MESSAGE FROM THE CHAIR
As another year passes I would like to look back andtake a moment to thank all those who havesupported not just my cause but the agency’s causeto combat Optical Media Piracy. From my verycapable and efficient staff in the OMB, thestakeholders that have been actively monitoring ourperformance and the public who provides theagency with much needed information and insightinto how to serve them better, Thank you.
Effectiveness and Efficiency in OMB cannot be discounted due to itsindispensability. This is the reason why the OMB is relentless to chronically,delicately, strategically and perpetually develop systems and proceduressuitable to the sustenance of carrying out its goals and mandate towards theprotection and promotion of the intellectual property rights.
Me along with the entire OMB family would like to submit thisaccomplishment report as part of our commitment in providing transparencyin public service, as well as for the public whom we serve to be made awarethat the OMB is working hard to make sure that the proliferation of OpticalMedia Piracy is not and will not be tolerated.
From continued enforcement efforts, extensive information gathering tostamp out sources of Optical Media Piracy, increased Information Drives tomake the public aware of the negative effects of Piracy to the nationseconomy, the OMB is adamant in continuing its campaign as well as to makesure that the accomplishments for the forthcoming years will overshadowwhat was achieved and attained this year.

I. Campus Tours / All-Star Basketball / Ceremonial Disc Crushing
To create awareness among the people especially the youth,one of the foremost programs spearheaded by Chairman RonnieRicketts is an exhibition game featuring movie stars competing withfamous campus basketball teams from different schools anduniversities within and outside Metro Manila. The activity is usuallyintegrated with ceremonial disc crushing of confiscated piratedoptical media discs being witnessed by the public, and in order tomake the program remarkable, the OMB theme song “BawalKumopya” is being performed by artists Artstrong and DCoy. Thisproject has been brought around the country’s outskirts and hasbeen proven to be effective to attract crowd and media which exposethe Agency’s mission of reaching out to the public and showing themour serious efforts of combating the evils of piracy.

Piracy is a global problem. Given that scenario, it is aworldwide concern. In the Philippines, concerted efforts were put upby the government through the creation of National Committee onIntellectual Property Rights (NCIPR). As a member of the committee,our Agency is in constant coordination with various governmentorganizations, non-government and private stakeholders to ensurethe continuous passing of information and updates on issues that arein relation to the protection of IPR. The close ties betweeninterrelated agencies keep us in a harmonious relationship with ourallies in the industry that can give support and reinforcement in theimplementation of the law.
One of the most valuable tools in capturing public attention isthrough socialization. The OMB Chair and CEO represented theagency in various activities requiring his presence. It may be aninvitation to grace special occasions, make himself available ondifferent TV Programs or an awarding ceremony that acknowledgeshis performance for being the top executive officer of the agency.most events were witnessed by media and the public and addressingthem personally of the government’s struggle against piracy.

Our law provides for the regulation of the optical mediaindustry. Its capacity is supported by Republic Act No. 9239 and itsimplementing Rules and Regulations and ensuring the protection andpromotion of Intellectual Property Rights. Implementation of themandate includes information campaign via different strategies,highlight of which is the enforcement activity being conducted by theEnforcement and Investigation Division. Through the years, theaccomplishment of our agency is basked on the continuous raids andoperations against optical media pirates . We carry on with themandate of enforcing the law via confiscation of illegal optical mediaproducts and equipment, the result of which was millions of worth ofseized items with the corresponding administrative cases filedagainst these violators.
