World Community Service: The Process IDENTIFICATION of World Community Service Projects can occur in a variety of ways: • World Community Service District 5370 Catalogue of Available Projects • International Contacts • Travel by Rotarians • Referrals through District Governor • Project Fairs IMPLEMENTATION of a World Community Service project is facilitated through applications for matching grants from any or all of the following: • Government of Alberta - Wild Rose Foundation (WRF) • Government of Canada CIDA Funds - Canadian Rotary Committee for

International Development (CRCID) • The Rotary Foundation of Rotary International (TRF) DEVELOPMENT of a project requires a detailed description prior to application for matching grants. To facilitate this the District 5370 Society has developed a questionnaire to assist clubs and this is provided on the web at www.rotary5370.org. A Rotary club or District in the recipient country must agree to monitor the project and assist in the provision of progress and final reports. CONTRIBUTIONS of a Rotary club should go into a special project account as soon as the international project is identified. If District 5370 is to manage the project, then funds must be transferred to the District WCSS account before applying for matching grants. The District Society is not a funding agency. In the developing country, the community requesting project assistance should demonstrate its commitment by donating labour, time, materials and/or funds toward the project.

Rotary began on the evening of 23 February 1905, when Harris met with three business colleagues in hopes of recapturing in a professional club the same

friendly spirit they has experienced growing up in small-town America.

A century later, 1.2 million men and women are members of more than 31,000 Rotary clubs in 166 countries united under the banner Service Above Self.

Through the numerous humanitarian, international, and educational programs of Rotary International and club World Community Service projects, Rotary clubs

work to realize Rotary’s vision of improving the human condition and to advance world understanding and peace.

President’s Message

On behalf of the society’s board of directors, I am pleased to provide a report on our accomplishments in 2004 Our primary goals in 2004 were;

• To encourage and support each club in 5370 to become involved in a World Community Service project, and

• To lead and coordinate a District-World Community Service project. The WCSS directors contributed to the first goal by acting as a resource to individual clubs in various ways. Directors provided assistance with the grant application process, identifying projects and connecting club leaders with the appropriate resource people. The information about club-led projects in this report demonstrates the outstanding efforts and successes of individuals clubs in our district. The 2003/2004 District Project was the Leprosy Project in the Dominican Republic. My report, in the following pages, provides a wonderful testimony to the success and long-term impact of this project. The District Project for 2004/2005 is a water project, again in the Dominican Republic, is being lead and coordinated by Director Dean Wood. His Water Project, progress report points to the wonderful support that individual clubs have provided and the impact that this project will have on the lives of rural people in the DR. While support to individual clubs and the district project were the major accomplishments of the society, several other activities contributed to the society’s success. First, the board held a retreat in August. At this time, plans were set in place for the 2004/2005 District Water Project with DG Bruce Christensen’s guidance. Training on the grants application (The Rotary Foundation, WildRose, CRCID) processes took place, and a guest speaker provided the board with a good understanding of our World’s water issues. Second, a major rewrite, to update the Society’s bylaws, were undertaken by Aran Veylan and me. A special meeting of the society was held on March 4, 2005 to vote on the revisions. The changes and results will be posted on the WCSS section of the district website.

Third, the board has met, as planned, on a quarterly basis. Each board meeting was well attended and the focus was on the district projects, communication with clubs, and preparing a district-wide report on the clubs’ involvement with international humanitarian aid. It is important that each Club keep us informed of their project if we are to fulfill our role in District 5370. I am very proud of the work of our directors during this year. Once again, Rotarians from across the district gave of their time and resources to support the Rotary vision of a better world through international service. I continue to be awed by Rotarian’s willingness to put “service above self.” I thank District Governor’s Judy Harcourt (2004) and. Bruce Christensen (2005) for their support of the role and work of WCSS. Each found time to attend all our meetings and share their expertise and commitment. A special thank you, to all our directors for their commitment to ' Make our World a better place to live.’ In addition, I want to thank Don Rebus, Sherry Dubeta, Ed Korbyl, Dee Louis, and Chris Anderson who are completing their board terms this year. District Leprosy Project 2003/2004 – Dominican Republic (update)

The project was initiated by PDG Judy Harcourt. At Judy’s request 5370 World Community Service Society researched several possible projects and presented alternatives to a meeting of Club International Directors. Leprosy in the Dominican was the selected project. The goal of the project was to meet the needs, of the Dominican’s Dermatological Institute, for transportation, into remote areas of the Dominican, to diagnose and administer medication to cure this dreaded disease. The needs of the institute were three small four wheel drive trucks and four small motorcycles. The funds needed totaled $69,800 US. With support from 44 Clubs in our District we had commitments of over $33,000 Cdn within six weeks. Addition support came from our District Designated Funds (DDF) - $10,000, District 4060 DDF -$10,000 and the Santo Domingo Mirador Club - $1,000. On March 10, 2005 the project was completed when WCSS President Ed Willson visited Dominican Republic to participate in the official presentation of the three trucks and four motorcycles to Dermatological Institute. District Water Project 2004/2005 - Dominican Republic

La Vega (Dominican Republic) Children’s Safe Water Project

In August 2004, WCSS District 5370 decided to undertake a water project in the Dominican Republic (DR) reflecting the goals of Rotary International President Glenn Estess and DG Bruce. By working with our network of Rotary colleagues in the DR, we developed a plan to provide biosand water filters to 1,000 family units in the La Vega region of the DR. The cost of each filter including training is $56 US. Biosand filters were developed by Dr. David Manz, formerly of the University of Calgary, Faculty of Engineering. The filters are ideal for developing countries because they do not require a water transportation infrastructure and are installed at point of use in the home. Over 100,000 filters are in use in 60 countries serving more than one million people. Each family will own their filter and will be trained to provide basic maintenance. Each community will have a community facilitator who will undergo comprehensive training and who will in turn provide training to other members of the community. The Rotary Club of La Vega will assist each community to establish a water and sanitation committee. The committee will select those members who are in most need of filters. The committee will also coordinate training sessions in water utilization and sanitation issues. The funding for this project includes (in US dollars): District 5370 $36,675.00 District 5370 Designated Funds (DDF) 5,000.00 District 4060 (Dominican Republic) DDF 4,000.00 The Rotary Foundation 10,440.00 Total $56,115.00 The District 5370 $36,657 US includes $20,000 CDN in club contributions and $25,000 CDN from the Wild Rose Foundation. I am pleased to report that the grants from 5370 DDF, 4060 DDF, the Wild Rose Foundation, and the Rotary Foundation have been approved. This project powerfully demonstrates the impact of matching grants. Donations of $20,000 CDN or $16,300 US from our clubs are more than tripled to $68,880 CDN or $56,115 US with the addition of the matching grants.

Clubs in 5370 have been very supportive, and, as of May 7, have contributed $15,000. I expect the remaining $5,000 will be in place by the end of May. At that time, we will begin the process of transferring funds to the DR. The project should be completed in about 18 months after the funds have been transferred. I want to thank our clubs for their generous support of this project. Rotarians in District 4060 have been great people to work with. We hope that some Rotarians from our district will be able to travel to the La Vega region and provide some hands-on support to the project. I look forward to providing a full report at this time next year along with feedback from the DR indicating the difference these water filters are making in the lives of approximately 5,000 people in the La Vega region. Project WO 2675 Project Location: Brazil Lead RC Dist 5370: Edmonton Northern Lights Host Foreign RC: Itabirito Rotary Club, District 4580 Project Coordinator: Harold Witte Total Project Cost: $ 432 US Project Description: The project enables abandoned children to be placed with functioning families and to enable single mothers to keep their children. Cost of the project is $216.00 US per child and we have provided funding for two children for a one year period. *************************************************************************************************************** Project Name: Computers to Panama Project Location: Panama City, Panama Lead RC Dist 5370: Fort St John Host Foreign RC: Panama Sur Project Coordinator: Dean Anderson Total Project Cost: $2,500 Project Description: The Fort St John Rotary Club has been collecting used computers from the local area and will be sending them to Panama before the end of the year. The Panama Sur Rotary Club has a program where they train inmates in the refurbishing / repair and programming of computers. They then disperse the computers to poor local schools that have little or no equipment. They call the program Computer Project of Tinajita which is the name of the jail that the work is being done. ***************************************************************************************************************

The children have passed the Primary Learning National exams (grade 6) but cannot continue onto secondary school because they cannot pay the fees. Minutes of Annual General Meeting

Mayfield Hotel Edmonton, May 15 2004

1. CALL TO ORDER Ed Willson, President, called the meeting to order at 11:15.

2. VERIFICATION OF DELEGATES AND QUORUM

Ed Willson outlined the advice provided by legal counsel indicating that only incorporated clubs can be voting delegates at the AGM. He will issue a notice of motion to clubs in District 5370 for a bylaws change stating that the members of WCSS will be the presidents or designates of clubs in the district. A special meeting to vote on this amendment will be held in the fall in conjunction with the district assembly.

3. AGENDA

Ed Willson called for any additions to the agenda. There were none. MOTION: Dave Turner/Vic Maris moved acceptance of the agenda. Motion carried.

4. MINUTES OF THE AGM, 2003

Ed Willson called for any errors or omissions. There were none. MOTION: Betty Screpnek/David Taylor moved acceptance of the minutes. Motion carried.

5. PRESENTATION OF FINANCIAL STATEMENTS

Ed Willson provided the report in the absence of the treasurer. The fiscal year is the calendar year. When districts 5360 and 5370 were divided there were funds brought forward to District 5370. These funds were invested in a secure account. The number of meetings per year was reduced from six to four to reduce costs. The Society changed auditors in order to reduce costs. MOTION: David Turner/Andrew Hawkes to accept financial report as presented. Motion carried.

6. ACKNOWLEDGEMENT OF DIRECTORS’ SERVICE

Ed Willson expressed appreciation to Larry Wade, Grant Dewar, Bernie McCracken, and Dean Wood who had either completed their term or resigned from the Board.

7. NEW BUSINESS In the absence of DG Elect Bruce Christensen, E. Willson indicated that Bruce had asked him to continue as WCSS President for 2004/2005. Ed indicated that he would like to see District 5370 establish the infrastructure to support leprosy eradication and HIV/AIDS education in Haiti. The Dermatological Institute of the Dominican Republic is prepared to train field workers for Haiti. Ed also indicated that he will be asking each club to allocate $600 US in its 2004/2005 budget to support a district project.

8. ELECTION OF NEW DIRECTORS

Ed Willson indicated that four positions were to be filled. Area 1 – Dean Anderson was nominated. No further nominations. Dean was elected by acclamation. Area 5 – Marilyn Campbell and Gord Boddez were nominated. Gord Boddez was elected. Area 8 – Dean Wood was nominated. No further nominations. Dean was elected by acclamation. Area 10- Barry Grant was nominated. No further nominations. Barry was elected by acclamation.

9. ANNUAL REPORT Don Rebus presented the annual report for the Society. E. Willson recognized Don’s work in preparing the report.

10. APPOINTMENT OF AUDITOR

Ed Willson recommended Faber and Company be appointed as auditors for 2004/2005. This firm is also the auditor for District 5370. MOTION: Judy Harbeck/Betty Screpnek to appoint Faber and Company as auditors for WCSS in 2004/2005. Carried.
