PIN 4531.07 – Route 531 Interchange at Route 36 and Route 31

PROJECT PURPOSE AND NEED STATEMENT

This is a statement that is used in the approval process for this project. It will be used to measure the feasibility and effectiveness of alternatives. If you have comments about this statement, please note them on your com-

ment pads. The final version will be in the approved design report.

The purpose of this project is to improve highway safety and address congestion at the Route 531 terminus at Route 36/Route 31 and address highway safety along Route 31 from the 531 terminus to east of Route 260, including:

• Improve safety features of the existing facility to address current and future safety con-cerns. The safety needs include an existing high number of accidents, including rear-end colli-sions, those at intersections and those associated with other turning movements;

• Improvements that will safely accommodate existing and future travel demand. Specifically,

provide geometric and other roadway features to provide a safe transition from a high-speed ex-pressway to a two-lane arterial. As part of this transition, controlled access in the new transi-tion area along Route 31 from Route 531 to Gallup Road will be evaluated;

• Improve the Route 531 terminus with Route 36/Route 31 by providing an efficient and ac-

ceptable operating Level of Service for the major traffic movements in the peak travel times for at least the next 20 years.

In addition to the purpose and need, the following goals have been developed for the project:

• Minimize the project’s impacts on environmental and man-made resources; • Provide an opportunity for a possible future trail along Route 31 from Northampton Park; • Provide median safety treatments on Route 31 through the “S” curves just east of Route 260. • Incorporate, where feasible, storm water management practices to minimize flooding to the

immediate east of Route 36/north of Route 31.

PROJECT TIME LINE:

Complete preliminary design phase, decision on which alternative to build

Spring 2011

Construction Phase Spring 2013 to Fall 2014

Public hearing to present final version of selected alternative, Real estate process begins

Approaching Route 31 (Brockport-Spencerport Road) inter-section with Washington Street. A common jog for thousands of motorists reaching the end of Route 531 wishing to con-tinue west towards Sweden, Brockport and points west. Also a location of numerous, congestion-related crashes. Note this photo was also taken on a Sunday afternoon when traffic was light.

The Route 531 Terminus project being discussed tonight focuses on the area where Route 531 currently ends on Route 36 (Washington Street) and along Route 31 (Brockport-Spencerport Road ) between Washington Street and approxi-mately where Campbell Road intersects Route 31, east of Route 260. This project aims to address the safety-related needs by reconfiguring the way the Route 531 expressway currently ends and ties into Route 31. The project will also address the safety concerns on Route 31 (Brockport-Spencerport Road) by recommending a variety of means to transi-tion traffic from an expressway into a slower two-lane highway.
