1989 RASV ANNUAL REPORT Ladies and Gentlemen,

Mr. J.H.H. Sleigh, A.M. Duncan MacGregor, President, MBE, the late Mr Peter Ronald, CMG, and the late Mr John Fisken.

Their deaths were formally announced to the Council in August, making that meeting one of the saddest in the history of the Society.

Mr Duncan MacGregor, 'Dalmore,' Ba-ringhup, died on July 18, at the age of 72. He was a well regarded breeder of Beef Shor-thorn cattle and British Breed sheep.

In 1966 he was elected to Council and became a Life Councillor in 1986. He served a record term of 17 years as Chairman of the Society's Sheep and Goat Committee and also chaired the Beef Cattle Committee. He participated actively on the Farm Manage-ment and Inventions, Woodchop and Fleece Committees. In 1977 Mr MacGregor was awarded the MBE for services to agriculture and the community.

Past President, Trustee and Life Council-lor, Mr Peter Ronald, CMG, died suddenly at 'Koo-man-goo-nong' Pakenham, on July 25. He was 68.

Shortly before his death, Mr Ronald celebrated his 40th year on the RASV Council, an occasion marked by a special presentation to him at the May meeting of the Council. During this term, he served as Ringmaster (1960-1966) and led the Society as its President from 1973 to 1977. He was made a Trustee in 1973.

In 1978 a new pavilion was named in his honour, and officially opened by HRH Prin-cess Alexandra. He was made a Life Coun-cillor in 1969 and had been a member of the Finance, Horse, Attractions, Public Rela-tions, Membership and City Parade Commit-tees.

Mr John Fisken, Lal Estate,' Yendon, passed away on August 8, at the age of 62. He was elected to Council in 1975 and was Vice President from 1981 to 1984. He had been a member of the Farm Management and Inventions, Attractions, Woodchop, Dairy Cattle and Public Relations Committees.

The Fisken family has had a long associa-tion with the RASV, with Mr John Fisken representing the third generation of his family on the Council.

I now have pleasure in reporting on the activities of the Royal Agricultural Society of Victoria for the year ended December 31, 1989.

THE ROYAL MELBOURNE SHOW A total attendance of 808,104 was re-

corded for the 131st Royal Melbourne Show, which ran from Thursday September 21 to Sunday October 1 inclusive. This was the highest attendance since 1985 and included two best ever day figures for a second Wednesday (Sept. 27, 113,345) and a sec-ond Friday (Sept. 29, 86,980). The Society maintained the 1988 admission prices for the 1989 show.

Following the civil disturbances in China in the middle of the year, Council reluctantly decided not to proceed with China as a Guest Nation for the 1989 Show. The theme of "See the Winners" was adopted and the costume character "Champ" was developed to empha-sise the Society's commitment to promoting excellence in rural industries through com-petitions.

A highlight of the 1989 Show's evening entertainment program was the combined Australian Defence Forces display which

performed on the main arena on five even-ings.

Titled "Aussie Defence Action," the dis-plays incorporated the participation of the Army, Air Force and Navy and served to illustrate the high-tech capabilities of these defence arms as a combined force.

The three services were also represented in a very large exhibition, (located on the Epsom Road frontage of the Showgrounds), designed to emphasise the defence self-reliance priority, together with the forces' employment of the latest technology.

Official Opening

The 1989 Royal Melbourne Show was declared officially open by Victoria's Gover-nor, Dr Davis McCaughey, A.C., on Saturday, September 23.

This year's opening ceremony was effec-tively made even more of a highlight as a result of the participation of contingents from the Berwick Light Horse Troop, Victoria Mounted Police and Victorian Pony Clubs. Included in the mounted ranks were some former Australian Olympic competitors. Horse-drawn carriages and vintage cars added to the majesty of the event.

These significant additions to the cere-mony were suggested and planned by the late Mr Peter Ronald.

efore com- mencing the review of the Society's ac-

tivities for 1989, I wish to pay special tribute to three very distinguished former members of Council, the late Mr

Entries

Entries in the 1989 Royal Show's com-petitive sections totalled 38,652. Entry in-creases were recorded in several animal and produce sections.

New entry records were established in the following sections:

Australian Riding Ponies 134 (previous best 117 in 1988)

Poll Shorthorn Beef Cattle 221 (previous best 165 in 1985)

Charolais Beef Cattle 111 (previous best 108 in 1985)

Simmental Beef Cattle 279 (previous best 223 in 1988)

Limousin Beef Cattle 182 (previous best 129 in 1988)

Saler Beef Cattle 20 (previous best 17 in 1988)

The reputation of the Royal Melbourne Show as a premier event for livestock has been further reinforced by the fact that a number of new breed sections were added to the prize schedules in 1989. These were:

Black and coloured sheep Gelbvieh Beef Cattle Anglo Arabian Horses Part-bred Arabian Horses Part-bred Arabian Ponies Miniature Ponies.

Several new classes were also introduced to the very popular arts and crafts section, including a 'technology' section for schools. Students were invited to take up the chal-lenge of producing exhibits for entry in three categories - 'materials', 'energy', and 'mech-anical systems'. In each case, judges sought the most innovative and imaginative applica-tion of resources and skills. The section, in its first year, proved very successful.

Grounds Improvements

With the generous assistance of Cadbury Schweppes Pty. Ltd., the Society was able to completely refurbish the Public Stand. The refurbishment incorporated re-roofing, the installation of new seating and repainting. All improvements are in keeping with the stand's original design and construction in 1915. In acknowledgement of the company's contribution, the stand has been renamed the 'Schweppes Stand'.

Partial demolition of the old creche building (Plummer Avenue)was completed prior to the Show. This coincided with the construction of a new building located on the triangular lawn behind the Wilson Stand, to house the Ascot Vale Day Nursery.

The new nursery was opened on Nov-ember 23, 1989 and will double as a Lost Children's centre during the Royal Show period.

Several old buildings in the south east corner of the grounds were demolished in 1989; extensive re-roofing work was carried

out on the sheep pavilion and the Bunge Clydesdale Pavilion. Repainting of the Halls of Manufactures and Commerce was comp-leted as was the repainting of 75 per cent of the horse boxes in the western area. The second stage of a three stage upgrading of main arena lighting was undertaken in addition to the further improvement of the arena's public address system. Improve-ments were also made to the No. 3 Cattle Pavilion, and a new VIP area was con-structed in the Boral Woodchop Stadium, for use by sponsors and other special guests to the Woodchop arena.

Building and structure upgrading which has been the subject of the "Joint MFB/Es-sendon City Council Fire Report" was comp-leted, with the exception of the Administra-tion Building. This work is expected to reach finality by the end of April 1990.

Royal Show mascot, "Champ", is surrounded by fans in Plummer Avenue.

COUNCIL Life Councillor

The Society's President, Mr J.H.H. Sleigh, AM, was made a Life Coun-cillor in September. He was elected to Council in September 1969, and three

years later took on the positon of Vice President, one of the youngest Councillors to do so. In 1986, Mr Sleigh succeeded Mr G.R. Starritt, AM, OBE as President.

During his 20 years as a Councillor, Mr Sleigh has served on the Finance, Manage-ment, Sponsorship, Beef Cattle, Dairy Cattle and Arts and Crafts Committees. In 1985 he was appointed to the select committee charged with the responsibility of organising the Royal Agricultural Society of the Com-monwealth Conference in Melbourne.

Trustee Appointment Mr J.M. Gardiner, a Councillor with 36 years service, was appointed a Trustee of the Society in October 1989. His appointment follows the death of Mr PB. Ronald.

Page 3: Roy al · lor, Mr Peter Ronald, CMG, died suddenly at 'Koo-man-goo-nong' Pakenham, on July 25. He was 68. Shortly before his death, Mr Ronald celebrated his 40th year on the RASV

New Councillors There were five new Council appointments this year. Mr K.A. Finnin and Mr A.J. Woods were elected on February 7, and the success-ful candidature of Mr C.J. Fox and Mr C.R. Lyons was announced at the Council meeting on November 14.

A former state manager of the Com-monwealth Development Bank, Mr A.J. (Andy) Finnin, 62 of Mt Waverley, has extensive experience and knowledge of, the rural sector. He has had a long association with the RASV through the bank's sponsor-ship of the annual Farm Management com-petition.

Mr Finnin has judged both the 'Man of the Year in Agriculture' and the BHP 'Pursuit of Excellence' awards. He was also a member of the Young Farmers' Finance Council, Victoria.

He fills the Council vacancy created by the death of Sir Cecil Looker, Kt.

Mr A.J. (Alf) Woods, 61 from Essendon, occupies the Council position left vacant after Mr W.McL. Greaves was created a Life

Councillor. Mr Woods has held a life time interest in the breeding and showing of poultry and is an accomplished judge, hav-ing officiated at shows across Australia, in England, America and New Zealand.

He has had a long association with poultry fancy organisations in Victoria and is an Honorary Life Member of the RASV.

Mr C.J. (John) Fox is 49 and is from Highton. He currently holds the position of General Manager, Operations, for the Rural Finance Corporation of Victoria. He played a significant role with the Corporation in helping farmers through the 1982/3 drought and the disastrous 'Ash Wednesday' bush-fires. Mr Fox was responsible for the Heytes-bury Development project and the sub-sequent successful sales.

He played VFL football with Geelong in the 1960's and later coached Lismore.

His election to Council follows Mr J.H.H. Sleigh's move to Life Councillor.

Mr C.R. (Robert) Lyons, 41 from 'Dundas Park', Vasey, operates a Merino sheep and Shorthorn-Hereford cross beef cattle en-

Page 3

terprise. He is a Senior Vice President of the Victorian Agricultural Societies' Association and a Past President of the Balmoral P & A Society.

He is an experienced sheep, beef cattle and farm management competition judge. His election to RASV Council fills the vacancy caused by the death of Mr A.J. Fisken.

The Honourable Barry Rowe, MP, was elected to the Council on March 14, follow-ing his appointment to the Agriculture and Rural Affairs portfolio. Mr Rowe succeeded The Honourable Evan Walker MLC.

Awards The outstanding contribution made to the ongoing development of the Australian Nuf-field Farming Scholars' Association by Mr. G.P.H. Wilson, CMG, received formal recog-nition in July, when he was made an Honorary Trustee of the Nuffield Trust.

Mr Wilson was afforded the honor while attending the triennial Nuffield Farming Conference in the UK. He is the first person outside that country to have been so recog-nised and on behalf of his Council colleagues, I would like to record our sincere congratulations.

Mr G. R. Starritt, A.M., 0.B.E., was made a Paul Harris Fellow in recognition of his services through Rotary.

Our congratulations to both of these Councillors.

HONORARY LIFE MEMBERS During the year, Honorary Life Member-

ship of the Society was bestowed upon seven people for their outstanding service to the RASV and the Royal Show, over a con-siderable period of time.

The recipients were:

Mr J. West (Illawarra Dairy Cattle section) - presented May 9.

Mr M. Jarvis (Poultry section) - presented May 9.

Mr W.A. Fink (Poultry section) - presented May 9.

Mr S. Anderson (Poultry section) - presented September 12.

Mr D. Goddard (Ayrshire Dairy Cattle section) - presented September 12.

ADMINISTRATION

Major General J.C. Hughes resigned from the position of Director in May 1989 and was succeeded in August by Mr R.E. (Bob) Carr.

Mr Carr's background is as a business executive with such companies as B.H.P. and Elders IXL. His previous position was Chief Executive Officer of the Zoological Board of Victoria. We warmly welcome Bob and Elizabeth Carr to the RASV.

Staff appointments and changes.

After 14 years as Registrar of the Kennel Control Council, Mr Bill Kinsman an-nounced his retirement in December. His extraordinary administrative ability and knowledge of dogs will not be lost however, because he has taken on the position of Secretary of the Australian National Kennel Council. His successor in the KCC post is Mr Ian Hunter, who has more than 20 years experience with that organisation. Mr Peter Smith, who joined the KCC in September, will be Mr Hunter's deputy.

A member of our Society's senior manage ment group, Mr Don Reid, left the orga-nisation in Decem-ber, after four years as Administration Manager. His duties have been absorbed by Mr John Clifford, who now has the title of Finance and Administration Manager. Mr. RE. Carr was appointed Director of

The Royal Agricultural Society of Victoria in August.

Computer Services

Council approved a further upgrading of the Society's computer system during the year. The improvements are designed to facilitate greater administrative efficiencies and are expected to be fully implemented in 1990.

Benefits will take the form of improved services for breed societies, the transfer of the grounds facility booking from the current manual system and economies emanating from the sharing equipment and software with the Royal Agricultural Society of N.S.W.

BREED SOCIETIES

In 1989, the RASV provided secretarial support for 33 breed societies and associated organisations.

Rising costs of administration have resulted in the RASV increasing its charges to breed societies in 1989. This decision was not taken lightly but was necessary in order to realistically cover the Society's costs on providing the services required by breed organisations.

I want to stress that the Council remains committed to the support of breed societies and, in view of this commitment, will con-tinue to constantly review administrative procedures to ensure that an efficient and cost effective level of service is provided.

THE SHOWGROUNDS

As indicated earlier in this report, the process of upgrading and maintaining facil-ities on the Showgrounds is ongoing. We are gradually and sue- cessfully bringing about a positive change on the profile of the grounds, which is essential if we are to boost the commercial use of facilities throughout the year.

In November 1988, Council commis-sioned a commercial real estate agency to assess and report on the value of grounds facilities. The formal recommendations from the agency were used by the Society to restructure commercial rentals for show and non-show use of grounds facilities.

Victorian Expo Centre

Following more than 18 months of dis-cussion and negotiation with the State Gov-ernment, management control of the Vic-torian Expo Centre will be transferred to the Society in 1990. This will allow the Society to take full advantage of this very valuable facility, in terms of its commercial usage throughout the year.

Parking Revenue

Showgrounds parking fees for non-show events were increased in September to more realistic levels and the revenue derived from this source will be used to improve and maintain the roadways within the grounds.

Development of Showgrounds

Several discussions between the Council and staff have taken place during the year, to consider the medium to long term develop-ment of the Showgrounds. These discussions have proved very beneficial in generating ideas for facility usage and improvement, which will be implemented progressively as funds become available. As part of these discussions, it was agreed that the rural emphasis of the Royal Show would be maintained and enhanced.

1996 Olympics

Should Melbourne be successful in its bid to host the 1996 Olympic Games, the Showgrounds will be the venue for track cycling and the equestrian section of the Modern Pentathlon.

To house the cycling, a building would be constructed on the Epsom Road frontage, between Plummer Avenue and the Woodfull Pavilion. The new building would be of multi-purpose design and construction, al-lowing it to be used by the Society for the Royal Show and for other events throughout the year.

OTHER ACTIVITIES

Sponsorships

The Sponsorship Committee, under the chairmanship of Sir William McDonald, successfully negotiated over $1 million in sponsorship contributions for show and non-show activities in 1989. I want to take this opportunity to express our gratitude to Sir William for his personal effort toward achieving this result and to thank members of his committee for their combined con-tribution.

Sarah Macquire of Warrandyte won the 1989 Miss "Sun" Country Show Girl Title.

Animal Welfare

The Society's positive position on the issue of companion animals was expressed to the Minister of Agriculture and Rural Affairs during the year. The Director of the Society, Mr Bob Carr, has been appointed by the Minister as a member of the government's Animal Welfare Advisory Committee, which will enable the Society to be fully informed and make its views known on animal welfare matters.

RASC Conference

In February, my wife and I attended the Royal Agricultural Society of the Com-monwealth Conference in Nairobi, Kenya. While attending the conference, I delivered a paper as a support speaker, on the subject of "Breeding, feeding and animal health."

The RASV was also represented at the conference in their private capacities by Mr and Mrs J.K. Buchanan, Mr and Mrs J.G.W. Head, Mr and Mrs G.R. Starritt, Mr and Mrs C.O. Moore, and Mr and Mrs G.P.H. Wilson.

Encyclopaedia Britannica Travel Grant

The Society took advantage of a special travel grant offered by Encyclopaedia Brit-annica Australia, which enabled the Director to attend the International Association of

Fairs and Expositions convention in Las Vegas. The five day visit allowed Mr Carr the chance to gain an increased awareness of, and exposure to, those issues which are of interest to overseas organisations similar to our own.

It was also a valuable opportunity for him to get an appreciation of the latest trends in event marketing, ticketing, cleaning and general visitor services.

Our gratitude to Encyclopaedia Brit-annica must be recorded for making this opportunity available to us.

RASV Support Group

I am very pleased to be able to report on the growing membership of the Royal Agri-cultural Sosiety's Support Group, which met during the 1989 Show. This group comprises young adults who have rural backgrounds and a common interest in the continued development of the RASV. From its ranks, we are hopeful of recruiting future Royal Show judges and stewards.

RASV/VASA Commercial Farmer Competitions

During the course of 1989, the RASV, in conjunction with the Victorian Agricultural Societies' Association, successfully con-ducted the following commercial farmer competitions:

Victorian Artificial Breeders Share Dairy Farmer of the Year award.

Commonwealth Development Bank Farm Management, Production and Improvement competition.

Gippsland and Northern/Western Star Commercial Dairy Herd of the Year award.

Elders Pastoral. Commercial Wool Sheep Flock of the Year award.

Dalgety Farmers Commercial Beef Herd of the Year award.

On behalf of the Society, I wish to record my thanks to the President of VASA, Mr Duncan Anderson and members of the Victorian Agricultural Societies' Associa-tion, for the ongoing support of these par-ticularly valuable commercial competitions. I must also express the RASV's gratitude to the responsible officers of the Department of Agriculture and Rural Affairs, who have, throughout the year, participated in the judging of the competitions and the organisa-tion of the respective field days.

ACKNOWLEDGEMENTS In concluding this report I want to

acknowledge the support given to both myself and my wife by the Society's Vice Presidents and their wives during the year. My sincere thanks also goes to all my other Council colleagues, whose help and advice has been invaluable.

Of special importance to the Society are those companies and organisations which have continued their sponsorship of the Royal Melbourne Show and the RASV's other activities throughout the year. Our grateful thanks go to:

In the same way that we rely on our sponsors, we are similarly indebted to the many hundreds of dedicated men and women who, each year, give freely of their time to ensure the smooth running of the Royal Melbourne Show. The commitment and dedication of these people can only be applauded, because without them there would be no show.

I wish to take this opportunity to express my warmest appreciation to the staff, both administration and grounds, for their loyalty and zealous attention to duty in staging a successful show under difficult circum-stances.

I want to acknowledge the contribution of our Grounds Manager, Mr Michael Martin, who has been untiring in his efforts to improve the grounds. Also, I want to thank Mr John Clifford who took over the responsi-bilities of Director in the period leading up to and including the Show.

As the Society moves into a new decade, interesting and motivating challenges lie ahead to promote the development of all phases of the agricultural and pastoral fields, and I can assure you that the Council and staff will certainly be taking up the task with enthusiasm.

J.H.H. Sleigh, AM, President.

PRESIDENT'S REPORT

The Spring Show season, including the Melbourne

"Royal," has been a successful one. For Jean and I, it has been a busy and rewarding time.

The "Sun" Show Girl functions were most enjoyable. RASV Councillor

in charge of the competition Frank Stephens and his wife Dawn, created a happy atmo-sphere at all gatherings. Sarah Macquire, representing Warragul, and Central and South Gippsland Group, was declared Miss "Sun" Country Show Girl for 1989. Con-gratulations to Sarah and all the finalists in the competition.

Jean and I represented VASA at a number of Royal Show luncheons and receptions as guests of the RASV, and our thanks go to the President John Sleigh, for his hospitality. Country Shows got into full swing following the Melbourne Show. Jean and I visited a number of Shows and look forward to being present at many more. Congratulations to all those hard working committees for making them possible and special thanks for the hospitality extended to us. Perhaps the most rewarding was to be asked to officially open my own local show, Warracknabeal. Thank you!

Following another successful year for the RASV/VASA farm competitions, a number of field days have been held on the winning properties. These were excellent properties and there was a lot to be learned from their management. I would like to thank all the entrants in these competitions for their interest, with a special thank you to all our sponsors for their generous support. The winners of these competitions are listed elsewhere in the newsletter.

Thank you to our three Vice-Presidents, Fred Bridgewater, Robert Lyons, and Bryan Tehan, who represented me at some of the field days, and for their support throughout the year.

Our Annual Meeting and Convention is being organised by the Murray Valley Au-tumn Shows Association and is to be held at Wodonga on 2, 3 and 4 May. Make a note in

your diary to be there, we look forward to seeing you. I extend an invitation to all affiliated Societies to participate. The Au-tumn shows are now in full swing and may you be rewarded with success.

Duncan Anderson, President

1989 MISS SUN COUNTRY SHOW GIRL

Being selected as the 1989 Miss "Sun" Country Show Girl was an absolute thrill and unexpected honour. It provided me with the opportunity to see all facets of the Royal Melbourne Show and to participate in many of the activities and entertainments. The insight I obtained has made me aware and appreciative of the dedication and enthu-siasm of all those involved.

There are a number of people and organisations that I would like to thank for

1989 Miss 'Sun' Country Show Girl Sarah Macquire, enjoying the Show.

providing me with this opportunity. In par-ticular the RASV, VASA, my local Agricul-tural Society - Warragul, and all competition Sponsors. I would also like to express my gratitude to Mrs Buckland for her wonderful companionship and support and to those whom I met during the Show, who made it so enjoyable for me.

I would like to encourage any girl to enter the Miss "Sun" Country Show Girl Com-petition. It is a tremendous experience and an enjoyable way of meeting so many people, I am looking forward very much to represent-ing Victoria at the National finals at the 1990 Royal Melbourne Show.

Sarah Macquire

NATIONAL SHOW GIRL FINAL - BRISBANE

Although brief, my term spent in Bris-bane for the judging of the National Show Girl Competition, was most enjoyable.

On arrival, following considerable delays due to the Pilots' strike, I was greeted by Lillian Krog, Queensland Show Girl Co-ordinator, who made me welcome instantly.

Finalists spent their time either with the Judges, "on tour" visiting the Brisbane Show, dining out, cruising the Brisbane River or at the Mayfair Crest Hotel, where we were accommodated.

They struck up instant friendships and the atmosphere was very relaxed.

I felt honoured to be chosen to represent Victoria as the Miss "Sun" Country Show Girl for 1988 and have thoroughly enjoyed my time as title holder.

Samantha Gallus.

A MESSAGE FROM YOUR SPONSORS, THE COMMONWEALTH DEVELOPMENT BANK

By the time this message is printed, I will have occupied my position here in Victoria for 12 months and so there-fore be looking forward to the second

round of annual rural events on the calendar. As I reflect upon the past year, it has been one of interesting challenges during which I have come to know many of the rep-resentatives of V.A.S.A. The Bank is de-lighted to be once again sponsoring this year's V.A.S.A. Conference at Wodonga.

The CDB has just completed a rather hectic period of expansion by establishing regional offices at Geelong (July 1989), Bendigo (February 1990), and Wodonga (February 1990).

Together with existing regional offices at Mildura, Sale, Shepparton and Warrnam-bool, the network provides the Bank with the capability of drawing its functions to the attention of those eligible for the Bank's special assistance.

As you are all aware, the CDB sponsors the Victorian Farm Management, Production and Improvement Competition, now in its 31st year. I am keen to see this prestigious event more widely canvassed in order to attract a greater number of entries thereby increasing the standards of excellence in rural pursuits. Accordingly, could I please exhort V.A.S.A. representatives to make it their belated 1990 year's resolution to ac-tively generate entries which can only have long term benefits for the rural community generally.

The past 12 months have reflected a period of escalating interest rates with eco-nomic parameters being inconsistent with a buoyant economy. With the dawning of this decade, we have now reached the crossroads where we must seriously contemplate our future lifestyle and our responsibilities to-ward the next generation, in the absence of which an economic resurgence will be be-yond our capability to achieve.

Warm regards, Ron Ramsdale,

STATE MANAGER, VICTORIA.
