MUSIC CHAIRMAN’S WELCOME

WELCOME to the Royal Wootton Bassett Arts Festival which is affiliated to the British and International Federation of Festivals (BIFF). The BIFF mission is ‘to enable participation in the Performing Arts’. The Festival aims to provide opportunities for everyone: from the young to the old and for beginners to advanced performers. We all hope you fully enjoy the opportunity of being able to perform and engage with the spirit of the festival. Every performance is a learning opportunity and should be a positive experience, which builds both confidence and skills. In addition, the Festival is a platform to identify solo singers, pianists and instrumentalists for other musical opportunities, such as the Rotary Young Musician Competition. Next year Music will come together with Speech and Drama with everything taking place at this time of year making a wonderful combined celebration of the Arts in Royal Wootton Bassett. The 2019 Syllabus will be launched early in the New Year. Although the date of the launch is still under review, once it is launched, the new syllabus will be available to download at www.rwbartsfestival.com. Please continue to check the website for details regarding the launch and other updates. RWBAF is not just a community event, but welcomes performers from many different locations. However, the Festival is very grateful to all of the teachers, schools, churches, businesses and other organisations who provide ongoing support throughout the year. In particular, the Festival is very grateful to the Royal Wootton Bassett Academy and G4, for hosting the Festival and providing a safe, central location with car parking. I look forward to meeting with you at the Festival and hope you have a memorable experience.

CHILD PROTECTION AND SAFEGUARDING POLICY The British and International Federation of Festivals for Music, Dance and Speech work for amateur festivals everywhere to help create thousands of educational performance opportunities for children and young people each year.

The Federation, and our member Festivals, are committed to ensuring safe environments for children and young people and believe that it is always unacceptable for a child or young person to experience abuse of any kind. We recognise our responsibility to safeguard the welfare of all children and young people, by a commitment to recommend best practice which protects them.

This policy applies to our Board of Trustees, paid staff, Adjudicator members, volunteers, students or anyone working on behalf of the Federation and our member Festivals.

We recognise that:

• the welfare of the child/young person is paramount • all children, regardless of age, disability, gender, racial heritage, religious belief, sexual

orientation or identity, have the right to equal protection from all types of harm or abuse • working in partnership with children, young people, their parents, carers and other

agencies is essential in promoting young people’s welfare.

The purpose of the policy:

• to provide protection for the children and young people who participate in our festivals, including the children of festival members

• to provide staff and volunteers with guidance on procedures they should adopt in the event that they suspect a child or young person may be experiencing, or be at risk of, harm

We will seek to safeguard children and young people by:

• valuing them, listening to and respecting them • adopting child protection guidelines through procedures and safe working practice for

staff and volunteers • recruiting staff and volunteers safely, ensuring all necessary checks are made • sharing information about child protection and safe working practice with children,

parents, staff and volunteers • sharing information about concerns with agencies who need to know, and involving

parents and children appropriately • providing effective management for staff and volunteers through supervision, support

and training.

The Federation will review this policy each year in November in line with Safe Network guidance or sooner in light of any changes in legislation or guidance. All changes will be communicated to our member Festivals in time for the start of the new Festival year.

CREATING SAFER FESTIVALS FOR EVERYONE The Federation and its member Festivals use the following policies and procedures to provide Safer Festivals for everyone: 1. A single, definitive Child Protection Policy adopted by all Federation Festivals. 2. One or more designated Festival Safeguarding Officers (FSO) appointed for each Federation Festival.

3. Best practice advice in the form of Safe Working Practice and Festival Child Protection leaflets, with support and training for all Festival staff and volunteers. Including clear reporting procedures for anyone with a concern about a child.

4. Appropriate recruitment and induction procedures for all new staff and volunteers responsible for

providing safe environments for everyone attending / performing at a Federation Festival. 5. All Festival personnel wear a badge to identify their roles. All teachers/parents/guardians/carers are

asked to report all incidents of any nature to anyone wearing a Festival badge. All reported incidents will be handled in accordance with the Safe Working Practice and Festival Child Protection best practice advice. In addition we will ensure the availability of a quiet area / room where concerns can be expressed in private.

6. For the duration of a Festival all teachers/parents/guardians/carers are responsible for the continuous

care and supervision of their own children/pupils. If they are unable to attend personally, they must delegate their responsibilities to an identified adult and ensure that their children/pupils are aware of the identity and name of the person responsible for their care. This includes supervision throughout all Festival venues, practice and changing areas that may be provided. The Festival cannot take any responsibility for property left unattended

7. No unauthorised photography, audio or video recording of children and young people is allowed at our

Festivals. Where parents/guardians/carers do not wish photos to be taken at all, then the responsible adult attending should ensure that their child is not included in official photos.

8. Some children and vulnerable adults may have specific needs in order to take part. If this is the case we

ask the responsible teachers/parents/guardians/carers to contact the Festival Organisers prior to arrival. The Festival actively seeks wherever to meet these needs, but must know beforehand in order to prepare support – or to advise that help cannot be provided on this occasion.

9. The Festival’s Child Protection Policy and approach to Creating Safer Festivals for Everyone is published

explicitly in our Syllabus, Programme and Website. By completing and signing the entry form all parents / guardians / carers and teachers of entrants under 18 (or vulnerable adults of any age) confirm that they give (or have obtained) the necessary consents for the entrants to take part in the Festival. Without consent the entry to the Festival cannot be accepted.

GENERAL RULES

1. THE SAFEGUARDING POLICY is printed in this document and is on the Festival website. It is also circulated to entrants’ to the Festival. In the interests of child safety, all children must be accompanied by a parent or other responsible adult at all times.

2. STATUS: The Festival is open to Entrants who must be bona-fide amateurs, except where otherwise stated. No person gaining their livelihood in

part or all by professional performance may compete. An amateur is a person who does not make his or her living by performing in the discipline involved.

3. CLOSING DATES FOR ENTRIES are printed on the entry forms and Syllabi.

4. Please make all payments by BACS where possible. Bank details are as follows: HSBC, Sort: 40-47-16, A/C 11400479 5. AGE LIMITS are set by each section of the Festival. These will be strictly observed. Please refer to the section rules. 6. ENTRIES must be made on the OFFICIAL ENTRY FORM, (forms may be photocopied), or emailed as a typed list, clearly marked with Name of

Sender, Address and Telephone Number, to reach the relevant ENTRY SECRETARY by the CLOSING DATE. ENTRY FEES must be sent with the entry, or in the case of e-mailed entries, within two days. Entries received by e-mail will only be processed once payment has been received. Cheques made payable to Royal Wootton Bassett Arts Festival. In case of hardship, please contact the Section Secretary in confidence.

7. REQUESTS for specific times or days will be taken into account where possible, but cannot be guaranteed, and refunds will not be issued for any

reason after an entry has been made. If you find that you cannot come to the Festival, please notify the relevant Secretary as soon as possible. 8. CONFIRMATION LETTERS detailing Venue, Class, Day, Time and relevant instructions concerning the Festival will be issued to participants as soon

as possible after the closing date for entries. 9. PRESENTATION: Participants are asked to think of their appearance as part of their performance and dress suitably i.e. casual but smart. Your

performance begins when you leave your seat and ends when you return to your place. 10. PHOTOGRAPHY, VIDEO AND AUDIO RECORDING USING ANY DEVICE IS FORBIDDEN: The Festival is bound by Child Protection & Safeguarding

laws and Copyright laws and cannot allow photography, tape or video recording during any performance or adjudication. The Press or an official photographer may be in attendance at the Festival. Their photographs may be published. If parents / guardians / carers do NOT want their child(ren) to be photographed, please inform a RWBAF Official at the time to ensure they are NOT included in photographs taken at the event.

11. MOBILE PHONES: These must be turned off during performances. 12. ADJUDICATORS: Alternative or additional Adjudicators may be appointed as necessary. COMMUNICATION WITH ADJUDICATORS IS STRICTLY

PROHIBITED. 13. THE ADJUDICATORS DECISION IS FINAL: Marks awarded by the Adjudicator will be in accordance with the BIFF scheme. The Festival awards a

trophy or RWBAF Medal to the person gaining the highest mark in the class, providing the mark is 84 or above. 14. TROPHIES: All Trophies remain the property of the Festival and must be returned BY THE DUE DATES before each Festival. Trophies must be

signed for at the Steward’s Table. A Trophy may be engraved by the winner at his/her own cost. Lost or damaged trophies must be replaced or repaired by the candidate.

15. TIME LIMITS MUST BE STRICTLY OBSERVED: Failure to comply may lead to penalisation in marks. If the time is excessive the performance may

be stopped. 16. COMMITTEE’S RIGHTS: The Committee may combine classes where entries are small, divide classes where entries are large, and has the power

to make other regulations or interpret or qualify any of these rules as occasion may arise. 17. ORDER OF PERFORMANCE: Entrants must perform in the order given unless involved elsewhere, in which case, the STEWARD must be notified,

and they will be re-called at the end of the class. 18. SUBSTITUTION: No substitutions will be allowed after entry, except in group classes, choirs or ensembles. 19. COMPLAINTS: Please make any complaints to the Chair of the Festival in writing accompanied by a fee of £10.00 to cover administration costs,

which will be returned if the complaint is upheld. The Festival will inform the complainant of their decision within one month. If this outcome is not acceptable, the complaint may be taken up with the British and International Federation of Festivals, whose decision will be final. The Wootton Bassett Arts Festival Secretary will be able to supply the address.

20. LOST PROPERTY: The Festival cannot accept any responsibility for property left at venues during the event. 21. SAFETY OF THE PUBLIC: It is necessary for parents, teachers, and those responsible for children or disabled or special needs persons, to be aware

of any limitations. Anyone requiring specific assistance must make this known at the time of entry.

MARKING SYSTEM DESCRIPTION

Marks awarded by the Adjudicator will be in accordance with the BIFF scheme. This is a chance for competitors to excel and receive constructive comments from the Adjudicator. Trophies and/or RWBAF Medals will be awarded to the competitor(s) with the highest mark in each class.

CATEGORY MARK DESCRIPTOR

FAIR 75 – 77 A performance limited in communication.

MODERATE 78 – 80 A performance showing development of technique and communication.

MERIT 81 – 83 A capable performance showing some artistic appreciation and/or technical ability.

CONCISE MUSIC RULES 1. The General Rules of the Festival are in this Programme, on the website and in the printed Syllabus.

The BIFF Child Protection & Safeguarding Policy is on the website and will be circulated when we confirm your entry. Please note that no photography or recording by any method is permitted during performances for Copyright and Safeguarding reasons.

2. The Festival is open to people who do not make their living wholly or in part from the discipline entered.

3. Graded Classes follow the ABRSM, and Trinity Guildhall schemes. Your piece need not be an exam piece, provided it is of the required standard. Please enter at the level you are currently playing.

4. You should have an original copy of your piece and bring a second copy (e.g. a good photocopy) for the Adjudicator. Authorised copies, if clearly marked will be returned. Photocopies will be destroyed.

5. Please note that your performance and adjudication begins when you leave your seat and ends when you return there. Please dress appropriately, announce your piece clearly and acknowledge applause afterwards. The Adjudicator will mark and comment on each performance using the BIFF scheme. The performer with the highest mark will be declared the winner and a trophy will be presented provided the mark is 84 or more. Please note that not all classes have trophies.

6. The Festival hires suitable pianos, music stands and the other equipment needed for each venue.

ADJUDICATOR

CLASSICAL GUITAR – GARY RYAN Gary Ryan is one of the world’s leading exponents of the guitar and has performed to international critical acclaim for over twenty years, winning praise for his formidable technique, outstanding musicianship and entertainingly diverse programmes. In 2013 he became the first guitarist since John Williams in 1983 to be awarded a Fellowship of the Royal College of Music in recognition of his contribution to the instrument (and only the fourth guitarist ever to receive this honour, other recipients being Andrés Segovia and Julian Bream). Ryan studied from the age of 8 at the Guildhall School of Music Junior Department, later winning a scholarship to study at the Royal Academy of Music in 1987 where he studied with Timothy Walker. In 1991 he graduated with first class honours and a host of awards, including the Julian Bream Prize for guitar, the John Mundy String Prize and the Dorothy Grinstead Prize for an outstanding all-round student (Ryan is also an accomplished pianist). He then pursued his post-graduate studies at the RAM with an award from the Fleming Trust and was later made an Honorary Associate of the Royal Academy of Music in 1997. Ryan made his London recital debut for the Park Lane Group Young Artists Series at the Purcell Room in 1994 (declared a highlight of the series by the Telegraph, Independent, Observer, Times and Sunday Times) and was subsequently invited to perform a series of recitals for the Kirckman Concert Society at London’s South Bank Centre. In 1996, at the age of 27, Ryan was then appointed a Professor of Guitar at the Royal College of Music in London, rising to become Assistant Head of Strings in 2009. Widely respected as an adjudicator and juror, Gary has been invited onto the jury for many instrumental competitions and festivals throughout Europe, including for the BBC Young Musician of the Year. He is also a grade and diploma examiner for the ABRSM.
