1. 19 March 71 - - Special Agent in :~charger.-lcalled to advise that a person named Roy Ha;"graves had

been~ontacting several cable repairmen of the Southern Bell Telephone Company asking for names of former cable repairmen who might know the exact location of the cables running from Florida to Cuba. Mr. Kane had been contacted by the Security Officer of the Southern Bell Telephone Company who reported the above information. Mr. Kane also advised that the local FBI office reported no record of Hargraves but that they "might open a case on him. 11

7.. The attached material pertinent to Roy Emory Hargraves may pertain to the Roy Hargraves mentioned. Mr. Ense has seen this package and has said that we should take no further action at this time unless Mr. Kane requests that we do.

l. At 1530 hours on 22 July 1970 Mr. Joseph GAS~UEZ, Chief/ Intelllge:ice Unit, United Sta.tea Secret Service, Mia.ax1, Room 4o8 · Ainsley Building, 14 NE lst Street, Phone 350-5916, reported the fol1owing information.

2. At about 1530 hours on 2l. July 1970, two white l':lales entered the Miami Secret Service Office and requested to speak to a particular agent 'Who bas now been transferred from the .Mia.mi oft'ice to the San Antonio office. The two individuals were di­rected to GA&.1UEZ whereupon they identified themselves aa Gerald F. HD-1Mll?GS, Jr., and Roy Emory HAP.GRAV-t.S (Bio sheets o.ttacbed). Both men described themselves as part-time e:oldiers of fortune with previou:; participation in such activities as training Cuban rebels before the Castro take over of Cuba. They also supposedly trained anti-Castro rebels, participated in the Bay of' Pigs Inva­sion, and engaaed in other related activities (presumed to be

J -·operations).

3. HEMMINGS ope:aed conversation l'ri th GASQ.UEZ by establish­ing the fa.ct that he bas cooperated with the Miami Secret Service . He considered himself an American :patriot and wished to introduce HARGRAVE, who bad something to report. With this, HE»UNGS re­mained quiet, without substantive ca:ncent, wh.U.e lLo\RGR.4.VE related the following situation.

h. lL-wGRJ\VE, who has resided in the Miami, Florida, area since liovcmber 1969, met a local Cuban male by the na.'1e of Yvonne Vidal SANTI.AGO (no further biographical data. avail.able) during Christmas of 1969. 5. SJ\IiTI.AGO's objective ia the downfall. of Castro end the present Cuban Government. He pl.ens to accomp.llsh this by train­ing the aforementioned leaders vho will ca.use Cuban I:lissiles located within their areas to be fired into the Guantanamo ?laV3l. Base, thus provoking the United Statea into an e.l.l out war with the Castro Government. If these leaders are unable to ceuse missiles to be fired to· . ...ard the United States Na val Dase, they will cause a co:iventional attack to Cuban Jnilitary forces to be ma.de aaainst the United Sta.tea Base, hopi.!lg to accomplish the same objective. The minimum result of either is expected to be a stronger and more aggressive United States policy age.inst the Ca ctro GoveI'tlllle:it.

HARGRAVE further stated that SANTIAGO he.3 solicited his help, for p3,triotic reasons, to join six other local Cube.ns who will be infiltrated into Cuba to train and assist the aforel:l.en­ttoned leaders . HARGRl\VES and HEMMINGS were noticably evasive a.bout details and time frame when questioned by GAS:i,UEZ, who ma.de numerous attempts to explore L10tives regarding the presentation of this infon:lation. Both said they did not ceek money or :favor 1:1 excb.a.nge for the information, but rather were offering the information out of patriotic reasons.

9. ll~RAVES could offer very little o.dditiona1 information. He did indicate that one of his first responsibilities in the . operation, a.s directed by S.tWTIAGO, was to arrange for an air­craft to be standing by in the Bahama Islands to pick up the ex­filtrators from Cuba. once the objective was e.c;compliohed. He gave no further details 1n this rege.rd.

10. He al.so st.a ted that he will not know a...'l,y of the other infiltrators until. they meet at the boat to l.eave for Cuba.

11. He mentioned that he is acqll!l..inted ·with a member of a local.. Special Forces Reserve Group l'mere he can train ~til he parts.

12. . HARGRAVES described Jose DUARTE as o. :fo:nner Cuba..'1 as­sociate whom be kr.ew in Los A..'18eles. DUARTE is nm., residing in Miami and knows who is f'unding SANTIAGO's operation. His asso­ciation with the operation was not made clear by Il.\RGR:WE who centioned in passing that he a.-id IXJARTE had bcmbed o.n SDS office in Los Angeles about one year ago. For this they l>ere arrested and later released on bail.

13 •. ILA.HG RAVES, when specifically questioned by GASC~UEZ, stated this operation \~1:\3 tota.l.ly different f'rom any operation lca.d by TORRENTIES or the Alpha 66 Group. The records of the Jefferson County Sheriff's Office, Birmingham, Alabama, and the Birmingham Police Depa rtment were checked on January 18, 1967, concerning William Blanton Acker, Jr . , with negative results .

The records of the Recorders Court, Birmingham, as furnished by Mr. BOB FIELDS on January 18, 1967, show that one William B. Acker, 522 Charleston Drive, Bessemer, Alabama, a white male, age 33 as of April, 1954, was issued a citation for meter violation by the Birmingham Police Department on April 15, 1954. On April 16, 1954, Acker entered a guilty plea and paid a fine of $2.00, plus $2 . 00 costs .

The records of the Merchants Credit Association, Birmingham, were made available on January 18, 1967, by Mrs. Jessie Williams concerning William Blanton Acker, white male, whose birth date is listed with that agency as April 17, 1921, in Jefferson County, Alabama . These records show that Acker and his wife, Henrietta , were buying a residence at 522 Charleston Drive, Bessemer, in 1953 and 1954, and in about 1954 moved to Huntsville, Alabama. He was employed by the Nationa l Life and Accident Insur~nce Company as an insurance agent. He graduated from Brighton High School, Brighton , Alabama, and later attended Auburn University, failed to gr a duate, and left in 1940 to enter the U. S . Army. He ~eceived an honorable discharge in 1945. The credit bureau r e cords show that Acker has a good reputation and a satisfactory trade record . There was no derogatory information in t he files of the credit bureau. There was a notation that as of February 14, 1959, he was residing at

1014 Fairway Drive, Huntsville, Alabama, and his wife wns employed by the Board of Education, Huntsville, as n tcnchcr. There is no current information concerning Acker in th0 files of the Merchants Credit Association .

The files of the Birmingham Office of the FBI indicate that on Ap~il 15, 1957, one W. B. Acker, 215 Fairway Drive, Huntsville, Alabama, telephoned the Birminghnm Office and claimed that on April JS,1957 , he ha d observed FBI fugitive Gilbert Green at a cafe in Huntsville . Green had surrendered in New York City on February 27, 1956, and was not being sought as a fugitive at the time of Acker ' s call.

~following investigation conducted at Miami, Florida, is predicated upon informat~on furnished on January ' lO, 1967, by WILLIAM BLANTQ~ACKER, JR ~ , of Auburn, Alabama. ' \'--......

On January 19, 1967, CAROL BEATY, secretary, Personnel Department, Royal Castle General Offices, 3800 N. W. 62nd Street, was contacted and related that there would be no record of employees who commenced and terminated employment prior t o January 1, 1964 . However, if an employee began working prior to January ·1, 1964, and continued there­after, there would be a record . BEATY searched the files and f ound no mention of a WILLIAM B. ACKER or ART SILVA.

on· the same date, J ACK KOUBA, .Record Section, Royal Castle, related that he would search through the old tax records and attempt to find some record of employment for WILLIAM BLANTON ACKER and/ or ART SILVA and would reply as s oon ·as possible .

On the same date it was determined through actual observation that 8 t h Street crosses Lejeune Road in four places in the Miami area . At the intersection of s. W. 8th Street and Leje une Road in Miami was f otind a Farm Market and adjacent thereto is Frank ' s Cottages, 4170 s. W ~ 8th Street. Fr ank' s Cottages consist of a~out ten units . Inquiry was made of BET~Y CAREY, Manager, and she r e lated that she had absolutely no past registr ation ca rds and since she had only recently obtained the j ob, the names WILLIAM BLANTON ACKER~ ART SILVA, and ROY (Last Name Unknown) meant nothi ng t o her . She advised that JAMES B. MARCUS ' owned t he cottages and could be f ound at the Farm Marke t .

On the same date, MARCUS was contacted and related that he purchased the cottages from MARY N. NEOS on May 27, 1965, and that he. could shed absolutely no light on the matter. He suggested that a representative for R & K Mortgage Company, 2120 S. w. 60th Avenue, be contacted in an effort to determine who owned the ~cottages in 1963-1964 0

representative for R & K Mortgages, 2120 s. W. 60th Avenue, was contacted and related that the cottages were owned by a FRANK w. SULLIVAN from August 23, 1962, until January 1, 1964, when she, DROBOT, took over~ She had them from January 1, 1964, until May 8, 1964, when she sold them to Mrs; MARY NEOS, 1429 Stokes Par_kJl.oad, Bethlehem, Pennsylvania. Mrs. DROBOT related that a ROY ~HARGRAVES managed the place whf°le she owned the cottages and itso when Mrs. NEOS had them. She advised that HARGRAVES was a petty thief and was mixed up in gun-running and also in Cu.ban activities. She advised that she recalled Mrs. NEOS saying that HARGRAVES was stopped by either United States Customs or the Coas.t Guard, trying to

Mrs. DROBOT advised that she had .no' records at all as to tenants and the names WILLIAM BLANTON ACKER and ART SILVA meant nothlng to her. She related that a woman stayed with HARGRAVES at the cottages; however, she could furnish no information relative to her.

She related that SULLIVAN, the previous owner of the cottages, left without notice after sell.in.g out and had never been heard from since. Eventually HARGRAVES was ffred as he did not turn over some rents to Mrs. DROBOT. .

On January 19, 1967, KENNETH R, PETY, Tamiarni Hotel, 203 West Flagler Street, wa.s contacted· and could furnish absolutely no information, verbal or documentary.

On January l0/ _. 1967, William Blanto~ker, _302 W. Magnolia, Auburn, Alabama, student , Auburn University, advised he had just finished reading article regarding assassination of President Kennedy in January 14 issue of Saturday Evening Post and wished to furnish the foll owing information.

In 1963 he was in Miami, Florida, employed at the Royal Castle, Number two, Flagler and Second, and met one Art Silva. Silva at that time was living with one Phyll i s (Last Name Unknown) at a small hotel across the street from Royal Castle Number Two. They later moved to an apartment in a court near LaJune Road and Eighth Street which was behind a fruit stand. One of the r neighbors in the court (consisting of about ten units) was on oy (Last Name Unknown) who was living with some woman,

I name nrecalled, in the court next door to Art. Roy, according to Art, had several telescopic sight rifles, grenades , mortars, dynamite, etc., in his room. Also Roy had made a trip to Dallas, Texas, in late 1963 and was reported by Art to have Secret Service credentials. Roy was also associated with various Cuban resis­tance movements and was an ex-Marine. Acker notes that instant article he read says a policeman stopped a man in Dallas who showed Secret Service credentials. Acker says at a Christmas party in 1963 he was arguing with Roy and almost came to blows as Roy blamed former President Kennedy personally fo r the death of one of his close friends who was in the invasion at the Bay of Pigs.

Acker says that late in 1963 he met Art in an open air sandwich shop in Miami to have a beer and Art talked of his next door neighbor Roy and said Roy was working with the Cubans and would help Acker get in with the Movement if he wanted to help out in winning Cuba back from Castro. Art also said, 11 Somebody is going to die. Somebody who hasn 1 t hurt anybody. He doesn 1 t know it but he is going to d.ie. 11

Acker says he asked Art , 11 Who? 11 and Art said he couldn 1 t say. Art also said 11 Roy is in something big, the biggest thing this country has very seen. 11 Acker says that he thought Art was talking about a robbery or something of that nature as he suspected Art as being mixed up with various underworld -characters . At this time, Acker believes it was the assassina­tion of President Kennedy after reading the article in the Post of January 14.

Phyllis (Last Name Unknown), possibly Gige, Gide or Giste, 5 1 1ot or llt11

, 130-135 pounds, blond hair, blue eyes, white female, probably transvestite, pregnant at the time, former residence, New Haven, Connecticut, had been adopted as a child by a couple in New Haven from an orphanage, worked as a barmaid or possibly call girl in New York, not married to Art. She claimed to have a husband in prison and a 11 Sugar Daddy 11 who was a pawn or money broker in Miami. She had scars on her throat and wrists. She reads and writes poetry .

Roy (Last Name Unknown), age 25, 6 11 11, 170-175

pounds, brown-blond hair, short, parted on side, blue or gray eyes, fair complexion, white male, strong build , college type, was stopped by Coast Guard in late 1963 beyond three mile limit in a boat headed for Cuba and was turned back.

William Blanton Acker, age 45 , admitted he was in Veterans Administration Hospital, Murfreesboro, Tennessee, for mental condition, is a veteran of World War II, having served in North Africa, Italy, France, Germany and Austria. Reliability of Acker's statements are unknown by Mobile. Acker claims to have furnished information of a confidential nature regarding Gilgreen to Birmingham Office in 1950 1 s He states he resided at 522 Charlestown Drive, Bessemer, Alabama , 1949-50 and later was contacted by agent Leonard Hern of Hunts ­ville Resident Agency regarding testifying as a witness at trials in Washington, D.C. which he declined. Acker states that he is separated from his wife , who resides in Bessemer, Alabama and was advised by his doctor after separation, to leave the area and go to Miami and get a new start in life.

RE: Hemming and Hargraves. Hemming's testimony re: reports to CIA probably not exagger ated. Hargraves testified he went on CIA mission to Cuba 10/22/62 and trained CIA men in Felipe Vidal's org. This agency had no relationship with Vidal after August 1961. Nor is there record CIA ever utilized by agency. Vidal captured and executed in spring 1964. It may be that Hargraves thought op sponsored by agency.
