach each other, the two layers mix

rapidly, and the lower layer which has been

superheated gives off large amount of vapour as it

rises to the surface of the tank.

The main hazard arising out of a rollover accident

is the rapid release of large amounts of vapour

leading to potential over-pressurization of the tank.

It is also possible that the tank relief system may

not be able to handle the rapid boil-off rates, and

as a result the storage tank will fail leading to the

rapid release of large amounts of LNG to the

atmosphere. It is important to emphasise the

difference between stratification and rollover.

Stratification is the phenomenon of stored LNG

forming distinctive cells which is driven by density

differences and can be manipulated for boil-off gas

optimisation; rollover is the rapid release of boil-off

gas in an uncontrolled event which can have safety

implications. LNG rollover received considerable

attention following a major unexpected venting

incident at an LNG receiving terminal at La Spezia,

Italy in 1971.

Stratification is managed by use of measurement

devices upon the LNG storage tanks, of which, the

types of instrumentation required are stipulated

within design codes. Advances of rollover

prediction models have also enabled operators to

prevent and make informed decisions for the

management of stratification within LNG storage

tanks.

in LNG Storage Tanks, it has been our

intention to cover what we believe to be the

important developments within the LNG

industry for the management of stratification

of stored LNG leading to rollover events.

Significant advances have been made in

areas covering, design, instrumentation,

operating knowledge, training operators on

LNG behaviour and the use of modelling

software to prevent and in some cases

instigate stratification to seek operating

efficiencies. The reader will find that this

edition is written with one eye on the future

as the LNG industry at the time of writing is

continuing to develop at a fast rate, with

new processes being introduced. The

principles of management stratification for

these new processes are as yet not

thoroughly developed.

1. Introduction

At the 2012 Technical Study Group meeting ofGIIGNL member companies in Osaka, it wasdecided to revise the “Rollover in LNG StorageTanks” study document. The original documentwas published in 1983 and was a reactiveresponse following the first significant rolloverincident widely reported in the history of the LNG(Liquefied Natural Gas) industry that occurred inLa Spezia, Italy, 1971. In the intervening 31 yearsfrom the publication of the original study, therehave been considerable developments in thestudy of the behaviour of LNG in storage tanksand the whole subject has undergone a numberof changes. A Task Force was formed with theaim of updating the original study to reflect thecurrent industry position whilst retaining a similarstructure and physicochemical study findingsprovided by the original authors. This reportpresents a summary of the Task Forcesassessment of the current state of knowledge ofrollover and incidents of excessive vapourevolution in LNG storage tanks.

The remainder of this section gives a briefintroduction to rollover and a description of how thestudy was carried out. Following sections deal withthe fluid dynamics and thermodynamics of LNG instorage tanks (Section 2), rollover incident casestudies (Section 3), measurement and preventionof stratification (Sections 4 & 5) and predictionmodelling which is developing areas of study withinthis subject area (Sections 6). The report concludeswith a general bibliography.

1.1 The Occurrence of Rollover

It is possible in LNG storage tanks for two stablestratified layers or cells to be established, as aresult of inadequate mixing of either fresh “light”LNG with a denser heel (a process typical of a PeakShave storage plant), or by unloading LNG ofdifferent densities into a storage tank (a processthat may occur within an import LNG Terminal).Importation terminals receive cargos from manyparts of the world and are delivered with varyingdensities and temperatures.

Within the stratified cells, the liquid density isuniform but the bottom cell is composed of liquidthat is denser than the liquid in the cell above.Subsequently, if a layering condition is allowed topersist over a period of time, the energy in the lowerlayer will build up due to heat leak into tank. Theboil-off gas from the bottom layer is suppresseddue to the hydrostatic pressure impressed on itfrom the upper layer. Heat leak into the tank willgradually increase the bottom layer temperatureand therefore decrease its density. As the densitiesof the two layers approach equilibrium, thepotential for a rollover event increases. As the twolayers mix, the boil-off gas that was retained by thebottom layer will be released, which can result in ahigh rate of vapour generation. This rate can besignificantly greater than the tank’s normal boil-offrate and in a few instances the pressure rise in thetank has been sufficient to cause pressure reliefvalves to lift.

This phenomenon is known as ‘rollover’, meaningthe layers roll over or reverse. Technically, this is notexactly what happens, but this terminology hasbecome quite established across the industry.Depending on the severity of the event, the effectscan range from simply a small pressure rise in thetank for a short period of time to a significant lossof product over an extended period of time throughthe tank’s relief valves. Although, very unlikely, inthe event of a serious rollover the potential alsoexists of physical damage to the tank due to overpressurisation.

LNG rollover phenomena received considerableattention following a major unexpected ventingincident at an LNG receiving terminal at La Spezia,Italy in 1971. Therefore precautions must be takento manage the potential for stratification to ensurethat it doesn’t lead to a rollover event. Detectionand mitigation techniques are employed to identifywhen conditions exist for a possible rollover eventand to impede the occurrence of such an event.

1.2 Advances in the Industry

The main advances in the LNG industry that haveaffected the management of stratification for theprevention of rollover occurrence have been in boththe design and technology deployed on LNGterminals and ships as well as the trading patterns.

The growth of the LNG trade worldwide has led toan increase in differing LNG qualities being availablein the world market. Thus, import terminals are nowfaced with the need to handle these differing LNGqualities according to the source.

LNG demand in the world has been increasing andexpected from current 170 million tons per annumto 400 million tons per annum in mid 2020’s. Inconjunction with the growing demand, many newLNG receiving terminals will be constructed all overthe world in a variety of circumstances. The globalnetwork of terminals is growing in the US, SouthAmerica, Europe, China and India because of thegrowing demand for LNG as a cleaner energysource.

A change in LNG trading and shipping patterns canhave a direct effect on the potential of rollover instorage tanks. As market demand increases andnew supply sources emerge, importers arewidening their range of LNG quality. The evolvingspot market has increased the potential ofcommingling lean and rich cargo in the samestorage tank.

The growth phase that the LNG industry is currentlyexperiencing means that there is a wide variety ofLNG in the supply chain and there are moreoperators on both supply and demand sides. Therehave been developments within the size of shipsand new shipping patterns such as partial offloadand reload.

A current area of interest is within the developmentof a prediction tool for preventing rollover withinFloating LNG Production, Storage and Off-loading(FPSO) plants. These floating production plantspresent challenges for the use of current predictiontools due to the sloshing motion of the ships that isnot needed for consideration of shore based LNGstorage tanks. Also, the geometry of ships tanksdiffers from the more regular cylindrical shore basedtanks particularly for the Moss style spherical tanks.Tank 1 membrane style tanks (located at the ship’sbow end) tend to be a more irregular shape. Floatingtanks are also being equipped with bottom fill onlyto reduce the boil-off gas generated during filling.This design limitation reduces the operationalflexibility for management of stratification. There is apotential for rollover on FPSO ships as rolloverevents have occurred on convention LNG cargoships. A case study of rollover on an LNG cargo shipis presented in Section 3.

The expanding market for LNG as a fuel will see LNGbeing utilised in more applications such as roadtankers, satellite stations and bunkering stations(refer to the GIIGNL Retail Handbook for further

reading). The management of the physicochemicalproperties of LNG will have to be considered withinall of these developments to ensure that potentiallyhazardous events such as rollover are prevented.

1.3 Organisation of the StudyThe study was carried out by leading expert

representatives from eight Member Companies of

GIIGNL.

Data was collated by questionnaires from Technical

Study Group (TSG) members, other GIIGNL

member companies and a number of companies

with peak shaving operations that were known to

have or thought to have an interest in rollover.

Additional important data came from the published

literature and directly from the GIIGNL database

and other gas companies. Experts from the wider

LNG industry contributed on specific subject areas.

1. Introduction

Three preliminary teleconferences were conducted

to initiate the Task Force and three full meetings

were held with the members of the group in London,

Paris and Gujarat, India in 2012. An update of the

Task Force’s progress was provided at the GIIGNL

TSG meetings in Hammerfest and Dunkirk in 2013.

The Task Force met for the final time in Paris 2013.

The final document was presented at the 2014 TSG

meeting in Boston.

In an attempt to understand the frequency of the

occurrence of rollover incidents, a survey form was

distributed amongst the member companies of

GIIGNL. The results from the survey were intended

to shape the discussion points within this document

as to whether the rollover phenomenon is well

understood and sufficiently managed within the

industry. The questionnaire was sent out to 25

companies, of which there were 15 responses.

It is recognised that commercial and contractual

issues have presented challenges with supply of

information to the Task Force for rollover incidents.

This resulted in a very limited capture of new data

from the survey. Therefore, the data in this study

has been supplemented with information from the

GIIGNL incident database, commercial companies

who work with LNG related products and literature

in the public domain.

In order to spread the workload and to utilise specific expertise within individual companies in the best way,

the subject was split into five topics. Eight Technical Study Group member companies took responsibility for

devising questionnaires and for the analysis of data as follows:

Disclaimer: The purpose of this document is to serve as a reference manual to assist readers to understand the proceduresand equipment available to and used by the members of GIIGNL to manage stratification and prevent rollover in LNGterminals. It is neither a standard nor a specification and should be viewed as a summary of observations within the industry.

This document is not intended to provide the reader with the detailed occurrence of LNG stratification and rollover assuch, but sets out the practical issues and requirements to guide and facilitate a skilled operator team to work out a suitableprocedure for management of stratification and prevention of rollover.

This rollover study document has included commercially available software as part of the summary of the LNG predictionmodels that are being used by LNG operators. It was important to include reference to the different types of approachesfor prediction models as this has been a significant area of development in the field of research for LNG stratification androllover. GIIGNL have presented a balanced summary of the models that are in use by members of the Task Force. It is notGIIGNL’s intention to promote commercial products and the group recognises that other products exist on the market.Readers should ensure that they are in possession of the latest information, standards and specifications for any proceduresand equipment they intend to employ.

2. Rollover Phenomenon

LNG is a multi-component naturally occurringmixture of differing quantities of hydrocarbons(alkanes mostly methane CH4 but also containingsmaller concentrations of ethane C2H6, propaneC3H8 and butane C4H10) and nitrogen (N2). TheLNG is stored in bulk in large storage tanks at agauge pressure of some 0.10 to 0.24 bar and atemperature of approximately – 160°C. The tanksare insulated to reduce heat in-leak but heat isstill transferred from the environment to the LNGin the tank. As a result of this heat in-leak,evaporation takes place of the more volatilecomponents (N2 and CH4). This process is knownas “weathering”. Normally, weathering is a fairlyslow process. Typically, an LNG tank will loseabout 0.05% of its contents per day in boil-off gasto absorb the heat input and keep the remainingliquid cold. The weathering process thereforecauses the composition of LNG to evolve over aperiod of time thus altering the density of theLNG. Generally, LNG of different densities canform separate layers within a storage tank. Thislayering is referred to as stratification and canalso be formed during filling an LNG tank withLNG of different densities (commonly referred towithin the industry as “light” and “heavy” LNG).The potential for rollover arises when twoseparate layers of different densities exist in atank. This study will summarise the occurrence ofstratification leading to rollover.

2.1 Equilibrium Conditions and the Surface Layer

The evaporation that occurs in an LNG tank iscommonly referred to as “boil-off gas” (BOG). Inthis document the term “vapour evolution rate” ispreferred to the term “boil-off rate” because theliquid does not normally boil in a commercial LNGtank. The term boil-off and boil-off rate are strictlyapplicable only when the liquid is boiling by theheat transfer process of nucleate boiling. In themajority of storage situations, there is onlyevaporation from the surface of the liquid and thereis no boiling, then the term “evaporation rate” isthen the correct terminology to use. However, boil-off is commonly used to describe all liquidevaporation and is frequently used in the industry.The gradual loss of methane by preferentialevaporation causes the tank stock to increase indensity as the concentration of C2+ remaining in thetank increases. This weathering process isparticularly important if the heat leak from the wallsof the tank is large as in the case of some in-groundtanks or if the storage period is long as in the caseof peak-shaving installations. Heat in-leak is alsosignificant for LNG re-gasification terminals as thepipe work external from the tank has to be keptcold, particularly the LNG unloading lines from thejetty to the tanks. Large volumes of BOG areattributed to this form of heat in-leak which isevolved from the LNG upon returning to the tanksduring LNG recirculation.

The heat input to the liquid from the floor and wallsof the tank is absorbed and convected to the liquidsurface where evaporation takes place. A free-convective circulation is set up with a (mainlyturbulent) boundary-layer of slightly warm and less-dense liquid moving upwards close to the tankwalls. Warmed liquid reaching the surface cools byevaporation, becomes more dense than the liquidsurrounding it, and returns to the tank bottom as acentral plug flow. Figure 2.1 shows the circulation,which has been observed in the laboratory (1, 2)and which accounts for the small (1 K or less)temperature differences usually found in LNG incommercial storage tanks (3). Estimates of thetemperature difference across the wall boundarylayer based on extrapolations of a turbulent flowcorrelation equation (4) give 0.05 K and 0.17 K fortypical 50,000 m3 tanks with losses or 0.03% and0.06% of contents per day respectively.

Several studies (5, 6, 7 and 8) have shown that asurface layer that is slightly cooler than the bulkliquid exists under these conditions. This surfacelayer is frequently called the Hashemi-Wessonlayer. By adapting a well-known correlationequation for free convection from horizontalsurfaces, Hashemi and Wesson arrived at anequation which can be used to show that thetemperature difference in the layer depends on themass flux (the rate of mass evaporation throughunit surface area), i.e.

Where m is the mass flux in kg/m2s and ∆TS4/3 is thetemperature difference across the layer in K. Theliquid surface is effectively at the saturation

temperature, TS, corresponding to the pressure in thevapour space above (for its particular composition)and the bulk of the liquid is at an almost constanttemperature warmer by an amount given by equation(2.1). For typical 50,000 m3 LNG tanks with totallosses of 0.03% and 0.06% of contents per day,Equation (2.1) gives ∆TS equal to 0.1 K and 0.15 Krespectively. Small temperature differences must

exist in the bulk liquid away from the boundary layerand the surface layer in order to maintain the free-convective circulation, but these can be ignored in asimple model.

Studies have shown (7) that there is a nearly linearvariation of temperature in the surface layer. Thesestudies were with liquid nitrogen but similar effectsare likely with LNG. Figure 2.2 shows a typical(time-smoothed) vertical temperature profile in theliquid and vapour.

Random temperature variations in the liquid whichare not shown in this smoothed profile occur,probably due to turbulence in the flow. Above theliquid surface there is a region of approximatelyuniform temperature corresponding to a turbulentvapour layer, and above this the vapourtemperature increases rapidly with the distance (8).

2.2 Effect of Disturbing the Equilibrium

Under normal storage conditions two types ofdisturbance occur to affect the vapour-evolutionrate, pressure changes and physical disturbance ofthe surface layer.

2.2.1 Pressure ChangesUnder certain operational conditions changes inbarometric pressure are reflected as changes in theabsolute pressure in the vapour space of a storagetank. At some installations this absolute pressurealso depends on the number and capacity ofvapour compressors in operation.

A fall in absolute pressure above the liquid surfacecauses the vapour-evolution rate to increase: a risein absolute pressure causes the rate to decrease.Figures 2.3 (a) and 2.3 (b) show the results of ahistoric experiment that serves to demonstrate theeffects on vapour-evolution rate of sudden changesin the pressure above liquid nitrogen contained ina 160 litre experimental vessel (9). Similar effectsare observed in LNG storage tanks (3). After theinitial change the vapour-evolution rate settles tothe equilibrium rate exponentially. The surface layerplays an important role in the process, sustainingthe difference between the temperature of the bulkliquid which changes only slowly and thetemperature of the liquid-vapour interface whichresponds rapidly to changes in pressure. In thecase of a large pressure rise it is possible for the

interface temperature to equal or to rise above thebulk temperature in which cause the vapourevolution essentially stops until the heat input hasraised the bulk temperature above the surfacetemperature once more.

In practice, the pressure changes take someconsiderable time, typically several hours in acommercial LNG tank. Also, a second change mayoccur before the effects of the first one arecomplete. However, the equations describing theboil-off rate are simple (9) and can be applied tothese practical situations.

2.2.2 Physical Disturbances of the SurfaceIf the liquid surface is agitated, either during top-filling or in some other way, superheated liquid frombeneath the surface layer is exposed and thevapour-evolution rate increases. The surface layeris expected to re-establish fairly quickly after thedisturbance ceases but there is no knownquantitative information on the time taken to reachequilibrium.

2. Rollover Phenomenon

Certain top-filling devices, particularly sprays andsplash plates, cause high vapour-evolution rates,because they disturb the surface over anappreciable area. Some experiments in which non-condensable gas was bubbled through LNG (10,11) resulting in a total vapour evolution to beconsiderably in excess of the amount calculatedfrom the heat content of the bubbled gas, possiblyalso because of disturbances of the surface layer.Alternatively or additionally, the gas bubbles mayhave acted as nucleation centres, causing thesuperheated bulk liquid to boil and the vapour-evolution rate to increase.

2.3 Fill-induced Stratification

LNG is stored in bulk in large storage tanks withvolumes from 40,000 m3 to ~ 200,000 m3 with LNGstorage tank design advancing and volumescontinually increasing. There are four main types ofLNG storage tanks:

1. Single containment tanks2. Double containment tanks 3. Full containment tanks4. Below ground tanks

The four types are depicted in Figure 2.4. Thedesign of the storage tank used depends upon theage of the process plant, the location for safety andoperational consideration, engineering designstandards, code requirements and layout constraints.

The single containment tank design was thecommon style worldwide pre 1980’s and typicallyhad volumes between ~ 40,000 m3 and 95,000 m3.Some larger single containment tanks are still beingbuilt depending on risk assessment, for examplePeru LNG tanks are 130,000 m3 which werecompleted in 2010. A single containment tank wasselected by Peru LNG due to the site remoteness(hence reduced societal risk) and enough spacebeing available to accommodate different secondarycontainment features that complied with regulationsand represented a safe design installation. Singlecontainment tanks typically feature a primary liquidcontainment open-top inner tank, a carbon steelprimary vapour containing outer tank and an earthendike for secondary liquid containment.

Double containment tanks are similar to singlecontainment designs except that the outer tank iscapable of containing liquid spills in the event of abreach in the inner tank wall. This tank design hasa freestanding 9% nickel inner tank and an outer

tank made of either prestressed reinforcedconcrete. However, the roof is still constructed ofsteel and will not contain vapour produced byfailure of the inner tank.

Full containment tanks are the latest designdevelopment. National Grid Grain LNG has four190,000 m3 tanks which were completed over theperiod of 2008 to 2010. Full-containment tankstypically feature a primary liquid containment open-top inner tank and a concrete outer tank. The outertank provides primary vapour containment andsecondary liquid containment. In the unlikely eventof a leak, the outer tank contains the liquid andprovides controlled release of the vapour.

Below ground and underground LNG storage tanksare some of the world largest LNG tanks withcapacities over 200,000 m3. They have advantagesin requiring less land area and reduced seismicloading but are expensive and are only common inthe Far East Asia.

2. Rollover Phenomenon

As tank design and volumes have advanced, theheel height (an important parameter forconsideration in the prevention of rollover) hasreduced. This is because increases in storagevolume are due to the increased diameter of thetanks, whereas the height has not significantlychanged (45,000 m3 double containment tankshave a height of ~ 50 m and 190,000 m3 fullcontainment tanks have a height of ~ 55 m).Therefore, for the same volume of heel, the heelheight is reduced within the larger capacity tanks.

Due to the advancements in the scale of LNGstorage, this has allowed for advancements in LNGtrade. The LNG shipping market has witnessed arapid development in recent years in-line with therising world LNG trade. LNG buyers started tomove upstream and participated in upstreamactivities such as shipping. Sellers also started tomove along the chain, becoming minority ownersin shipping and occasionally in regasificationplants. The history of LNG vessels shows that sincethe 1970’s the vessels have steadily become larger.From a typical size of 70,000 m3 in the 1970’s, to125,000 m3 in the 1980/90’s and 145,000 m3 inearly 2000 with some ships over 200,000 m3. Today,it seems that the ~ 160,000 m3 has become apopular size, being the “standard” ship size for thelarge amounts of LNG vessels to be delivered in2012-2015.

A new trend in the LNG business world is theincreasing use of storage and reloading serviceswhich are provided by several terminals. Thiscreates new opportunities for short-term tradingand developing of geographical arbitrage. Thepotential risk of rollover when mixing LNG withdifferent densities should always have a high focus.

The composition of these components depends onthe source of origin of the LNG. The componentcharacteristics of LNG for global gas fields aredetailed in (12) which reports that the methanecontent of LNG can vary from ~ 89% to 97%. Theregasification terminal at National Grid Grain LNGhas received LNG from global sources and hascontracts for the delivery of cargos from Trinidad(96.8% CH4 content (12)) and Algerian (88.9% CH4content (12)) which are the two ends of the CH4component spectrum. Therefore, LNG from aTrinidad source is lighter (less dense) thanweathered stock in the LNG tanks, which will havea reduced mixing affinity.

If a storage tank containing LNG is further filled withLNG of different density, then it is possible for thetwo liquids to remain unmixed, formingindependent layers. The stratification is initiallystable with the most dense liquid at the bottom.

Fill-induced stratification occurs readily if the addedliquid (the cargo) is more dense than the liquidalready in the tank (the heel) and filling is at thebottom or if the cargo is less dense than the heeland filling is at the top. Once formed, the layers arestable and can last for long periods of time. Twoindependent circulation cells are set up in the liquidas shown in Figure 2.4. Both heat and mass aretransferred convectively across the interfacebetween cells.

Heat entering the top cell is absorbed at its sidesand bottom, transported to the surface in the free-convective circulation and lost as latent heat ofevaporation at the surface layer. This is similar tothe behaviour in the single cell of an unstratifiedtank. The bottom cell, however, gains heat from thebottom and sides of the tank but can only looseheat at the interface between the two cells byconvective mechanisms. Generally, thesemechanisms transfer less heat than is lost byevaporation at the surface layer, and so the bottomlayer heats up. Sometimes, however, the heataddition to the bottom cell is less than the heattransfer across the interface and the bottom cellcools, tending to increase its density and stabilisestratification.

Figure 2.5 shows the variation of temperature anddensity of the top liquid with time in the two cellsfor the bottom cell heating up (case I) and Figure2.6 shows the variation for the bottom cell cooling(case II). In both cases the liquid in the top cellshows an effect of weathering, heating up andincreasing in density with time.

In Figure 2.5 (case I), the temperature of the bottomcell increases rapidly and its density falls. When thedensities are equal (or approximately so) theinterface disappears and the cells mix. This mixingof cells, which is usually fairly rapid, is called arollover and is often accompanied by an increasein vapour evolution, see section 2.6.

In Figure 2.6 (case II), the temperature of thebottom cell decreases and the density rises.Rollover is delayed until the top layer weatherssufficiently for the densities of the two cells toequalise.

The likelihood of stratification occurring can bereduced considerably, although not eliminated inevery circumstance, by encouraging mixing duringfilling as follows,

(i) The difference in density of the two liquids canbe used to promote their mixing (i.e. by bottom-filling light liquid or top filling heavy liquid),

(ii) Jet nozzles can be used to deliver additionalmomentum to bottom-filled heavy liquid,increasing entrainment of heel liquid in the flowof cargo liquid and

(iii) Fill tubes pierced holes can be used todistribute cargo liquid within the heel.

2.4 Effects of Nitrogen

Nitrogen, if present in LNG, is the most volatilecomponent, boiling off preferentially and causing thesaturation temperature (bubble point) of theremaining liquid to increase. The molecular weightof nitrogen (equal to 28g/mol) is larger than that ofmethane (equal to 16g/mol) and consequently formost LNG the preferential loss of nitrogen causesthe density of the remaining liquid to decrease. Bycontrast, in a nitrogen-free LNG, preferential loss ofthe most volatile component (methane) causesincreases in both the saturation temperature and thedensity of the remaining liquid. This characteristic ofnitrogen in LNG has two important consequencesfor rollover, the need for special filling proceduresand the possibility of auto stratification.

2.4.1 Filling ProceduresBecause weathering increases the density ofnitrogen-free LNG, it is usually appropriate tobottom-fill fresh LNG from the same sources as theweathered heel in order to promote mixing.However, if the LNG contains nitrogen, weatheringdecreases the density initially. In this circumstanceit is appropriate to top-fill fresh LNG from the samesource as the weathered heel in order to promotemixing, or alternatively to use a mixing nozzlelocated at the bottom of the tank. Preventionmethods are described further in Section 5.1. It isnoted that recirculation of LNG from tank to tankwithin an LNG facility to maintain cryogenictemperatures of pipe work can contribute to theoccurrence of stratification. Recirculation flows areof much lower flow rates than the flows associatedwith ship offloads, this lower flow rate combinedwith LNG of a high nitrogen content can generatestratification. The nitrogen will flash off when thepressure of the LNG is dropped upon return to thetank, thus generating a thin layer of lighter LNG atthe top level of the tank.

2.4.2 Auto StratificationThere is evidence that the presence of nitrogen inLNG can cause a previously homogenous liquid toself stratify. This self stratification is also called autostratification or nitrogen-induced stratification.Figure 2.1 shows the boundary layer rise associatedwith auto-stratification when LNG in a storage tankgains heat through the wall. On reaching the surface,the liquid flashes. If there is sufficient nitrogen present*,

its preferential loss can cause the flashed liquid to beless dense than the remaining liquid. There is then nodriving force for recirculation and the light, flashed liquidwould be expected to accumulate near the surface.The accumulation of light liquid would continue untilthe layer of light liquid reached a height such that thekinetic energy of the liquid in the boundary layer wouldbe insufficient to overcome the potential energy due todensity difference and carry liquid to the surface. Nofurther flashing could then occur and the height of thelayer of liquid would stabilise.

Chatterjee and Geist (13) give an expression for thestable height (h) of the top layer as follows.

Where u is the average velocity of liquid in theboundary layer, ρ1 is the density of unflashed liquid�ρ2 is the density of flashed (light) liquid and g is theacceleration due to gravity.

Once a layer of height given by Equation (2.2) isformed the lower layer can no longer lose heat byflashing and the temperature of the layer (bottomcell) begins to rise. Thereafter, the behaviour issimilar to that for fill-induced stratification, rolloveroccurring when the densities of the two layersequalise, see section 2.3. However, there is onesignificant difference that after the rollover event themixed liquid may still contain an appreciableamount of nitrogen, which may continue to drivethe process of auto stratification and rollover maybe repeated one of more times.

* Chatterjee and Geist (13) do not precisely definecritical nitrogen content but state that only mildeffects are expected for nitrogen content between1% and 3%. Even if stratification occurs, which isnot certain, the subsequent vapour-evolution ratesat rollover are estimated to be only two or threetimes normal. For 4% nitrogen or higher, autostratification is an established cause of rollover.

These findings arose from looking at some incidentsat US peak shaving plants where nitrogen contentin the LNG was as high as 6% and repeated eventsoccurred which is a characteristic only predicted forauto-stratification. GDF Suez performed, in 1990and 1991, two experiments on a 120,000 m3 tankat Montoir receiving terminal to study LNG ageingphenomenon. For each test, a homogeneous layerof LNG containing up to 0.8% of nitrogen had beenstored inside a tank up to four months. No auto-stratification was reported at the end of these tests.Operational experience has also suggested thatLNG is stored in Japanese LNG receiving terminalsfor long periods of time with no stratification due toconvection inside the tanks.

2.5 Other Types of Stratification

Stratification has been observed to develop incryogenic liquids following pressurisation and inlaboratory tests with aqueous solutions in whichthere was an initial vertical density gradient. Neithertype is thought to play an important role in rolloverin LNG storage tanks, but they are mentioned herefor completeness.

2.5.1 Stratification on PressurisationA number of tests (14, 15, 16, 17, 18 and 19) for single-component cryogenic liquids (mainly hydrogen) intanks up to 170 m3 capacity has shown that raisingthe gas pressure above the liquid surface can cause

stratification to develop within the liquid. Similareffects have been observed in 35,000 m3 LNG tanks(20). This stratification is time-dependent, taking theform shown in Figure 2.7. Initially, the liquid is atuniform temperature roughly equal to the saturationtemperature, TS, at the pressure of the vapour aboveit. If the pressure is then raised, a region near to thetop increases in temperature. This region growsdownwards with time. A correlation equation exists(14) that predicts the vertical extent of the region ofnon-uniform temperature. The Hashemi-Wesson layerat the liquid-vapour interface was not resolved inthese tests.

For large pressure rises producing the effectsshown in Figure 2.7, the vapour evolutionessentially stops, see section 2.2.1, and the heatabsorbed through the base and sides of the vesselserves to heat up the liquid and producestratification. Small pressure rises that reduce thevapour evolution but which are insufficient to stopit would not be expected to produce stratification.

This type of stratification does not produceseparate cells and no instances of rolloverassociated with it are known. However, it doesexplain the occurrence of pressures in excess ofthe saturation pressure corresponding to the mixedmean liquid temperatures that have been observedin some closed LNG transports, in particular, abarge and a number of trailers (21).

2.5.2 Double-diffusive ConvectionA number of experimental and theoretical studies(22, 23, 24, 25, 26, 27 and 28) have shown thatmultiple horizontal cells can develop in liquids withan initial density gradient as a result of side heating.The experimental studies are mainly on thelaboratory scale and are with aqueous solutions inwhich the solute increases in concentration in avertical, downward direction. Cells start to developclose to the side wall and progress towards thecentre of the liquid container, ultimately formingcomplete horizontal cells.

It is possible for a density gradient of the right typeto occur in an LNG tank if fresh liquid is poorlymixed with an existing heel and, if certainconditions are satisfied, it is conceivable thathorizontal cells could develop also. Rollover mightthen follow after the cells had agglomerated tosuch an extent that only two cells remained.According to Griffis & Smith and Narusawa &Suzukawa (25, 26), an important condition fordevelopment of the multiple horizontal cells is thatthe value of the stability parameter, e, (which relatesbuoyancy effects due to concentration gradients tothose due to thermal gradients) must lie withincertain limits. Unfortunately, the value of r for atypical LNG tank is below the range of theexperiments and so it is not possible to predictfrom these studies whether or not multiplehorizontal cells can be formed in such a tank.

There are no known instances in which multiplehorizontal cells have been detected in LNG storagetanks, whereas fill-induced stratification has beendetected by in-tank instruments on a number ofoccasions. This fact, plus the absence of incidentsrequiring explanation other than as consequencesof fill-induced or nitrogen-induced stratification,suggests that stratification arising from double-diffusive convection is not a problem in operationaltanks.

2.6 Characteristics of Rollover

Rollover, the rapid mixing of two stratified cells,occurs when the densities of the cellsapproximately equalise. Density equalisation is aresult of changes in the temperature andcomposition of the cells brought about by heatabsorption from the surroundings and weathering,see Section 2.3. If the mixed liquid has temperatureand composition such that it is appreciablysuperheated with respect to the vapour pressure inthe tank, which is frequently the case, there is asharp increase in the vapour-evolution rate.

2.6.1 Mixing of Stratified CellsInformation on the way mixing occurs is importantbecause the mode and speed of mixing are likelyto exert a strong influence on the vapour-evolutionrate during an incident. Experiments with Freon (1)and water (2) show that as the densities of the twocells approach one another the boundary layer atthe wall tends to penetrate the interface and thataway from the wall, waves can develop at theinterface. It is therefore probably not necessary forthe densities to equalise exactly before mixingbegins. The critical density difference for mixing isnot known with any certainty but Miyakawa et al.(29) present evidence suggestion that it is small inLNG, about 1 kg/m3. The Freon experiments (1)also show a dependence of the rate at whichmixing occurs on the physical distribution of theheat input to the test tank. Side heating produces

“slow mixing”, the wall boundary layer penetratingthe interface between cells and the interfacemoving gradually down to the bottom of the tank.Heating from below produces “rapid mixing”, thecontents of the bottom cell rising bodily upwardson the outside of a downward-moving plug formedby the contents of the upper cell and the interfacelosing its shape immediately. Combined side andbottom heating can produce either “slow mixing”or “rapid mixing”.

A layer of density intermediate between thedensities of the two cells has been observedbetween the cells on several occasions with LNG(29, 30 and 31). Such a layer is likely to affect themixing process.

It has been suggested (10) that stratification maybe terminated by the onset of boiling in the bottomcell rather than by convective mixing of cells. Thisis conceivable at the tank wall near to the interfacebetween cells if the temperature of the liquid in thebottom cell exceeds the saturation valuecorresponding to the pressure at the interface(pressure in vapour space plus pressure due tohydrostatic head of liquid in top cell). Boiling at thispoint would occur first, requiring additionalsuperheat of perhaps 0.5 K to 2 K for bubblenucleation (32). Progressively larger superheatwould be required for boiling lower down the wallor at the tank base because of the increasinghydrostatic head of liquid above. Boiling throughout

the bulk liquid due to homogenous nucleation isinconceivable, requiring additional superheat of 50K at least (33). This is how the Partington rolloverincident that occurred in 1993 was justified byBaker and Creed (34) who described it. Theresearchers claimed that around the time of rolloverthe lower layer had reached its new bubble pointunder the hydrostatic head of the upper layer.

2.6.2 The Vapour Evolution RateOnce stratified cells have been created and allowedto evolve over a period of days, the bottom cellcannot cool by evaporation which results in thevapour evolution from the tank being lower than thenominal rate. One of the initial indications thatstratification has occurred is a drop off of the BOGevolution rate from the nominal rate and anincrease of the temperature of the LNG in thebottom part of the tank, due to heat in leak into thebottom layer which cannot be released at the freesurface by evaporation. Uznanski and Versluijs (35)stated that for an experimental trial the presence ofstratification reduced the nominal BOG by a factorof five.

When rollover occurs, it is accompanied by a rapidincrease in the rate of vapour evolution to a valuewhich can be many times the normal rate. Uznanskiand Versluijs (35) stated that the vapour evolutionthat can be 10 to 30 times greater than the tank’snormal boil-off rate, thus giving rise to potentialover pressurisation of the tank. Starting from therollover event the vapour evolution rate declinessteadily to the normal operational value.

Figure 2.8 (a) and (b) show the evolution of an LNGstratification created in a 500 m3 LNG tank forexperiments conducted by GDF Suez during thelate 1980’s, (35) and (36). This evolution can bebroken down into four distinct phases with regardto BOG rate. During a first phase, the stratifiedlayers can be considered as insulated from oneanother with respect to both heat and mass andonly the lower layer heats up progressively, whichdecreases the density difference between thelayers. During a second phase, interlayerpenetration takes place between the two layers,further reducing the layer’s density difference.During the third phase, density equalisation occurs,which results in a rapid mixing of the two layers,producing the rollover event. The rollover ischaracterised by a sudden release of superheatfrom the lower layer, which is released at the free

surface through evaporation. The LNG thenprogressively loses this overheat and returns to anequilibrium state in a fourth phase.

Bates and Morrison (36) used this research tosupport their modelling approach for describing theevolution of stratified LNG. The behaviour ofmoving interfaces has also been reported byScurlock (37), who arrived at the same conclusionafter carrying out over 100 experiments withcryogenic liquids.

3. Incident Data

As part of the research for the revision of thisdocument, the Task Force surveyed GIIGNLmembers and conducted a literature review forthe occurrence of rollover events and additionalevents post 1983 that build upon the incidentsthat were reported in the first addition of thisstudy. This study reports 24 incidents of rolloverevents which are presented in Appendix A.

In summary, the study returned a lesser count ofincidents than the study completed as part of thefirst addition. What may be concluded from thisresult is that either the first study may haveinfluenced the industry and lessons may have beenlearnt, thus resulting in fewer incidents recorded aspart of the second survey conducted as part of thisstudy; or the second survey had less penetrationinto the industry. In reality these events are far morecommon than the documented cases suggest, butLNG operators priorities are in preventing andunderstanding rollovers, rather than publishingdata. The majority of the rollover incidents reportedoccurred within the 1970 – 1980’s. Fewer incidentsare reported in the 2000’s but rollover events arestill occurring with a predictable frequency,implying that the industry still has lessons to belearnt even if the events appear to be of a lesserimpact than the events in the 1970’s. Out of these24 incidents, three case studies are provided todemonstrate the different types of rollover eventsthat have occurred.

It is possible to classify incidents as per type ofphenomena that occurred. The fill-inducedstratification is the most common scenario and thetwo best documented cases of it occurred in LaSpezia, Italy in 1971 (38) and in Partington, UK in1993 (34). Other fill-induced stratification is morespecific to particular sites and local technicallimitations, and in recent years a number of rolloverincidents were recorded on peak-shavingterminals, where despite the lighter product beingfed from the bottom of the tank containing a denserheel, instead of mixing it would float to the surfaceforming a stratified layer. Investigation performedby Sheats and Tennant (39) attributed this initiallyunexpected behaviour to two main factors, firstlybeing the lack of an efficient mixing nozzle, andsecondly a very low filling rate.

It may be possible to classify incidents as persituational root cause:

• Peak shave – Less flexible operationally and of agenerally older design with less instrumentation

• Import Terminals – More flexible operationally andof a generally newer with instrumentation

• LNG carriers – Incidents are more hidden from thepublic domain and therefore less reported

The results from the study show that rolloverincidents continue occurring over the LNG industry,implying that lessons still need to be learnt. Thestudy reported incidents associated with newcommercial shipping arrangements such as partialoffload and reload, signifying that the industryshould consider more attention within this area,particularly considering rollover in the design ofships tanks. The rate of rollover incidents might bean emerging theme with an increasingdiversification of LNG supply sources caused by agrowing number of liquefaction plants around theworld along with an increase in short-term trade.This combined with the industries transition into anew growth phase with new technology, such asFPSO (Floating LNG Production, Storage and Off-loading), bulk breaking and small scale LNG, shipto ship reloading, LNG as a fuel and growth of roadtanker sector may see rollover incidents continuein the future.

3. Incident Data

3.1 Case Studies

3.1.1 Case Study 1: LNG Rollover at La Spezia,Italy, 1971The terminal had two vertical cylindrical singlecontainment 9% Ni storage tanks each with acapacity of 50,000 m3 and a maximum designpressure of 50 mbarg. Bottom filling was achievedby a side entry point and recirculation was achievedvia a top connection. The tank that was filled had aheel of 5,170 tonnes with a density 541.7 kg/m3 (40)to which a cargo of 18,200 tonnes of a density of545.6 kg/m3 was added. Prior to discharging itscargo, the “Esso Brega” LNG carrier had beenberthed in La Spezia for more than one month,during which time the cargo had weathered andwarmed. When this heavier warmer LNG wasloaded through the bottom fill of the LNG storagetank it stayed on the bottom forming a layer, withthe lighter cooler tank heel being displacedupwards with only minimal mixing.

About 30 hours after the loading had commencedrollover occurred. The tank relief valves lifted forapproximately 1 hour and the process ventdischarged at high rates for a further 2 hours afterthe tank relief valves were closed. The vapourrelease peak was estimated at 10 tonnes/hour. It iscalculated that 185 tonnes of LNG vapour wasreleased in total, 89 tonnes from the tank’s roof

vents and the remainder from the process vent onsite (41). Some vapour drifted offsite to a publicroad and as a precaution the public road wasclosed and the LNG carrier was moved off theberth. No ignition took place and no injuries weresustained but some minor damage to the roof ofthe tank occurred. Sarsten (38) studied this incidentin further detail.

The incident at La Spezia was the first significantrollover event that occurred on an LNG storagetank to be reported. The incident led to importantchanges in storage tank design, instrumentationand operations across the LNG industry.

3.1.2 Case Study 2: LNG Rollover atPartington, UK, 1993Tank No. 2 at the Partington site had a heel of17,266 tonnes of LNG and a total of 3,433 tonnesof liquefaction product was added over a period of24 days (40). During the final 13 days of liquefactionproduction, two significant events occurred. Firstlya cryogenic distillation plant was commissionedthat reduced the heavy hydrocarbon and carbondioxide content of the feed gas to the liquefactionplant, and secondly the nitrogen content of the feedgas to the plant reduced due to the shutdown of aspecific gas field that supplied the UK gastransmission system.

After 68 days following the end of liquefactionproduction, the tank pressure started to rise rapidlyand both the process relief valves and theemergency relief valves lifted resulting inapproximately 150 tonnes of vapour being ventedto atmosphere from the tank over a 2 hour period.The pressure in the tank did not exceed the designpressure and the tank was not damaged.

Calculations undertaken as part of the investigationinto the incident indicated that the tank heel priorto filling was approximately 446 kg/m3, to which1,533 tonnes of LNG at 449 kg/m3 was initiallyadded to the tank followed by 1,900 tonnes of thelighter LNG, resulting in a product density of 433kg/m3. The first phase of the run would have beenexpected to mix with the heel, but the lightersecond phase would have stratified. In the first 58days after filling approximately 160 tonnes of LNGhad boiled off whereas calculations showed that350 tonnes would have been expected to boil-off ifno stratification was present.

3. Incident Data

As a result of the incident, the operator amendedtheir operating procedure at the Partington plantand other peak shaving sites across the UK forfilling tanks and identifying stratification. Theseincluded determination of heel density by analysingexport gas, controlling LNG density from theliquefaction plant to ensure it does not differ fromthe heel by more than 5 kg/m3, limiting nitrogenconcentrations in the tank to less than 0.8% afterfilling and regular analysis of boil-off compositionand rates. If stratification was detected then thecontents of the tank were circulated from bottomto top of the tank to promote mixing and releasesuperheat from the LNG. Baker and Creed (34)studied this incident in further detail.

3.1.3 Case Study 3: LNG Rollover on a MossRosenberg Type LNG Carrier It was believed that rollover on a Moss Type LNGcarrier was unlikely to occur because the sphericalshape of the tank would enhanced the convectioncurrent and ensure thorough mixing of the tankinventory which would be further aided by thevessel’s motion during transportation (40).

The first publication of this rollover Task Force(1983) stated that there had been a rollover aboardan LNG ship that occurred shortly after completionof loading operations, but there were no detailsavailable to publish as part of the study. The originalrollover Task Force also noted that stratification hadoccurred onboard an LNG carrier on anotheroccasion. This second event was confirmed by the

recording of LNG densities during unloading andby an unusually high vapour-evolution rate, morethan three times the normal value. The current TaskForce have reported the occurrence of a rolloverevent on a Moss Rosenberg type LNG carrier, theevents are summarised below.

In 2008, a Moss Rosenberg type 125,000 m3 LNGcarrier discharged a cargo in the Far East that hadbeen loaded in the Atlantic Basin keeping over8,500 m3 of LNG as heel in two cargo tanks (No. 3and No.4) for the return voyage to theMediterranean to load (40). After 8 days at sea thevessel received orders to change course and loadin a port in the Far East where it arrived 17 daysafter leaving the discharge port, arriving with a heelof over 5,000 m3 of LNG. The port where the vesselloaded was a receiving terminal and the loadingrate was less than half of what would normally beexpected; also the vessel had to interrupt loadingfor several hours to ensure that the cargo tankswere cooled to acceptable limits and both of thesefactors may have contributed to the stratification ofthe tanks contents. The density of the cargo loadedin the Atlantic Basin was 427 kg/m3, that of the8,500 m3 heel 434 kg/m3 and that loaded in the FarEast 454 kg/m3, nitrogen content was negligible.

After 24 hours from leaving port the levels wereseen to increase in tanks No. 3 and No. 4. After 5days, whilst the vessel was waiting to berth at thedischarge port, the tank pressures were seen torise, accompanied by a drop in the tank levels in 3

and 4 tanks as rollover occurred. The crew closedthe vapour valves from tanks 1, 2 and 5 to send asmuch vapour as possible to the boilers from No. 3and No. 4 tanks, which peaked at 200 mbarg.Shortly after this event occurred, the vessel berthedat an importation terminal and was able to sendvapour to the shore flare to manage boil-off andcommence custody transfer.

This was not considered to be a serious rolloverevent when compared with the La Spezia incident,but demonstrated that LNG carriers can experiencestratification and rollover if heavy LNG is loadedunder a heel of lighter density. The changes in tanklevel were more apparent because a spherical tankwill have a greater change for a given volume thana prismatic tank when the tank is fully loaded. Atno time did the tank pressures exceed the designpressure nor did the cargo tanks pressure reliefvalves lift (40). Knowledge of how to managedifferent density cargos by the ship operationsteam could have attributed to the occurrence of theincident. The changing shipping pattern of thevessel was also an attributing factor. These factorsare a concern as this result may highlight a futuretrend in the industry as LNG as a commodity isutilised in an ever increasing manner with differentways of operating, new technologies and newoperators / users.

The first signal of the presence of stratification ina tank is a decrease of the boil-off rate of the tankand an increase of the temperature of the LNG inthe bottom part of the tank. This temperatureincrease is due to the fact that the heat leaks inthe bottom layer are not evacuated at the freesurface by evaporation but contribute to thatlayer’s temperature increase. Another sign thatconditions exist for a rollover event is thestratification of the stored LNG. This results in thedevelopment of two distinct layers of liquiddensities within the product in the tank. All ofthese effects are measurable and tankinstrumentation can be included to detect thesestratifications by measuring temperature and/ordensity at various levels within the stored LNG.Software is also available that uses data frominstrumentation on the storage tank to predictwhen a rollover incident may occur which may bemany days after a filling operation has beencompleted.

Since the publication of the first rollover study in1983, the instrumentation available to the industryhas advanced. In those days a technician would takea sample of the stored LNG from one of the LNGpumps while it was operating. The sample would berun through a chromatograph in a laboratory. Theresults would be returned to the plant via interofficemail. These sampling routines would take place priorto the start of any operations to refill the LNG storagetank. It is obvious to foresee that this procedurecould lead to errors where the analysis results wereeither delayed returning to the plant or lost resulting

in incorrect filling, i.e. top fill when it should havebeen bottom fill or vice versa. Today LNG plants areequipped with sophisticated and unmannedsystems to analyse the properties of the LNG in situwith real time results available to operators. Gaschromatograph-based techniques analysevaporised LNG samples, which provide a routinemeans of providing LNG composition and otherproperties. This data is then sent to the SCADAsystem which informs the operators in the controlroom as to the quality and density of the LNG bothincoming and existing. This information combinedwith a LTD travelling gauge provides a useful setupfor the prevention and control of the stratificationphenomenon. Moreover, the present requirementsfor the design and operation of LNG plants aregoverned by internationals codes, such as:

• “Tank Systems for Refrigerated Liquefied GasStorage” (API 625),

• “Installation and Equipment for Liquefied NaturalGas – Design of Onshore Installations” (BS EN1473), and

• “Design and Manufacture of Site Built, Vertical,Cylindrical, Flat-Bottomed Steel tanks for theStorage of Refrigerated, Liquefied Gases withOperating Temperatures Between 0°C and 165°C(BS EN 14620),

These codes require that LNG storage tanks beequipped with a density measurement system tomonitor the density of the LNG over the full liquidheight. The following is a summary of the differenttypes of instrumentation used on LNG storage tanks.

4.1 Useful Measurements

LNG tanks are equipped with intelligent tankgauges with high accuracy liquid level, interfacelevel, density and density profile measurementswith the following three main purposes:

• Detection of stratification, • Monitoring the effectiveness of methods ofpreventing or eliminating stratification and

• Obtaining data for investigation of any incidentsthat occur.

A list of useful measurements for these purposes isas follows:

• Vertical temperature profile in LNG• Vertical density profile in LNG• Vapour withdrawal rate• LNG level• LNG filling and withdrawal rate• LNG recirculation rate• Composition • Tank pressure

It is generally not necessary to make all thesemeasurements: for example, stratification can bedetected from the temperature profile, from thedensity profile, from analysis of composition or fromthe vapour evolution. Also, not all parameters needto be monitored continually. The choice of whichmeasurements are made and when they are madeultimately depends on individual site conditionsand requirements.

4.1.1 Instruments in UseThe instrumentation on new LNG storage tanks hasdeveloped into a standard configuration. The setupnormally includes two level gauges (either servo orradar) with associated temperature arrays for averageLNG temperature, a dedicated high level gauge, alevel temperature density (LTD) gauge for profiling,and some combination of skin temperaturemeasurement for cool-down monitoring and leakdetection (Figure 4.1). The LTD travelling gauge is aninstrument that has been designed to collect thetemperature and density over the entire depth of theliquid. This is accomplished by traversing a single,multifunctional probe through the height of the liquidand recording the temperature and density at presentintervals. This operation requires less than an hourdepending on the height of the liquid in the tank andcan be done as often as desired. It is normally doneafter a significant change in tank conditions and oncea day under static conditions (39). The association ofa travelling liquid temperature density (LTD) gaugewith rollover prediction software gives the operatoran integrated predictive tool with real time validation,in order to optimise the management of LNG storage.

4.1.2 Vertical Temperature Profile in LNGOne of the features of the LTD device is to measurethe temperature profile across the height of theLNG storage tank. Figure 4.2 shows realoperational data for temperature variation acrossthe height of a tank that contains stratified LNG.There is a clear transitional region for of bothtemperature and density around a level of 1500 mm

as measured by a travelling gauge. The graph alsodepicts how both the measured parameters oftemperature and density evolve with respect totime. Calibrated platinum RTD’s are typically usedfor temperature measurement which have anaccuracy of ± 0.1ºC and a high level of resolution(typically 0.01ºC) to be able to detect changes inthe temperature of stratified layers. LNG storagetanks are also normally installed with temperature

sensors on the tank walls for cool down monitoringpurposes. These temperature probes are notsuitable for detection of LNG stratification as theyare not very accurate.

4.1.3 Vertical Density Profile in LNGA key measurement for determining the presenceof stratification is a vertical density profile acrossthe height of the LNG storage tank. Thismeasurement is typically performed by use of aLTD device. The accuracy range for this type ofinstrument for density measurement is typically0.1% of range, 0.5 kg/m3, however, the accuracy of

the measurements is not as important as theresolution and repeatability. What is important ofthis type of device is that the resolution is highenough to detect changes in the density ofpotential layers within the storage tank. Figure 4.2is an example to show a typical result for densitymeasurement across a storage tank height forstratified LNG.

Capacitance gauges instruments were historicallyused for the purpose of measuring vertical densityprofiles. However, capacitance gauges are seldominstalled in newly constructed LNG storage tanksas other types of instrumentation have beendeveloped that are more accurate.

4.1.4 Vapour Withdrawal RateTurbine meters and orifice plates predominate asgas flow meter used for BOG flow measurement.Instruments need to be able to withstand andmeasure high vapour-evolution rates during anincident. The vapour withdrawal rate can also bededuced from the BOG compressor capacity andexperienced operators will detect a deviation fromthe normal compressor demand, signifying thatstratification may exist.

4.1.5 LNG LevelFloat gauges, displacement gauges and radargauges predominate. Recording systems areavailable these can be useful for monitoring liquidloss before and during an incident.

4.1.6 Other MeasurementsLNG filling, withdrawal and recirculation rates areknown from the pump characteristics.

Composition is universally determined by gaschromatography, accurate techniques for whichhave been extensively developed for custodytransfer purposes.

Tank pressure is monitored during normaloperation. During rollover the data are useful forthree purposes;

• to ensure that operating limits are not exceeded,• for estimating the vapour evolution if directmeasurements are not made

• for correcting any measurements of vapourwithdrawal that are made (the ullage space mayretain a significant quantity of vapour if thepressure rises appreciably).

4.2 Peak Shave Plants

Peak shave plants are typically older facilities thathave issues with rollover occurrences primarily dueto the fact that their design and build predatessignificant advances in rollover identification andprediction techniques. Therefore, they typically onlyhave top fill capabilities during liquefaction andlimited instrumentation installed. The ChattanoogaGas Peak Shave Facility, USA operated safely for many years without any specialisedinstrumentation to detect and minimise theconsequences of rollover (39). The main indicationof an impending rollover was a decrease of theBOG rate and an increase in temperature thebottom of the tank. The LNG storage tank wasretrofitted with LTD system together with an LNGmanagement data acquisition software system.The combination of this equipment provided theability to collect temperature and density profileinformation over the entire height if the LNG storedin the tank and analyse the data to assist theoperator in making the correct decision for stockmanagement. Of particular importance in thisapplication is the fact the system may be installedin a tank in service and does not require a stillingwell to protect the probe. Whilst the plant hadoperated safely for many years without thisinstrumentation, increased requirements fromregulatory agencies were one of the primary driversfor the installation of this equipment to demonstratethat the plant was being operated safely at all times (39).

The incident at La Spezia is the first knownrollover event that occurred on an LNG storagetank. This incident led to important changes instorage tank design, instrumentation andoperations. Also, the Partington incident led tofurther changes in the LNG industry and in the UKthis led to all LNG tanks being fitted withdensitometers. The learnings from theseincidents fed into international codes such as API625, EN 1473 ”The design of onshore LNGterminals”, and NFPA 59A “Standard for theProduction, Storage and Handling of LNG” nowrequire that LNG tanks be equipped with thenecessary systems to mitigate potential rolloverconditions. Additionally, they require that a topand bottom fill be provided to allow the mixing oftank contents.

The possibility of a sudden release of largeamounts of vapour and the potential over-pressurisation of the tank resulting in possibledamage or failure is recognised by the major designcodes. EN 1473 and NFPA 59A, both require thisphenomenon to be taken into consideration whensizing relief devices. Whilst the relief valves mayprevent damage to the tank, LNG vapour is not onlyflammable and heavier than air on release, but avaluable commodity and a potent greenhouse gasand therefore venting should be avoided wheneverpossible.

Potential stratification may be prevented duringfilling operations by loading the denser liquid abovethe heel of a lighter stored LNG or loading a lighterLNG into the bottom of the tank combined withproper filling rate and/or mixing nozzle so that thelight grade does not float to the surface. Thiscreates mixing of the unloaded product with thestored contents. If stratification is detected,product can be moved to prevent rollover fromoccurring. Product can be recirculated by movingit from the bottom of a particular tank to the top ofthat same tank. Alternatively, the product can betransferred from the bottom of one tank to the topor bottom of an adjacent tank. Top and bottom fillnozzles designed to promote mixing (in conjunctionwith the in-tank pumps) are used to move theproduct for loading, recirculation, and transferoperations. Not only does this move the product toareas with similar compositions, but it also servesto mix the product and release any trapped heat orvapour within the product being moved. Mixingmay also be promoted with mechanical agitatorssuch as jet mixing nozzles on the top-filling andmixing slots on the bottom-filling.

Informed LNG storage tank design combined withappropriate plant operational procedures canmitigate the risk of rollover. Mitigation measuresthat are used are:

• Stratification inside storage tanks is avoided bytop or bottom filling according to heel and fill LNGdensities, bottom/top recirculation, mixing theliquids by filling using jet nozzles and distributedfill systems

• Different compositions of LNG are stored inseparate tanks

• Specify LNG with nitrogen content less than 1%

• Monitoring of LNG density and temperature overheight of tank

• Monitoring of total boil-off and heat balance todetect superheating

• Use of software based on LNG tankthermodynamic modelling to predict potential forroll-over

• Ensure LNG residence period in tank is not toolong

• Process relief systems and safety valves aredesigned to handle rollover effects

Out of all of these mitigation approaches, the directmeasurement of density across the tanks’ height isthe primary means of detecting stratification.During stratified conditions the bottom layer oftenbecomes superheated, but monitoring BOG rate isa better indication of potential stratification, ratherthan direct measurement of the temperature of superheated LNG.

5.1 Prevention Methods

5.1.1 Bottom FillingIf the incoming LNG is lighter than the heel in thetank, a bottom filling operation will generally ensurea complete mixing of the two LNG grades, with littleor no chance of stratification. The boil-off gasproduction, generated due to the temperature riseof the LNG during transfer from the LNG carrier tothe filled tank, is limited by the hydrostatic pressureat the bottom of the tank. The bottom filling device(Figure 5.1) consists of a tube attached to thesupport of the tanks and goes down vertically fromthe top to the bottom of the tank. At the bottom ofthe tube, there are some slots that direct theincoming LNG into several directions to promotemixing with the LNG in the heel. The bottom fillingdevice is positioned at the edge of the tank near thetank wall. The location, diameter, number and widthof slots and other characteristics depend on thespecific design.

5.1.2 Top FillingIf the incoming LNG is heavier than the stored LNGa tank top filling operation will avoid stratificationand the risk of subsequent rollover, but this usuallyresults in excessive vapour generation due to theflashing of the injected LNG into the tank’s vapourspace and subsequent increase in tank pressurewhich must be managed. A simple solution to thisis to reduce the loading rate, but this may notalways be commercially acceptable and othermeans may need to be adopted. Furthermore, top

filling is not generally provided on LNG carriers,unless they have been modified for use as a floatingstorage regasification unit (FSRU) when they areoften provided with top fill connections.

Top-filling devices such as sprays or splash platesare common and appear to be fairly effectiveinsofar as they causelarge vapour evolutionrates. However, it isthought that this type ofdevice creates dropletsthat can be carried overinto the vapour line,masking the effectivenessof the device andsometimes making thevapour evolution rateexcessive.

One method of reducing overall vapour generationwhen top filling is to lower the tank pressure priorto filling the tank; this will create more boil-off anddrop the temperature of the heel. Immediatelybefore filling commences the tank pressure israised to above normal operating pressure to limitthe amount of LNG that flashes off whendischarging into the tanks vapour space. Thisraised pressure is maintained throughout theloading process and when filling is complete thetank pressure is slowly returned to its normal level.

A top filling device is a pipe that enters into the topof the tank though the dome chamber (Figure 5.2).Normally the device consists of a plate at 45° to thedirection of flow. When incoming LNG comes intocontact with the plate it produces droplets of LNGthat fall down the tank into the heel.

5.1.3 Filling using Multi-orifice TubeA mixing device that comprises of a vertical tubedrilled with numerous holes over part of its height.The device has the advantage that the dischargerate for a given pump head is higher than for asingle nozzle. It is necessary for the holes to belocated so that they are submerged for most of thetime to avoid excessive vapour evolution.Additionally, the holes are arranged so that the jetsmiss internal tank fitting, instruments etc.

5.1.4 Jet Nozzles and Other Mixing DevicesA jet nozzle fitted to a fill line located at the bottomof the tank can be very effective in preventingstratification, but there must be sufficient head inthe filling line to ensure the jet can reach the surfaceof the liquid and sufficient time must be allowed toensure the mixing process takes place in all of thetank contents. Diffusers at the bottom of the fill linecan also aid mixing.

5.2 Filling Logistics

In order to prevent stratification, it is advised toadjust the mode of filling the tank (top or bottom) tothe relation between density of the existent heel andcargo. If density of the heel is lower, filling heavier liquidfrom the top will promote natural mixing. Provided aproper mixing nozzle and a suitable filling rate arepossible (in order to avoid the fill-inducedstratification described earlier) filling lighter liquidfrom the bottom will also promote mixing. It is quite

common to top or bottom fill liquid according towhether it is more or less dense than the heel inorder to avoid stratification, but it needs to be usedwith caution: cases of stratification or rollover inoperational tanks following the correct choice offilling point are known.

A common problem with top filling is that this modeof operation causes a large vapour evolution rate.Older sites tend to only have top filling to tank fill.A way of avoiding stratification is to put liquids ofdifferent density into separate tanks. This mayreduce operational flexibility, and difficulties canarise matching storage tank and ship capacitiesand scheduling deliveries. It may also be necessaryto send out liquid from more than one tank at onceto produce a composite mixture for control of theheating value.

Tank stock management for optimisation of use ofgas quality blending utilities often sees tanks filledwith LNG of different ‘quality’. A ship acceptancemodel is typically used to carry out calculations andsupport the strategy for stock management duringunloading. For LNG receiving terminals there is aneed for a continuous flow of LNG from the in-tankpump discharge to keep the unloading lines cold.Due to continuous recirculation, stock transfer willtake place from the tanks with in-tank pumpsrunning to all other tanks. Thus consideration forgeneration of stratification should be taken forstock management due to LNG transfer duringreduced export or holding conditions.

5.3 Management of Stratification andRollover

Stratification can be destroyed by recirculation, byrotating stock between storage tanks and bysending out liquid before rollover can occur (thismay require stock to be exported during lesscommercially viable periods). To use these methodswith confidence, the time to rollover needs to beknown, information that can be obtained bymodelling, this covered further in Section 6.

Breaking up stratified cells can be achieved byexternal recirculation of LNG by running the in tankpumps and drawing in the bottom layer, circulatingthis LNG around the plant (i.e. to the jetty) andfeeding it to the top of the tank. However, thisprocess has a cost associated through increasedpower consumption from running additional pumpsand compressors and depletion of stock byproduction of BOG which will need to be exported.This process may also cause rollover to occursooner, but with less severity. The reason is that byrecirculating the liquid we effectively speed up theprocess of densities equalisation, which is thecriterion for rollover occurrence. If a sophisticatedtank management system is provided, the operatorwill have real time information on how long he hasto break up the stratification.

In recent years, following work pioneered by GDFSuez, there has been a growing trend tointentionally induce density stratification. Thisapproach is used to reduce high LNG boil-off gasrates, particularly when top filling is required forheavier cargo. Thus BOG compression costs canbe reduced both during and after unloading LNGcarriers. These procedures require thesophisticated tank management systems and ameans to break up the stratification as referred toearlier.

5.3.1 Detection of Stratification and Preventionof Rollover for LNG CarriersRollover risks for shore LNG plants are welldocumented and understood and the risk of arollover occurring on an LNG ship has always beenconsidered low (40). This is because LNG shipsoften maintain a dominant trading pattern forspecific vessels, therefore the opportunity for richcargo to be loaded beneath a lean heel is reduced.Also, due to the process of weathering theremaining heel in the ship is expected to be richerthan the cargo that is being loaded.

However, as reported in Section 3.1.3, at least onerollover has occurred within a ship. The incidentarose because there was an unusually large heelaboard and the heel was lighter then the incomingcargo. It is also possible to foresee a set ofcircumstances that could lead to rollover where aship is being used as floating storage for anextended period of time, which is then topped up

with LNG from a richer source (40). Because shipsdo not normally have either the instrumentation todetect stratification, or the means of mixing thetanks, the best way to manage stratification is toavoid the conditions required to instigate it. Stepssuch as keeping ships on dedicated trading routes(i.e. within a rich or lean region), reducing the heelfor ships arriving at load ports and floating storagebeing replenished with LNG from the same source,these steps are all deemed as good practice toreduce the risk of stratification. However, if thecircumstances for stratification present themselves,then (40) suggests the following actions to mitigatethe potential risk. The advice given in (40) is to:

1. Consolidate the heel into one tank.

2. Partially load a second tank to a level such thatthere is room to transfer into the tank the entireheel.

3. Close the manifold liquid valves - leaving thevapour manifold open.

4. Transfer the heel into the partially filled tank. Thisshould be done using the ship’s cargo pumps asfast as safely possible, prudence and vapourgeneration permitting. The reason for speed is topromote as much turbulence as possible in thebottom of the receiving tank to aid mixing.

5. Do not load any further LNG into the tankcontaining the mixture.

6. Complete loading the other tanks as per normalprocedures.

The procedure above is to be carefully discussedbetween ship and shore before commencement ofloading. It should be noted that the transfer andmixing process may generate significant amountsof vapour.

5.4 Operating Methods

This section summarises how operators fordifferent types of LNG sites put the aboverecommendations into practice.

5.4.1 Statoil Hammerfest LNG Export Terminal MethodThe LNG storage and loading facility is controlledby a central control system which is operated fromthe Central Control Room. In order to prevent LNGtank roll over phenomenon, each tank is equippedwith a level-density-temperature device, whichmeasures and indicates liquid density andtemperature at various levels through the LNG tankinventory. Whenever a density difference of morethan 1.0 kg/m3 or if the difference of producttemperature between any two layers is more than0.5°C, or a change in level of ~ 2 m is observed, it is considered that stratification of the LNGinventory into distinct layers may be about to occur.The density measurement system will raise analarm if the density difference is more than 1.0kg/m3. If this happens the operator takesimmediate action to eliminate the stratified layersto prevent a potential rollover condition. Generally

the stratification will be eliminated by mixing of thetank’s inventory or through inter-tank transfer. Tankrecirculation will be undertaken by operating one ofin-tank pumps on spillback to the tank. LNG istaken from the bottom of the tank and is filled intothe top of the tank via the top filling device and thelayer is gradually reduced.

5.4.2 National Grid Grain LNG Import Terminal MethodThe LNG storage tanks are routinely monitoredusing densitometers to look for stratification withinthe stored liquid. This is conducted at least onceper week and after ship unloading.

If the densitometer indicates that stratificationexists, the tank is mixed by running the in-tankpumps on spill back. LNG is circulated until thedensity measurement indicates a top to bottomvariation less than 2 kg/m3 and the temperaturemeasurement indicates a top to bottom variationless than 2°C. Additional boil-off compressioncapacity is required during the circulation process.

If a rollover condition would occur then theincreased BOG would trigger high pressure alarms,release gas to the vent and lift tank relief valves.High pressure would also stop the unloading ofcargo if it is in progress and would trip therecirculation of LNG through transfer pipelines fromthe jetty.

A typical emergency response would include thefollowing steps:

• Maximise BOG disposal via site compressors andrelief system.

• Identification of the likely direction of releasebased on wind data.

• Determination of a safe evacuation route for staff.

• Remote shutdown of sources of ignitionpotentially in the path of the dispersing gas cloud.

5.4.3 National Grid LNG Tewksbury, MA The Tewksbury facility is a storage site that is filledby road tankers. The site deploys a strict policywhen receiving liquid via road transport; lighter-colder liquid is bottom filled; heavier, warmer liquidis top filled. This method maintains a stable wellblended liquid in the tanks. Storage sites of thisnature may only empty half the contents of a tankduring the vaporisation season. An averageoperating condition for a winter is to empty thetanks by 50% to create ullage for the summerrefilling period. Also, the density of the LNG ismonitored and if it corresponds to a Gross HeatingValue approaching 41 MJ/m3 then an export is runto vaporise to lower the tank level and create spacefor lighter LNG refill. Export also decreases thedepth of the lower layer if the tank becomesstratified.

5.5 Safeguards against Rollover

In the event of a rollover, there may be a suddenrelease of vapour that results in an increase in thetank’s internal pressure. This increase in pressuremust be accommodated to avoid damaging thetank. The most common way to manage thisincrease is by providing pressure relief valves thatvent the over pressure to a flare or to atmosphere.Other methods for lesser occurrences create theneed to run boil-off compressors to recover the gasand send it to lower pressure distribution networksand minimise loss of product and environmentalimpacts. As previously stated in Section 4, Sheatsand Tennant (39) reported that for the ChattanoogaGas peak shave plant, the normal BOG rate wouldbe approximately between 14,158 and 19,822m3/day. Prior to rollover, the rollover rate woulddrop considerably (8,495 m3/day). During the actualrollover event at the facility, the rate would rise to arange of 67,960 to 76,455 m3/day. There are twoBOG compressors at this site. During normaloperations one compressor is required. During arollover event, two compressors would be requiredto handle the load. Anything that would make oneof the compressors unavailable (such as plannedmaintenance or a breakdown) would increase thelikelihood of venting gas to the atmosphere toprotect against tank over pressure.

International codes such as EN 1473 and NFPA59A require that pressure relief be provided to eachtank as a last layer of defence to protect againsttank over pressurisation during a rollover event.These codes also establish relief sizing criteria thatare expected to handle a “typical” rollover scenario.EN 1473 requires that the venting requirements fora rollover scenario be determined by a validatedmodel. If a validated model does not exist, theventing requirement may be conservatively takenas 100 times the calculated boil-off. Alternatively,NFPA 59A requires that the relief system becapable of venting 3% of the full tank contents in a24 hour period.

For information the design for relief valve sizing foran LNG tank used the guidance in appendix B ofEN 1473. Extract given below;

The boil-off due to a roll-over (VB) shall becalculated using appropriate validated models. Incase where no model is used, the flow rate duringrollover shall be conservatively taken equal to:

VB = 100 x VT

This flow rate corresponds approximately to themaximum flow rate observed in the past during areal roll-over. Where VT is the maximum flow rateof a tank boil-off due to heat input in normaloperation is to be determined by assuming ambientair at the maximum temperature observed in thecourse of a hot summer day.

The approach NFPA 59A takes is to consider theminimum reliving capacity and states:

The required relieving rate is dependent on anumber of factors, but sizing will be based on theNFPA 59A Section 7.8.5.3 (2006 edition)requirement that: “The minimum pressure relievingcapacity in pounds per hour (kilograms per hour)shall not be less than 3% of full tank contents in 24hours.”

In Asia, the Japan Gas Association (JGA) is anassociation consisting of city gas utilities thatdevelops technical standards and recommendedpractices that are used in Asian countries. Theirsuite of Recommended Practices include:

• Recommended Practice for In-ground type LNGStorage tanks (RPIS),

• Recommended Practice for Above ground typeLNG Storage tanks (RPAS),

• Recommended Practice for LNG terminalsfacilities.

Rollover features within the Japanese design codesbut a detailed procedure is not described within thecode. Therefore, Japanese utility companies allowfor rollover within the design by considering thespecific features of the LNG terminal. As the result,API codes may also be used in addition to thesestandards depending on judgment of eachcompany. For Japanese design codes, the reliefvalves of LNG storage tanks are sized for a fire case.

Calculating the boil-off quantity that is expected isvery difficult, if not impossible to estimate as itwould depend on so many different factors.Therefore, designers may put emphasis onto thecode requirements or back on the client as onlythey know how they will operate the tank and thetype of cargos or liquefied product that could beproduced and the time it will remain in the tank.Vent headers or flare stacks (to reduceenvironmental impacts) can be used to relocate therelease away from the localised relief valves if thevapour evolution period (rollover event) is extendedfor a significant period of time, Sheats and Tennant(39) have stated that depending on the severity ofthe rollover, this could take several weeks. Flaresystems are often preferred as they displacemethane emissions with CO2 emissions, whichhave a significantly lower global warming potential.Methane (the principal component of natural gas)is reported to be 20 times more harmful to theenvironment than carbon dioxide.

The original rollover study reported thedevelopment of seven LNG rollover simulationmodels in 1983. Today, the LNG rollover simulationmarket is dominated by a few commercialproprietary software’s that are based on theprinciples of the earlier models. This sectionprovides an overview of the four main models onthe market and their principal use.

Some LNG terminals around the world use rolloversimulation models to predict the behaviour of LNGin storage tanks. Enagás use an LNG rolloversimulation model to provide their operators withunloading strategies to manage cargos of differentdensities and simulate the stratification processonce the LNG is stored.

A second motivating factor for utilising rolloverprediction models is for operator training.Personnel with considerable experience feelcomfortable in operating the plant with theindication of normal operating pressure and LNGstock temperature. However, newer operators donot have that experience to draw upon, andmodelling and rollover simulation becomes animportant tool to give confidence that the plant isbeing operated in a safe and efficient manner.

A growing trend for the use of model predictionsoftware has been to manage the purposefulinstigation of stratification as a stock managementstrategy. The advantage is to gain efficienciesduring unloading operations by suppression ofBOG evolution. This will be discussed further laterin this section.

6.1 Whessoe Rollover Predictor

The LTD gauge monitors and detects a potentialstratification of a stored LNG. But it doesn’t providethe LNG terminal’s operators with the evolution ofthe said stratification. Wärtsilä has developed, incollaboration with GDF Suez, the Whessoe RolloverPredictor software. The heart of the software, thecalculation module, has been developed andvalidated in the Nantes, France 500 m3 LNGstorage tank during a Gaz de France experimentalcampaign on its cryogenic testing station.

6. Rollover Prediction Models

The Whessoe Rollover Predictor software is directlyconnected to the Tank Data Acquisition platformsfor an immediate processing of the LTD profilingdata.

In case of layered LNG, the software analyses thedensity and temperature measurements from theLTD gauge (layer height, densities andtemperatures). Other information is required such asthe availability of safety equipment (flare,compressors, vents, valves, rupture disks) used inthe operation of the LNG terminal. The connectionof tanks vapour phases is also taken into account.

Based on the chemical compositions of the layers,densities, temperatures and safety equipmentavailability, the software determines an operationalscenario that includes the evolution of each layer.This leads to predict also the evolution of thechemical composition for each LNG layer. Thesedata feeds are recorded in order to be used at thenext calculation step and thus increases theaccuracy and the reliability of the predictedscenario.

The Whessoe Rollover Predictor predicts theoccurrence of a rollover within the next 30 days,and provides the operator with:

• The tank where rollover is expected• The remaining time to rollover• The predicted boil-off gas level during rollover• The predicted pressure rise during rollover

6.2 MHT Technology Ltd. RolloverPrediction Model

The Rollover Module developed by MHTTechnology for predicting the behaviour ofstratified LNG in storage tanks is based onthe concept of lumped parameter model. Itsimplifies the spatial dependence of thesystem, compared with ComputationalFluid Dynamics models. The module formsa part of an integrated LNG stockmanagement system such as the oneshown on Figure 6.4

Based on the given initial conditions, themodel allows the user to visualise a numberof process parameters and properties usingscreen such as the one shown on Figure6.5, as well as number of graphs andtables.

The user can display the evolution oftemperature, density, thickness of thestratified layers within a tank, as well asother parameters characterising theconditions inside the tank and inventoryproperties during rollover incubation. Thenovelty of the model comes from its abilityto estimate heat and mass transfercoefficients from the real time level-temperature-density (LTD) profiles using theinverse method. These parameters havesignificant influence on heat and masstransfer between the liquid layers andconsequently the onset of rollover and sotheir accurate prediction is of crucialimportance.

The inverse method uses LTD profiles takenat two known instances in time. The lumpedparameter model is solved iterativelyvarying the heat and mass transfercoefficients after each loop, until thepredicted change in density will match theactual one between the two profiles withinthe defined accuracy. This way, startingwith an initial estimate of the heat and masstransfer coefficients it is possible to obtainthe adjusted values that best describe thegiven LNG tank at the time.

6. Rollover Prediction Models

The model accounts for all major tank operationssuch as external recirculation, emptying or filling,as well as processes such as flashing in the ullagevapour space. The output from the modelcalculations can be visualised (or displayed intabulated form) and easily compared with differentresults for various operating conditions. This allowsthe operators of the plant to safely manage a tankin a stratified state if desired until it becomesnecessary to take immediate actions to avoidrollover incident. The Rollover Module canannunciate the following alarms depending on theresults of the performed simulation:

• The time to rollover event

• Warning: Risk of venting to atmosphere (in casethe predicted peak vapour pressure exceeds thespecified vent pressure)

• Warning: Risk of tank damage (in case thepredicted peak vapour pressure exceeds thespecified tank design pressure)

The module also recommends top or bottom fillingdepending on the density of the new LNG and thedensity of the LNG already in the tanks. It wasvalidated against the two case studies described indetail in the open literature (La Spezia in Italy andPartington in UK) as well as the rollover incidentwhich occurred at the Chattanooga peak-shavingterminal in US. Some of the principals of modeloperation were described by Deshpande (42).

6.3 LNG MASTER® GDF Suez

GDF Suez has developed a commercially decision-support software called LNG MASTER®, whichpredicts the behaviour of LNG in storage tanks. Fromthe design to the operating phases of LNG facilities,the LNG MASTER® software predicts the behaviourof LNG during the operations that occur in LNGterminal storage tanks:

1. Unloading of LNG carriers into LNG storagetanks with assessment of tank fillingconsequences (boil-off gas generation, gasreturn flowrate from the terminal to the ship andLNG mixing).

2. Stratification evolution up to the rollover eventwith assessment of occurrence date and boil-offgas peak.

3. Ageing of homogeneous LNG with prediction ofLNG composition changes, as well as GrossCalorific Value (GCV) and Wobbe Index changes.

4 Tank to tank transfer and LNG recycling within atank.

5. Prediction of operating pressure changes onLNG behaviour.

6. LNG send-out operation to regasification unit(GCV and Wobbe index).

LNG MASTER® is intended both as a safety andoptimisation tool for tank management operationsin LNG storage sites (receiving terminals,liquefaction plants and peak shaving sites).

The LNG MASTER® software has been validatedthrough a wide database developed from laboratorytests, a 500 m3 pilot tank LNG tests conducted inthe past by GDF Suez on their LNG cryogenictesting station in Nantes (France) and on-field testsand operations follow-up at various LNG receivingterminals (Montoir-de-Bretagne Fos-sur-Mer andFos-Cavaou and La Spezia). It mainly included testson:

• LNG ageing and dynamic evaporation of storedLNG.

• Tank filling with complete LNG mixing orstratification formation.

• Stratification follow-up including rolloveroccurrence.

The LNG MASTER® software is based on publishedas well as in-house physical models which havebeen adapted to LNG product through theseexperimental and operational data. These modelscover all the phenomena that could occur into LNGstorages, among them:

• Hashemi & Wesson model for modelling LNGevaporation process at the LNG free surface thatwas originally developed for water but which hasbeen adapted to LNG (5).

• Heat and mass transfer models across a thickinterface in a stratified LNG storage comprisingboth double diffusive model based on J.S. Turnermodel (43) and interfacial entrainment model formodeling dynamics and progressive erosion of thethick interface based on Y. Zellouf model (44).

• Advanced dynamic tank filling model that iscapable of simulating mixing of various LNGqualities during filling operations carried out inlarge industrial tanks with commonly usedindustrial filling devices. This model is alsocapable of predicting stratification formation whenmixing is unachieved (45).

All the implemented models help the LNG operatorsin predicting the evolution of the mean density,temperature and concentration profiles as afunction of time, as well as the instantaneous boil-off gas flow rate allowing them to optimise thehandling of different LNG in the same tank duringfilling operations.

LNG MASTER® can be applied to optimise the LNGunloading operation to storage tanks. It is wellunderstood that a significant amount of gas isflashed off during the filling operation. One way ofreducing the amount of gas produced during theunloading operation is to reduce the rate of filling,thus reducing flow of displaced vapour as the tankfills. Another solution is to optimise the tank’soperating pressure in order to minimise gasproduction during tank filling. This is achieved byinitially pre-cooling the tank heel before unloadingby lowering the operating pressure. Changing thepressure draws off more BOG, thus lowering thetemperature of the LNG. Prior to unloading, theoperating pressure is increased above the normaloperating pressure in order to suppress the amountof flashing for the unloaded LNG. Once tank fillinghas completed, the tank pressure is thenprogressively lowered to the normal operating levelfor storing LNG.

An alternative solution is to use a softwareprediction model such as LNG MASTER® topurposefully create a stratified condition as part ofthe unloading operation. By deliberately creating astratification, in particular in the case of loadingheavy cargo under light heel by bottom filling, theoperator reduces BOG production rates during thefilling operation, and reduces the BOG rate aftertank filling during LNG holding condition. Uznanskiand Versluijs (35) reported that the stratificationmethod reduces the normal BOG rate by a factor of

five. Other advantages for using this stratificationmethod are to decrease electrical powerconsumption for BOG gas compression during LNGageing, which reduces terminal operating costs.However, once such a stratification is formed, itneeds to be managed safely particularly for theevolution of the stratification up to rollover.

Among the rollover mitigation methods available tothe operator, tank emptying represents one of themost effective methods to safely managestratifications. This method best suits LNG terminalswith continuous or frequent exports of LNG. Theemptying flow rate necessary to avoid rolloveroccurrence must be sufficient to completely emptythe lower layer before its density equalises with thatof the upper layer. LNG MASTER® can be used tocalculate the critical emptying rate as shown inFigure 6.7.

Figure 6.7 shows the emptying rate curve giving thetime necessary to empty the lower layer of astratification at the prescribed emptying rate. Therollover time curve represents the rollover onset timeat the given emptying rate. As the emptying rateincreases, the rollover onset time decreases. Atsufficiently high emptying rates, the two curvesintersect. This intersection, defined by the criticalonset time and the critical emptying flow rate,defines the critical point of stratification. The criticalemptying flow rate of stratification is the flow rate atwhich the lower layer is entirely emptied just as

rollover occurs. Operating at an emptying flow rateabove this critical flow rate ensures the withdrawalof the lower layer before rollover occurrence. In thisway, the region in Figure 6.7 to the right of theemptying rate curve represents the safe operatingzone of stratification. LNG MASTER® calculates thecritical emptying flow rate with the site’s operationalconstraints such as the number of pumps in tank toprovide a strategy for operators to safely managethe stratification.

6.4 Computational Fluid DynamicsModel, Tokyo Gas

Tokyo Gas utilise a CFD 3D model, with theassistance of CFX, a general purpose CFD softwarefor heat transfer and fluid flow analysis by ANSYSInc., in order to improve safety, efficiency andreduce LNG storage costs. The CFD model is usedfor the simulation of LNG stratification and rolloverfor Tokyo Gas LNG importation terminals.

Koyama (46) evaluated the model’s performanceagainst measured values for an LNG importationterminal. Koyama’s (46) results showed that thedensity contour (Figure 6.8) for lighter LNG receivedfrom bottom fill reaches the free surface driven bybuoyancy, then spreads along the surface, forminga slow convective flow in the tank. These simulationresults were then compared with the measuredvalues recorded during a real unloading operation(Figure 6.8). Overall, a good correlation betweensimulation results and measured values wasreported. Koyama (46) concluded that the initialdensity difference, the initial LNG depth, and thefilling rate were directly related to any stratificationthat may have occurred post unload.

7. Conclusion

The GIIGNL Task Force have reviewed thephenomenon of LNG rollover within storage tanks.This document has presented the theory of theoccurrence of stratification leading to rollover andthe practical means of managing stratification,either to prevent rollover or to optimise BOGgeneration with the use of the right tools.

This document has summarised the occurrence ofLNG rollover as the rapid release of LNG vapoursfrom a storage tank that has become stratified.Stratification arises when two separate layers ofLNG with different densities exist in a tank. Theweathering effect enables the LNG densities tobecome approximately equal at which point thetwo cells rapidly mix. This rapid mixing causes largeamounts of vapour to be released as part of anuncontrolled event that can have safetyimplications.

The Task Force conducted a worldwide survey andliterature review for the collection of incident data.From the 24 rollover incidents reported, aconclusion was proposed that fewer incidents havebeen reported in recent years but rollover eventsare still occurring. This implies that the industry stillhas lessons to be learnt even if the events appearto be of a lesser impact than the events in the1970’s. This finding is of importance as the LNGindustry is going through a growth phase with newoperators and LNG being used in new processes.The principles of management stratification for

these new processes are as yet not thoroughlydeveloped.

Since the publication of the first GIIGNL rolloverstudy in 1983 an increasing awareness of LNGstratification has resulted in a greater emphasis onthe installation of advanced instrumentation. As aresult, today LNG tanks are equipped withintelligent tank gauges that measure the keyparameters such as level, temperature and density,with high accuracy and provide real time data tooperators. The requirements for the design andoperation of LNG plants are governed byinternational design codes which can specify theequipment that is necessary to manage LNGstratification.

An area of development within the study of LNGstratification is the growing trend for the use ofmodel prediction software for stock management.These models are used for operator training anddesign purposes, and in some instances to managethe purposeful instigation of stratification as ameans to optimise BOG generation.

This document also summarised the operatingpractices for different LNG terminals for how theymanage LNG storage whilst preventing rollover.
