THE ROYAL ENGINEERS VOCATIONAL EDUCATION & TRAINING TRUST
1. The Royal Engineers Vocational Education & Training Trust (REVETT) was established as
a Charity in 1997. The Objects (purposes) of the Trust are “to promote the efficiency of the Army
and in particular the Royal Engineers by advancing the education and competency of its personnel
both Regular and Reserve, primarily, but not exclusively, through involvement in nationally
recognised vocational educational and training schemes”. The Chairman of the Trustees is the
Commandant RSME Group, and other Trustees comprise serving or retired Royal Engineers
Officers and two civilians, usually an outside academic and a business person.
2. REVETT currently funds and administers a wide range of activities undertaken by members
of the Royal Engineers in pursuit of up to date and relevant civilian qualifications. The Trust,
which is based at Brompton Barracks, Chatham, employs a small staff to guide, support and
administer these activities. REVETT, sets policy for and drives delivery of, Royal Engineer
Continuous Personal Development (RE CPD) which is the operational delivery arm of the Trust.
Most recently, Reference A provides clear strategic direction which guides RE CPD activity.
THE SCHEME
AUTHORITY
3. In 1991, the REVETT Trustees decided to establish a scheme through which SNCOs and
above could apply for subsidies for approved forms of higher level continuous personal
development where this could not be funded by appropriate Ministry of Defence schemes, unit
funds or the individual concerned. The result was the Royal Engineers Continuous Personal
Development Bursary Scheme (RE CPD Bursary Scheme). Until further notice, the Trustees have
agreed to allocate an annual budget to this Scheme in accordance with the means at their disposal.
The annual amount allocated to the Bursary Scheme will therefore vary and will not be fixed.
GENERAL PRINCIPLES
4. Eligibility to Apply. Eligibility criteria for the scheme are as follows:
a. Only serving Royal Engineers and Queens Gurkha Engineer Officers, Warrant
Officers or Senior Non-Commissioned Officers are eligible to apply.
b. Other than in the most exceptional circumstances, applicants must have at least 2
years of Army service remaining at the time of application.
c. Applications should be made prior to the commencement of the activity requiring
funding. In exceptional circumstances retrospective authority may be given depending on
the individual circumstances of the case.

5. Admissable Purposes. To be eligible for RE CPD Bursary Scheme support, the applicant’s
proposed CPD activity must comprise an approved programme of study or training, undertaken
wholly or mainly in his or her own time, as part of his or her personal development plan (PDP), and
lead to one or more of the following:
a. A qualification above Level 31 in the Registered Qualifications Framework (RCF) or
Level 62 in the Scottish Credit and Qualifications Framework (SCQF) and which exceeds
his or her existing level of qualification; both frameworks are outlined at Annex A, which is
intended for guidance only and is not an authoritative document.
b. Membership, or a higher category of membership, of a professional institution,
institute3 or other similar body.
c. Another form of occupational recognition or proficiency4 which, although falling
outside the categories above, are deemed acceptable for the purposes of the Scheme5.
6. Inadmissible Purposes. RE CDP Bursary Scheme support may not usually be claimed for:
a. Service Training. General Service Training and training courses or qualifications
undertaken for the benefit of the individual’s own Arm or Service, branch or trade, rather
than the individual himself/herself, as these should be funded by branch or trade sponsors.
b. Civilian Accredited Service Training. The cost of accreditation gained on Service
Courses where such accreditation is already funded fully by - or for - the Armed Forces.
c. Professional Body Fees. Annual membership fees for professional institutes,
institutions or other similar bodies.
d. Course Books and Materials. The cost of course textbooks or other learning
materials for which there are additional charges6.
e. Travel. Travel costs.
f. Normal Service Sports and Adventurous Training. Participation in activities under
the auspices of normal Service sports provision or under single-Service or Joint Service
Adventurous Training Schemes, including training programmes for coaching, managing,
refereeing or umpiring sports, undertaken solely for the benefit of the individual’s own Arm
or Service, branch or trade7.

7. Other Considerations. Before embarking on any activity covered by the terms of the RE
CPD Bursary Scheme, personnel should carefully consider:
a. The relevance of the course or qualification in question to their personal
development goals and choice of funding, if appropriate.
b. Their own ability to cope with the pressure of study or with the provision of
evidence for assessment.
c. The risk of disruption to the programme, and loss of course fees or need to reimburse
funding authorities (including REVETT), that could be caused by the needs and exigencies
of Service life.
d. The suitability and flexibility of the learning method(s) involved.
e. The cost-effectiveness of the type of learning programme proposed.
f. The requirement for proof that learning has taken place before payments will be
made.
g. The requirement to gain prior authority from their unit or sub-unit commander to
participate in the proposed learning programme.
8. Alternative Sources of Funding. At the time of application, the individual must have
arranged to exploit all relevant MoD funding routes8 fully and have made provision for his or her
own personal contribution of at least 20% of the total cost. Applicants must be able to certify that
they have done this.
9. Tax Liability. Although it is unlikely that funds received from REVETT, a Registered
Charity, under the RE CPD Bursary Scheme will be regarded as taxable income, individuals remain
responsible at law for ensuring that they pay such tax as is due, if any, promptly.
10. Bursaries and their Timing.
a. Programmes Lasting up to 12 Months. For programmes lasting up to 12 months,
authorised RE CPD Bursary Scheme payments will be made to the individual concerned,
within the following constraints:
(1) On completion of the programme, i.e. after the learner has taken the relevant
examination or, for non-examination courses, on production of evidence of one or
more of the following: achievement of, satisfactory attendance on, or completion of,
the programme.
(2) A single payment will be made, usually in the financial year9 in which the
programme is completed, even where the programme begins and ends in different
financial years.
(3) Account will be taken of funding available from other Service sources.

(4) Individuals will be expected to contribute at least 20% of the fee
themselves10
.
b. Programmes Lasting longer than 12 Months. For programmes lasting longer than 12
months, authorised RE CPD Bursary Scheme payments will be made to the individual
concerned, within the following constraints:
(1) Each study year or identifiable phase11
of learning is to be the subject of a
separate application12
.
(2) A maximum of 3 applications in respect of a single programme may be
submitted, each relating to a study year or identifiable phase of learning.
(3) Payment will usually be made at the end of the study year or identifiable
phase of learning concerned, on production of evidence of one or more of the
following: achievement of the learning goal concerned and/or satisfactory attendance
and/or completion of the programme.
(4) Account will be taken of funding available from other Service sources.
(5) Individuals will be expected to contribute at least 20% of the fee themselves.
PRIORITIES
11. The Trustees’ priorities for the allocation of CPD bursaries are:
a. Priority 1. Assisting personnel not qualified above Level 3 in the RCF or Level 6 in
the SCQF, and not members of an external professional institution, institute or other similar
body, to achieve either or another form of occupational recognition or proficiency.
b. Priority 2. Assisting personnel who are members of a professional institution,
institute or other similar body, but do not have a qualification above Level 3 in the RCF or
Level 6 in the SCQF, to achieve gain such qualifications or another form of occupational
recognition or proficiency.
c. Priority 3. Assisting personnel who have a qualification above Level 3 in the RCF or
Level 6 in the SCQF, but are not members of a professional institution, institute or other
similar body, to gain such membership, where this is dependant upon successful completion
of a programme of study, whether examined, assessed or not.
d. Priority 4. Assisting personnel who do not have a qualification above Level 3 in the
RCF or Level 6 in the SCQF in achieving a higher category of membership of a professional
institution, institute or other similar body to which they already belong, where this is
dependant upon successful completion of a programme of study, whether examined,
assessed or not.
e. Priority 5. Assisting personnel who have a qualification above Level 3 in the RCF or
Level 6 in the SCQF in achieving a higher category of membership of a professional

institution, institute or other similar body to which they already belong, where this is
dependant upon successful completion of a programme of study, whether examined,
assessed or not.
f. Priority 6. Assisting personnel who are members of a professional institution,
institute or other similar body and who have a qualification above Level 3 in the RCF or
Level 6 in the SCQF to achieve forms of occupational recognition or proficiency, in line
with their CPD plans, which, while falling outside the categories above, are deemed
acceptable for the purposes the Scheme.
BURSARY PAYMENT LIMITS
12. The rates of bursary usually available13
to each eligible applicant per application are:
a. Priority 1. Up to £1000.00.
b. Priority 2. Up to £900.00.
c. Priority 3. Up to £800.00.
d. Priority 4. Up to £700.00.
e. Priority 5. Up to £600.00.
f. Priority 6. Up to £500.00.
Exceptionally, well-justified written cases for higher rates may be submitted to the Executive
Secretary RE CPD Bursary Scheme for consideration. A range of factors may need to be taken into
account by the Executive Secretary and his decision is final.
APPLICATION PROCESS
13. Procedure for Submitting Applications. The procedure to be followed when submitting
applications is illustrated at Annex B to these Instructions.
14. Submission of Application Forms. Applications for RE CPD Bursary Scheme grants are to
be made in the format at Annex C to these Instructions, with countersignatures obtained as
necessary. Each completed application form is to be submitted, together with the requisite
supporting documentation, to the Executive Secretary RE CPD Bursary Scheme, by the
countersigning officer.
15. Processing of Applications. Each application will be processed by the Executive Secretary
CPD Bursary Scheme. All applications appearing to fulfil the criteria for an award, together with
any exceptional cases, will be evaluated by the Executive Secretary with the priorities established
above and the funding available. The decisions taken in respect of any and all applications will be
considered to be final.
16. Unsuccessful Applications. Unsuccessful applications will be returned to the applicant by
the Executive Secretary, with an explanation as to the reason for the lack of success. Where
appropriate, the applicant may be advised to resubmit the application with additional information or
when sufficient funding becomes available.
17. Successful Applications. Where an application is approved, the Executive Secretary will
notify the applicant of this fact.

18. Audit Trail. After processing, all applications and associated documentation are to be
retained on file for 6 years for audit purposes. As with all other aspects of the RE CPD Bursary
Scheme, data storage will be conducted under the applicable provisions of current legislation,
regulations and policy.
PAYMENT OF GRANTS
19. Individuals whose applications are successful should complete Annex D and apply for
payment once they can produce the evidence required at paragraph 10 above. This will be at or
after the end of the programme, study year or identifiable phase of learning. Payments will be made
by Corps Funds, RHQ RE by cheque or automatic bank transfer. Applications for payment
received in excess of 26 weeks after the date of completion will be rejected.

20. Constructive comments on, and queries about, the RE CPD Bursary Scheme are welcome
from any source and should be submitted to the Executive Secretary in the first instance. All such
comments will be acknowledged and, if required, will be tabled at REVETT meetings for
consideration at the earliest opportunity.
